Please clarify if we are to use these reports for bid purpose and they are construction documents of are they for reference only?
Response: Reports are to be used as part of the Construction Documents.

Response: Need more information to respond to this question – question has been forwarded to
RNL for response.
UPDATED RESPONSE 19 MARCH 2010 : Contractor shall refer to Specification Section 01 22
00 Unit Prices, Part 1 - General, Article 1.01-B as well as Specification Section 01 22 00 Unit
Prices, Part 3 – Execution, Article 3.01-D “Unit Prices No. 4” for information regarding Unit
Prices for identification and repair of any known or potential leaks or other damage.
4. What kind of equipment or weight can we have on Gym Floor for overhead work?
Response: CE will review structural loading, with a response in a couple of days.
5. Specification call for GC to pay for Utilities but this is a remodel and building is occupied.
It this correct and if so are we installing temporary meters?
Response: Power and water utilities will be paid by the Government.
6. Amendment 002 Detailed phasing requirements, Section C Additional Phases states, Center
Gym(levels 1 and M) Available May 2010 to August 2010, complete prior to start of fall semester 2011 Please clarify the end date.
Response: The end date should read “prior to start of Fall Semester 2010”, not “prior to start of
Fall Semester 2011”. The Specifications will be corrected in a forthcoming Amendment to the
Solicitation. Specifications will be changed to read, “prior to start of Fall Semester 2010.”
7. The bidding schedule that was supplied with the SF 1442 has only one CLIN for a total base bid. The specifications reference an alternate to provide new athletic wood flooring in the gymnasium. Please advise if this is to be included as a CLIN on the bidding schedule.
Response: All work to be included in the Base Bid.

9. Please verify that all of the work in the center gym needs to be complete prior to the
August date that is specified.
Response: Center Gym Levels 1 and M - The Government prefers all work in the Center Gym to be completed prior to start of the Fall Semester 2010; however, due to the extended lead time for materials, the project schedule may need to be modified.
10. Per drawing AQ2.1 note 3, as this was not performed during the site walk through, please provide more information as to the scope of concrete, ductwork, insulation, electrical conduit, structural members, etc. that need to be demolished and replaced due to the water leak damage.
Response: Natatorium Pool - Contractor will need to provide structural forensics and investigations for pool structural repairs, and provide a construction plan for corrective actions to address deficiencies. Extent of corrective work to be determined.
11. In the solicitation (FA7000-10-R-0008 Cadet Gym Modernization Phase 3.pdf, dated 3 Mar
10), Section B-Supplies or Services and Prices, item 0001 includes the following work associated with the swimming pool:
a. The swimming pool repair, including ceilings, tile flooring, diving tower, pool equipment, replace tile at pool walls and bottom, structural forensics and investigations for pool structural repairs. The website synopsis (dated 12 Feb 10) on FBO website and in Amendment 1, instructions to the contractor for construction, page 2 of 4, under Description of Project, the following items related to the swimming pool are included:
b. Natatorium pool repairs and upgrades, including ceilings, tile flooring, diving tower, pool equipment, replace tiles at pool walls and pool bottom
c. Natatorium pool - provide structural forensics and investigations for pool structural repairs, provide construction plan for corrective actions, provide all related construction as required for pool repairs
At this time, it is impossible to provide a competitive and accurate estimate to provide construction plan for corrective actions and to provide all related construction as required for pool repairs. We have no way of anticipating the extent of work required without the forensics investigation being performed. Recommend a bid item with a predetermined price be included for these work items. That would allow for all competitors to be bidding the same base repair amount, and would provide an allowance for this anticipated work in the overall bid that could be modified up or down via contract modification during construction.
Response: Natatorium Pool – Contractor will need to provide structural forensics and investigations for pool structural repairs, and provide a construction plan for corrective actions to address deficiencies. Extent of corrective work is to be determined.
12. In the Solicitation (FA7000-10-R-0008 Cadet Gym Modernization Phase 3.pdf, dated 3 Mar
10), section Section F - Deliveries or Performance; PERFORMANCE PERIOD, paragraph B.
Exclusion Periods states the following:
a. Exclusion period(s) are incorporated into the contract. These exclusion(s) may equate to, but are not limited to, an exclusion period related to winter work or scheduled events such as those relating to sports season (Soccer, Football, and Golf), Parents’ Weekend, Corona, Cadet
Parades, and Graduation. No work will be performed during the exclusion period(s) without the approval from the Contracting Officer.
I understand the “no work periods” associated with Federal Holidays, Parents Weekend, Corona, and Graduation. Please provide an estimate of the number of days associated with the “no work periods” associated with “events such as those relating to sports season”.
Response: The sports dates should not affect the work schedule or hours, but are included for information.
13. Amendment 1, Instructions to the Contractor for Construction, Page 2 of 4, Section 4.
Specific Requirements, subsection B. Phasing of Work included the following statement:
a. This Center Gym (Levels 1 and M) - Schedule Available May 2010 to August 2010, must be completed prior to start of fall semester 2011.
Shall we consider this period to be from 1 May to 1 August, or can the government provide a date in August by which this area must turned over to accommodate the start of fall semester.
Response: Correction – change the text from “start of Fall Semester 2011”, to “start of Fall
Semester 2010”. As previously stated, the Specifications will be corrected in a forthcoming
Amendment to the Solicitation. Specifications will be changed to read, “prior to start of Fall
Semester 2010.”
14. Our findings of our initial investigation of the manufacturing and installation time required for the vertical folding partition in Center Gym (RM 1201) are as follows:
Partition manufacturing: 8 – 12 weeks
Partition installation: 2 weeks
Assuming award happens on 1 May, we award subcontracts and submittals can be provided and approved by 1 June, this 10 to 14 week manufacturing and installation requirement would be completed between 7 August and 4 September. With this in mind does the government recommend work arounds that we should include in our proposal. For example, delay of partition installation until the 2010 break between semesters in December, or include a price premium to accelerate the manufacturing, or have a suggested source that can manufacture in less than 8 weeks?
Response: Center Gym Levels 1 and M – The Government prefers all work to be completed prior to start of the Fall Semester 2010; however, due to the extended lead time for materials, the project schedule may need to be modified.
15. Amendment 1, section Drawings, Item 6 is as follows:
a. Architectural Sheets A409, A410, and A411, Enlarged Plans-Natatorium -
Clarification; Sheet A409 shows two corners of the pool, both are referenced to Detail 1/A513.
Sheet A410 shows the layout for the "AF” logo in the pool floor, and has been included twice in the hard copy drawings. Sheet A411 is a duplicate of Sheet A410, delete Sheet A411 from the hard copy drawings.
The drawing package we downloaded from FBO website does not include a Sheet A409. The pdf file is titled 100105C-077-A409, but a print out of this pdf results in a sheet with drawing title of
A410. There is no sheet A411 in the package we downloaded from the FPO website. Please validate that the pdf file 100105C-077-A409.pdf should be corrected to show drawing title A409.
Response: All of the required sheets are included, some hard copy sheets were duplicates.
16. In Specification Section 01 14 00 as provided in Amendment 2, page 8, Paragraph C.5.a states:
a. The Natatorium pool can not be taken out of service while the Polo Pool is our of service. Work on the Polo Pool occurring during Phase 2 of the overall gym renovation and as part of Phase 3
In Amendment 1, Instructions to the Contractor for Construction, Page 3 of 4, paragraph 4.C states:
b. Pool Coordination – The Natatorium Pool in Phase 3 cannot be taken out of service when the Polo Pool is also out of service. Coordinate with the User and Construction
Representative as required during the duration of this project.
Can we assume that Phase 2 (referenced above) is complete and the only foreseeable reason that the Polo pool will be out of service during our construction period will be when we provide the new filtration system? If this assumption is not correct and there are planned out of service dates for other reasons than phase 3 construction, can you please provide these dates and associated durations?
Cadet Gym Phase 2 construction is complete, so that no longer presents a potential conflict with use of the pools. The assumption is correct – the only reason that the Polo Pool will be out of service during Phase 3 construction is to change out the filtration system and related work.
17. Please reference In section L, C., 1. Volume I – Price Proposal; (b) Insert proposed prices in
Section B for each contract line item number for CLIN 0001 and CLIN 0002.
a. On the SF 1442 under Section B only CLIN 0001 is shown. Please clarify what we are supposed to submit for CLIN 0002.
RESPONSE; Contracting will address the issue through a forthcoming Amendment to the
Solicitation. The Amendment will delete reference to a CLIN 0002 from Section L of the
Solicitation. All work for this project is included in CLIN 0001.
