Q: The first paragraph of section 5.2.2.2 of the revised PWS (revision dated 06 AUG 2014) reads (in part), “Contractor shall be responsible for the proper maintenance of all generators in the government inventory…” This indicates that the generators are provided by the Government (i.e., GFE).
However, the next paragraph in the same section goes on to state, “Note: The current level of effort for Sample AB maintenance program requires commercial generating units. The Contractor shall plan for providing and servicing 500 generators as listed in Appendix B.2.”
This indicates that the generators are to be provided by the Contractor.
These two statements appear to conflict with one another.
We respectfully request that the Government answer the following questions:
1. What generators (if any) specifically are “in the government inventory”?
A: None
2. What generators (if any) specifically are required to be provided by the Contractor?
A: Please refer to the generator power requirements list in appendix B2.
The Government received a number of follow-up questions to the Q+A posted with Amendment
05. Below are the questions and answers that were not already clarified or answered with Amendment 05, Q+A and associated documents.
The Government may or may not answer any questions received after this posting. The offer due date remains 19 August 2014.
The Government has reviewed the relevant Status of Forces Agreements (SOFAs) pertaining to the sample tasks, and has determined that the information contained therein does not impact proposal preparation for any of the sample tasks. Offerors are hereby advised that review of the SOFAs is not necessary, and the Government will not acommodate requests for SOFAs reviews in support of the sample tasks. Offerors are reminded to utilize their recent and relevant experience to make and identify their assumptions.
3. Does the Offeror have to follow "Saudi Labor Laws?" Yes or no.
A: It is the Offeror's responsibility to determine the extent to which local laws apply to the performance of any contract.
4. Reference Sample Task Order L-1, Appendix B.3., Workload Historical Data. Please clarify the department identified as "Labor." Is this the Local National Labor Program employees defined in paragraph 5.10.4? If not, what are the Labor responsibilities?
A: Yes, it is.
