The above numbered solicitation is amended as set forth in item 14. The hour and date specified for receipt of Offers is extended, is not extended. Offers must acknowledge receipt of this amendment prior to the hour and date specified in the solicitation or as amended, by one of the following methods. Continuation of block 14. DESCRIPTION OF AMENDMENT/MODIFICATION
The purpose of this amendment is to correct Section L, Instructions to Offerors and Section M, Evaluation Factors for Award, and the Performance Work Statement (PWS) as follows;
FIRST: ITO Attachment A-5 is hereby incorporated into Section L, Instructions to Offerors.
See page 32 of Section L.
SECOND: ITO Attachment A-1 font is increased to 12 point.
THIRD: Section L, Instructions to Offerors, Paragraph 6.2 Cost/Price Information Requirements, sub-paragraph number seven (7) is chaged as follows;
FROM: The proposed FFP rates will also serve as T&M ceiling rates on future Task Orders resulting from this basic contract award. In accordance with FAR 15.404-4(c)(4)(i), "The contracting officer shall not negotiate a price or fee that exceeds the following statutory limitations imposed by 10 U.S.C. 2306(d) and 41 U.S.C. 254(b): (A) and (B); (C) identifies profit or fee limitations depending on the type of effort performed under cerain cost-plus-fixed-fee contracts.
Profit or fee limitations under T&M effort shall not exceed 10 percent of the contractor’s estimated costs. Since ceiling labor rates also apply as ceiling rates to T&M effort performed under future Task Orders, Offerors should note the statutory limitation of 10% profit on T&M labor rates.
Although rates proposed for FFP CLINs are utilized as the basis for the basic contract award, these ceiling rates also apply to future Task Order T&M efforts and future T&M rates proposed shall reflect the statutory 10% profit or fee limitation.
TO: The labor rates proposed on RFP/Contract Attachment 03, Labor Category Rate Matrix will serve as both FFP and T&M ceiling rates on future Task Orders resulting from this basic contract award. Be advised, in evaluating assumption of cost risk, contracting officers shall, except in unusual circumstances, treat time-and-materials as cost-plus-fixed-fee contracts.
IAW FAR 15.404-4(d)(1)(ii)(C).
FOURTH: Section L, Instructions to Offerors, Paragraph 6.2.2 Profit is changed as follows;
FROM: Each Offeror proposing as prime contractor shall provide their proposed profit rates for this effort for each Labor Rate Period of the performance period. Should Offerors provide rates or pricing in which profit rates fluctuate by CLIN, an explanation for fluctuation of proposed rates shall be required. Also, note previous discussion under Section 6.2 regarding statutory limitations of 10% profit for T&M effort.
TO: Each Offeror proposing as prime contractor shall provide proposed profit rates for this effort for each Labor Rate Period reflected in RFP/Contract Attachment 03, Labor Rate Category Matrix. Should Offerors provide rates or pricing in which profit rates fluctuate by site designation (on or off-site) and/or geographical location (Tinker AFB, Robins AFB, or Hill AFB), an explanation for fluctuation of proposed rates shall be required.
FIFTH: In Section L, Instructions to Offerors, Table 2.2 Proposal Organization, the row containing "Narrative" within Volume III, Past Performance is deleted in its entirety. The applicable paragraph, 5.3.1 Specific Content is updated as follows;
FROM: Offerors shall provide a narrative explaining what aspects of the contracts are deemed relevant to the proposed effort and to what aspects of the proposed effort they relate.
This may include a discussion of efforts accomplished by the offeror to resolve problems encountered on prior contracts as well as past efforts to identify and manage program risk. Merely having problems does not automatically equate to a limited or no confidence rating, since the problems encountered may have been on a more complex program, or an offeror may have subsequently demonstrated the ability to overcome the problems encountered. The offeror shall clearly demonstrate management actions employed in overcoming problems and the effects of those actions, in terms of improvements achieved or problems rectified. This may allow the offeror to be considered a higher confidence candidate. For example, submittal of quality performance indicators or other management indicators that clearly support that an Offeror has overcome past problems is required. Categorize the relevance information into the specific technical subfactors and Cost /Price assessment used to evaluate the proposal
TO: Offerors shall provide a narrative for each Past Performance Information Sheet (PPIS – ITO Attachment A-1) explaining what aspects of the contracts submitted as past performance information are deemed relevant to the proposed effort and to what aspects of the proposed effort the past performance contracts relate. This narrative may include a discussion of efforts accomplished by the offeror to resolve problems encountered on prior contracts as well as past efforts to identify and manage program risk. Merely having problems does not automatically equate to a limited or no confidence rating, since the problems encountered may have been on a more complex program, or an offeror may have subsequently demonstrated the ability to overcome the problems encountered. SIXTH: Section M, Evaluation Factors for Award, Paragraph 2.3.2.2 Scope is changed as follows;
FROM: Relevancy in regard to scope may be assessed based on the similarities between a given Past Performance effort and the TAASC requirement. TAASC is personnel administration responsible for employment, training, guidance, and supervision of qualified personnel to accomplish a task order against the contract. Contractors shall accomplish the assigned work by employing and utilizing qualified personnel with various combinations of education, training, and experience while matching personnel skills to the work and task ensuring personnel are actively engaged to the fullest extent possible. Included in personnel administration are possible security requirements, maintaining business relations for subcontracted work, timely schedule management, cost controls, and reports.
TO: Relevancy in regard to scope may be assessed based on the similarities between a given Past Performance effort and the TAASC requirement. The TAASC program includes, but is not limited to, recruitment, employment, training, guidance, and supervision of qualified personnel to accomplish a given A&AS task. TAASC requires contractors to accomplish tasks by employing and utilizing qualified personnel with various combinations of education, training, and experience while matching personnel skills to the work and tasks outlined in the task order PWS and ensuring personnel are actively engaged to the fullest extent possible.
TAASC also includes possible security requirements, maintaining business relations for subcontracted work, timely schedule management, cost controls, and reports.
SEVENTH: Section L, Instructions to Offerors, Paragraph 4.2.2.b Subfactor One:
Resource Management is changed as follows;
FROM: An approach that ensures that the offeror will provide and maintain a highly qualified, trained, and capable workforce across a broad spectrum of A&AS support areas IAW the PWS, including, but not limited to, the following: 1) an effective recruiting plan and process to replace employees to include notifying the Government when such replacements become necessary; 2) an effective hiring process for new and replacement employees; and 3) an effective approach for making appropriate personnel available to meet accelerated delivery schedules or surge requirements. (PWS Sections 1.2, 1.4, 1.8)
TO: An approach that ensures that the offeror will provide and maintain a highly qualified, trained, and capable workforce across all 14 functional categories of A&AS support areas IAW the PWS, including, but not limited to, the following: 1) an effective recruiting plan and process to replace employees to include notifying the Government when such replacements become necessary; 2) an effective hiring process for new and replacement employees; and 3) an effective approach for making appropriate personnel available to meet accelerated delivery schedules or surge requirements. EIGHTH: Section M, Evaluation Factors for Award, Paragraph 2.2.1 Subfactor 1:

NINTH: Performance Work Statement (PWS) paragraph 1.5 is changed as follows;
FROM: The Contractor shall make travel arrangements for Contractor employees to travel in support of the individual task order PWS. Any travel requests shall be submitted to the individual task order COR and performed in accordance with Contract Clause TBD, Payment for Travel/Per Diem Costs (Date/TBD). Travel days may include weekends and holidays.
