# Reference Question

1 PWS 3.7

The PWS states, “The ODC CLIN will only cover reproduction, and shipping expenses associated with the execution of this PWS. ODC Costs when incurred are limited to a maximum of $3,000.00 over the life of the contract.” Are the costs associated with the development of course materials to be included in the Firm Fixed Price CLINs? For example, is CLIN 0005 Support Senior Leader Orientation Course (SLOC) to include all costs associated with the planning, preparing, managing, organizing, facilitating, and executing the SLOC, i.e. labor, materials, experts, facilities, events, etc.?

Yes, the intent is that the FFP CLINs incur the costs associated with course development materials

Will the Government confirm the ODC CLIN is only for reproduction and shipping expenses associated with the execution of this PWS? What has been the historical amount spent on this ODC CLIN for each of the last four years?

On average, $300 has been budgeted in the ODC CLIN for the past four years.

Task12/Subtask 12 Transition-In (Award to 90-days after award). How many days of the 90 days are prior to contract start?

It is our understanding that approximately 60 days of transition will occur prior to full performance start, leaving approximately 30 days of transition after the full performance start date.

Transition-In (Award to 90-days after award) will require direct labor efforts prior to contract start, will the Government establish a FFP CLIN for the Transition-In period that occurs prior to contract start?

It is our understanding that all CLINs will be funded at the start of transition.

2/Subtask 1 The solicitation states “Subject Matter Expert (SME) consultations with each individual AFSLWG up to bi-weekly.” How many individual AFSLWGs are ongoing at any one time?

We have four principle AF Senior Leader groups that would meet regularly; management groups for General Officers, Senior Executive Service Civilians, Colonels, and Chief Master Sergeants

PWS 2.1.2.1 Task

2/Subtask 1

The solicitation states “Subject Matter Expert (SME) consultations with each individual AFSLWG up to bi-weekly.” What is the Government’s definition of bi-weekly? (it can be defined as either two times per week or every two weeks)

Government expects that these meetings may occur up to twice a week at the start of the contract, lessening in frequency as we move into the period of performance.

2/Subtask 1 The solicitation states “Provide administrative support for SL development panels as requested by AF/A1DI…” How many of these development panels on average occur within a year?

In a given year there are on average 20 panels

2/Subtask 3 What technology is the Web-based 360 evaluation tool developed in; SharePoint, other?

Developed in SLCMS, web-based software developed for the USAF. Contractors will be designated as users of the SLCMS system to conduct 360 evaluations.

The solicitation states “Host, maintain, and provide a 360 degree feedback and leadership assessment capabilities to support attendees …” What does the Government mean by assessment capabilities? Please define?

Assessment capabilities encompasses the capability to administer 360 degree feedbacks via SLCMS and interpret the results to assess shortfalls in leadership competencies of individuals.

In this case host means facilitate the use of the SLCMS system to provide 360 degree feedbacks. Actual hosting (on servers) is performed by an alternate organization.

PWS 2.1.2.3 Task

The solicitation states “with the ability to increase in increments of 30.” Being that the Government has stipulated that Labor is an FFP CLIN how does the Government intend to account for the potential for additional increments of 30? Contract modification?

Government would need to provide additional funding to account for the incremental increase.

Request that costs be projected in specified incremental units to allow Government to project potential costs of increase.

The government does not specify the duration; the timeline should be sufficient to deliver curriculm content that addresses analysis of program schedules, assessment of schedule health and potential schedule issue remedies.

Federal facilities usually do not have a facility cost (but may have AV/IT costs). Non-appropriated fund facilities may have scheduling fees. Contractor should provide for contingency planning should federal facilities not be available.

PWS 2.1.7.4 Task

7/Subtask 4 What are the characteristics of the required venue?

Venues must be appropriate for executive DoD leaders. Usually venues are close to or within the NCR.

PWS 2.1.8.1 Task

8/Subtask 1 How many potential one-on-one training sessions could be occurring at the same time?

Plan on potentially all 3 of the approximate 2-3 times per week to be delivered simultaneously;

however contractor may inform the actual scheduling of the briefings.

8/Subtask 1 Does the Government intend to have the one-on-one training sessions in federal or commercial facilities?

Usually the one-on-one training sessions occur within federal facilities (at the office of the principal receiving the training.)

9/Subtask 2 Will the Government please define the geographic location where this course is to be held?

The course could be held within or outside of the NCR. For example, previous courses have been hosted at Universities outside of the state.

27 PWS 3.12 Are the Key Personnel designated in paragraph 3.12 consider full or part-time positions?

Under the current volume of execution, key personnel have usually been full time positions to ensure responsiveness to government inquiry and requests.

28 PWS 3.12.7

Paragraph 3.12.7, states, “contractor shall maintain manning at a level to provide 100% capability during base years and exercised option years.” Please confirm if this is applicable at the task order level since the IDIQ doesn’t have option years.

The contractor shall maintain manning to provide 100% capability of all funded task orders and CLINs, to include any level of funding applied to the IDIQ.

29 PWS 3.12.7

The “manning” status report as called out in paragraph 3.12.7 is list listed as a deliverable in Section 5, Table 2. Please add if this is a requirement.

Manning status is intended to be part of the quarterly IPR Meeting (deliverable 12).

30 PWS 5.4

Paragraph 5.4 states, “the reduction of fixed fee will be calculated in accordance with table 1:

Service Summary Table.” However, this effort is not a Cost-Plus Fixed Fee contract or a contract that would have “fixed fee”. Recommend removing this statement.

Please confirm when the Baseline PMP is due. Section 5, Table 2 states it is due 30 days after the kick-off meeting and paragraph 4.9 states that it is due 30 days after contract award. Also please confirm if this will be due at the task order level.

The correct timeline would be 30 days after the kick-off meeting.

32 PWS 5.6.1

Please confirm that paragraph 5.6.1, Public-Release of Contract Documents Required, is an actual requirement of this procurement. If it is, recommend amending the statement referring to GSA.

33 PWS 6.2

Paragraph 6.2, recommend removing the statement, “The monthly fixed price invoiced shall be proportionate to the amount of labor expended for the month invoiced.” This is hard to determine as typically fixed price contracts are invoiced by a prorated monthly amount.

34 PWS 6.2.1

Paragraph 6.2.1 denotes CLIN 0011 as T&M CLIN. However, it is reflected as FFP in the solicitation file (pg. 4). Please confirm.

Changed time and material to read firm fixed price.

35 General Question Is it anticipated that any of the training will be held at the contractor’s facility?

Due to the executive level of attendees it is not anticipated that training would be held at the contractor's facility.

36 (See Question)

There are certain subtasks within the PWS that specify an annual quantity with the ability to increase the quantity at the Government’s discretion. An example is the executive level coaching specified in the PWS paragraph 2.1.2.3.b. However, this subtask is funded by CLIN 0002, which is a FFP CLIN. Please provide clarification on how the Government expects pricing for variable quantity services that are at the sole discretion of the Government.

CLIN FFP would be for the anticpated totals. Additional government funding would be required for the potential increment amounts. Providing expected costs by requested increment would allow the government to compare costs to expand courses as required.

37 PWS 2.1.2.3.c

PWS Paragraph 2.1.2.3.c. is unclear. It states: “The contractor will be required to provide follow-on executive-level coaching when requested by the Government, approximately 12 additional hours for approximately 60 annually with the ability to increase in increments of 15.” What are the units of 60 and 15? Does this mean 12 hours per person for 60 people?

What is being incremented by 15?

The intent is 12 hrs per person for 60 people annually. Additionally, what would be the additional cost if we elected to increment the total people by 15.

38 PWS 2.1.1.1

In PWS, paragraph 2.1.1.1, there is a requirement to provide a kick-off meeting agenda NLT five (5) days after task order award. Is this a one-time requirement for the contract award or a recurring requirement for each task order award?

2.1.1.1. specified a kick-off meeting after task order award, however, it is anticipated that at contract award all or nearly all task orders will be simultaneously funded.

39 PWS 2.1.3.8

For the courses specified in PWS paragraph 2.1.3.8, will these courses be GFE or will the contractor have to procure the courses as part of the FFP award for CLIN 0003?

Procure the courses as part of the FFP ward for the CLIN.

40 (See Question) Why were PWS Task 4, Subtasks 3 and 4 broken out separately? Was Subtask 4 intended to be optional? If so, how does the AF desire the offeror to bid an optional task that is included in a FFP CLIN?

Please include the cost of subtask 4 as part of the projected cost of the FFP CLIN

41 PWS 2.1.5.1.1

In PWS 2.1.5.1.1, and in other sections of the PWS, there is a provision to use paid guest speakers. Should the cost of hiring those speakers be included in the price of the FFP CLIN associated with those sections, or will the Government pay the speakers through a different contract vehicle?

The cost of speakers should be included in the price of the FFP CLIN.

42 PWS 2.1.5.1.3

In PWS paragraph 2.1.5.1.3, there is a requirement that states, “Circumstances at appropriated fund and non-appropriated fund Government facilities may require additional augmentation staffing or execution of a five (5) day training session outright at these facilities by a vendor.”

Request more detail about this requirement that will assist in pricing the offer.

Augmentation of contractor staff may be required to address inprocessing logistics and service delivery during the course due to the large number of attendees. Usually 4-5 FTEs are utilized during week 1 of the course; 2-3 FTEs for week 2.

43 General Question Is there a cost to the contractor for using Government facilities?

Usually there is not a cost for scheduling government facilities. Some facilities have an AV/IT surcharge. NAF facilities may require a scheduling fee.

44 General Question For the various assessments that are required throughout the PWS, such as the 360-degree assessment, are these GFE or paid for through the contract.

The 360 degree assessment available in government owned SLCMS system is GFE. All other assessments must be procured through the contract.

45 PWS 2.1.7.3

In PWS paragraph 2.1.7.3, the following statement is made, “Contractor shall deliver two (2) sessions with the ability to provide additional sessions upon request of executive learning panel experiences focused on national security challenges that stem from regional, economic, financial, acquisitions sectors”. Since this is funded by FFP CLIN 007, how with the “additional sessions” be tasked and funded?

The government would need to provide additional funding.

46 PWS 2.1.9.2 In PWS paragraph 2.1.9.2, what is the location of training and how many people will attend?

Usually the course is offered to 25 attendees. Location is dependent on contractor needs assessment and course design.

47 PWS 6.2

PWS paragraph 6.2 states, “The contractor may invoice the fixed price on a monthly basis.

The monthly fixed price invoiced shall be proportionate to the amount of labor expended for the month invoiced.” How is the proportionate amount of labor calculated? Is it expended labor as a percentage of the PMP? For the FFP CLINs, it might be more appropriate to invoice as a percentage of the period of performance.

48 General Question Is the contractor staff able to leverage the AF protocol staff or is all protocol for events the responsibility of the contractor?

AF protocol staff is not normally utilized to staff events; event logistics and protocol is the responsibility of the contractor.

49 General Question Historically, how many of these individual courses and emerging courses were provided per year under the current contract?

Historically, approximately 60-70 courses (unique courses, not iterations of a single course) are offered within a given year.

50 General Question Could the Government please clarify why the IDIQ ceiling was exceeded on the incumbent contract?

The IDIQ was exceeded due to a contract extension.

51 General Question Is the contractor responsible for travel and additional logistics for spouses?

Spouses travel with the member and the host installation provides local support. Movement to off-site locations will be the responsiblilty of the Government.

52 General Question Will there be contractor office space available in the AF COS office in the Pentagon?

No.

For all events not fully detailed in the PWS, please provide the following so that we can provide accurate pricing: • Examples of the locations used in the last year (Government or commercial facilities) • Detail the requirements for all meals (light breakfast? Full breakfast?

Light lunch? Full lunch? Working lunch parameters – hot or cold? Etc.)

The event range is broad enough that this is not possible. Courses are provided at locations such as the SMART Center, or eqivalent commercial venue. Courses are procured through Universities, such as Harvard. When meals are provided, they are usually full, normal meals unless specified as a formal dinner. Light refreshments are provided during long training events (i.e. snacks and beverages).

The majority of the time SLOC is held at the SMART Center. When unavailable we have used commercial facilities in the past. (2 times out of the past 5 years).

Please provide information on what "registration websites" are historically used? Is the contractor responsible for these existing websites, including all hosting, maintenance, administration, etc.? Additionally, at events, is the contractor responsible for providing computers for participants to access registrations, i.e., for printing badges, etc.?

Registration website was contractor created. Contract prints badges in advance but otherwiese not responsible for providing computers to attendees.

For events, is the contractor responsible for paying the cost for AV/IT support in any facility that is not Government-owned?

Yes, to include NAF facilities and government facilities with an AV/IT surcharge.

3 previous were held at Randolph AFB, 2 previous were at the SMART Center. Looking to potentially move to the National Conference Center for next iteration and forward.

Other printing costs not included in FFP CLINs for course materials is the most common cost.

Service Support

“…providing analysis, subject matter expertise, guidance, and support to FD and SL training as well as systems.” Regarding systems, would the Government please confirm whether this refers to the use of established systems or the development and maintenance of an application or database system?

It refers to the use of the established, AF-owned SLCMS system in which the contractor will be given a user role.

74 PWS Task 3 Would the Government please explain what is meant by each course procured through the contract? Does the Air Force (AF) intend to use this contract to procure other services?

Some courses provide are procured by the contractor through a third party (e.g. a university) to meet learning requirements.

75 PWS Task 8

Would the Government please explain what is meant by “the contractor shall provide acquisition workforce professional development, training, and courses to senior leadership”?

Is the intent for the contractor to develop training or to collaborate with the Government to help with the planning and preparation of the course?

The intent is that the contractor will develop training in collaboration with the government to address competency gaps within the acquisition senior leadership cadre.

76 PWS 2.1.1.4.d

The solicitation states that “An estimate of the duration and level of effort (LOE) (by labor category) for all elements of the WBS.” Does this indicate by task level as listed elsewhere throughout this subtask, to the subtask level, or does it mean operationalized to the duty(ies) level?

This is intended to be at the task level.

The solicitation states that the contractor shall prepare a Monthly Spending Plan on items such as spend plan, summary table for all CLINs, each initiative, and Requirements Worksheet.

Moreover, the solicitation (FA701419RA004) lists all CLINS are Firm-Fixed Price (FFP) except for one. However, subtask 10 gives the impression that each Senior Leader (SL) initiative in the Requirements Worksheet is obligated and managed separately. Would the Government please clarify whether Task 1 Subtask 10 only refers to this contract or does it involve managing separate multiple contracts/obligating documents?

To our understanding it would involve managing separate task order documents which fund the separate tasks, but not separate contracts.

79 PWS 2.1.2.1.c Would the Government please explain the role of the “fiscal year Government Purchase Card Course planning and execution” in support of facilitating and supporting senior leader management?

GPC course planning provides an ad hoc capability for the government to fund just-in-time training requirements with the contractor handing course logistics (coordination of registration and coordination with the course provider to faciliate payment by the government using the

GPC).

Currently this training is delivered by a sub-contractor to the current contract. The training is not a formalized course, but tailored topics designed to provide acquisition insights to meet the regulatory requirements of DoDI 5000.60. The contract will analyze current industry trends.

The PWS states that the contractor will conduct eight workshops annually with concentration on bases outside of the National Capital Region (NCR); however, Subtask 2 does not have enough information on logistics, content, and providers. Question: What use of the term “big data” does this refer too? Can you provide examples of the type of data and notional uses?

In this sense the term refers to extremely large data sets that can be analyzed for predictive trends, patterns and associations. For example, utilizing human resource data sets to develop a predictive model for increasing Airmen satisfaction within the assignment process, or utilizing aircraft maintenance data to make better decisions on airframe life-cycle maintenance.

2.1, Task 3, Senior Leadership

Development Portfolio Support

The section states to provide: “materials not included by the course provider”. Question: Will the Government please clarify what materials that are not included (tablets, paper/pens, 360 assessment tools, etc.)?

In rare cases this would include additional instructional materials designed to accompany the course to meet defined learning objectives for AF senior leaders. Usually, additional materials are not required.

105 PWS 2.1.1.5 & 4.9

PWS 2.1.1.5 states: The PMP is a living document. The contractor shall update the PMP as required (Section 5, Deliverable 07). PWS 4.9 states: …The MSR shall contain an updated Staffing Plan, Project Management Plan, etc… Questions:

• How often should the PMP be updated and/or re- submitted to the Government?

• Is there a separate update/re-submission process in addition to monthly/MSR requirement)?

• Do PMP updates require re-approval?

The PMP should be kept up to date with changes to the management approach of the contract (for example key personnel staffing changes). The requirement is to provide an updated PMP within 30 days on 24 hour notice from the government. There is no separate submission process other than monthly/MSR requirement or when requested 24 hours in advance by the government. The PMP updates do not require approval per se, but is part of a collaborative process between the government and the contractor.

106 PWS 2.1.1.6

Trip Reports are required for all trips outside NCR (greater than 50 miles). The Deliverable list states that the trip reports are due upon request, but this section specifies 5 business days after trip. Question: Can the Government please clarify if the Deliverable list or PWS 2.1.1.6 is correct?

Courses will host 30 individuals per session but due to the ad hoc nature of the identification process, there is not a pre-determined list of courses required.
