1.04 DEFINITIONS AND GENERAL CONDITIONS
A. Phase (PH): A phase is a specific portion of the Work as defined in this Specification Section. Work of subsequent Phases may not proceed until work of earlier Phases shall have been completed, inspected, tested, commissioned, and occupied, within the constraints identified below. Times for Owner Moves form a portion of the time allotted for a given Phase except as otherwise indicated.
B. Special Constraint (SC): A Special Constraint identifies required special activities and/or procedural requirements that form part of a Phase. Special Constraints identify work within a given Phase that must proceed on a special schedule and/or that is dependent upon other work having been completed before work of the Special Constraint may begin or before it may be completed.
C. Contingent Work: Contingent Work defines a portion of the work that is dependent upon some other portion of the work having been completed, or identifies a portion of the work that is dependent upon the described portion of work having been completed.
D. Owner Move (OM): A move of personnel, equipment or furnishings made by the facility User to either move out of a space or area, vacate, or to move into a space or area, to occupy. The move includes all Government property not identified as permanent fixtures or as part of the Work and all personal property of occupants. The Contractor is not required to provide any equipment or personnel to facilitate the move. The time required for Owner Moves is included in the overall time indicated for a given Phase where indicated and for project completion in every case.
E. Joint Occupancy: Jointly occupied areas are areas that the Contractor will be able to complete the work necessary in the buildings, rooms, or areas designated in a particular phase, while remaining occupied by staff and cadets. The Contractor shall, in all jointly occupied areas, protect staff and cadets and existing government-owned equipment, furnishings, and materials from the hazards of dust, materials, tools, etc., associated with a construction environment. The Contractor shall keep these jointly occupied areas clear, clean, and free of loose debris, construction materials and partially installed work which would create a safety hazard or interfere with staff or cadets. The Contractor shall leave these jointly occupied areas clean at the end of each work shift.
F. Vacated Areas: The Contractor will be able to complete the work in vacated areas, in a particular phase, without the presence of staff personnel and/or cadets. In areas of limited work, the Contractor shall protect existing government-owned equipment from the hazards of dust, materials, tools, etc., associated with a construction environment; however, the Contractor will be required to observe any constraints or special construction requirements identified.
G. After Normal Working Hours: The Contractor will be able to perform the work necessary in certain areas (in the buildings, rooms, or in a particular phase) only during the hours that the Government considers to be other than their normal hours. Normal working hours are 7:00 a.m. to 5:00 p.m., Monday through Friday, except for holidays. The Contractor must allow enough time at the end of each shift to clean and return the areas back to the USAFA prior to the start of the normal hours of operation. Existing equipment in the areas shall be protected from the hazards of dust, materials, tools, etc., associated with a construction environment. The Contractor shall comply with phasing restraints identified. "Normal working hours" defines a block of time and does not imply that the facility is unoccupied by cadets staff at other times.
1.05 SPECIAL CONSTRUCTION REQUIREMENTS
A. General: Coordinate all proposed construction activities with the Contracting Officer's Representative (COR). All approvals must be received in writing prior to beginning work in any given area. No work may commence until the detailed Phasing Plan is submitted and approved, unless authorized by the COR.
B. Site Access and Traffic Control: Furnish and erect exterior construction fences, barricades, direction signage, and other temporary protective measures as may be required by the Contracting Officer's Representative (COR) and as required to protect the public from construction activities. Traffic control plans for the staging, construction, Contractor parking areas, and the Contractor access route shall be included in the Phasing Plan. Appropriate signage shall be provided and erected by the Contractor prior to the start of construction. Divert unauthorized traffic from the area to be separated for construction activities, and protect the construction site from unauthorized entrance or activity.
C. Construction Limits: Establish and coordinate the construction limits of the various work phases identified as required to prosecute the work and to protect cadets, staff, and visitors. Coordinate all proposed boundaries with the COR, and proceed with establishment only after receiving approval.
D. Dustproof Partitions: If necessary, the Contractor shall provide and install full height (from floor deck to continuous structural deck above) temporary dustproof partitions to separate and protect the occupied areas from the construction areas, as well as to minimize the transmission of dust and noise.
1. Provide temporary dustproof partitions where required to isolate the construction area from adjacent areas. Coordinate with the COR for exact locations of all dust partitions, and for locations of all access points through dust partitions. Provide solid core wood doors set in metal frames for all access points through temporary dust partitions. Do not proceed with construction of temporary dust partitions until approval has been received from the COR.
2. Contractor shall construct dustproof partitions prior to the start of demolition and maintain them in place until the work in the segregated area shall have been completed. Coordinate and receive the acceptance of the COR before the removal of any dust partition.
3. Where existing partitions will be used to form temporary dust partitions provide extension of the existing partition to the deck above using metal studs and gypsum board on each side of studs as indicated and/or required to provide a full height partition from floor to deck. Also, provide a layer of 6-mil reinforced polyethylene with a temporary protective layer of 1/4" gypsum board screw attached to the construction side of the partition. Following completion of construction activities remove the temporary gypsum board and polyethylene, patch the wall, and finish to match adjacent surfaces unless other finish requirements are indicated.
E. Advance Notice of Phase Completion: Four weeks (28 calendar days) prior to the completion of each Phase and Special Constraint, the Contractor shall notify the COR, in writing, of the proposed date for completion of the area in question. The notification shall include the Contractor's request to start work in the following Phase Area after the Government's move time. The date proposed for beginning of work in the next work area shall be provided to the COR to allow coordination with the tenants. In no case shall the Contractor begin work in any phase without obtaining written approval from the COR.
F. Work In or Adjacent to Occupied Areas: The Contractor shall perform all work in or adjacent to occupied areas in such a manner as to insure:
1. The continuous and uninterrupted use of all occupied areas including the applicable mechanical and electrical systems serving those areas.
2. The protection of personnel in occupied areas from the hazards of dust and other contaminants associated with a construction environment.
3. The occupied areas are kept clear, clean, and free of loose debris, construction materials and partially installed work that could create a safety hazard or interfere with cadets, visitors, or staff. The Contractor shall make every effort to keep dust and noise to a minimum at all times. The Contractor will be permitted a maximum noise level equal to 65 dBA measured at any point outside of the segregated work area. Exceptions to the 65 dBA noise limit may be accommodated on a case-by-case basis when they are, in the opinion of the COR unavoidable and necessary to complete the work. Such exceptions must be coordinated and approved 72 hours in advance. Also, such activities may, at the sole discretion of the COR, be required to be performed at times other than normal working hours. Such requirement shall not constitute a change of scope of the construction contract.
4. All stairwells, exit routes, access to standpipes and other fire safety access ways shall be kept available for use and adequately identified throughout the construction.
5. Smoking is prohibited in all buildings throughout the duration of the contract.
G. Utility Protection/Interruption and Site Drainage: The Contractor shall protect existing utilities and maintain adequate storm drainage of the construction site. Temporary interruptions or shutdown of any utility or electrical/mechanical system shall be requested in writing from the Contracting Officer at least 15 work days in advance prior to the desired time. Under no circumstance shall any utility be interrupted without the written approval of the COR.
H. Protection of Existing Furniture and Equipment: During construction activities, the Contractor shall provide dust covers for existing furniture and equipment and shall leave the area broom clean or light vacuumed. The Contractor shall remove covers or protection at the end of each work period and shall leave the area in satisfactory condition for use by the Academy unless the area is a Vacated Area, as defined above.
I. Protection of Existing Facilities: Protect existing facilities from damage throughout the course of the Contract. If the existing facilities are damaged in any way, the Contractor shall be responsible for restoring the damaged area to a like-new condition to the satisfaction of the Contracting Officer. Maintain existing building in a weathertight condition throughout the construction period.
J. Work Area Access: The Contractor's access to the work areas shall be as described in the detailed phasing description and as follows:
1. Confine operations at the site to areas indicated. Do not disturb portions of the site beyond the areas in which Work is indicated.
2. Keep driveways and entrances serving the premises clear and available at all times to the Government, Government employees and visitors. Do not use these areas for parking or storage of materials.
3. Schedule deliveries to minimize space and time requirements for storage of material and equipment on site.
4. Keep public areas, such as hallways, stairs, lobbies, toilet rooms, sidewalks, ramps, and parking areas free from accumulation of waste material, rubbish, construction debris and construction materials.
5. Space on the premises will be made available for the Contractor's storage, staging and related activities, provided that its use will not interfere with operations of the Government. Arrange and gain approval for use of this space through the Contracting Officer.
a. Subject to final approval by Contracting Officer, locate storage and staging areas where indicated on Drawing Sheet AS100.
6. Use of the existing loading dock facilities will be shared with Government activities on a first-come-first-served, wait-your-turn basis.
7. Existing materials and equipment that are removed as part of the construction operations, and that are not reused or designated to be salvaged as Government or other's property, shall become the property of the Contractor and shall be removed from the site. Storage or sale of excess salvageable materials and equipment is not permitted on site.
8. Pollution producing equipment shall not be located near air intakes where airborne smoke or fumes could be drawn into the building.
9. 10 parking spaces will be made available on site during working hours of the building occupants. The Contractor and Contractor's employees shall make their own arrangements for additional vehicle parking off site.
K. Fire Alarm Testing: The Cadet Gymnasium will maintain athletic functions during construction. Therefore, all audible fire alarm and strobe testing shall be limited to after hours (after 1700) only, unless a written waiver is requested and received by the COR.
L. Out-of-Phase Work: In order to complete work indicated for a certain Phase or Special Constraint within a Phase it may be necessary for the Contractor to perform minor work activities, including but not limited to utility extensions and connections, extensions of required mechanical, electrical, and communications systems, and maintenance of all life safety features in adjacent areas of the facility. The Contractor shall perform this "out-of-phase" work as necessary to prepare for subsequent phases of work and/or to provide a complete and usable area ready for occupancy or re-occupancy for its intended use. The Contractor shall coordinate with the COR for any area affected by "out-of-phase" work at least 24 hours prior to the start of work in any occupied area. No provision of any required "out-of-phase" work shall be construed to be a change in the scope of the construction contract.
1.06 INTERIM LIFE SAFETY MEASURES
A. In addition to requirements specified, the following Interim Life Safety Measures shall be provided during construction. Interim Life Safety Measures are required to provide level of safety comparable to that described in Chapters 1 through 10, and the applicable occupancy chapters of the Life Safety Code, NFPA 101. The Contractor shall include each these safety measures in the Accident Prevention Plan as written documentation of the policies and procedures established.
a. Ensure exits provide free and unobstructed egress. Areas under construction must maintain escape facilities. Any revisions to exit routes shall be coordinated with the appropriate user representative and approved by the COR. Means of egress in construction areas must be inspected by the Contractor daily.
b. Ensure free and unobstructed access to emergency services and for emergency forces. Maintain the unobstructed routes through daily surveillance rounds.
c. Notify the fire department of any interruptions or impairments of the systems, prior to impacting the system. Obtain approval of the COR before impacting any system so that staff can be notified of the changed conditions. In addition to notifying staff of any system impairment, the Contractor shall put signs on any pull station not in operation to notify occupants it is not in service. When fire alarm, detection and suppression systems are impaired due to construction for a period greater than 4 hours within a 24 hour period, an approved fire watch must be provided until the system(s) are returned to service. Contractor shall provide personnel trained in fire prevention and occupant notification to conduct a fire watch every hour in unoccupied areas, to include areas not in use after hours, and areas under construction.
d. Ensure temporary construction partitions are smoke-tight and built of noncombustible materials that will not contribute to the development of smoke or the spread of fire. All doors within temporary construction partitions shall be solid core wood set in metal frames and shall have positive latching. This also applies to modifications of existing walls used as dust partitions for each phase as shown on the Drawings and/or as required to isolate construction areas from adjacent spaces. These temporary partitions shall be maintained continuously until permanent conditions are installed.
e. Provide fire fighting equipment and train personnel on their locations and use within the areas of construction.
f. Comply with base smoking policy. Smoking is strictly prohibited in any construction area.
g. Develop and enforce storage, housekeeping, and debris removal practices that reduce the flammable and combustible fire load of the building to the lowest level necessary for daily operations.
