Questions and Answers 29 October 2015
1) The RFP did not provide historical workload data for performance work statement (PWS) paragraph 1.1.2.4 Third Order Precision Control Land Survey. Can historical data or maximum quantities be provided such as, expected number of surveys / year, size of survey area, etc.?
The current workload is 4-6 times per year. Majority of land surveying requests are related to project design.
2) Can the Government please confirm the status of the existing Geographical Information System (GIS) database and Critical Infrastructure Program (CIP) and confirm the state at which these systems will be turned over to the successful offeror?
The existing GIS is current and is actively updated as changes are necessary. Contractor shall act as a support role for the CIP as stated in PWS paragraph 1.1.1.22 “Contractor shall participate in Defense Critical Infrastructure Program (DCIP)/ CIP compliance assessment as required every two years providing risk assessments of certain installation and tenant organizations critical assets and infrastructures. The point of contact shall attend briefings and meetings during the assessment period, provide engineering and technical information, coordination with operations contract personnel and engineering support to the assessment team.”
3) The RFP did not provide historical workload data for PWS paragraph 1.2.1.9 Traffic Safety Working Group (TSWG). Can historical data or maximum limits be provided, such as the number of traffic studies conducted annually and typical scope of those studies, etc.?
The TSWG meets quarterly. There are approximately 20 CE action items per year related primarily to pedestrian traffic/crosswalks, fire lanes, parking/parking lot configuration, and striping. At any given time, there are around 15 open traffic related action items.
