QUESTIONS & ANSWERS: 23 Apr 2012
Q1. Please clarify the specific Administrative Contacting Officer and Government Paying Office that is being requested in Section L, Paragraph 7.3.2 Government Offices? We are uncertain if this is this a placeholder for contract award, if we should list the information for all of our active contracts, or if we should list the information for contracts listed in the Past Performance volume.
A1. The Administrative Contracting Officer and Government Paying Office refer to the offices with which your company is normally associated. These offices are generally geographical-location specific (including DCMA, DCAA, and DFAS offices). The ITO Attachment A-1, Past and Present Performance Information Sheet (PPIS) provides space for Offerors to list information related to each past performance citation.
Please note as well that Section L, paragraph 7.1.1 has been revised via RFP amendment to exclude the requirement for Offerors to provide information in Blocks 12 and 14 on the SF 1447.
Offerors are now required to input information into blocks 13, 15, and sign and date block 27.
Blocks 12 and 14 on the SF 1447 will be completed at the time of contract award.
Q2. For Past Performance, does a questionnaire need to be sent if there are CPARs on file?
A2. The Government appreciates as much information as possible regarding each past performance citation. CPARS and PPQs are considered separate entities in terms of information, so the Government requests that both be submitted if possible.
