SECTION I – DESCRIPTION OF SERVICES.
1.1 Scope. In accordance with (IAW) the TAASC basic contract PWS and this task order PWS, the Contractor shall provide C/KC-135 support to include airframe and avionics, components, integration and support equipment.
1.1.1 Purpose. The purpose of this effort is to provide Advisory and Assistance engineering, program management and administrative support services.
1.2 Contractor Requirements
1.2.1 Personnel Administration. All contract personnel shall successfully complete Informational Assurance (IA) and Records Management Training, as requested by the Quality Assurance Personnel (QAP)/Contracting Officer Technical Representative (COTR), prior to obtaining access to the network. The Contractor shall complete Government-provided confined space training as requested by the QAP/COTR. The Contractor shall complete the Financial Management Body of Knowledge, Basic Course, as requested by the QAP/COTR. Upon completion of all training, the Contractor shall provide training completion certifications to the QAP/COTR.
1.2.2 Contractor Badges. Contractor personnel requiring access to Tinker Air Force Base must possess a "Common Access Card" (CAC) or an "Identification Credential" (AFMC Form 387). The CAC can be obtained through the Contractor Verification System (CVS) with the help of the unit Trusted Agent (TA). Contractors requiring a Contractor Badge (AFMC Form 387) shall submit an AFMC Form 496 to the TAASC Procurement Contracting Officer (PCO) for approval. Once approved, the request shall be submitted to Pass and Registration. The Government will provide a completed "Identification Credential" (AFMC Form 387), which shall be issued, displayed and surrendered IAW Installation Physical Security Program, TAFBI 31-101: Installation Security Program. The Contractor shall ensure that all employees have the proper identification credentials prior to entering Tinker AFB, OK. All CAC cards shall be returned to the Pass and ID, Building 460, upon the completion of the contract. The Contractor shall provide the QAP/COTR with copies of the turn-in receipts. All Contractors, while on-site, shall ensure each employee displays badges on outer clothing on the front of the body between the neck and waist so badges are visible at all times.
Contractor employees shall be eligible to obtain access to Government systems required to do the tasks assigned. The Contractor shall ensure terminated employees network access is removed within two (2) hours of termination notice.
1.2.3 Emergency Procedures. Contractor employees shall follow the direction of Government employees in regards to emergency procedures, i.e. fire, tornado, active shooter, bomb threats. It shall be the responsibility of the Contractor to provide guidance and establish procedures for responding to emergencies for their employees. The Contractor shall account for their Contractor employees following an emergency evacuation. Contractor employees shall participate with Government personnel in all fire and tornado drills.
1.2.4 Security Requirements. Contractor employees shall require access to Air Force (AF) computer systems and information and obtain a Common Access Card (CAC) in order to perform work. CAC-eligible Contractor employees shall have an initiated National Agency Check with Inquiries (NACI), a National Agency Check (NAC)\with Law Checks and Credit, or an initiated national security investigation and a favorable completion of a Federal Bureau of Investigation (FBI) fingerprint check for credential issuance. The Contractor shall be required to maintain a secret security clearance for four (4) spaces available (Ref. GFP paragraph 3.2. Real Property). The four (4) Contractor personnel will have access to classified information, as necessary, in accordance with the DoD Contract Security Classification Specifications, DD254, attached to the contract.
1.2.4.1 Contractor Visitor Group Security Agreement. Classified work shall be performed. The Contractor shall sign a Contractor Visitor Group Security Agreement/Standard Practice Procedures to perform classified work at TAFB IAW the task order. The POC for this agreement is 72 SFS/SFAI.

1.4 Schedule. Base Period of Performance (PoP): 25 Jun 12 – 24 Jun 13
1.4.1 Location and Hours of Work. The Contractor shall perform work in the C/KC-135 Branch at Tinker AFB, Oklahoma, Bldg 3001, Post Location 1AF1 95A. The Contractor shall comply with organizational core hours. Normal core hours are 8:00 a.m. to 4:00 p.m., Monday through Friday, excluding federal holidays and base closure dates. The Contractor may utilize flexible hours. Flexible hours are 7:15 a.m. to 8:00 a.m. and 4:00 p.m. to 5:00 p.m. During all applicable periods of performance, the Contractor shall provide eight (8) hours per day, forty (40) hours per week, of support (excluding federal holidays, Contractor employee(s) vacation and sick leave, and base closure dates).
1.5 Travel. Any travel shall be submitted to the QAP/COTR and performed in accordance with the TAASC Basic Contract Clause OCALC 06-020, Payment For Travel/Per Diem Costs (Dec 2005). The Contractor shall electronically submit, accurately and timely, trip requests and travel reports to the QAP/COTR (Travel Request, Trip Reports).

1. 8 Functional Category Requirements
1. 8.1. Program Management Support. The Contractor shall provide knowledge and experience necessary in program management philosophy, policies, and procedures to the procurement and sustainment of C/KC-135 Air Force (AF) systems, subsystems, components and equipment. The Contractor shall be knowledgeable of acquisition policies, statutes, and guidelines. The Contractor shall assist in program planning, financial budgeting, financial management, tracking, reporting, and evaluating metrics, and organizing and managing critical aspects of the development, production, deployment, and sustainment of capabilities, systems, subsystems, and equipment.
The Contractor shall perform cost estimates for all phases of C/KC-135 acquisition and sustainment programs. The Contractor shall assist OC‑ALC/GKCM with preparing detailed cost estimates for Program Objective Memorandum (POM) submissions and provide defendable financial documentation through in-depth cost analysis. The Contractor shall develop cost estimates and analysis of engineering support, manufacturing, Bills of Material (BOM), Contract Logistics Support (CLS), Engineering Change Proposals (ECP), specifications/requirements analysis, Battle Damage Repair Analysis, Program Budgeting, Performance Based Logistics (PBL), Direct Vendor Delivery (DVD), assess production risk, post production support, over and above costs, and Life Cycle Costs (LCC). The Contractor shall assist with the evaluation of support costs; engineering and installation hours and associated costs to support Program Depot Maintenance (PDM) activities and specified modification proposals for labor, material, equipment, manufacturing and other direct costs (ODCs). The Contractor shall use a bottom-up cost analysis approach based on analysis of industry-standard engineering, material and manufacturing costs.
1. 8.1.1 Program Management Initiatives. The Contractor shall be knowledgeable with the application of program management initiatives to include purchasing commercial items such as Non-Developmental Items (NDI), Commercial Off-The-Shelf (COTS), and Federal Aviation Administration (FAA) certified items. The Contractor shall be knowledgeable of commercial practices such as Performance Based Business Environment (PBBE), Evolutionary Acquisition (EA), Agile Acquisition (AA), Joint Capabilities Integration and Development System (JCIDS), Concepts of Operation (CONOPS), partnering, architectural views, and Capabilities Review and Risk Assessment (CRRA).
1.8.1.2 Program Management Strategies. The Contractor shall support the development of program management strategies to include initiating, reviewing, developing, and implementing activities to accomplish Business Case Analysis (BCA), Cost of Ownership analysis (COO), aging aircraft analysis, process documentation, PWSs, Data Items Descriptions (DIDs), test plans, acquisition plans, Life Cycle Management Plans (LCMPs), Engine Life Management Plans (ELMP), Performance Plans (PPs), Acquisition Strategy Panels (ASPs), Integrated Master Plans (IMP), Integrated Master Schedules (IMS), Aircraft Information Programs (AIP), and Aircraft Information Management Plans (AIMP).
1. 8.1.3 Critical Program Information. The Contractor shall support the identification of Critical Program Information (CPI) and the development of strategies and plans, such as program protection plans and anti-tamper plans, to ensure CPI is protected for both the acquisition and sustainment phases.
1. 8.1.4 Information Technology. The Contractor shall provide assistance with the acquisition and sustainment of Information Technology (IT) systems for C/KC-135 weapon systems. The Contractor shall be knowledgeable of the security accreditation process; the Net-Centric Operations and Warfare Reference Model, the preparation of Information Support Plans; Information Assurance (IA), network centric, and global grid interoperability requirements; Clinger-Cohen reporting requirements, and information technology certification processes such as the Network Readiness Assessment.
1. 8.2 Administrative Management Support. The Contractor shall provide the administrative management support specific to the professional and technical support tasks or activities addressed in this individual task order PWS.
1. 8.3 Configuration Management Support. The Contractor shall support configuration management activities using Military Handbook (MIL-HDBK)-61A as a guide. The Contractor shall perform configuration management tasks (including management of Deficiency Reports (DRs)) and apply the principles, criteria, and procedures of configuration management in support of various weapon systems and items of equipment acquired or sustained.
1. 8.3.1 Configuration Identification. The Contractor shall review program-unique specifications to include system specifications, development specifications, and product specifications for both hardware and software, for proper format, content, and compliance with program requirements and standards.
1. 8.3.2 Configuration Control. The Contractor shall support the configuration control function to include receipt, dissemination, processing, tracking, and provide recommendation for the final disposition of Advanced Change Study Notices (ACSNs), Engineering Change Proposals (ECPs), Requests for Deviation/Request for Waiver (RFD/RFW), Deficiency Reports (DRs), Airworthiness Directive Notes (ADN), Service Actions (SAs), Service Bulletins (SBs), Aircraft Service Changes (ASCs), Notices of Deficiency (ND), and Quality Control Plans (QCPs). The Contractor shall review change proposals for thoroughness, configuration management impacts, and compliance with Government requirements; provide recommendations for Government review and disposition and assist in the preparation and conduct of Configuration Control Boards (CCB) and related subordinate boards; assist in maintaining change proposal files and providing historical information.
1. 8.3.3 Configuration Audits and Program Reviews. The Contractor shall support the conduct of Functional Configuration Audits (FCA), Physical Configuration Audits (PCA), and Compliance Audits (CAs), to include audit planning, auditing hardware and software Configuration Items (CIs), and disposition and tracking of action items and assisting with providing minutes; support other program and engineering reviews and Technical Interchange Meetings (TIMs) at Government and weapon system Contractor facilities and assisting with providing minutes of the meetings.
1.8.4 Data Management Support. IAW DoD 5010.12-M, Procedures for the Acquisition and Management of Technical Data, which prescribes policies and procedures for DoD acquisition and management of technical data, the Contractor shall perform data management tasks and apply the principles, criteria, and procedures of data management in support of the C/KC-135 weapon system and items of equipment acquired or sustained.
1. 8.4.1 Contract Data Management. The Contractor shall provide contract data management support. The Contractor shall assist program offices with DIDs, CDRLs, data calls, and reviews.

1.8.8 Logistics Support. The Contractor shall provide acquisition and sustainment logistics support. The Contractor shall be knowledgeable of logistics best commercial practices and DoD directed concepts such as Performance-Based Logistics (PBL), Public Private Partnering (PPP), and supply chain management.
1.8.8.1 Logistics Management. The Contractor shall accomplish logistics management analyses, prepare written reports, conduct studies, define alternative solutions and recommend actions, and perform any related tasks that provide logisticians the capability to accomplish logistics management of the Integrated Logistics Support (ILS) elements. Examples of logistics support include supporting existing and projected acquisition programs, evaluating the impact of new and innovative product support strategies, and assisting with sustainment management activities. In addition, the Contractor shall assist in the development of logistics requirements, track, report, and evaluate metrics, conduct analyses, and provide technical assistance for total life cycle cost, logistics supportability, and warranty.
1. 8.8.2 Logistics Concepts and Requirements. The Contractor shall define the process of evolving and establishing maintenance and support concepts, plans, and requirements to be performed during the total life cycle of the system or equipment to include Diminishing Manufacturing Sources and Material Shortages (DMSMS).
1. 8.8.3 Logistics Integration. The Contractor shall accomplish integration of Computer Resources Support (CRS) analyses, prepare written reports, recommend actions, and perform related tasks providing logisticians the capability to ensure the facilities, hardware, software, and personnel needed to operate and support mission-critical systems are available.
1. 8.9 Technical Order Management. The Contractor shall provide assistance with Technical Order (TO) management and maintenance to include reviewing data, posting updates and changes, and providing Independent Verification and Validation (IV&V) activities.

1.8.11 Engineering Support. The Contractor shall provide knowledge and experience in robust and disciplined engineering policies and procedures for the procurement and sustainment of C/KC-135 systems, sub-systems, components, processes, equipment, and technology insertion or planning.
The Contractor shall assist in translating Department of Defense (DoD) user requirements into system requirements which shall be used to design, develop, fabricate, test, and evaluate C/KC-135 systems, subsystems, and equipment.
The Contractor shall perform technical and mission analyses of operational requirements, assist in developing system concepts, and perform technological and trade-off study assessments of proposed designs and provide recommendations.
The Contractor shall assist in reviewing the overall C/KC-135 system design baseline (architecture and interoperability) requirements.
The Contractor shall review and provide comments on specifications, including systems, system segments, components, equipment specifications, and Interface Control Documents (ICDs) submitted by the weapon system Contractor or other DoD agencies involved in the program.
The Contractor shall support and conduct engineering performance, effectiveness, cost effectiveness, cost performance, life-cycle cost, producibility, maintainability, supportability, reliability, technical and schedule risk assessment, and scheduling trade-off studies and assist with documenting this information in a technical report. The Contractor shall support and conduct systems analyses to include system design or design feasibility and state-of-the-art assessment.

1. 8.11.5 Systems Integration. The Contractor shall support the development of C/KC-135 integration plans. This support shall include the review of ICDs, participation on appropriate Interface Control Working Group (ICWG) activities, tracking status of ICD development and problem resolution, review of integration test plans, procedures, and data, and support of special studies to define alternative interface and integration approaches.

SECTION II – SERVICE SUMMARY
2.1 Requirements. The Contractor shall ensure performance objectives and thresholds are achieved as follows:
2.1.1 Performance Objectives and Thresholds. The Contractor shall achieve performance thresholds identified in Table 2-1 of this PWS.
NOTE 1: The performance thresholds are designed to:
a. Align Contractor performance with objectives.
b. Focus on critical success factors in meeting performance objectives.
c. Reflect performance goals.
d. Promote continuous improvement in performance.
NOTE 2: The TAASC Program Office PCO, PM/COR, and the individual task order COR will exercise surveillance over the performance thresholds. The absence of any contract requirement from the SS shall not detract from its enforceability nor limit the rights or remedies of the Government under any other provision of the contract.
2.2 Contractor Performance Evaluation. The evaluation of performance will occur when the TAASC Program Office PCO, PM/COR, and the individual task order COR evaluate the service of the Contractor to determine whether or not it meets the PP objectives of the contract. In the event the performance objective is not met, the TAASC Program Office PCO, PM/COR, or the individual task order COR will issue written notification to the Contractor. In cases where the Contractor fails to implement corrective action, the TAASC Program Office PCO will take appropriate measures.

-The report shall include a narrative of outstanding problems existing as of the previous status report and their resolution status.

-Itemized man-hours and costs. All prime and subcontractor itemized man-hours and cost expenditures incurred for the reporting period by labor category, total contractual expenditures, and funds remaining as of the reporting date.
