AFCAP IV QUESTIONS/ANSWERS ON SAMPLE TASKS
OVERALL QUESTIONS:
NOTE: RFP questions ended on number 132. The Sample Task questions do not repeat the number utilized on the RFP questions.
QUESTION #133: Reference Sample Task Orders in relation to Schedule B QUESTION #133a: Is there any pricing for the Sample Task Orders that needs to be submitted on Schedule B?
GOVERNMENT RESPONSE TO QUESTION #133a: No. See Section L, paragraph 5.4.
QUESTION #133b: If pricing is to be required on Schedule B is it correct to assume that L-1 relates to Schedule B 0001AA, L-2 relates to Schedule B 0001AB, and L-3 relates to Schedule B 0001AC?
GOVERNMENT RESPONSE TO QUESTION #133b: No that assumption is not correct. See response to question 133a.
QUESTION #133c: If L-1 relates to Schedule B 0001AA, is the MAX Quantity of 5000 incorrectly inserted?

QUESTION #134: Reference Volume II, 6.3, PWS 4.1.2, page 2; Are the On-site Task Order Manager resumes required to be submitted with the proposal and, if so, the offeror assumes the resumes can be provided as an appendix and not counted against page count. Is this assumption correct?
GOVERNMENT RESPONSE TO QUESTION #134: The Government intends to review the Offerors’ Technical Approach (Technical Subfactor 1.1) to on site management. If a resume is submitted then it will count against the page limit.
QUESTION #135: Are there existing SOFA’s for the locations of the sample tasks and if so, will the government please provide?
GOVERNMENT RESPONSE TO QUESTION #135: SOFA’s exist. They are available for viewing in the AFCEC Vault at Tyndall Air Force Base. Please contact (850) 283-2275 to schedule a time and verify the individual possesses at least a secret security clearance.

QUESTION #141: Reference Section L, 2.8, page 120; the paragraph states that EZSource will be used in the evaluation process. Please describe how the government intends to use EZSource during source selection.

QUESTIONS & ANSWERS FOR SAMPLE TASK #1:
QUESTION #143: Reference Sample Task 1, Section 5.2.2.2; A commercial prime power plant is mentioned in the first sentence but no specifics are given. The Note at the bottom of Section 5.2.2.2 does not mention the “commercial prime power plant” as being in the scope.
QUESTION #143a: Please provide additional information on this facility if it is within the scope and if there is an offsite gird connection as well.
GOVERNMENT RESPONSE TO QUESTION #143a: Sample Task 1, PWS paragraph 5.2.2.2 has been adjusted for clarity QUESTION #143b: Is there a diesel fired and/or turbine power plant(s) on the facility? How many? Please provide the following:
Size in MW and how many generators Make and model of the generators Frequency of the generators Voltage of the generators Hours of the generators Are there step up transformers. RMUs and swithchgear? If so, please provide same information as requested for the generators.
Is there existing tooling that will stay with the power plant? If so, please provide a list of tools.

QUESTION #143c: In addition for the 500+ generators that are within the scope, provide the percentages that for this SOW for the following:

QUESTION #144a: Reference Sample Task 1, Section 5.2.2.3, “Reliable prime power” is mentioned, however, if there is no “commercial prime power plant” from Section 5.2.2.2, then power would all be delivered from spot generation. Please clarify how prime power is delivered.
GOVERNMENT RESPONSE TO QUESTION #144a: Refer to Sample Task 1, PWS paragraph 5.2.2.2 “Note” and Appendix B.2 QUESTION #144b: Reference Sample Task 1, Section 5.2.2.6; the phrase “high voltage” is utilized. This is generally defined in the industry as being “69kV to 230 kV” with medium voltage being defined as “1 kv to 38 kV.”
Since the terms “high voltage” and “medium voltage” tend to be used interchangeably, Please clarify the voltage level referred to in this Section.

QUESTION #144c: Reference Sample Task 1, Section 5.2.2.6; which assets the Government will maintain (on base distribution, only off-site connection, etc.

Discussion: Regarding “USN, OCN, and Local National (LN) employees with an appropriate badge will be allowed to eat lunch in the Dining Facility; otherwise, LN and OCN employees will be expected to bring their own lunch.”
QUESTION #155a: Does this mean that only lunch is provided for USN, OCN, and LN personnel?
GOVERNMENT RESPONSE TO QUESTION #155a: Yes, but only for USNs and OCNs. See Sample Task Order 1, PWS paragraph 7.3.4 which has been adjusted for clarity.
QUESTION #155b: Can USN and OCN also eat other meals in the Dining Facility?
GOVERNMENT RESPONSE TO QUESTION #155b: Yes, however, it is pay-as-you-go.
QUESTION #155c: Is there are fee for the meals (pay as you go)?
GOVERNMENT RESPONSE TO QUESTION #155c: Yes. $2.55 breakfast; $4.65 dinner; $4.65 midnight meal.
QUESTION #155d: Is there another facility or facilities on-site where contract employees may eat meals and is there a fee per meal?

QUESTION #155e: If not, must the contractor provide other meal accommodations in their proposal?

QUESTION #156: Reference: Attachment L-1 Service Sample Task, PWS Civil Engineer Base Operating Support (BOS) Services, Para 7.3.9.1 Chemical Warfare Defense Equipment (CWDE) & Training, page 24. Discussion:
Regarding “Potential of requirements above and beyond State Department travel requirements may include protective gear (chemical mask, gas mask eyewear inserts, protective suits, chemical antidote auto-injectors, ballistic armor plated vests, Advance Combat Helmets (ACH) or Kevlar helmet (Contractor shall attempt to procure the ACH; if they are not available, Contractor shall procure Kevlar helmets), web belts, canteens, etc.),….etc,. Please clarify “may”.
QUESTION #156a: Should all Offerors include pricing for contractor provided protective gear (chemical mask, gas mask eyewear inserts, protective suits, chemical antidote auto-injectors, ballistic armor plated vests, Advance Combat Helmets (ACH) or Kevlar helmet in their proposals?
GOVERNMENT RESPONSE TO QUESTION #156a: Sample Task 1, PWS paragraph 8.6 provides the answer.
QUESTION #156b: If CWDE protective gear is to be included, should pricing be a separate identifiable line item?
GOVERNMENT RESPONSE TO QUESTION #156b: No it is not a separate line item, however, offerors shall comply with the updated footnote on Attachment L-5.
QUESTION #157: Reference: Attachment L-1 Service Sample Task, PERFORMANCE WORK STATEMENT (PWS), Civil Engineer Base Operating Support (BOS) Services Sample Air Base (SAB). Saudi Arabia 25 February 2014, Paragraphs: 5.9 Supply, 7.2.5. Replacement of Government Furnished Material (GFM) and 8.
CONTRACTOR FURNISHED EQUIPMENT AND CONDITIONS: Except for those items or services specifically stated above as Government furnished, the Contractor shall furnish everything needed to perform this task order according to all its terms and applicable contract provisions. Discussion: In section 5.9 and 7.2.5 the PWS references the contractor utilizing the Federal Supply System for procurement of materials needed to perform the required tasks. Section 8 states that anything not provided as Government furnished, the contractor will have to procure these items.
QUESTION #157a: As no Government Furnished Property/Materials list was provided with this Task Order, should the contractor assume that no materials or equipment will be provided by the Government?
GOVERNMENT RESPONSE TO QUESTION #157a: Yes.
QUESTION #157b: Should the contractor assume that if materials are available through the Federal Supply System, that they will be able to order them from there?
GOVERNMENT RESPONSE TO QUESTION #157b: For Sample Task 1, the answer is yes.
QUESTION #157c: For materials purchased through the Federal Supply System, should the contractor include pricing for these items in their proposal or will a Government funded DODAAC be provided for contractor use.

QUESTION #158: Reference: Appendix C. page 37 identifies Wing priorities 6 through 9 consisting of MAAS and BAK 12, the PWS doesn’t provide any requirement for the contractor to provide OM&R for Aircraft Arresting Systems (AAS). Question: Will the government please confirm and provide requirements if any for an AAS department?
GOVERNMENT RESPONSE TO QUESTION #158: Sample Task 1, PWS section 5.2.3.4 has been added to incorporate these systems.
QUESTION #159: Reference: 5.2.2.1 Power Production Requirements – General, page 7. The prime generated power is distributed through a series of primary distribution centers (PDC) and secondary distribution centers (SDC) and Para 5.2.2.6 , page 8 High Voltage Electrician Requirements , states The Contractor shall provide technical expertise and utilize high-voltage skills to maintain high-voltage connectivity and distribution up to and including switchgear and Primary Switching and Distribution Centers. The high voltage electrical distribution system beyond this will be maintained by the Government. Question: Will the Government provide a breakdown of the distribution components comprising of the medium/ high voltage circuits the contractor must maintain?

QUESTION #160: Reference: Appendix B, ‘Generator Listing” identifies 6 Caterpillar 1020 – 1280 KW Prime Power Generators, will the government answer the following questions:

GOVERNMENT RESPONSE TO QUESTION #160a: Generator listing has been adjusted. Contractor responsible for providing generators. Power Plant have been identified on this listing QUESTION #160b: How many Prime Power Plants are being operated and maintained?
GOVERNMENT RESPONSE TO QUESTION #160b: 4 major power plants (this does not include dispersed stand-alone generators operating 24-hours per day). Generators serving as the primary power source for a dispersed area are designated as “prime.”
QUESTION #160c: Are these generators configured as a low voltage Power Plant which is stepped up to a medium voltage distribution system.

QUESTION #161: Reference: Appendix B, “Generator Listing” and Para 5.2.2.2 Power Production Requirements

Question: Are these generators listed in this Appendix operating 24/7 or are they operating as back-up to the Prime Power System and only operate when the Prime Power system goes down?

Block 16 of the referenced form states that Blocks 11, 12, and 13 will be provided in each Task Order. This information appears to be missing in Attachment L-1. Would the government please clarify when the initial submission of the AFCAP Management Plan is due for the Civil Engineer BOS Services task order?

QUESTION #170: Reference TO 1, Attachment L-1, paragraph 5.7, pages 14-16, Utilities: Will the Government please provide offerors with the models of the two Sample Air Base Reverse Osmosis Water Purification Units (ROWPU) farms and two sewage treatment plants which the Contractor will be responsible to operate to ensure offerors propose sufficient personnel with the appropriate certifications?

QUESTION #171a: Power Production Requirements – Maintenance: The section indicates the contractor is responsible for maintenance of commercial prime power plants. There are several large generators listed in the generator attachment as prime power units. Offeror assumes this means the prime power generators listed in the attachment are for back-up power and the Sample AB is powered by commercial prime power plants. Is this a correct assumption? If so, then:
