FOREWORD
The deliberate development of Air Force leaders is extremely important and consists of a process that involves education, training, experience, and ongoing mentoring. Our institutional competency development programs (i.e., programs where the focus is on improving leadership, management, and warrior ethos) are a scarce resource designed to produce Airmen who possess the tactical expertise, operational competence, and strategic vision to lead and execute Air Force requirements.
The Air Force Senior Leader Development (AF SLD) Program is administered by the Force Development Integration Division in AF/A1DI and targets general officers, members of the Senior Executive Service, and selected colonels, GS-15 employees, and chief master sergeants, through their respective Senior Leader Management Teams (SLMTs), to deliver developmental education opportunities. These opportunities, collectively known as the Senior Leader Development (SLD) Program Portfolio, are a group of specifically-chosen courses and learning programs available to a selected group of Air Force senior leaders.
Attendees are selected for courses by the SLMT that manages their respective senior leader population. SLMTs use enterprise-level deliberate development processes to target senior leaders for the right development opportunities at the right time in their careers to meet the current and future needs of the Air Force. Questions on deliberate development processes may be directed to the individual SLMT POCs identified in the SLD Policy and Program Information section of this document.
Not all senior leaders can be developed equally, and specific educational opportunities must be targeted to maximize effectiveness and limit expenses.
Therefore, AF/A1DI, on behalf of the SLMTs, requests that organizations make their senior leaders available when they are selected for developmental opportunities and elevate cancellations or withdrawals to the major command vice commander or Headquarters Air Force-equivalent level.
Finally, due to the price of executive-level education, organizations seeking to purchase courses for their senior leaders outside of the AF SLD Program should coordinate with the appropriate SLMT to receive approval from the Force Development Integration Division in AF/A1DI prior to purchasing course seats.

ADVANCED SENIOR LEADER
DEVELOPMENT SEMINAR (ASLDS)
The Advanced Senior Leader Development Seminar incorporates Phases 1 and 2 of the Advanced Senior Leader Development Program (ASLDP) and is designed to facilitate traditional and non-traditional deep thinking and enable innovative solution sets to complex global problems. It includes knowledge and application sessions addressing the global strategic environment and financial trends, defense resourcing, the political environment, public affairs and strategic messaging, storytelling, and innovation.
Attendees will also gain insight into important personal attributes, views, orientations, behaviors, and preferences using a custom battery of assessments (360, etc.) and individual sessions with executive coaches to interpret assessments and enhance individual development.

AFRICA SEMINAR (AFRICA)
The Africa Seminar (Africa) provides participants the opportunity to explore the social, cultural, political, and economic developments of Africa. As the second largest and second most populous continent in the world, Africa is of interest to the United States (U.S.) from the history of political and economic weaknesses, along with civil and regional strife, directly affecting U.S. national security. The presence of energy, mineral, and agricultural resources make several African states key components of the global economy. If Africa has largely been ignored in the foreign and economic affairs of the major powers in the past, it is now time to recognize its significance and understand the challenges and promise of the region.
The political turmoil that began in Tunisia and swept across North Africa and throughout the Middle East may well have echoes throughout Africa south of the Sahara. Autocracy, corruption, and inequality have already generated conflict throughout the continent and could yet be magnified by the political upheaval in the north.
Drawing upon the knowledge and experience of a diverse group of prominent experts, the Africa Seminar addresses current issues and trends that affect U.S. national security interests. Talks are informal and off-the-record. Ample time will be allowed for discussion and question-and-answer sessions with each speaker.

AIR FORCE CIVILIAN LEADERSHIP COURSE (AFCLC)
The Air Force Civilian Leadership Course (AFCLC) is an intensive one-week program designed to help Air Force civilians develop their leadership skills and improve organizational performance. The course was created to better prepare GS-14 and GS-15 employees for the challenging experiences they will face as strategic leaders, supervisors, and team-builders. The course introduces the various aspects of leadership, including: leading people; workforce generational diversity; leadership coaching; problem solving and decision making; collaborative conflict management; and creativity, all enhanced through the Air Force Enterprise Perspective.
AFCLC also helps participants expand their understanding of themselves, their peers, and team collaboration through:
Self-discovery through the Leadership Mirror 360º, Conflict Dynamics Profile (CDP), Myers-
Briggs Type Indicator (MBTI), and Fundamental Interpersonal Relations Orientation – Behavior (FIRO-B) assessments
Team Building and creation of a learning community via problem solving in real-world scenarios Development of Individual Development Plans (IDPs) Exposure and mentoring with senior Air Force executives

TRAINING COURSE (CCMSTC)
The Command Chief Master Sergeant Training Course (CCMSTC) is a Chief Master Sergeant of the Air Force (CMSAF)-hosted program geared toward making newly-selected Command Chief Master Sergeant (CCM) candidates more effective representatives for Wing Commanders and the Air Force.
The course provides an opportunity for candidates to explore and understand Command Chief roles and responsibilities, discuss Air Force and wing-level issues, and to meet with sitting Wing Commanders.
This program is mandatory for new Active Duty Command Chief candidates. Spouses are invited to attend.

CONTINUOUS PROCESS IMPROVEMENT
FOR EXECUTIVES (CPIE)
The Continuous Process Improvement for Executives (CPIE) program augments General Officer (GO), Senior Executive Service (SES), Command Chief Master Sergeant (CCM), and Career Field Manager (CFM) leadership skills with an understanding of how to manage performance and strategically align continuous process improvement (CPI) using multiple process improvement methodologies, strategic deployment, and management strategies.
The course includes one full-day immersion in process improvement concepts and one half-day visit to an industry operation that provides first-hand exposure to Lean tools and CPI concepts in practice.
Industry senior executives complement course material with real-world experiences in applying Lean to daily, weekly, and monthly management processes.

CSAF FELLOWS (CSAFF) PROGRAM
(SLD COMPONENT)
The CSAF Fellows (CSAFF) Program (SLD Component) utilizes non-traditional career opportunities to cultivate enterprise perspective and provide participants with unique joint and interagency experience.
The CSAF Fellows Program was approved by General Moseley at CORONA and implemented in 2007.
The objectives of the CSAF Fellows Program are:
Deliberately develop AF officers to be competitive for key joint leadership billets Create a cross-functional cohort that offers a networking opportunity, both with members of the program, as well as with members of other government agencies Expose other government agencies to the AF perspective and expose selected Airmen to decision-making processes and their correlation to national military strategy and priorities
As part of the program’s SLD Component, CSAF Fellows attend courses from the Senior Leader Development Portfolio and custom seminars based on requirements of the individuals and cohort.

CYBERSECURITY: THE INTERSECTION
OF POLICY AND TECHNOLOGY (CYBERSECURITY)
Cybersecurity: The Intersection of Policy and Technology is an intensive, week-long program led by a team of Harvard faculty members, policy makers, and leading practitioners in the field of cybersecurity, many of whom advise governments, agencies, and industry around the world on security and technology. The curriculum brings together technologists and policymakers and provides them with a conceptual framework for the design of both cybersecurity policy and technology. The course focuses on the technical and policy aspects of security, surveillance, and conflict; however, participants will come away with skills applicable to other situations in which policy and technology interact. Based on case studies drawn from recent events, participants will develop techniques of risk analysis and threat-modeling applicable to a broad set of problems.

Driving Government Performance (DGP) is a one-week executive program that introduces several core principles and explicit strategies that public executives can adapt in a variety of complex circumstances to achieve specific performance improvements.
The program is not about creating rigid performance systems. Rather, it focuses on how you can work within existing legal and policy mandates to adapt proven strategies to inspire people to produce results that citizens value. Class analyses, team meetings and informal discussions with colleagues and faculty will deepen your leadership repertoire and contribute to an engaging learning environment.

ENTERPRISE LEADERSHIP SEMINAR (ELS)
The Enterprise Leadership Seminar (ELS) provides a collaborative and powerfully engaging opportunity for participants to increase their effectiveness by gaining an understanding of business acumen within the context of current Air Force issues. The program heightens awareness and deepens insights related to the Air Force “business” enterprise. Participants will discuss current Air Force challenges and expand their Air Force senior leader network.
Participants will examine topics such as: strategic planning and execution; strategic innovation;

ENTERPRISE PERSPECTIVE SEMINAR (EPS)
The Enterprise Perspective Seminar (EPS) gives participants executive-level insights into the inner workings of government. In the second decade of the 21st century, American security concerns are broader and more multi-dimensional than at any other time our nation’s history. In a world defined by regional disputes and big-power rivalries, Congress and the Administration face daunting political and military challenges – both domestic and international – that will need to be effectively addressed.
Participants will examine the local and global implications of congressional decisions; Administration policies and their impact on the Department of Defense (DoD); the Supreme Court and its role in policy;
and issues in the economic, national security, and political arenas. Speakers at this program are high-level internationally-recognized experts with extensive professional experience and insight into current issues. HARVARD SEMINAR FOR NEW PRESIDENTS

The Harvard Seminar for New Presidents provides first-time college and university presidents with a practical and conceptual orientation to the presidency. Productive, articulate, responsive leadership is expected as soon as a new president assumes office. Multiple institutional pressures do not permit the luxury of learning on the job. This program helps new presidents overcome these challenges by familiarizing them with the opportunities and hazards they will likely face in their first months and years of their presidency and prepares them to respond to the multiple responsibilities and constituencies of their new role.
In sessions ranging from academic leadership to strategic planning, the Seminar focuses on critical issues for higher education executives. It also provides a chance for new presidents to reflect on their own situations and to consult with experts about their special concerns and circumstances. Leadership at the Peak (LAP) is an opportunity for senior-most leaders to delve into the specific and complex challenges of leading at the top. The program focuses on key executive skills, such as creating and articulating a vision, executive image, developing a leadership and talent strategy aligned with business strategy, leading beyond organizational boundaries, communication, influence, and self-awareness. In addition to developing these skills, participants are provided with a comprehensive view of leadership that will enable them to handle the pressures and demands of enterprise-level leadership.

Leading Strategically (LS) helps leaders move beyond simply having a strategy to achieving successful execution, the key to results that matter. The program provides leaders with skills to handle complexity, bridge boundaries, and shape organizational culture to be successful at this level.
Senior leaders face the challenge of getting everyone from the executive team to the front lines moving in the right directions together. But getting everyone aligned around the same goals and committed to the big picture is not easy. This program develops the skills to think, act, and influence strategically.

The Middle East and South Asia Seminar (Mid-East-Asia) provides participants the opportunity to uncover the political, economic, and social transformations sweeping the Middle East and South Asia.
Within many key states such as Egypt, Syria, and perhaps increasingly Turkey, there is a struggle for supremacy among determined opponents. Cutting across these developments are the rising tensions between Iran and Saudi Arabia, the ongoing strife between Sunnis and the Shia’ in Bahrain, Iraq, Syria, and Lebanon, and the rejuvenation of Al-Qaeda-affiliated terrorism. Finally, in the face of the United States’ (U.S) diminishing military role throughout the region, Russia is seeking renewed influence in the area and China cautiously looks for the opportunity to enhance its economic and diplomatic influence.
This program combines the knowledge and expertise of scholars, journalists, and policymakers to provide in-depth discussions of the Arab uprisings, the rise of the Islamist parties, and other current issues in the Middle East that could be detrimental to U.S. national and international security interests.

SENIOR LEADER ORIENTATION COURSE (SLOC)
The Senior Leader Orientation Course (SLOC) is a Chief of Staff of the Air Force (CSAF)-hosted program geared toward helping new Brigadier Generals (Active Duty, Air Force Reserve, and Air National Guard) and newly-appointed Senior Executive Service (SES)/Defense Intelligence Senior Executive Service (DISES) members become more effective representatives of the Air Force as they assume greater leadership responsibilities. SLOC provides an opportunity to receive a top-level strategic view of the institutional Air Force. Additionally, the course incorporates sessions designed to fulfill the requirements for the Office of the Secretary of Defense (OSD)-required Senior Executive Equal Opportunity Seminar (SEEOS).

The Systems Thinking Seminar (STS) introduces participants to systems thinking, which allows us to identify and visually see how all the variables or factors interact to create the dynamic problems and challenges we face as leaders. The China and East Asia Seminar highlights the growing importance of Asia as a focus of United States (U.S.) policy and spotlights key issues influencing the U.S.-China relationship, including strengths and weaknesses of Chinese social, political, and economic development, as well as the transformations of the countries who find themselves in the immediate geopolitical orbit of this rising power: Japan, the states of Southeast Asia, the Korean states, the Philippines, India, and others. These transformations are in response to both the rise of China and to the broader social forces reshaping the political, economic, and strategic contours of Asia and the Pacific.

GETTYSBURG LEADERSHIP EXPERIENCE (GLE)
The Gettysburg Leadership Experience explores different aspects of leadership, followership, and organizational dynamics using a variety of uniquely tailored, core learning modules, including:

The core learning modules are complemented with action-oriented case studies focused on key lessons tied to specific conversations and events that occurred in July 1863.
