Question 1: Since the B3 Workload includes 8,389 Emergency and Urgent Work Orders for response by the contractor with LN Workers under PWS Paragraph 5.10 (according to Q&A #4 cited above), how are contractors to meet 1 hour response requirements and 24/7 response capability given the limitation of LN work force base entry between 0730 – 1600, 6 days a week?
GOVERNMENT RESPONSE TO ADDITIONAL FOLLOW-ON QUESTION #1: The completed work orders shown in the B3 Workload Table reflect the work orders actually completed by the assigned LN workforce during their established duty hours.
Question 2: Since LNs are prohibited from entry into restricted areas, how are labor related work orders to be accomplished on the flightline and other restricted areas of the installation by the PWS 5.10 LN’s stipulated by Q&A #4 workload?
GOVERNMENT RESPONSE TO ADDITIONAL FOLLOW-ON QUESTION #2: It is the responsibility of the Offeror to determine their technical approach to meeting the PWS requirements.
Question 3: Since it would appear that most of the “Labor” related workload could not be completed by the LN work force under PWS Paragraph 5.10 given all the PWS restrictions for LN entry/utilization on the program, does the Government mean that only “routine” and some “priority” workload is to be associated with 5.10 and all remaining “Labor” workload shall be distributed to USN or OCN workers?
GOVERNMENT RESPONSE TO ADDITIONAL FOLLOW-ON QUESTION #3: No, but any workload occurring outside of the LN’s established duty hours must be accomplished by others and is included under the other categories in the B3 Workload Table. Please refer to the response to question #1 above.
Question 4: The Government responded "None" when asked, "What generators (if any) specifically are 'in the government inventory.'" Further, the Government referred to Appendix B.2 when asked, "What generators (if any) specifically are required to be provided by the Contractor." In light of these responses, please confirm whether the cost of the generators cited in Appendix B.2 should be included in the Price Model for Sample TO 1 and subsequently as part of the Total Evaluated Price, or whether the cost of the generators should be provided as a separate, stand-alone Price Model that will be excluded from the Total Evaluated Price.
GOVERNMENT RESPONSE TO ADDITIONAL FOLLOW-ON QUESTION #4: The cost of the generators must be included in the Price Model for Sample TO 1.
