Questions From FBO, 24 March 2010
Responses Dated 29 March 2010 in Red Text
18. Now that we have reviewed the project drawings and specifications and discussed this project with a number of specialty subcontractors additional site specific questions have been asked which can only be adequately addressed through another site visit. Can a second site visit be arranged to allow interested specialty subcontractors to see the actual site conditions and thereby provide more accurate quotes for their work? If not can we arrange individual sites visits for our subcontractors with the USAFA?
RESPONSE: Additional site visits cannot be scheduled due to time constraints.
19. It is noted that Past Performance projects more than 3 years old will not be considered;
however, we have relevant past performance projects we would like the USAFA to consider on projects that are 5-7 old. Can the time period for past performance projects be extended to include relevant projects within the past 7 years?
RESPONSE: Recency is defined as projects completed within 3 years of the issue date of the
Solicitation. Exceptions to the evaluation criteria will not be made.

Question: Sheet A604, room finish schedule, does not call for ceiling finish in Center Gym.
Notes on Reflected Ceiling Plans A754 and A756 call for a 20’ width band of ACT-7 panels on the ceiling structure. Please confirm if acoustic panels are required.
RESPONSE: Sheet A754 and A756 notes are correct, acoustic panels are required. The acoustic panels are attached to the underside of the roof deck, so were not considered to be a separate ceiling finish, so they were not listed in the Room Finish Schedule.
33. Document Reference: Plan Sheets A513
Question: There is no point of reference for Plan Detail 1/A51. Please indicate where this plan detail applies.
RESPONSE: The detail refers to the perimeter of the Natatorium Pool, and shows a typical corner condition.
34. Reference your previous response to Question No. 10. It appears that your response addressed the Natatorium pool.
This question was specifically asking what work on the Polo pool (Drawing Sheet AQ2.1) and the associated below pool deck appurtenances should be included in the proposal. The notes at the “Key Notes” do not provide enough details for bidding, and the General notes indicate potential work that we cannot estimate without gathering details at a visit or without more details provided. Please clarify the work you want included in the pool area.
RESPONSE: The only work in the Polo Pool is in the Mechanical Room below the pool deck level.
35. Sheet ED120 indicates that there are add alternates #1 and #2. Since there is no bid form that reflects this are these add alternates actually required?
RESPONSE: No Add Alternates in Phase 3. Key Notes #1 and #2 have been deleted from
Drawing sheet ED120.
36. Since we are to remove and reinstall the lighting fixtures, do any of existing light fixtures contain PCB lighting ballasts? If so which ones?

37. Are as-built’s available for EF66 see E-131 note 9?
RESPONSE: Key Note #9 on Drawing sheet E131 has been deleted. The Government is responsible for inspecting work completed in Phase 2.
38. AQ2.1 Note 1 indicates that Pool Contractors must have physically seen the site will a second site walk be scheduled?
RESPONSE: Scope of Work Note #3 on Drawing sheet AQ2.1 reads, “Bidding Contractor is responsible to make an on-site inspection prior to pricing.” Pool Contractors are not expressly required to have physically seen the site. All prospective offerors were given the opportunity to view the site on 10 March 2010. Additional site visits cannot be scheduled due to time constraints.
39. Will the Natatorium tile work require a new mortar bed or is the existing mortar bed to be salvaged and a thin set tile system set on top of it?
RESPONSE: Assume a 2-inch thick mortar bed to be replaced.
40. The notes indicate to remove loose mortar with the tile demolition. If the mortar bed is patched rather than replaced completely how does this affect the integrity of the overall tiling system for the Natatorium Pool?
RESPONSE: For proposal purposes, remove all loose mortar bed wherever tile is removed.
41. What is the thickness of the existing mortar bed?
RESPONSE: Unknown at this time, assume demolition of 2-inch thick mortar bed.
42. Will the Q&A dated 3-17-10 be incorporated into the solicitation in the next Amendment?
RESPONSE: Not all questions and responses will result in an Amendment to the Solicitation.
See Solicitation Amendment 0001 for incorporated changes.
43. We understand the answers issued for questions 10 and 11 of the Q&A issued on March 17, 2010 and re-issued on March 19, 2010 would be to direct the General Contractor to include the cost of the forensic report at bid time. Specification section 01 22 00 Unit Prices No. 4 will be applied by USAFA to the total face square footage of the repairs at the Natatorium Pool is this a correct interpretation?
RESPONSE: The responses to Questions #10 and #11 were incorrect. Please refer to the response to Question #49.
44. The revised drawings provided via FBO posting on 19 March 2010 show a revision;
specifically ASI#8 Natatorium Special Systems dated 11/30/09. There is no indication on the drawing itself what changes were made with this revision.
a. Prior to issuing these drawings, when we realized the original pdf files for these eight drawings were unusable, we opened the AutoCAD files associated with those drawings that we downloaded from FBO. These drawings also did not show a revision date.
None of the other drawings issued with the original solicitation (pdf or AutoCAD) reflect this revision, or any other revisions. Do we assume that the drawings we have (that do not reflect any revisions) as modified by the two amendments (that were issued with the solicitation) are the final contract documents?
RESPONSE: ASI #8, Drawing sheet MD-131 has been deleted.
45. Is there pool lighting inside the Natatorium Pool?
RESPONSE: There is no lighting inside the Natatorium Pool.
46. Reference #1/A301
In the Pool Walls below the Ladder there are (3) Rectangles.
I assume they are recessed Ladder Niches.
Please provide a cut through them showing Depth, Contour, Tile etc.
RESPONSE: These represent existing recessed ladder niches. They are 6 ½” deep with straight sides and chamfered top and bottom. All surfaces are tiled.
47. Reference #2/A302 a). There are (2) areas on the Pool Walls showing a 2’ W x 6’ T area.
Please provide a cut showing what this is – Tile etc.

Underwater Window.
Please provide a cut showing Tile/Glass Interface, Depth etc.
RESPONSE: These represent existing underwater viewing windows. The stainless steel frames and glazing are flush with the pool wall tile.
48. In response to questions 10 and 11 the USAFA stated:
a. Response: Natatorium Pool - Contractor will need to provide structural forensics and investigations for pool structural repairs, and provide a construction plan for corrective actions to address deficiencies. Extent of corrective work to be determined.
Based on this response we understand that the USAFA is asking bidders to include
ONLY the cost to provide structural forensics and investigations for pool structural repairs. Then after contract award when the forensics/investigations are complete to provide the USAFA with a change order proposal to address the required corrective action with a full priced construction plan for negotiation with the USAFA. Is our understanding correct? If not please provide further detail so that this item can be properly addressed by all bidding contractors.
REVISED RESPONSE:
a. Response: Natatorium Pool – General Contractor is not responsible to provide structural forensics and investigation for pool structural repairs per small boxed note at upper right side of drawing S-005. General Contractor is responsible to remove tile and waterproofing material during testing as indicated in notes on drawing S-005. Scope of work and associated cost for structural deficiency repairs determined by the testing will be addressed at a later date, after completion of the structural forensics and investigation. Others (MartinMartin and Olson
Engineering) will provide a construction plan for corrective action to address structural deficiencies. Extent of corrective work to be determined as a result of the testing sequence outlined on drawing S-005.
49. Existing and new floor finishes are not called out in the existing corridor north of the swimming lockers on Level 1 and, also in the existing corridor south of the cheerleading room, etc. onLevel A.
Is the existing floor finish to remain? If so, what is the material? If not, to what extent and type offlooring needs to demolished and what is the new flooring?
RESPONSE: The existing material in these corridors is exposed concrete. Toward the end of the construction work, the Contractor will need to clean and polish the existing concrete.
