STATEMENT OF WORK (SOW)

Construct Aircraft Parking Ramp/Apron Bamako, Mali 5 March 2014

1.0. Description of Work

1.1. Introduction: As part of the Foreign Assistance (defined in JP 1-03, DoD Dictionary of Military and Associated Terms) and the Humanitarian and Civic Assistance program under United States Africa Command (USAFRICOM), the contractor shall construct an aircraft parking ramp/apron for Department of Defense (DoD) and host nation aircraft parking as defined in this Statement of Work (SOW). The aircraft parking ramp/apron will match the existing host nation military parking ramp/apron in construction type. This work is required for DoD forces to conduct training and exercises with Mali military units in the Government of Mali’s efforts to counter an increasing Al Qaida influence in areas of Mali.

1.2. Objective: The purpose of this task order is to construct a U.S. military aircraft parking ramp/apron next to the existing host nation military aircraft parking ramp/apron located on the military side of Bamako-Senou International Airport, Mali. The existing military aircraft parking ramp/apron is Portland cement concrete. Additionally, clear/grade an area to create a U.S. working compound area and construct a security fence around the aircraft ramp/apron and U.S. compound

1.3. Scope

1.3.1.. Engineering Assessment and Design: The contractor shall provide engineering assessment and design to construct an aircraft parking ramp/apron with grounding points, tie-down points, airfield painting/striping and a security fence that will allow one C-17 or one C-130 aircraft to operate (taxi, park, refuel , etc.).

1.3.1.1. The contractor shall provide a multi-disciplined team as necessary to perform required engineering work on this effort (e.g. civil, structural, soils, pavements, etc.).

1.3.1.2.. The contractor shall design an aircraft parking ramp/apron sized for one C-17 or one C-130 (whichever is the most critical) next to and connected to the existing host nation military aircraft ramp/apron.

1.3.1.3. The contractor shall construct the aircraft parking ramp/apron with a starting location 60 meters from the west side of the existing host nation military parking ramp/apron, parallel with the existing ramp/apron, and with a 60-meter long connecting taxiway of the same width as the existing access taxiway. The parking ramp/apron will not extend closer to the runway as the current host nation military aircraft parking ramp/apron.

1.3.1.4. The contractor shall construct a security fence around the new U.S. aircraft parking ramp/apron and the U.S. working compound. The security fence will be chain-link, 3 meters high with non-scale security top (i.e., razor wire, security wires in 45 degree wire extending post tops, etc.).

1.3.1.5. The contractor shall clear and grade to level an area as part of the fenced area for a “tent city”. The tent city area will be sized to bed down up to 150 personnel. NOTE: Constructing a tent city is not part of this SOW.

1.3.1.6. Cost Estimation and Programming Documents:

1.3.1.6.1. Provide detailed cost estimates for all construction above. Break out costs and distinguish between costs following the Construction Specification Institute (CSI) format of divisions with subdivisions (General Requirements, Site Construction, Site Preparation, etc.)

1.3.1.7. Work shall begin immediately with aircraft/troops expected to arrive in 120 days.

1.3.1.8. Construction Area: The host nation has provided an area 300 meters by 300 meters for this task order starting at the northwest corner of the existing military parking ramp/apron (coordinates are in Appendix B: Sample Task Order Assumptions)

2.0. Technical Requirements

2.1. AutoCAD: Version 2012 (for this sample task; convert to PDF before submitting)

2.2. Designs Stages: The contractor shall submit the design as part of the sample task order submittal.

2.3. Deliverables: Contractor shall deliver the design to the Government. Submission shall comply with the following:

2.3.1. Delivery Specifications

2.3.1.1. All drawings will be delivered electronically and in hard copy. The Contractor shall submit one (1) complete set of drawings in Adobe Acrobat file format (.pdf) on Volume IV CDs/DVDs. The .pdf file shall be in a single file ready to print as a concise record of the project.

2.3.1.2. The Contractor shall provide, as part of the drawings submittal, a Point of Contact (POC) in a *.DOC or *.TXT file containing a valid POC for questions about the file. POC information shall include valid phone and email contact information.

2.3.1.3. All digital media must have an external label. The external label must list: the contract number, the project number, the name of the project, and the classification of the media (usually “Unclassified”). The digital media provided must contain a folder with the following contents: details, indexes and any reference files related to all planned construction.

2.3.2. Specifications

2.3.2.1. Design drawings provided by the Contractor shall use standard format. Decimal units will be used for all exterior drawings (site plans, utilities, etc.) Exterior drawings include all features more than five (5) feet from the affected facility, or projects that do not affect a building and will coincide with installation data features. Architectural units will be used for all interior drawings (within five (5) feet of the structure).

2.3.3. Model Files and Sheet Files

2.3.3.1. Model files will be submitted as a drawing set for each physical component or discipline of a project (e.g., columns, walls, windows, ductwork, piping, civil, utilities, etc.). Model files are drawn at full scale and typically represent plans, elevations, sections, etc. Model file alignment must be maintained throughout the drawing set. (Ref: A/E/C CAD Standard)

2.3.3.2. A sheet file is synonymous with a plotted CAD drawing file. A sheet file is a selected view or portion of referenced model file(s) within a border sheet. The addition of sheet specific information (e.g., text, dimensions, and symbols) completes the construction of the document. In other words, a sheet file is a “ready-to-plot” CAD file. (Ref: A/E/C CAD Standard). The sheet file will form the basis for all plotting and exporting functions. Relative paths will be used for all model file references attached to a sheet set file. Each Layout in a sheet file will be discipline specific with each disciplines layers visible without manipulation by the user upon opening. (Ref: A/E/C CAD Standard) (for this sample task; convert to PDF before submitting).

2.3.4 Title Blocks

2.3.4.1. Title blocks will be developed by the Contractor and be present on all sheet files submitted. Minimum information includes the contract number, project number, project title, and discipline. Month and year completed shall also go in the date box in the title block for each sheet.

2.3.5. Word Abbreviations

2.3.5.1. All abbreviations shall be shown in the plan set.

2.3.6. Legend Sheet

2.3.6.1. All symbols used in drawings shall be shown on the symbols or legend sheet and comply with the A/E/C CAD Standard Symbology Elements. All projects shall have a symbols explanation or a legend.

2.3.8. REFERENCE DATUMS AND COORDINATE SYSTEMS

2.3.8.1. Final as-built drawings will be horizontally referenced to the Bamako-Senou International Airport reference datums and coordinate systems and shall be clearly identified. (Reference: the Geospatial Positioning Accuracy Standards, PART 4: Standards for Architecture, Engineering, Construction (A/E/C) and Facility Management (FGDC-STD-007.4-2002)).

2.4. Standards: The Contractor shall meet all US laws, US Environmental Protection Agency Guidelines, US Building Codes, Unified Facilities Criteria (UFC), National Electric Code (NEC), National Electric Safety Code (NESC), Occupational Safety and Health Administration (OSHA) standards, National Fire Protection Association (NFPA) and Institute of Electrical and Electronics Engineering (IEEE) standards. In the case of conflicts, the Contractor shall contact the Contracting Officer (CO), identify the inconsistency and seek guidance with 100% compliance required. Contractor shall comply with health, safety, and environmental rules and procedures and performs work in a manner that enhances the safety of the work environment.

2.4.1. Sufficient care shall be exercised during clearing, site investigation and construction to ensure infrastructure to include but not limited to electrical, communications, control, gas, and fuel lines that are buried, are adequately protected.

2.4.2. All airfield construction shall comply with UFC 3-260-02 Pavement Design for Airfields and UFC 3-260-03 Airfield Pavement Evaluation.

3.0. Other Provisions:

3.1. Contractor Vetting and Positive Control of Contractors - Provisions of Homeland Security Presidential Directive 12 (HSPD-12) apply: Un-escorted access will only be granted to a U.S. citizen with an active security clearance. Vendor MUST have positive control over any non-vetted contractors on the site.

3.2. Reports:

3.2.1. Site Specific Management Plan: The contractor shall provide a Site Specific Management Plan for this effort.

3.2.2. Engineering Plans and Drawings: The contractor shall provide Engineering Plans and Drawings.

4.0. Appendix A: Sample Task Order Assumptions

4.1. The host nation and host nation military will allow access to vetted and escorted contractor personnel to the base and construction site.

4.2. Potable water from a fire hydrant is available next to the existing host nation military parking ramp/apron.

4.3. The host nation has provided an area 300 meters by 300 meters for this task order.

The coordinates of the northwest corner of the host nation parking ramp/apron are in Decimal Degrees (Latitude 12.530606, Longitude -7.946420) or Universal Transverse Mercator (Zone 29N, Easting 614468.44, Northing 1385456.60) or in Degrees, Minutes, Seconds (12: 31’: 50.19” N, - 7: 56’: 47.11” W).

4.4. The host nation military will have all not flyable aircraft removed from and/or around the military parking ramp/apron.

4.5. The host nation military will have all buildings removed from the northern part of the parking ramp/apron.

4.6. The contractor shall assume that the soil structure allows for concrete without any special fill and/or construction techniques.

4.7. The existing host nation military ramp/apron is constructed of Portland concrete. The below table is provided on the Taxiway and Parking Ramp/Apron.

4.8. The contractor shall be responsible for temporary and construction lighting. No permanent lighting is required.

4.9. The contractor shall provide their own housing and other basic life support.

4.10. The planned future tent city shall include only: lodging, dining, shower/shave, latrines, and a chaplain/MWR facility. The site shall not be configured for high-threat dispersed layout. However, fire codes will apply.

4.11. The site contains no unexploded ordnance, land mines, buried boulders, or rock outcroppings.
