Q. In the post-award environment, what is the Government’s position on a prime TAASC II, admitting new team members? What would be the Government’s stipulations regarding the "new teammate’s" qualifications, prices, etc? Are you leaving that 100% up to the primes to manage their subcontractor/teammates?
A. Prime contractors wishing to add/delete a team member will be required to undergo the following process:
1. Submit an updated workload distribution matrix along with a revised teaming list which Government then review to ensure that no cross-teaming exists, that the prime is still performing at least 51% of the work, and the new team member is not debarred.
2. Once the reviews described above have occurred, a contract modification incorporating the new teaming list will be executed.
3. All new team members must adhere to all contract terms and conditions, and a change in team composition will in no way result in an upward price adjustment in terms of the labor rates set forth in the basic contract. It is the responsibility of the prime contractor to ensure that it can operate within competitively awarded contractual rates.
4. Prime contractors may manage subcontractors 100% within the context described above.
