The Transition In Plan is required to be submitted with the technical proposal. The AFSLDP 52.212.1 Addendum does not identify the Transition In Plan as required in the proposal submission. Will the Government please identify in which volume and section the Transition In Plan should be included?

There are no page limits given for the Past Performance Information (PPI) form. Will the Government provide the page limit for each PPI form? The only instructions given are the number of references, not the page limitations.

The instructions state, “Offeror’s past performance shall be as a prime contractor, subcontractor, or member of a Joint Venture that contributed at least 50% of the effort based on the total cost.” Will the Government confirm the phrase “50% of the effort based on the total cost” is associated with the Joint Venture type of contract only?

2017-12 (9) (i) and (ii) requires completion of fill-ins as instructed in AFSLDP 52.212.1 Addendum, page 3, Volume I (c). Will the Government please clarify if we are required to fill in the blanks in Clause 252.245-7004 Reporting, Reutilization, and Disposal. 2017-12 (9) (i) and (ii)?
Yes. Clause is required.
Clause 52.212-4 Alternate I Contract Terms and Conditions – Commercial Items – (Alternate I) 2018-10, (4) (i) requires the insertion of the portion of labor rate attributable to profit.
Will the Government please clarify if we are required to fill in the portion of labor rate attributable to profit?
All provisions/clauses must be filled out in entirety as prescribed.
The SF 1449 instructs offerors to complete blocks 12, 17, 23, 24 & 30 of the SF 1449. AFSLDP 52.212.1 Addendum, page 3, Volume I (a) instructs offerors to complete blocks 12, 17a, 30a, 30b, and 30c of the SF 1449. Will the Government please clarify which blocks of the SF 1449 the offeror is to complete?

In Volume II, Subfactor 1, Staffing Approach the solicitation utilizes “training approach” and “training management approach” phraseology. Will the Government clarify its requirement for staffing approach and training approach?

The top of the SF 1449 instructs Offerors to complete blocks 12, 17, 23, 24 & 30. AFSLDP_52_212_1_Addendum;
Volume I, para (a), page 3 of 9 instructs Offerors to complete blocks 12, 17a, 30a, 30b and 30c on the SF 1449. Will the Government please clarify which blocks the Offeror is to complete on the SF 1449?

The summary of changes indicates the removal of a passage regarding the Professional Employee Compensation Plan.
The amended version of Addendum FAR 52.212-1 issued on 01 May 2019, does not have this passage removed. Will the Government please remove and issue an amended Addendum

Will the Government allow another round of questions in order for the offerors to assess, analyze, and react to the Government’s answers to the initial rounds of questions, seeing that the answers will have a direct impact on the approach and determination of the offeror’s FFP?
Proposal submission deadline has been extended to 4June2019 per Amendment FA701419RA0040003.
A maximum of ten (10) slides is indicated in the table for the Gateway to Oral Presentations which generally refers to PowerPoint. Additionally, the page limitation for proposed data rights indicates a maximum of five (5) pages. Will the government please confirm that the Gateway to Oral presentation can also be submitted in Microsoft word?
Gateways are to be submitted in MS PowerPoint format.
The addendum requests Offerors to provide data rights assertions. However, the Government didn’t flow the applicable DFARS clause to allow for completion of this requirement. This requirement doesn’t seem to fit since this is a commercial item procurement. Recommend removing this requirement from the solicitation.
Data Rights as an evaluation factor has been removed.
The Gateway to Oral Presentations is currently limited to a maximum of ten (10) slides. Does this limitation also include the resumes for key personnel? We recommend that the Government provide a page limitation for each resume and that they be excluded from the ten page limitation.
Resumes submissions(s) are limited to two (2) pages for each. Additionally, resumes are excluded from Gateway slide number limitation.
Gateway responses are currently due 22 May 19 at 12:00 PM EST along with Oral Presentations. According to the paragraph at the bottom of page 4, the Government intends to notify offerors of the date, time, and location of their Oral Presentation within two (2) days. Is it the Government’s intent to evaluate all offeror’s Gateway Responses and provide them a determination of acceptable or unacceptable within those same two business days?
No. After the Government evaluates Gateway responses, those offerors who received an Acceptable rating shall be provided two (2) days notice for their scheduled Oral Presentation.
With regard to the paragraph at the top of page 5 of AFSLDP_52212_1_Addendum, the last sentence states “There will not be a question and answer period following the oral presentation.” Will the Government please clarify that this means neither the offeror nor the Government will ask any questions with regard to presentations?
Confirmed. There will not be a Question and Answer portion following presentations.
For the price proposal, the addendum states, “Offeror shall submit their proposed price proposal for the base period (including transition) and a six-month extension.” However, the solicitation doesn’t provide a CLIN for transition support and the Offeror will not be able to determine transition in support costs at the IDIQ level. Recommend transition pricing be provided at the task order level.

Pg. 8 (b) of AFSLDP_52212_1_Addendum states “The Government will evaluate the offeror’s Professional Employee Compensation Plan (PECP) for realism IAW FAR Provision 52.222-46 – Evaluation of Compensation for Professional Employees.” This statement is not included in addendum AFSLDP_52212_2_Addendum. Will the Government please clarify whether the offeror must provide a
PECP?

AFSLDP_52212_1_Addendum, page 9 (c) states “The deadline for all questions, concerns and/or request for clarification is 22 May 19 at 12:00 PM EST.” Will the Government please confirm this is the correct date for questions to be submitted as this is the day proposals are due?

Addendum 52.212-1 requires Offerors to provide a Summary and Miscellaneous Data volume as part of our proposal submission (pgs. 1 and 3), however this volume is not addressed in Addendum 52.212-2. Please advise.

The basis for contract award seems to conflict in the solicitation. For example, on page 1, the basis is stated as full tradeoff best value with past performance when combined with technical/risk rating is significantly more important than price (also noted the same on pg. 6); however, on page 1, steps for proposal review are denoted with award being made to the lowest priced Technically Acceptable offer that is determined responsible. Further, in PWS paragraph 3.12 (pg.
46) the Government states that if Offeror proposes additional key personnel then the Government may evaluate them for “value add”. This would not occur in a LTPA procurement.
Please confirm the basis for contract award. Based upon the solicitation requirements, we would recommend best value with tradeoffs.

Among the evaluation factors considered in the tradeoff decision, past Performance, when combined with Technical/Risk Rating is significantly more important than cost or price.

INFORMATION. The Confidence Assessment ratings in Table 5 are, in part, influenced by relevancy ratings.
AFSLDP_52212_1_Addendum, page 1 states the proposal shall consists of four (4) separate volumes and labels them part I – Summary and Miscellaneous Data, Part II – Factor I Technical Approach, Part III – Factor II past Performance Information, and Part IV – Factor III (labeled Price in the table that follows). AFSLDP_52212_2_Addendum on page 1 references Volume I as Technical Approach, Volume II as Past Performance and Volume III as Price Proposal. Will the Government please provide clarification as to how many volumes (3 or 4) are required and what they should consist of?

The instructions for the form labeled ASFLDP.PPI.Attachment.S.pdf indicate all PPI must be typed in the form and text shall not be smaller than Microsoft Word Times New Roman font 10; however, the document provided is a PDF document (non-fillable form) which is difficult to type directly into. Additionally, the amount of space provided in the document does not appear to be adequate to provide the information that is requested. Will the Government either provide an updated document or allow bidders to recreate the document in a format such as Microsoft word?

This document questions listed for Technical Performance (T1. -T7.) on the PPQ form are solely based on strategic communications and Foreign Military Sales. Will the Government please either confirm this is the correct form that they wish to have filled out and returned or provide a revised form?

The category small and small Disadvantaged Business Participation (S1) is not typically found on PPQs that are attached to solicitations that are set-aside for Service- Disabled Veteran-Owned Small Business. Will the Government please confirm that this is indeed the correct form or provide a revised form?

52 Who is the incumbent contractor for this work? Council of Logistics Research, Inc.
Addendum 52.212-2 states that this procurement would be conducted IAW FAR Part 12 Commercial Items. With that said, this solicitation contains FAR 52.222-41, Service Contract Labor Standards, and includes a wage determination.
Offeror was under the impression that commercial item procurements are exempt from Service Contract Labor Standards and other such clauses. Recommend the removal of these clauses and the wage determination from the solicitation.

The solicitation states, “see Section J (Attachments) for Indefinite Delivery/Indefinite Quantity (IDIQ) Minimums/Maximums”. However, this attachment was blank. If Offeror required to fill out this attachment as part of our pricing submission or will the Government provide the minimum and maximums?
This Min/Max form will become a part of the contract award. Offerors should not fill out. The Government will provide Min/Max at the time of award.
The last paragraph on this page states that this contract is FFP, however this contract has T&M CLINs as well.
Recommend update of this paragraph.
The Government intends to award one (1) Indefinite Delivery/Indefinite Quantity (IDIQ) Firm-Fixed Price (FFP) hybrid contract. This will be a multi-year efforts with a 5-year ordering period.
The solicitation contains both FAR 52.219-6, Notice of Total Small Business Set-Aside, and 52.219-27, Notice of Service- Disabled Veteran-Owned Small Business Set-Aside. FBO denotes this effort as a SDVOSB set-aside. Recommend removal of FAR 52.219-6.

It is not clear how the IDIQ ordering will be accomplished.
Will the AF order a full year of service for each CLIN 0001- 0009, or will the AF order subtasks of those CLINS as specified in the PWS? Will each task order be for a full year of services?
Each Task order will encompass a Period of Performance of one (1) year. Each Task order will have a Period of Performance of a full year, encompassing CLINs 0001- 0013.
In the document titled “FAR 52.212-1 Addendum”, the section labeled “VOLUME IV – FACTOR III PRICE PROPOSAL” appears to be contradictory. Request clarification on the government’s intention and desire for the offeror’s price volume. Specifically, paragraph (a) of that section states, “Offerors are required to submit pricing for the base period (including transition), and the six month extension of services.” This would imply that the base period is five years and that the transition should be included in the price for the five-year period. However, paragraph (b) states, “This section does not include the subsequent years of the ordering period, or the six month extension of services.
Pricing for the follow on years and the extension shall be submitted in a format readable by Microsoft Office 2013…” This section implies that the offeror should price a base year, four option years, and one six-month extension, however it is silent on how to treat the transition period. The subsequent paragraph states, “The Total Evaluated Price (TEP) is the sum of the transition period, base period, subsequent years of the ordering period, and a six month extension of services.” This would imply that the offeror should price the transition period separately. Request clarification on the government’s desire for the SF1449 and the price proposal.

The SF1449 uses the term “Lot” for units. Please clarify what the government considers to be one “Lot”.
Services to be performed during the Task Order's Period of Performance will encompass the "Lot" for that particular service/CLIN.
Mandated formatting elements align to a document created in Word (e.g., one inch margins are required on the top, bottom, and sides of each page, etc.). Would the Government allow submitted PowerPoint files to have a 0.75 inch header and footer, but allow the full width of the slide for content?
There are no margin limitations identified for MS PowerPoint slides. However, slides must be in legible/ readable format.
Section L indicates Volume I is reserved for Summary and Miscellaneous Information. Volume II is reserved for the offeror's Factor I Technical Approach, etc. Section M indicates Volume I is reserved for the offeror's Factor I Technical Approach, Volume II is Past Performance Information, etc.

The cost of the Transition Plan should be included in the TEP, under Volume III.
Will the government accept company financial statements prepared by our CPA? A financial statement certified by an independent auditor is typically not required for smaller businesses. For example, the SBA 8a requirements for financial statements are: Revenue > $10,000,000 = certified, audited financial statements, Revenue < $10,000,000 but > $2,000,000 = CPA reviewed financial statements, Revenue < $10,000,000 but > $2,000,000 = CPA reviewed financial statements

Because MS PowerPoint format is required for a significant portion of this proposal (45 pages), some of these formatting requirements do not apply. Please clarify what the formatting requirements are for the PowerPoint content. Additionally, could the government please allow other font choices than the mentioned Times New Roman? This will allow for a more readable PowerPoint design for evaluators and during the actual orals presentations.

• Is Subfactor 1: Gateway to Oral Presentations to be a written proposal section MS Word or part of the slide deck in MS PowerPoint?
• Assuming the Subfactor is a written proposal, do the key personnel resumes count against the 10-page limit?
