1. PPIS Form for Subcontractors: The PPIS form, para I, requests each offeror submit responses to each applicable sub-factor in Section M, which concentrate on IDIQ management issues. This requirement is clearly appropriate for the prime contractor who will manage the IDIQ effort, but since subcontractors will not be managing efforts at the IDIQ level, would the government entertain the idea of separate PPIS forms for Subcontractors that document their past performance in completing the PWS requirements (e.g., program management, admin management, etc)? Tailoring the subcontractors’ PPIS inputs to PWS items will allow prime bidders to better illustrate their team’s ability to complete TAASC taskings and in turn allow the government to better assess the teams’ capabilities.
Answer: Offerors should tailor PPIS forms for each past performance example/citation. These PPIS forms should indicate which subfactor elements the particular subcontractor will be responsible for in terms of contract performance. One PPIS citation can refer to more than one technical subfactor element (in paragraph I of the PPIS form, Attachment A-1 to Section L, Instructions to Offerors). Note as well that Attachment A-1 to Section L, Instructions to Offerors, requests that Prime Contractors submit a minimum of three (3) past performance citations/examples and that each subcontractor on the team submit a maximum of three (3) past performance citations/examples. Each one of these citations/examples would correspond to a PPIS form on which the applicable team member would list to which technical subfactors the citation is related.
2. Volume II Page Limit: IAW the latest Q&A update, CNIAV understands Technical Subfactor 3: Sample Task Implementation Proposal, has been removed. Request the Government consider retaining the 75 page limitation for Volume II, Technical Proposal?
Answer: The fifty (50) page limit for Technical Proposals is appropriate, especially since there are now only two (2) subfactors. The Government will leave the page limit at fifty (50) in accordance with RFP Attachment 07, Section L, Instructions to Offerors.
