SECTION I – DESCRIPTION OF SERVICES.
1.1. Scope. Tinker Air Force Base (TAFB), Oklahoma, in support of the Oklahoma City Air Logistics Center (OC-ALC) and tenant organizations, Hill Air Force Base (HAFB), Utah, in support of Ogden Air Logistics Center (OO-ALC), and Robins Air Force Base, Georgia (RAFB), in support of Warner Robins Air Logistics Center (WR-ALC), have a need for Advisory and Assistance Services (A&AS). The Tinker Advisory and Assistance Services Contracts (TAASC) II, herein referred to as TAASC, will assist Government organic resources. Decentralized ordering will be authorized on a limited basis, anticipated up to approximately five (5) percent per center of the TAASC ceiling value, for HAFB, Utah, in support of OO-ALC, and RAFB, Georgia, in support of WR-ALC. A&AS includes Management and Professional Support (MPS), Studies, Analyses, and Evaluations (SAE), and Engineering and Technical Services (ETS). A&AS does not include personal services or inherently governmental functions. The objectives and requirements identified within this PWS are described in general terms. Each individual task order PWS will specifically address task requirements. Use of the TAASC contract is mandatory for all OC-ALC A&AS requirements. The objectives and requirements identified within this PWS are described in general terms. Each task order shall specifically address task requirements, project scheduling, task order options, and other related performance criteria as necessary.
1.2 Contractor Requirements
1.2.1 Personnel Administration. The Contractor shall be responsible for the employment, training, guidance, and supervision of Contractor employees to accomplish the individual task orders issued against TAASC. The Contractor shall ensure Contractor employees have the ability to read, write, and speak English. The Contractor shall accomplish the assigned work by employing and utilizing qualified personnel with the various combinations of education, training, and experience, as defined in the labor categories depicted in Appendix Two (2).
The Contractor shall provide sanitized resumes for all new and replacement Contractor employee(s) to the TAASC Program Office Procurement Contracting Officer (PCO) and Program Manager (PM) for review. Replacement Contractor employees shall have comparable skills and experience and be of the same labor category to the Contractor employee they are replacing. Resumes shall define each job experience with dates and months (example 30 June 2000 – 30 June 2005, 60 months). The Contractor shall review all resumes for data errors or missing experience prior to submittal. Resumes containing data errors or missing experience will be rejected by the TAASC Program Office and not considered for a second review. The Contractor may submit up to two (2) resumes for one labor category position. Each resume shall be labeled primary and alternate. Submission of two resumes is optional, but not required. The TAASC Program Office PM will forward the resume to the customer for review. The TAASC Program Office PM will provide final approval of the resume by notifying the Contractor in writing. The TAASC Program Office reserves the right to reject a submitted resume. Upon approval, the Contractor shall notify the above parties, in writing, within forty-eight (48) hours, providing the name of the Contractor employee. If a delay is anticipated in the Contractor employee’s scheduled start date, the Contractor shall notify the above parties, in writing, as soon as possible, but no later than 8:00 a.m., two (2) days prior to the scheduled start date. The Contractor shall notify the above parties if the Contractor employee(s) lack a valid Contractor Access Card (CAC) or security clearance on day one of the Period of Performance (PoP) or on a scheduled replacement start date.
The Contractor shall notify the TAASC Program Office PCO and PM, and the individual task order COR, in writing, within twenty-four (24) hours of notification, when a Contractor employee will be on an extended personal leave (i.e. vacation, personal, sick, etc.) of more than three (3) business days. This will ensure the COR has adequate time to prepare for the gap in service during this time.
The Contractor shall notify the TAASC Program Office PCO and PM, and the individual task order COR, in writing, within twenty-four (24) hours, minimum, of notification when a Contractor employee will be on an extended leave of absence for any period exceeding two (2) calendar weeks due to illness or other reasons (i.e. military, family, maternity leave). In these circumstances, the Contractor shall provide a plan to the above parties of how the work shall be accomplished during this absence. This plan shall be due within three (3) business days of the notification. The Contractor may provide a temporary Contractor employee with comparable skills and of the same labor category during the current Contractor employee’s absence.
The Contractor shall notify the TAASC Program Office PCO and Program Manager, and the individual task order COR to request terminated or resigning Contractor employees network access be removed within two (2) hours of notification of their departure. The Contractor shall also obtain the Contractor employees applicable Government identification badge(s) within two (2) hours of notification of resignation or termination. The Contractor shall provide timely access to qualified, multi-functional replacement Contractor employee(s). The Contractor shall provide a plan to the above parties to replace the departing Contractor employee within three (3) business days of the termination or resignation of the Contractor employee. The Contractor shall provide the replacement Contractor employee resume no later than two (2) weeks from receipt of the replacement plan. (Service Summary (SS) Item # one (1)) All Contractor employees shall identify themselves as Contractor employees during all meetings, telephone conversations, and in informal and formal written correspondence, to include electronic mail, while performing work for the Government.
Contractor employees requiring access to Government e-mail systems shall be required to complete Information Assurance (IA) and Records Management training as requested by the individual task order COR. Upon completion of this training, the Contractor employee shall provide training completion certifications to the individual task order COR. Additional training, if required, will be identified in individual task order requirements.
The Contractor shall refer to the current Government Contractor relationship guide and any future publications for additional information such as travel, awards, and gifts. This guide will be provided by the TAASC Program Office upon request.
1.2.2 Contractor Badges. The Contractor shall ensure all Contractor employees have proper identification credentials prior to entering TAFB. Contractor employees requiring access to TAFB must possess a CAC or a Contractor Badge, Air Force Materiel Command (AFMC) Form 387. The CAC can be obtained through the Contractor Verification System (CVS) with the assistance of the unit Trusted Agent (TA). A CAC is only provided if the Contractor employee requires access to Government systems to perform their responsibilities. To obtain a CAC, the Contractor shall complete a Defense Department (DD) Form 1172-2, Application for Department of Defense (DoD) CAC/Deers Enrollment, or other approved forms provided by the COR, and submit this form to the individual task order COR. Along with this request, the Contractor shall submit a separate statement as follows, which is a requirement by the Trusted Agent (TA) for processing the card.
"I verify that the applicant has completed an Federal Bureau of Investigations (FBI) fingerprint check with favorable results and that a National Agency Check with Inquiries (NACI), or a DoD-determined equivalent investigation, or greater, has been submitted to the Office of Personnel and Management (OPM)."
The individual task order COR will then forward the CAC request to the unit’s TA for processing. The TA will then provide further instructions to the Contractor employee to complete card processing.
Contractor employees requiring a Contractor Badge, AFMC Form 387, shall submit an AFMC Form 496, Application for an AFMC Identification Card, to the TAASC PCO for approval. Once approved, the Contractor employee shall submit the form to the Pass and Registration office, building 6611, located outside of the Air Depot gate, TAFB, OK. The Pass and Registration office will provide a completed Contractor Badge, AFMC Form 387.
The Contractor shall ensure all Contractor employees utilize the correct contract number (basic or individual task order level) when requesting a CAC or Contractor badge. The Contractor shall ensure TAASC contract numbers are not used for CAC requests without permission from either the individual task order COR or the TAASC Program Office PCO or PM.
All TAFB CACs shall be returned to the Head Quarters unit, building 460, and TAFB Contractor badges shall be returned to the Pass and Identification office, building 6611, upon the completion of the contract or upon the resignation or termination of a Contractor employee. All CACs shall be surrendered within ten (10) calendar days and all Contractor Badges shall be surrendered within fourteen (14) calendar days to the respective offices. The Contractor shall provide the TAASC Program Office PCO, PM, and the individual task order COR with copies of the turn-in receipts within three (3) business days of surrendering the above badges. All Contractor employees, while on-site, shall ensure badges are displayed on the outer clothing, on the front of the body, between the neck and waist, to ensure badges are visible at all times. Any additional required badges will be addressed in individual task order requirements.
The Contractor shall comply with all OO-ALC and WR-ALC badge requirements to be defined by each individual task order PWS.
1.2.3 Emergency Procedures. Contractor employees shall follow the direction of Government employees in regards to emergency procedures, i.e. fire, tornado, active shooter, bomb threats. It shall be the responsibility of the Contractor to provide guidance and establish procedures for responding to emergencies for their employees. The Contractor shall account for their Contractor employees following an emergency evacuation. Contractor employees shall participate with Government personnel in all fire and tornado drills.
1.2.4 Security Requirements. The Contractor shall comply with the security requirements defined in the individual task order PWS, which may include a DD Form 254, DoD Contract Security Classification Specification. Examples of clearance levels include secret, top secret, Special Access Program (SAP), and Special Access Required (SAR) Facility clearance. Interim clearances may be accepted on a case by case basis as defined in the individual task order PWS.
The Contractor shall comply with all OO-ALC and WR-ALC security requirements to be defined by each individual task order PWS. Contract security shall be in accordance with the DoD 5220.22-M, National Industrial Security Program, and DoD 5200.22-R, Industrial Security Regulation.
1.2.4.1 Contractor Visitor Group Security Agreement. The Contractor shall sign a Contractor Visitor Group Security Agreement/Standard Practice Procedures to perform classified work at TAFB in accordance with the individual task order PWS. The POC for this agreement is 72 ABW/IPD.
The Contractor shall comply with all OO-ALC and WR-ALC Contractor Visitor Group Security Agreements if defined in the individual task order PWS.
1.2.5 Business Relations. The Contractor shall be responsible for any subcontract management to integrate work performed on this contract and accountable for subcontractor performance on all individual task orders. The Contractor shall be responsible for the management of subcontractors, customer satisfaction, and professional and ethical behavior of the contract employees. (SS Item # two (2))
1.2.6 Cost Control. The Contractor shall be responsible for cost control. The Contractor shall provide total accountability, accuracy, disclosure, control, forecasting, estimating, and overall management of all cost control efforts at both the TAASC basic contract and individual task order levels. (SS Item # three (3)) If at any time the Contractor has reason to believe the hourly rate payments and material costs that will accrue in performing an individual task order PWS in the next succeeding thirty (30) days, if added to all other payments and costs previously accrued, will exceed eight-five (85) percent of the ceiling price in the schedule, the Contractor shall notify the Contracting Officer, in writing, providing a revised estimate of the total price for performing the work and supporting reasons and documentation. (SS Item # four (4))
1.2.7 Reports
1.2.7.1 TAASC Basic Level Contract Reports
1.2.7.1.1 Contractor Funds Status Report (CFSR). The Contractor shall electronically provide, accurately and timely, a quarterly Contract Funds Status Report (CFSR) to the TAASC Program Office PCO and PM. The reporting period shall be the first day through the last day of each quarter, with the report to be received no later than twenty (20) calendar days after the end of the proceeding reporting period. (SS Item # five (5)) The CFSR is applicable to cost plus Contract Line Items (CLINs) only. The CFSR shall be provided in the format found in Appendix Five (5), sample form DD 1586, and instructions for completing this form are provided in Appendix Six (6). However, Contractor format shall be acceptable upon approval by the TAASC Program Office PCO or PM.
TAASC quarterly reporting periods for the CFSR shall be as follows:
The initial report date and quarterly reporting periods will be added to coincide with the contract award date.
1.2.7.1.2 Status Report. The Contractor shall electronically provide, accurately and timely, a quarterly Status Report to the TAASC Program Office PCO and PM. The reporting period shall be the first day through the last day of each quarter, with the report to be received no later than twenty (20) calendar days after the end of the proceeding reporting period. (SS Item # six (6)) The Status Report is applicable to the TAASC basic and all individual task order contracts. Instructions for completing the Status Report are provided in Appendix Seven (7). Contractor format shall be acceptable upon approval by the TAASC Program Office PCO or PM.

The initial report date and quarterly reporting periods will be added to coincide with the contract award date.
1.2.7.1.3 Post Award Conference. The Contractor shall provide a post award conference presentation within fifteen (15) business days of award of the TAASC basic contracts. For this presentation, the Contractor shall provide a conference agenda, include an overall summary of their organization, and identify all key members (i.e. Program Manager, Contracting representative) of the organization who have authority to correspond with the TAASC Program Office. The presentation shall not exceed thirty (30) charts and may last up to one (1) hour. The scheduled times and dates for the post award conference presentations will be provided by the TAASC Program Office immediately after award.
1.2.7.2 TAASC Individual Task Order Reports. The Contractor shall comply with all OC-ALC, OO-ALC and WR-ALC report requirements to be defined within each individual task order requirement PWS. The following is a list of potential reports to be utilized with individual task order requirements. This list is not meant to be inclusive of all that may be required, referenced, or otherwise identified within a given individual task order PWS.

1.2.8 Non Disclosure Agreements. The Contractor shall provide signed copies of Non-Disclosure Agreements (NDAs) prior to commencing work to the TAASC Program Office PCO and PM, and the individual task order COR, for any prime or subcontractor Contractor employees who require direct or indirect access to government facilities, proprietary or sensitive data, or prepare or assist with any TAASC basic or individual task order PWS reports.
1.2.9 Mandatory Proposals. In an effort to ensure that adequate competition is received for each task order, in the event that only one proposal is received in response to any Request for Order Proposal (RFOP), the Contractors initially opting not to propose will be mandated to provide proposals following such notice from the Contracting Officer.
1.3 Applicable Documents. The Contractor shall accomplish all requirements of the TAASC basic contract and individual task order PWS documents. Documents referenced below in their entirety are due to safety, security and environmental reasons.

1.4 Schedule. The Contractor shall adhere to all schedule timelines, milestones, delivery schedules, and administrative requirements to include scheduled on-time delivery of reports, data products, billing invoices, staffing of personnel, and action item completion.
1.4.1 Location and Hours of Work. The Contractor shall perform work at locations determined by the individual task order PWS including OC-ALC, OO-ALC, WR-ALC, prime Contractor facilities, prime team member facilities, and Government facilities throughout the Continental United States (CONUS). Contractors may not perform work from their home residence/office. Telework is prohibited. Normal Government workdays include Monday through Friday, except United States (US) federal holidays as depicted in Appendix three (3), Holiday Listing, Contractor sick leave and vacation days. A normal work week shall consist of five (5) eight (8) hour days; however, surge requirements may necessitate performance in excess of eight (8) hours per day, forty (40) hours per week. Contractors shall ensure they can provide for this type of contingency. Work schedule requirements shall be as defined by the individual task order PWS.
1.5 Travel. The Contractor shall make travel arrangements for Contractor employees to travel in support of the individual task order PWS. Any travel requests shall be submitted to the individual task order COR and performed in accordance with Contract Clause TBD, Payment for Travel/Per Diem Costs (Date/TBD). Travel days may include weekends and holidays.
1.5.1 Passports and Visa Requirements. The Contractor shall be responsible for obtaining all passports, visas, or other documents to travel as specified in the individual task order. The Contractor shall ensure that personnel obtain immunizations required for the area of travel in accordance with the US Department of State website: http://www.travel.state.gov
1.6 Essential Services. The Contractor shall prepare for the continuation of essential DoD services during crisis in accordance with Department of Defense Instruction (DODI), 1100.22, Policy and Procedures For Determining Work Force Mix, as directed by the individual task order PWS.
1.7 Safety. The Contractor shall comply with safety provisions as directed by the individual task order PWS and in accordance with Appendix Four (4).
1.7.1 Safety and Health Plan. The Contractor shall provide a Safety and Health Plan for each individual task order. (Reference PWS Section IV-Government Requirements, paragraph 4.1, Voluntary Protection Plan)
1.8 Functional Category Requirements
1.8.1. Program Management Support. The Contractor shall assist with program management philosophies, policies, and procedures to the procurement and sustainment of AF systems, subsystems, components and equipment. The Contractor shall assist with acquisition policies, statutes, and guidelines. The Contractor shall assist with analyzing inter-related issues of effectiveness, efficiency, and productivity, and develop recommendations to solve problems. The Contractor shall assist in program planning, financial budgeting, financial management, tracking, reporting, and evaluating metrics. The Contractor shall assist with organizing and managing critical aspects of the development, production, deployment, and sustainment of capabilities, systems, subsystems, and equipment. The Contractor shall assist with assessing progress of assigned projects or programs including cost estimates, schedules, and performance supportability baseline requirements. The Contractor shall assist with Acquisition Category (ACAT) programs, levels I, II, and III and Milestone decision processes. The Contractor shall assist in establishing management controls such as milestones, expenditure rates, management indicators, and management reviews to reflect program status and provide early detection of emerging problems. The Contractor shall also assist with PM support efforts as defined by the individual task order PWS.
1.8.1.1 Program Management Initiatives. The Contractor shall assist with the application of PM initiatives to include purchasing commercial items such as Non-Developmental Items (NDI), Commercial Off-The-Shelf (COTS), and Federal Aviation Administration (FAA) certified items. The Contractor shall assist with commercial practices such as Performance Based Business Environment (PBBE), Evolutionary Acquisition (EA), Agile Acquisition (AA), Joint Capabilities Integration and Development System (JCIDS), Concepts of Operation (CONOPS), partnering, architectural views, and Capabilities Review and Risk Assessment (CRRA). The Contractor shall also assist with PM initiatives as defined by the individual task order PWS.
1.8.1.2 Program Management Strategies. The Contractor shall assist with the development of PM strategies to include recommending, initiating, reviewing, developing, and implementing activities to accomplish Business Case Analysis (BCA), Cost of Ownership analysis (COO), aging aircraft analysis, process documentation, PWSs, Statements of Work (SOWs), Data Items Descriptions (DIDs), test plans, acquisition plans, Life Cycle Management Plans (LCMPs), Engine Life Management Plans (ELMP), Performance Plans (PPs), Acquisition Strategy Panels (ASPs), Integrated Master Plan (IMP), Integrated Master Schedule (IMS), Aircraft Information Program (AIP), and Aircraft Information Management Plan (AIMP). The Contractor shall also assist with PM strategies as defined by the individual task order PWS.
1.8.1.3 Critical Program Information. The Contractor shall support the identification of Critical Program Information (CPI) and the development of strategies and plans, such as program protection plans and anti-tamper plans, to ensure CPI is protected for both the acquisition and sustainment phases. The Contractor shall also assist with CPI efforts as defined by the individual task order PWS.
1.8.1.4 Information Technology. The Contractor shall provide assistance with the acquisition and sustainment of Information Technology (IT) systems for weapon systems. The Contractor shall assist with of the security accreditation process; the Net-Centric Operations (NCO) and Warfare Reference Model (WRM), the preparation of Information Support Plans; Information Assurance (IA), network centric, and global grid interoperability requirements; Clinger-Cohen reporting requirements, and other information technology certification processes such as the Network Readiness Assessment (NRA). The Contractor shall also assist with IT efforts as defined by the individual task order PWS.
1.8.2 Administrative Management Support. The Contractor shall assist with the administrative management support specific only to the professional and technical support tasks or activities addressed in the individual task order PWS. The Contractor shall maintain forms, files, and program reference libraries. The Contractor shall assist with typing, filing, copying, paper shredding, controlling of documentation, correspondence, and tracking action items. The Contractor shall review completed work for accuracy of data, procedure compliance, and error-free documentation. The Contractor shall assist with preparing internal and external briefings charts, program correspondence, and reports. The Contractor shall be trained in the use of computers using appropriate software applications. Software applications include the latest versions of Microsoft Word, Excel, and Power Point. The Contractor shall collect, analyze, and manipulate data in order to design graphic displays. The Contractor shall assist with completing data entry functions and establishing and managing databases to organize and store data. The Contractor shall schedule and coordinate meetings for program demonstrations and briefings. The Contractor shall also operate office automation equipment. The Contractor shall also assist with administrative management support efforts as defined by the individual task order PWS.
1.8.3 Configuration Management Support. The Contractor shall assist with configuration management activities using Military Handbook (MIL-HDBK)-61A, Configuration Management Guidance. The Contractor shall assist with configuration management tasks to include management of Deficiency Reports (DRs). The Contractor shall apply the principles, criteria, and procedures of configuration management in support of various weapon systems and items of equipment acquired or sustained by OC-ALC, OO-ALC, and WR-ALC. The Contractor shall also assist with configuration management efforts as defined by the individual task order PWS.
1.8.3.1 Configuration Identification. The Contractor shall assist with reviewing program-unique specifications to include system, development, and product specifications for both hardware and software, for proper format, content, and compliance with program requirements and standards. The Contractor shall also assist with configuration identification efforts as defined by the individual task order PWS.
1.8.3.2 Configuration Control. The Contractor shall assist with configuration control functions to include receipt, dissemination, processing, tracking, and providing recommendations for the final disposition of Advanced Change Study Notices (ACSNs), Engineering Change Proposals (ECPs), Requests for Deviation/Request for Waiver (RFD/RFW), Deficiency Reports (DRs), Airworthiness Directive Notes (ADN), Service Actions (SAs), Service Bulletins (SBs), Aircraft Service Changes (ASCs), Notices of Deficiency (ND), and Quality Control Plans (QCPs). The Contractor shall assist with reviewing change proposals for configuration management impacts and compliance with Government requirements. The Contractor shall assist with providing recommendations for Government review and disposition and assist in the preparation and conducting of Configuration Control Boards (CCB) and related subordinate boards. The Contractor shall assist in maintaining change proposal files and providing historical information. The Contractor shall also assist with configuration control efforts as defined by the individual task order PWS.
1.8.3.3 Configuration Audits and Program Reviews. The Contractor shall assist with Functional Configuration Audits (FCAs), Physical Configuration Audits (PCAs), and Compliance Audits (CAs), to include audit planning, auditing hardware and software Configuration Items (CIs), and disposition and tracking of action items and preparing minutes. The Contractor shall assist with program reviews, engineering reviews, and Technical Interchange Meetings (TIMs) at Government and weapon system Contractor facilities and prepare minutes of the meetings. The Contractor shall also assist with configuration audit and program review efforts as defined by the individual task order PWS.
1.8.4 Data Management Support. The Contractor shall assist with data management tasks in accordance with DoD 5010.12-M, Procedures for the Acquisition and Management of Technical Data, and apply the principles, criteria, and procedures of data management in support of various weapon systems and items of equipment acquired or sustained by OC-ALC, OO-ALC, and WR-ALC. The Contractor shall assist with technical writing by researching, obtaining, analyzing and selecting pertinent information and ensuring the information is written in a verified logical sequence. The Contractor shall assist with writing and preparing technical material for publication. The Contractor shall assist with technical writing functions for complex engineering specifications, user manuals, monthly reports, and engineering studies. The Contractor shall also assist with data management efforts as defined by the individual task order PWS.
1.8.4.1 Contract Data Management. The Contractor shall assist program offices with Data Item Descriptions (DIDs), Contract Data Requirements Lists (CDRLs), data calls, and reviews. The Contractor shall also assist with contract data management support efforts as defined by the individual task order PWS.
1.8.5 Facilitation Support. The Contractor shall assist by ensuring progression of working groups and teams involved in quality and process improvement projects. The Contractor shall assist by providing Lean/Six Sigma support to manage, monitor, and determine proper scope for Process Improvement Events (PIE), and facilitate PIEs for a wide range of processes performed at OC-ALC, OO-ALC, and WR-ALC. The Contractor shall work closely with group members to enhance team building, communication, interpersonal relations, meetings, and decision making. The Contractor shall be trained in a wide range of Lean/Six Sigma tools, processes, and procedures and be capable of applying them to PIEs, which may involve maintenance, supply chain management, program management, budgeting, contracting, manpower, engineering, change management, administration, and other organizational work disciplines. The Contractor shall be trained in applying Air Force Smart Operations (AFSO) 21/lean principles in a wide variety of aircraft maintenance and administrative settings. The Contractor shall provide trained and certified Green, Black and Master Black belt facilitators with either commercial or Government experience if required by the individual task order PWS. The Contractor shall also assist with facilitation support efforts as defined by the individual task order PWS.
1.8.6 Training Support. The training support shall be an integral part of a larger A&AS effort, defined within the individual task order PWS, and necessary for the Contractor to complete the effort. The Contractor shall assist with training support, training requirement identification, developing and preparing curriculums, analyzing and evaluating training plans, maintaining and reviewing training plans and obtaining training programs and courseware. The Contractor shall assist by providing the training and recommendations for training improvement. The Contractor shall accomplish the training support following the Air Force Instructional System Development process in accordance with AFMAN 36-2234, Instructional System Development. The Contractor shall also assist with training support efforts as defined by the individual task order PWS.
1.8.7 Financial Management Support. The Contractor shall assist with financial management support. The Contractor shall be trained in financial management policies, statutes, and guidelines. This support shall include cost research, cost estimating, and financial analysis. Contractor financial activities shall not include determination of Federal program priorities, budget requests, budget policy, guidance, and strategy. The Contractor shall also assist with financial management support efforts as defined by the individual task order PWS.
1.8.7.1 Cost Research. The Contractor shall conduct research of cost, budget, schedule, and related technical, performance, and program data to enhance analysis and estimating capabilities. The Contractor shall assist by independently planning, organizing, completing, and presenting assessments of cost, budget and schedule implications. The Contractor shall also assist with cost research support efforts as defined by the individual task order PWS.
1.8.7.2 Cost Estimating. The Contractor shall assist with the preparation of cost estimates for all phases of acquisition and sustainment programs. Program cost estimates may be in support of estimates for source selection evaluation, Cost As an Independent Variable (CAIV), Reduction in Total Ownership Costs (RTOC), Life Cycle Cost Analysis (LCCA), Earned Value Management System (EVMS), and Cost and Economic Analyses (CEA). The Contractor shall also assist with cost estimating support efforts as defined by the individual task order PWS.
1.8.7.3 Financial Analysis. The Contractor shall assist with conducting research for inputs to program financial management, budget and financial analysis, obligation and expenditure forecasting, Unliquidated Obligations (ULOs), funds management, funds status, funds control techniques, and reconciling budgetary or financial data. The Contractor shall also assist with financial analysis support efforts as defined by the individual task order PWS.
1.8.8 Logistics Support. The Contractor shall assist by providing acquisition and sustainment logistics support. The Contractor shall assist with analysis to include scientific work requiring the design, development, and adaptation of mathematical, statistical, econometric, and other scientific methods and techniques for various weapon systems and provide advice on the probability effects of alternative courses of action. The Contractor shall assist with developing methodologies for and evaluating the cost effectiveness of advanced weapon systems, related equipment, and force structures. The Contractor shall assist with analyzing, evaluating, and advising on the effectiveness and efficiency with which agencies and their counterparts carry out their assigned programs and functions over a wide variety of assignments with emphasis on cost, schedule, and performance. The Contractor shall assist with developing management or program evaluation plans and procedures. The Contractor shall assist with evaluating the effectiveness of meeting established goals and objectives using quantitative or qualitative methods. The Contractor shall assist with providing objectively based information for decisions on the administrative and programmatic aspects of operations and management. The Contractor shall also assist with logistics support efforts as defined by the individual task order PWS.
1.8.8.1 Logistics Management. The Contractor shall assist with logistics management analyses, readiness, plans, information systems, automated data processing, system management, and Foreign Military Sales (FMS) efforts. The Contractor shall assist with preparing written reports, conducting studies, defining alternative solutions and recommending actions, and performing any related tasks that provide logisticians the capability to accomplish logistics management of the Integrated Logistics Support (ILS) elements. Examples of logistics support include supporting existing and projected acquisition programs, evaluating the impact of new and innovative product support strategies, and assisting with sustainment management activities. In addition, the Contractor shall assist in the development of logistics requirements, tracking, reporting and evaluating metrics, conducting analyses, and providing technical assistance for total life cycle cost, logistics supportability, and warranty. The Contractor shall assist with analytical work in managing, regulating, and coordinating supplies, equipment or other material. The Contractor shall assist with one or more phases of material management including initial planning, provisioning and requirements determination, acquisition and distribution, accountability, and ultimate issue for consumption, retention or disposal. The Contractor shall provide advice and assistance with systems, techniques, and underlying management concepts for determining, regulating, or controlling the level of flow of supplies from initial planning through acquisition, storage, issue, and utilization or disposal. The Contractor shall assist with researching and providing details for alternative and innovative solutions to adverse logistics issues including best commercial practices and Inter and Intra service or agency support agreements. The Contractor shall assist with assessing and developing requirements, within available or allocated resources, for funds, manpower, facilities, equipment, supplies, and services. The Contractor shall also assist with logistics management efforts as defined by the individual task order PWS.
1.8.8.2 Logistics Concepts and Requirements. The Contractor shall assist with defining the process of evolving and establishing maintenance and support concepts, plans, and requirements to be performed during the total life cycle of the system or equipment to include Diminishing Manufacturing Sources and Material Shortages (DMSMS). The Contractor shall assist by recommending procurements, repair activities, budgeting, and disposition of excess material. The Contractor shall assist with determining requirement computations and providing assistance on requirements issues. The Contractor shall also assist with logistics concepts and requirement efforts as defined by the individual task order PWS.
1.8.8.3 Logistics Integration. The Contractor shall assist with accomplishing the integration of Computer Resources Support (CRS) analyses, preparing written reports, recommending actions, and performing related tasks to ensure the facilities, hardware, software, and personnel needed to operate and support mission-critical systems are available. The Contractor shall assist in the accomplishment of computer software tasks by developing, creating, and modifying general computer application software. The Contractor shall assist with analyzing software user needs, recommending software solutions, analyzing and designing databases and coordinating database development. The Contractor shall assist with coordinating software system installation and monitoring equipment functions to ensure specifications are met. The Contractor shall assist with storing, retrieving, and manipulating data for analysis of system capabilities and requirements. The Contractor shall also assist with logistics integration efforts as defined by the individual task order PWS.
1.8.9 Technical Order Management. The Contractor shall provide assistance with Technical Order (TO) management and maintenance to include reviewing data, posting updates and changes, and providing Independent Verification and Validation (IV&V) activities. The Contractor shall assist with collecting, analyzing, interpreting, and developing specialized information about equipment. The Contractor shall assist with the designing and testing, producing, procuring, supplying, operating, repairing, or disposing of equipment. The Contractor shall assist with developing and revising equipment maintenance programs. The Contractor shall assist with technical writing functions for engineering specifications, user manuals, monthly reports, and engineering studies. The Contractor shall also assist with TO management efforts as defined by the individual task order PWS.
1.8.10 Contracting Close Out Support. The Contractor shall be trained in contracting policies, procedures, methods, and contract types. The Contractor shall assist with Government contracting close-out processes to be defined by the individual task order PWS. All Contracting Close Out A&AS requirements must be approved by OC-ALC/PK prior to solicitation under the TAASC contracts.
1.8.11 Engineering Support. The Contractor shall be trained in established and disciplined engineering policies and processes to assist with the development, procurement, sustainment, and modification of aircraft systems, sub-systems, components, and equipment. The Contractor shall assist with translating DoD and AF user requirements into aircraft system-level requirements, which shall be used to design, develop, fabricate, test, evaluate, produce, install, and operationally verify new systems, subsystems, and equipment. The Contractor shall assist with technical and mission analyses of operational requirements, developing system concepts, performing technological and trade-off study assessments of proposed designs and modifications and providing recommendations. The Contractor shall assist with reviewing the overall system design baseline (architecture and interoperability) requirements.
The Contractor shall assist with accomplishing technical reviews of various specifications and technical and procedural Statements of Work (SOWs), including those for systems, system segments, components, equipment, and modifications submitted by the weapon system Contractor or other DoD agencies involved in the program. The Contractor shall assist with conducting technical evaluations and assessments of the production, installation, performance and acceptability of aircraft systems, components, and equipment modifications and documenting these assessments in technical reports. The Contractor shall assist with conducting assessments of system and equipment life-cycle cost, maintainability, supportability, reliability and technical and programmatic risks. The Contractor shall assist with engineering analyses on systems and equipment for the purpose of evaluating and verifying system and equipment functionality, operability, performance and reliability.
The Contractor shall assist with on-site production and installation support for modification programs and provide improvement recommendations.
The Contractor shall assist with aerodynamics, fluid mechanics, flight dynamics, flight structures, thermodynamics, flight propulsion, and maintenance. Maintenance engineering involves the design, overhaul, repair, operation, and age monitoring of aerospace vehicles in sustainment. The Contractor shall assist with planning, researching, test and evaluation, analysis, production, fabrication, operation, type certification, and maintenance of aerospace systems.
The Contractor shall assist with planning and designing mechanically functioning equipment, researching, designing, evaluating, and testing mechanical products, equipment, systems, and processes, recommending system components or modification of systems to ensure conformance with engineering design and performance specifications and investigation of equipment or system failures and provides recommendations. The Contractor shall assist with reviewing and interpreting blueprints, technical drawings, schematics, manufacturer’s drawings and computer-generated reports. The Contractor shall assist with the investigation of equipment or system failures and provide recommendations.
The Contractor shall assist with the design, development, and testing of electrical and electronic equipment, instruments, components, or systems. The Contractor shall assist with coordinating installation, maintenance, support, documentation, and testing activities to ensure compliance with specifications, codes, safety standards, and customer requirements. The Contractor shall assist with compiling data and preparing reports for existing and potential engineering studies and projects. The Contractor shall assist with planning and implementing research methodology and procedures to apply principles of electrical and electronic theory to engineering projects.
The Contractor shall also assist with engineering support efforts as defined by the individual task order PWS.
1.8.11.1 Test and Evaluation.
