Is there an incumbent contractor for this contract? If so, can you provide contact information or at least company name?
Tinker Support Services J/V is the incumbent
Regarding the subject solicitation, Section L, pg. 16, subheading 5.3.5 Facility Clearance: Is the DD254 required to be submitted with the Contract Documentation volume?
The DD254 is not required to be submitted with proposals. The company that receives award is required to possess, or acquire prior to award a facility clearance equal to the highest classification stated on the posted DD FORM 254
6 What is the period of performance and $$ value of the current contract?
The current contract number is FA8101-08-D-0006 with a period of performance of a 2-year base with 6 one-year option periods. The base period was 1 Feb 08 - 31 Jan 10. The value of the current contract at the time of award was $267,434,836.00 Est. NOTE: This is not an accurate reflection of CE Engineering Services requirement since it was just a portion of the current contract.
It is my understanding from the attachments provided that the contractor shall provide for DMAG and non-DMAG design services, at a minimum, 2 mechanical engineers, 2 civil engineers, 2 architects, 2 electrical engineers and 1 structural engineer, to perform contract work full time on site in buildings 400, 414 and 3001. Are these employees to be dedicated solely to this IDIQ contract and only permitted to perform work pertaining to this IDIQ contract while on base and using the base network? Yes, PEs are required to work full time on site.
Are the engineers/architects listed above able to perform as contract managers for other required services listed in the solicitation (Is it acceptable for this dedicated design group to perform, as applicable to their experience, construction management services, bridge inspection services, surveying, mapping, condition assessment, documentation and other management services listed throughout the synopsis) or is the list above a requirement for a separate team under a generalized leadership/general management personnel group? Is the leadership/management group also required to work full time on site?
Yes, PEs are allow to work any task stated in the PWS or perform contract managers duties.
Yes, Leadership/management is required full time on site.
Are the necessary surveyors, bridge inspectors, fire protection engineers and other personnel required for contract support able to be subcontracted at an as-needed basis or is it expected that some of these personnel will also be full-time on base? Yes, Other than required PEs, work may be sub-contracted on as-needed basis.
