INTRODUCTION

The Air Force Contract Augmentation Program (AFCAP) provides commanders and/or any Government agency a responsive, force multiplier option. AFCAP is a contract with extensive worldwide support capabilities, able to respond in minimal time. This Performance Work Statement (PWS) is a statement of the technical, functional and performance characteristics of the work to be performed written from a results, rather than procedural orientation. It identifies essential functions to be performed and provides standards such that performance can be evaluated in terms of quality and/or timeliness of output. It is possible that continuous need for any or all of the services described herein may not exist. The Government gives no assurance of a continuous need for these services or future requirements.

1.0 DESCRIPTION OF SERVICES.

The Contractor shall provide all resources and management necessary to plan for, establish, maintain, and dismantle base camp and remote site operations in support of contingency operations worldwide and provide support to other CCMD/COCOM, NAF, MAJCOM, Center, FOA, NORAD, NATO (or other missions supporting National Command Authority objectives) to include organize, train and equip (OT&E), foreign assistance, exercises, etc. The Contractor shall plan and execute logistical services for support and/or sustainment of installations, troops, units, and any Governmental Agency and operations and respond to both programmed and un-programmed requirements.

The Contractor shall provide construction services as required in subsequent, individual task orders (TO). The Contractor shall respond to changes in current operations and troop strength at existing installations. The Contractor shall provide backfill support at existing operational locations to augment mission requirements or bridging until other execution avenues become available (e.g. includes Base closure, etc.) The Contractor shall be prepared to support requirements for new or existing operations and new or existing installations in any country. The Contractor shall procure all material, equipment, and supplies incidental to the provision of services required by this Contract.

The Contractor shall accomplish all studies required by this contract. The description of services shall be further defined in subsequent, individual task orders. The contractor shall use sound business practices (e.g. smarter, faster, cheaper, innovative, etc.). The contractor shall not perform inherently governmental functions as defined in FAR Subpart 7.5, “Inherently Governmental Functions.”

1.1 SCOPE.

The purpose of this contract is to draw on the resources and expertise of a support contractor to provide a full range of base life/operating support and logistical support on an as required basis to support all programs with disciplines consistent with the AFCAP Description of Services. Requirements shall focus on contingency skills and/or resources to support the Air Force, any DoD component, or any U.S. Federal Government entity operating in support of missions which could include but are not limited to National Command Authority, joint or combined United States military forces acting as part of or in concert with the North Atlantic Treaty Organization (NATO) or multinational forces utilizing U.S. Government appropriations, and participating in a wide spectrum of activities, such as disaster response (man-made or natural), Global War, Irregular Warfare, Major Theater War(s) (MTW), Small Scale Contingencies (SSC), Full Spectrum Threat Response (FSTR), Deliberate Planning or Joint Chief of Staff Sponsored Military Exercises, Base Life/Operating Support (BLS/BOS), humanitarian response/relief [including response due to man-made causes, (e.g. political unrest, nation building, peacekeeping, anti-piracy, counter narcotics, etc.], world-wide recovery operations, or political considerations, Foreign assistance support (developmental assistance, humanitarian assistance and security assistance (includes Foreign Military Sales)), deliberate planning exercises, infrastructure/facility demolition and base denial if required. This does not intend to limit the scope of AFCAP responses to only military operations.

1.2 TASKS.

1.2.1 Program Management. (Category Heading Only)

1.2.1.1 On-Call Capability. The contractor shall provide a 24 hour, 7 day a week on call capability, and is to respond by telephone to the Contracting Officer within an hour of notification. The Contractor responding to the Contracting Officer must have the authority to bind the Contractor.

1.2.1.2 Task Order Proposals. Task Order Proposals shall be submitted via electronic transmission, in accordance with the task order RFP instructions, and shall be limited to no more than 5 MB, unless directed otherwise. Any AFCAP vendor who fails to propose on a minimum of one (1) effort per five (5) consecutive Requests for Proposal or at least one (1) per six-month period; whichever comes later, is considered dormant. When the vendor reaches dormancy, they may not be included in RFP notifications and the Government may choose not to exercise the remaining options.

1.2.1.2.1. Urgency. The contractor shall provide a proposal on subsequent, individual urgent and compelling task orders at the request of the Contracting Officer, within 24 hours unless otherwise specified by the Contracting Officer. This 24-hour proposal response time commences at the time the contracting officer places this initial call to the Contractor to prepare the proposal. If the development of the proposal requires physical receipt of classified or unclassified files, materials, etc., this does not extend the 24-hour response requirement.

1.2.1.2.1.2. Proof of Permission to Conduct Business. The contractor shall provide with their proposal for any task order, the relevant copies of any permissions, licenses, approvals, etc. to conduct business in the relevant country, state, province, city, site, location, etc.

1.2.1.3 Information Sharing. The contractor shall function as an integral team member in support of AFCAP. The contractor shall share information with other integral team members, such as AFCAP Government employees and other AFCAP contractors. The AFCAP contractor will also cooperate with other U.S. Federal Government entities and contractors to ensure successful performance of task(s) under this contract.

1.2.1.4 Plans. (Category Heading Only)

1.2.1.4.1 AFCAP Management Plan. [CDRL A001]. The Contractor’s proposed Management Plan shall incorporate, at a minimum, Staffing Plan, Quick Response Plan, Quality Control Plan, Procurement Plan, Subcontract Management Plan, Safety Plan, Security Plan, and Property Control System and shall be updated with new information as it is obtained or becomes available. The Management Plan shall also include a Contingency Plan for Essential Contract Services for strikes and essential contract services (IAW DFARS 252.237-7023, "Continuation of Essential Contractor Services").

1.2.1.4.2 Site Specific Management Plan (SSMP). [CDRL A002]. The SSMP is required for subsequent, individual task orders, as required by the Contracting Officer. The plan shall mirror and expand on the Contractor’s AFCAP Management Plan while demonstrating how the contractor will fulfill the specific requirements of the subsequent, individual task order and shall be updated with new information as it is obtained or becomes available.

Upon contracting officer approval, the plan shall be incorporated as part of the task order. The plan shall include designation of an empowered on-site manager with the ability to make decisions and direct all sub-contractors on behalf of the prime contractor and all subcontracting services necessary to maintain a capability to perform under the task order. The SSMP shall address all requirements for operation at the site(s). The SSMP shall include all equipment, labor and materials incidental to the contractor’s transportation, utilities, facilities, services or other systems, in addition to the support provided to the designated force. The Contractor shall incorporate and comply with Air Force contingency standards (e.g., drinking water standards, airfield marking, etc.), unless explicitly changed in a specific task order. Host Nation requirements shall be incorporated into the SSMP as obtained by the contractor and/or as provided by the Contracting Officer. The contractor shall develop a Schedule showing each activity, their relationships, duration, critical path, associated critical risks and planned mitigation, and estimated costs. The Schedule shall include (as a minimum): activation, subcontracting, transportation, mobilization/demobilization, logistical support, surveying, site work, site visits, critical path and any other significant activity.

1.2.1.4.3 Travel/Trip Reports. [CDRL A003]. The Contractor shall perform travel associated with this contract in support of subsequent, individual task orders. The contractor shall maintain the capability to physically respond to required locations within 24 hours after notification by the Contracting Officer. Travel when required will be executed efficiently. Trip report submittal requirements for subsequent, individual task orders shall be as stipulated in the task order. As a minimum, trip reports shall include the work accomplished, any relevant issues discussed, open action items to be resolved, names, organizations, positions represented, phone numbers, and e-mail addresses of all participants.

1.2.1.4.4 Quality Control Program. The Contractor shall develop, distribute, update and adhere to their basic contract Quality Control Plan (QCP). The basic contract Quality Control Plan may require updates or changes as circumstances dictate or at the direction of the PCO. The Contractor shall make appropriate modifications/changes to their QCP at no additional costs to the Government.

1.2.1.5 Key Personnel. The Contractor agrees to assign a program manager for the contract and on-site task order managers for task orders whose credentials, experience and expertise meet the qualification requirements identified below. The contractor will be responsible for ensuring compliance with Joint Ethics Regulation, DoD 5500.2-R. This requirement may be waived or modified at the discretion of the Contracting Officer.

1.2.1.5.1 Program managers shall have program management experience which required knowledge in the following areas.

1.2.1.5.1.1 A current Secret Security Clearance.

1.2.1.5.1.2 Government appropriations

1.2.1.5.1.3 Air Force Engineering

1.2.1.5.1.4 Construction, Services, Commodities

1.2.1.5.1.5 Government acquisitions

1.2.1.5.1.6 Management of multiple task orders of a magnitude greater than $1M each in geographically dispersed locations simultaneously.

1.2.1.5.2 The AFCAP CO and Government Program Manager shall be notified of any proposed changes at least 10 days in advance. The Government reserves the right to reject proposed changes in the contractor program manager. Such notification shall include:

1.2.1.5.2.1 An explanation of the circumstances necessitating the substitution;

1.2.1.5.2.2 A complete resume of the proposed substitute; and,

1.2.1.5.2.3 Any other information needed by the AFCAP CO and Government Program Manager to enable them to judge the contractor is maintaining the same quality of personnel as those included at the time of award.

1.2.1.5.3 The Contractor agrees to assign an on-site task order manager for each task order whose credentials, experience and expertise meet the qualification requirements identified below.

1.2.1.5.3.1 Task order specific management experience which required knowledge in the following areas:

1.2.1.5.3.1.1 A current Secret Security Clearance

1.2.1.5.3.1.2 Engineering and/or logistics

1.2.1.5.3.1.3 Construction, Services, Commodities

1.2.1.5.3.1.4 Government acquisitions

1.2.1.5.3.1.5 Direct management of a task order of a magnitude greater than $1M in an austere environment.

1.2.1.6 Reports, Data, and Other Deliverables. The Contractor shall provide copies of all reports, data, and other deliverables to the Contracting Officer, Program Management Office, and as directed by the Contracting Officer in subsequent individual task orders. Deliverables may be required via hard copy, email, or portal depending on the specific situational factors such as file size, expediency of need, or other factors.

1.2.1.6.1 Monthly Status Reports. [CDRL A004]. The Contractor shall provide a monthly status report for each task order. Reports shall include status, relevant milestones, projected task order completion, items pending Government actions, and comments/challenges as necessary.

1.2.1.6.2 FLASH Reports. [CDRL A005]. The Contractor shall write FLASH reports to highlight fast moving, critical, or sensitive information requiring the immediate attention of the Contracting Officer and/or Program Management Office (e.g. kidnappings, serious injuries, deaths, stop-work instances, destruction or loss of contractor or Government equipment of notable value, etc.). The reports are to be submitted on an “as required” basis and in a detail necessary to adequately convey the issue(s) reported. The Contractor shall submit FLASH reports in a format provided by the contractor and approved by the Contracting Officer. At a minimum, the report must have distinct cover sheet and page markings indicating an “AFCAP FLASH Report.”

1.2.1.6.3 Monthly Performance and Cost Reports. [CDRL A006]. The Contractor shall provide monthly performance and applicable cost reports addressing all current/active task orders. The AFCAP Team shall determine report format, acceptable to the Government, upon contract award.

1.2.1.6.4 Minutes of Meetings/Conferences. [CDRL A007]. The Contractor shall provide minutes of all meetings or conferences attended, relevant to AFCAP, within five business days of meeting/conference completion.

1.2.1.6.5 Engineering Drawings/Plans and As-Built Drawings. [CDRL A008]. The Contractor shall provide engineering drawings/plans and as-built drawings as required in subsequent individual task orders.

1.2.1.6.6 Presentation Materials. [CDRL A009]. The Contractor shall prepare and provide Presentation Materials on an as required basis as directed by the Contracting Officer.

1.2.1.6.7 Color Photographs, Prints, Photo Documentation. [CDRL A010]. The Contractor shall prepare digital photo documentation for all tasks as required by the Contracting Officer. Digital photos will be submitted in JPEG format unless otherwise specified in the individual task order. The Contractor shall provide an index for each set of photographs submitted identifying the base/facility, task order number, contractor, and a brief description. Photography of any kind must be coordinated through the installation, customer, or facility point of contact. Task order photos documenting major events throughout task execution and indexes shall be submitted NLT 60 days after task order completion. The Contractor shall submit at least one significant content electronic photo, per task, to be included with the Monthly Status Report.

1.2.1.6.8 Task Order Situation Reports. [CDRL A011]. The contractor shall provide “real-time” status reports, which shall include current pertinent information. This report includes information below the urgency of a “Flash Report” but is of an urgency that it cannot wait until submission of the “Monthly Status Report.” The report shall be provided to the Contracting Officer, Government Program Manager, (Administrative Contracting Officer, Quality Assurance Personnel, Contracting Officer Representative, customer's point of contact, if assigned) and others as determined necessary by the Contracting Officer. The report shall be provided any time deemed necessary by the contractor or when requested by the Contracting Officer.

1.2.1.6.9 Verification of Key Personnel Security Clearances. [CDRL A012]. The Contractor shall provide a Key Personnel Security Clearance Verification Report to the AFCAP Program Manager upon basic contract award and upon key personnel replacement. This report shall include, for key personnel, name, social security number, and current security clearance information. The contractor shall employ the latest encryption techniques to protect all Personal Identification Information (PII).

1.2.1.6.10 Weekly Report of Deployed Task Order Personnel. [CDRL A013]. The Contractor shall provide a Weekly Report of Deployed Task Order Personnel to the Contracting Officer, Government Program Manager, MAJCOM or Combatant Command Staff as identified by the Government to the contractor (Administrative Contracting Officer, Contracting Officer Representative, customer's point of contact, if assigned).

The report shall include name, citizenship, deployed location, job title, and task order assigned. The contractor shall also be requested to work corrections to information contained in the Synchronized Pre-deployment and Operational

Tracker System (SPOT) and other special request reporting on personnel (e.g. quarterly SPOT checks and Congressional reporting).

1.2.1.6.11 Task Order Specific Quality Control Plan (QCP). [CDRL A0014] The task specific QCP shall be submitted to the PCO for acceptance with each task order proposal. Revisions shall be submitted to the PCO/ACO/COR within 10 days after start of the period of performance. The Contractor’s quality inspection documentation (e.g., metrics, reports, etc.) shall be made available to the COR/ACO upon request. The reports shall provide information on the methods of inspection, what was inspected, discrepancies found and actions to correct and preclude recurrence.

1.2.1.6.12 Record Keeping. The Contractor shall create and maintain written and electronic records for each task order, of all contracting actions, including, but not limited to, key assumptions, performance documentation, quality control, property control (e.g. inventory, current location, condition, disposition, etc.). The Contractor shall make these records available to the Government upon request.

1.2.1.6.14 Contract Manpower Reporting. The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the Air Force Contract Augmentation Program (AFCAP) via a secure data collection site. The contractor is required to completely fill in all required data fields at http://www.ecmra.mil.

1.2.1.6.14.1 Reporting inputs will be for the labor executed during the period of performance for each Government fiscal year (FY), which runs 1 October through 30 September. While inputs may be reported any time during the FY, all data shall be reported no later than 31 October of each calendar year. Contractors may direct questions to the ECMRA help desk.

1.2.1.6.14.2 Reporting Period. Contractors are required to input data by 31 October of each year.

1.2.1.6.14.3 Uses and Safeguarding of Information. Information from the secure web site is considered to be proprietary in nature when the contract number and contractor identity are associated with the direct labor hours and direct labor dollars. At no time will any data be released to the public with the contractor name and contract number associated with the data.

1.2.1.6.14.4 User Manuals. Data for Air Force service requirements must be input at the Air Force CMRA link. However, user manuals for government personnel and contractors are available at the Army CMRA link at http://www.ecmra.mil.

1.2.1.7 Required Responsiveness. The contractor shall respond on site to urgent or compelling requirements within 24 hours CONUS and 48 hours OCONUS. This 24- or 48-hour response time commences at the time the contracting officer places this initial call to the Contractor to respond. If the response requires physical receipt of classified or unclassified files, materials, etc., this does not extend the 24- or 48-hour response requirement. The Government means for providing classified information is through the AFCEC Tyndall AFB vault. In addition, contractors may be required to provide binding task order proposals within 24 hours.

1.2.2 Required Services. The Contractor shall provide operation, maintenance, repair, installation, renovation, and removal, as specified in subsequent, individual task orders. The following categories are a representation of required services and are not intended as all-inclusive nor intended to limit the scope of this contract to the requirements listed.

1.2.2.1 On-Site Management Services. The Contractor shall provide on-site management services, as required.

1.2.2.1.1 Management Cell. The Contractor shall establish an on-site task order management cell for (at a minimum) the following:

1.2.2.1.1.1 Meeting Contractor’s Work Requirements. The name of the site manager (SM), and alternate(s) who shall act for the Contractor when the SM is absent, and their respective day and evening telephone numbers, shall be designated in writing and provided to the ACO and COR. The SM or alternate shall be on site at all times to oversee all contracted operations. The SM or alternate shall be able to effectively communicate and use technical manuals and references.

1.2.2.1.1.2 Contractor Management Responsibilities. These include scheduling, Management Plan updating, supervision, cost control, quality control, subcontractor control, etc., necessary to assure task order success. The Contractor shall provide the following:

1.2.2.1.1.2.1 Contractor and customer work order/job order receipt, processing, and control.

1.2.2.1.1.2.2 Logistics/procurement management.

1.2.2.1.1.2.3 Contractor command, control, and communications.

1.2.2.1.1.2.4 Liaison (point of contact) with the on-site customer including as a minimum the ACO, COR and, if applicable, the chain of command up to the supported unit commander.

1.2.2.1.1.3 Contractor Management Authority and Availability. The SM and alternate(s) shall have full authority to act for the Contractor on all contract matters relating to the daily operation of this contract. When requested by the ACO, the SM or alternate shall be available within two (2) hours of notification to meet on the installation with Government personnel (designated by the ACO) to discuss task order issues. The SM or alternate shall attend base logistics, deployment, exercise, safety, and force protection meetings as deemed necessary by the supported unit commander.

1.2.2.1.2 Security.

1.2.2.1.2.1 Security Program. The Contractor shall provide a security program and have the ability to physically receipt for classified information at the AFCEC vault at Tyndall AFB. This will include United States Department of Defense classified information materials up to SECRET associated with potential requirements. The Contractor shall protect, store, and properly dispose of all provided classified materials in accordance with DOD 5200-series publications.

1.2.2.1.2.2 Security Clearances/Contractor Vetting. Homeland Security Presidential Directive 12 requires vetting of U.S. personnel (military, civilian and contractors) prior to being granted access to U.S. Government installations or U.S. Government network systems. For U.S. personnel, vetting is accomplished by possessing an active U.S. security clearance. This vetting must be accomplished prior to the Government issuing a Common Access Card (CAC). A CAC is the Government means for granting unescorted access to a Government installation or facility and allows access to a Government computer system. Contractor personnel not possessing at least a current Secret clearance shall obtain an interim Secret clearance prior to being issued a CAC and before starting work. This clearance must appear in the Joint Personnel Adjudication System (JPAS). Failure to obtain or maintain an active clearance shall result in removal from this task.

1.2.2.1.2.3 Security Services. The contractor shall be required to provide security services if it is a necessary element which is incidental to for performance of the non-security portion of the effort. Primary means for security is the U.S. military and there must be a compelling reason the military is unable to provide the required security. If security services become a necessity, the Contractor shall follow Geneva Convention provisions and ensure their personnel do not become illegal combatants.

1.2.2.1.2.4 Physical Security. The contractor shall provide physical security/protect resources (materials, supplies, vehicles, facilities/infrastructure, etc.) in their possession (e.g. secure property from theft).

1.2.2.1.2.5 Security Structures. The contractor shall provide security structures when necessary to provide physical security or protect resources. Security structure examples include, but are not limited to, structures such as chain link fencing, barbed wire fencing, concertina wire, razor tape, T-walls, aircraft revetments or other physical barriers, observation towers, defensive fighting positions, detection systems, and manually, electrically or hydraulically operated entry barriers, etc.

1.2.2.1.2.6 Security Monitor Services. e.g., provide monitors of workers supporting ongoing construction projects, of non-recurring service contractors, or of supply deliveries, etc.

1.2.2.1.2.7 Information Security. The Contractor shall develop and implement OPSEC/COMSEC and TEMPEST procedures and internal contractor controls.

1.2.2.1.3 Professional Engineering. The contractor shall provide home office, reach back, and/or on-site professional architect-engineer services (including foreign sources) appropriate to the task order.

1.2.2.2 Airfield Support. The Contractor shall provide airfield support services, as required.

1.2.2.2.1 Airfield Unique Facilities and Services. e.g., control tower(s), hangars, hardened aircraft shelters, NAVAID shelters, air traffic control, clear-zones, glide slope clearances & obstacle removal, airfield management, passenger terminal operations, transient aircraft support, weather services, etc.

1.2.2.2.2 Airfield Surfaces (including underlying structures). e.g., runway(s), taxiway(s), aircraft parking ramp(s), hot cargo pad(s), grounding points, tie downs, sweeping, foreign object removal, snow and ice control, rubber removal from aircraft touchdowns, implement Bird Aircraft Strike Hazard (BASH) recommendations, vegetation control, soil stabilization, clear zone maintenance (e.g., tree removal, obstruction removal/waiver management), etc.

1.2.2.2.3 Aircraft Arresting System Barrier(s). e.g., operation (setup & resets), including operator level maintenance and repair, and installation/removal.

1.2.2.2.4 Lighting. e.g., commercially installed high/low voltage, emergency/temporary airfield lighting sets, strobes, Pulsed Light Approach Slope Indicator (PLASI), Visual Approach Slope Indicator (VASI), Precision Approach Path Indicator (PAPI) systems, “ball park” ramp lighting systems, systems composed of non-U.S.

components (e.g. foreign systems), etc.

1.2.2.2.5 Markings/Striping. e.g., runway centerline/edges, taxiway centerlines, hold lines, magnetic compass runway orientation numbering, distance/barrier markers, touchdown zone stripes, aircraft parking layouts, etc.

1.2.2.2.6 Emergency and Prime Electrical Power. e.g., dedicated emergency or prime power for selected facilities/infrastructure (e.g., control tower, lighting, etc.).

1.2.2.3 Infrastructure Support. The Contractor shall provide infrastructure support services, as required. The contract will include providing “temporary” (e.g., tents, expandable/portable buildings, and modular systems), semi-permanent, and permanent methods and materials to solve tasked requirements.

1.2.2.3.1 Facility Support. Air Force basing typically includes some existing infrastructure therefore “construction” craft personnel skilled in disciplines such as structural, electrical, plumbing, mechanical, fire and security alarms, etc., shall be provided by the contractor as appropriate to the task order.

1.2.2.3.2 Utilities. The Contractor shall provide utilities services, as required.

1.2.2.3.2.1 Electrical Distribution System. e.g., install, maintain, and operate high/low voltage, AC/DC, switching, underground, pole mounted, surface laid, transformers, converters, etc.

1.2.2.3.2.2 Power Production. e.g., receive and distribute commercial power; install and operate prime generator plant for task order infrastructure, standby generators, etc.

1.2.2.3.2.3 Water Distribution & Storage System. e.g., install, maintain, and operate storage (e.g., elevated tanks, bladders, etc.), pumps, piping (e.g., underground, surface laid, etc.), valving, metering, potable water access points, provide bottled water delivery, etc.

1.2.2.3.2.4 Water Production and Treatment. e.g., tap commercial sources, drill wells, operate existing water treatment plants, establish expedient water treatment plant, chlorinate, fluoridate, etc.

1.2.2.3.2.5 Sewage Collection System. e.g., install, maintain, and operate piping (e.g., underground, surface laid, etc.), valving, lift stations, clean outs, holding tanks, etc.

1.2.2.3.2.6 Sewage Treatment. e.g., tie into commercial system, operate existing plant, develop expedient treatment (e.g., leach field, lagoon), haul away, etc.

1.2.2.3.2.7 Steam Plant (heat). e.g., operate, maintain, and repair.

1.2.2.3.2.8 Fire Protection Systems. e.g., install and maintain systems (e.g., sprinkler, deluge, halon, standpipe, etc.). Support expedient installation of fire protection systems and/or add to existing systems and all associated controls and notification systems.

1.2.2.3.2.9 Natural Gas Distribution. e.g., install, maintain, and operate natural gas distribution systems.

1.2.2.3.2.10 Compressed Air System. e.g., install, maintain, and operate compressed air systems.

1.2.2.3.2.11 Propane and/or Fuel Oil Storage & Distribution Systems (heat). e.g., install, maintain, and operate propane and/or fuel oil systems.

1.2.2.3.2.12 Alarm Systems. e.g., install, maintain, and operate fire and security alarm distribution systems and associated central monitoring stations.

1.2.2.3.2.13 Energy Monitoring and Control Systems (EMCS). e.g., install, maintain, and operate EMCS.

1.2.2.3.2.14 Storm Drainage System. e.g., install, maintain, and operate pipes, culverts, swales, ditches, flumes, etc.

1.2.2.3.3 Petroleum, Oils, Lubricants (POL). The Contractor shall provide installation, maintenance, repair, and services to various POL facilities as required.

1.2.2.3.3.1 Aircraft POL Storage. e.g., tanks (above, underground), bladders, etc.

1.2.2.3.3.2 Aircraft POL Distribution System. e.g., hydrant system, tanker trucks, manifolds, lines (above, underground), pumps, valves, etc.

1.2.2.3.3.3 Non-aircraft POL Storage. e.g., tanks (above, underground), bladders, etc.

1.2.2.3.3.4 Non-aircraft POL Distribution System. e.g., dispensers, tanker trucks, lines (above, underground), pumps, valves, etc.

1.2.2.3.4 Solid Waste Management. The Contractor shall provide solid waste management services, as required.

1.2.2.3.4.1 Landfill. e.g., establish, operate, maintain, repair, and close.

1.2.2.3.4.2 Collection and Disposal. e.g., establish pickup points and provide appropriate containers, pickup and transport to landfill or commercial solid waste pickup point.

1.2.2.3.4.3 Recycle. e.g., establish and operate a recycling program as appropriate and required by a specific task order (e.g., paper, plastic, glass, metals, chemicals, etc.).

1.2.2.3.4.4 Incineration. e.g., install, operate, maintain and repair incinerators, haul and dispose ash, etc.

1.2.2.3.5 Roads/Parking. The Contractor shall provide roads/parking construction, maintenance and repair as required.

1.2.2.3.5.1 Improved. e.g., all surfaces (asphalt, concrete, etc.), including subsurface structures and striping.

1.2.2.3.5.2 Unimproved. e.g., stabilization, grading, mud and dust control, etc.

1.2.2.4 Environmental and Medical. The Contractor shall provide environmental and medical services, as required.

1.2.2.4.1 Permits. e.g., support for preparation/submittal.

1.2.2.4.2 Hazardous Material. e.g., support for management, inventory/control, and ultimate disposition.

1.2.2.4.3 Hazardous Waste. e.g., perform required management, collection, storage, and disposal in accordance with applicable laws/regulations.

1.2.2.4.4 Pest/Vegetation Control. e.g., assess needs. Apply appropriate agents and/or countermeasures.

1.2.2.4.5 Clean up. e.g., provide capability to clean up and contain, as required.

1.2.2.4.6 Health and Medical Services. e.g., provide contingency capability to augment or replace required medicine, health, and medical services. The Contractor shall provide medical services as required (e.g.

health services, biomedical engineering, diet therapy, dentistry, physical therapy, optometry, audiology, dermatology, allergy, anesthesiology, immunizations, laboratory, physical medicine, surgical services, diagnostics, imaging and other medical services as required).

1.2.2.5 Emergency Support Services. The Contractor shall provide emergency support services, as required.

1.2.2.5.1 Fire Protection. Provide full range of fire protection to include fire prevention and hazardous materials response/mitigation support. All fire fighters, to include supervisory levels (e.g., fire chief, crew chief, station chief, assistant chief, etc.) must be certified in accordance with DoDI 6055.06, "Department of Defense Fire and Emergency Services (F&ES) Program."

1.2.2.5.2 Prevention. Develop fire prevention programs and promote fire prevention awareness. Personnel must be certified in accordance with DoDI 6055.06, "Department of Defense Fire and Emergency Services (F&ES) Program." “Fire Inspector I or II.”

1.2.2.5.3 HAZMAT. Provide appropriate HAZMAT response capability to include encapsulation, storage, and disposal. Personnel must be trained in accordance with DoDI 6055.06, "Department of Defense Fire and Emergency Services (F&ES) Program."

1.2.2.5.4 Unexploded Ordnance Removal. Support to EOD units for clearing military munitions. (For Air Force ranges, this will not interfere with war skills training). Provide clearing of mines and improvised explosive devices.

1.2.2.5.5 Emergency Management. Provide programs that seamlessly integrate into National Command Authority emergency management programs, standards, and procedures. Nationally recognized emergency management certification is desirable. This capability may be required strictly to support contractor’s work force, or it may be required to augment or replace emergency management capabilities at a specific site(s), to be defined in subsequent task order.

1.2.2.5.6 Planning. Develop, coordinate, and publish site-specific emergency management plans. Plans must address actions to prepare for, survive during, respond to, and recover from local natural, man-made, or technological disasters.

1.2.2.5.7 Warning Systems. Identify requirements, install, operate, and maintain an integrated emergency warning system. The system must provide standard Air Force notification for personnel at risk and recall of disaster response and control personnel.

1.2.2.6 Ancillary Capabilities. The Contractor shall provide ancillary capabilities and services, as required.

1.2.2.6.1 Facility Hardening. e.g., berming, sandbagging, plywood reinforcing, shoring, sea walls, revetments, T-walls, etc.

1.2.2.6.2 Dispersal. e.g., where dispersal is required establish multiple storage, parking, maintenance sites, etc.

1.2.2.6.3 Obstacles. e.g., entry obstacles, delaying obstacles, etc.

1.2.2.6.4 Redundancy Measures. e.g., add redundancy to utilities (looped systems), provide additional “spare” generators, add capacity and/or systems to critical facility air conditioning requirements, etc.

1.2.2.7 Reconstitution. Includes, but not limited to, “tear down,” clean, repackage, revitalize, refurbish, inventory, transport, and turn-in government (including AFCAP contractor purchased) equipment where and to whom specified by task order or the Contracting Officer.

1.2.2.8 Restoration. The Contractor shall provide restoration services, as required.

1.2.2.8.1 Remove temporary improvements (facilities, utilities, roads, etc.).

1.2.2.8.2 Perform operations to return land/facilities to host nation required conditions.

1.2.2.9 Services (Morale, Welfare, Recreation, & Services). The Contractor shall provide services (morale, welfare, recreation, & services), as required.

1.2.2.9.1 Food Service. Provide food service support using field and garrison equipment and facilities.

Contractor furnished equipment may be required. Preparation of up to four meals per day may be required using A rations and unitized group rations (UGR). Distribute operational rations; i.e., Meals Ready to Eat (MRE), as needed. Contractor shall maintain food accountability using task order prescribed procedures and forms. Personnel working in Food Service must be certified as Food Handlers (see AFI 34-239, Food Service Program Management, Appendix B, References).

1.2.2.9.2 Troop Support. Order, receive, store, issue, secure, and account for all subsistence to support food operations. Purchase subsistence directly from vendors (US or foreign national) and transport to the final destination. All purchases must be from sources approved by military public health as meeting public health standards.

1.2.2.9.3 Lodging. Provide central lodging processing point for allocation of space for various categories of personnel (i.e., male, female, officer, enlisted, aircrew, etc.). Operate locator system and provide housekeeping support. Use space in commercial quarters or contingency quarters as directed. Contractor furnished lodging facilities may be required.

1.2.2.9.4 Laundry. Provide laundry operations to support individual self-help, organizational and medical requirements.

1.2.2.9.5 Fitness. Set up and manage individual and intramural sports activities. Provide, maintain, repair, and monitor use of fitness equipment, facilities, and programs for strength and cardiovascular conditioning.

1.2.2.9.6 Recreation. Provide a variety of recreational and leisure time activities such as DVD movies, table games, tours, equipment check-out, reading materials (books, periodicals, newspapers, etc.). Provide electronic library reference material, high speed internet access, individual video conferencing capability, etc., and an assortment of current newspapers.

1.2.2.9.7 BOS Support Services. The contractor shall be prepared to provide other BOS support services, as required and defined in subsequent individual task orders, such as special morale event support, consistent with the overall scope and description of other BOS support services of this contract.

1.2.2.10 Materiel Support. The Contractor shall provide materiel support, as required.

1.2.2.10.1 Mobility/War Readiness Materiel (WRM). Provide WRM-type assets, e.g., BEAR assets.

1.2.2.10.2 Erection/Installation. Augment or relieve military forces in the erection/installation of mobility/WRM assets.

1.2.2.10.3 Existing Infrastructure. Perform routine operation, maintenance, repair, or renovation, including disassembly/reconstitution.

1.2.2.10.4 Contingency/Disaster Relief Materiel. Procure, transport, and store materiel to support contingency and disaster relief operations. Support may include materiel management, handling, and inventory.

1.2.2.11 General. The Contractor shall provide general support services, as required.

1.2.2.11.1 Real Property Leasing. As the task order dictates, the contractor shall lease existing facilities and/or land in order to meet task order requirements, but only after explicit written Contracting Officer approval.

1.2.2.11.2 Land Clearing and Grubbing. Provide heavy equipment and operators to prepare land for use/occupancy, including creating and compacting subsurface support structures (base course, sub-base course, etc.);

leveling for airfield surfaces, roads, and facilities; sloping for drainage, clearing of unexploded munitions, etc.

1.2.2.11.3 Aircraft Gunnery Range Clearance Operations. Provide active range clearance operations at Service Class A primary training ranges to include collection, inspection, disposal, and removal of all sub-scale practice bombs and range residue.

1.2.2.12 Construction. [CDRL A008] The Contractor shall provide construction services, as required.

The contractor shall use the Initial, Temporary, Semi-Permanent, and Permanent Construction standards as the “typical” AFCAP requirement to help determine the types of materials and techniques to be employed. These standards provide criteria that minimize efforts while providing facilities of a quality consistent with the mission requirements, personnel health and safety, and the expected availability of resources. These criteria may be met by commercial, off-the-shelf building systems that are rapidly erectable or by an alternative that is cost or operationally effective. Contractor’s capabilities will focus on methods and materials as defined in the task order, e.g. Air Force initial/temporary planning factors are available in the Civil Engineer Bare Base Development, Air Force Handbook 10-222, Vol. 1. The Contractor shall also be capable of performing to Permanent Construction standards; however, this requirement must be explicitly stated in the subsequent, individual task order.

1.2.2.13 Commodities. The Contractor shall provide commodities, as required.

1.2.2.14 Logistics and Transportation. The Contractor shall provide logistics and transportation support as required, including vehicle management and maintenance support, supply management support, traffic management support, and cargo movement services.

1.2.2.15 Communications. The Contractor shall provide communications (equipment and/or communication services, to include translation services), as required.

1.2.2.16 Weapon System(s). The contractor shall provide aircraft servicing/maintenance, loading, unloading, de- icing, etc. as required. The contractor shall provide services to support the operation/maintenance and mission readiness of weapon systems for contingent operations/mission.

1.2.2.17 Airfield Operations. The contractor shall provide Air Traffic Control, Airfield Management, Ramp Operations, Passenger and Cargo services, weather services, airfield obstacle removal (obstructions, wildlife/birds, snow removal), aircraft refueling, and other airfield operations as required.

1.2.2.18 Foreign Assistance. The contractor shall support U.S. Government sales of military equipment and other efforts to assist foreign nations. Assistance to foreign nations ranges across a spectrum from the sale of military equipment to acquisition and distribution of food and medical supplies to aid survivors of natural and man-made disasters. U.S. foreign assistance takes three forms: development assistance, humanitarian assistance, and security assistance as defined by Joint Publication 1-02, Department of Defense Dictionary of Military and Associated Terms.

1.2.2.19 Training. The contractor shall perform training of Government and non-Government personnel related to the performance objectives of AFCAP task orders. The Contractor shall provide training on technical knowledge, skills, or abilities as required on an individual task order basis. The Contractor may also participate in AFCAP training venues as requested by the contracting officer.

1.2.2.20 Planning. The contractor shall participate in planning efforts whereby the planning involves the potential use of AFCAP.

1.2.2.21 Exercise(s). The contractor shall participate in deliberate planning efforts, typically, but not limited to, a proof of concept for an Operational Plan (OPLAN).

1.2.2.22 Organize, Train, and Equip. AFCAP is typically seen as a force multiplier or to fulfill gaps during contingent operations, however, AFCAP vendors may be required to assist military preparatory actions and could be called upon to assist in organizing, training and equipping the military force prior to any potential deployment.

1.2.2.23 “Be Prepared” Requirements. The contractor shall be prepared to provide other services, as required and defined in subsequent individual task orders, consistent with the overall scope and description of services of this contract.

2.0 SERVICE SUMMARY.

The contractor shall perform services in accordance with the requirements of this PWS. The service requirements are summarized into performance objectives and will be provided at the task order level. The performance threshold briefly describes the minimum acceptable levels of service required for each objective when applicable. The Multi- Functional Team, in accordance with the Quality Assurance Surveillance Plan, will evaluate the following services at the task order level.

3.0 GOVERNMENT PROVIDED PROPERTY, EQUIPMENT, AND SERVICES.

3.1 Government Property. The contractor shall be responsible for acquiring, operating, and maintaining all equipment necessary to accomplish the tasks specified in the awarded task order, except as provided by the Government. The contractor shall be held accountable for any property, supplies, materials, and facilities accepted as Government property and shall maintain accurate records in accordance with current regulations.
