Question Number Question Answer
If we were to submit a proposal, we would propose on this effort as a Joint Venture. Are there any Instructions to Offerors (ITO's) or other provisions of the solicitation that would prevent our team from submitting as a JV? There is nothing in the solicitation to prevent an offeror to propose as a Joint Venture.
We see the required professional disciplines listed in the PWS. However, is it possible to propose a slightly different mix of skills (i.e.
professional and technician-level) to satisfy the requirements of the overall PWS mission?
No, all proposals are to bid on the same core staff of engineers. After the core staff requirement is met any mix of professional and technicians that can accomplish the Performance Work Statement requirements is acceptable.
