3.2.4.4 Work samples shall be provided in their original format. Offerors shall assign each work sample an identifier (e.g., WS1-WS4; see drop-down WORK SAMPLE IDENTIFIER - Appendix F). All pages of all work samples shall be numbered. In addition, the original numbering of each document shall be retained. If the original documentation within a work sample is not numbered, offerors shall add page numbers. Work samples shall be in English. If more than one document is provided as part of a work sample, the documents shall be combined as one file and numbered accordingly. Offerors shall include all documentation for a given work sample in a single PDF file and add to each page a unique WS identifier and page number in the margin. While this consolidation and notation may result in some confusion (such as multiple pages identified as "page 1" if the citation includes page1of an SF33 /SF1449/DD1155, page 1 of the PWS, etc.), the result combined with the Cross Reference Matrix (Appendix E) will ensure that Government evaluators can find all documentation quickly and efficiently.

3.3 Volume III - Price Exhibit

3.3.1 PRICE EXHIBIT

3.3.1.1 Total Evaluated Price (TEP):

The TEP will be calculated as the sum of the total proposed prices for all separately priced line items.

The total proposed price for each separately priced line item shall be calculated as the proposed unit price multiplied by the corresponding quantity. Bid Schedule Appendix G shall be used in addition to completing the SF1449 schedule pages 3 through 15.

The total proposed price for all options (to include the six (6)-month extension period in accordance with FAR 52.217- 8 "Option to Extend Services.") will be added to the total proposed price for the basic requirement as a part of the TEP calculation. TEP will be used for evaluation purposes only. Evaluation of options shall not obligate the Government to exercise such options.

3.3.1.2 The TEP will be calculated as the sum of the quoter's proposed prices for the base period and all option periods to include the six (6)-month extension period in accordance with FAR 52.217-8 "Option to Extend Services." The six (6)-month extension period total amount will be based on the proposed option period CLIN 4001 - 4018 unit prices times the associated quantities multiplied by .50. The six (6)-month extension period under FAR52.217-8 will only be utilized if necessary.

3.3.1.3 Only prices in Euro or USD will be accepted. Prices will be evaluated in EUR. For quotes submitted in USD, the exchange rate used will be the Foreign Currency Fluctuations, Defense (FCF, D) budget rate for the applicable currency in effect on the date set for the receipt of initial quotes. E.g. the most current exchange rate can be found on Under Secretary of Defense (Comptroller) >Financial Management > Reports >fcfr.

Purchase Order will be written in the proposed currency.

Evaluation Factors for Award

Miscellaneous text in this section has been modified to:

BASISFOR CONTRACT AWARD (ADDENDUM TO 52.212-2)

1.1 BASIS FOR AWARD

In accordance with FAR 12.102, FAR 12.602(a), FAR 13.106-2, FAR 13.106-3 and FAR 13.5 Simplified Procedures for Certain Commercial Products and Commercial Services, the following is provided:

The Government intends to award a firm-fixed-price contract resulting from this Request for Quotation (RFQ) to the responsible offeror whose quotation, conforming to this solicitation, is evaluated as the Highest Technically Rated Offeror (HTRO) with a Government Validated-Rated Score (VRS) which meets the Minimum Threshold. The Government is not selecting the Lowest Priced Technically Acceptable quotation and will not conduct a subjective tradeoff.

1.2 Quotation Substantiation.

An offeror's submittal of unsubstantiated and/or misleading claims, for even a single Technical Experience evaluation criterion, could result in the Government determining that the offeror's proposed Self-Rated Score (SRS) is disingenuous and/or artificially inflated. This disingenuous or artificially inflated score could result in the Government determining the offeror's quotation to be disqualified and not awardable. The Government may unilaterally downward adjust the offeror's score, potentially down to zero (0) points.

The Government will review all quotations to ensure compliance with Addendum to FAR 52.212-1 Instructions to Offerors. When all requested documents are received and confirmed to be compliant, the offeror's quotation will then be determined sufficient for evaluation.

2 EVALUATION METHODOLOGY AND FACTORS

2.1 Evaluation Methodology

The Government will utilize the Highest Rated Technical Offeror (HTRO) methodology. The HTRO method requires the offeror to score itself on Appendix D 'Self Scoring Matrix', based on the criteria described within this document.

The Government intends to evaluate the Technical Experience and Price of the offeror with the highest Self-Rated Score first.

2.2Evaluation Process Step 1: The Government will evaluate the licenses and certificates to validate offeror's current license to operate in Germany as well as the ISO 9001 certification and/or RAL-GZ-902 certification on a pass/fail basis.

In case of subcontractor or teaming partner arrangements, licenses to operate in Germany must be held by the prime contractor and the subcontractor/teaming partner.

In absence of current license to operate in Germany of the prime contractor/offeror, proof that their subcontractor/teaming partner possesses the necessary license to operate in Germany has to be provided with their quotation. The prime contractor has to provide proof that they are in the process of obtaining such license. Once validated, proceed to Step2.

By contract award date - currently approx. 21 days after offer due date - proof of the obtained license has to be provided by prime contractor or otherwise they will be ineligible for award. Progress of the application process has to be provided between offer due date and anticipated contract award date.

Step 2: The Government will rank all offers based on their Self-Rated Score (SRS) from highest to lowest.

Step 3: Using the Cross Reference Matrix and the offeror's Work Samples, the Government will validate the offers with the highest Self-Rated Scores (SRS)and determine Validated-Rated Scores (VRS). If the VRS confirm the offers have met the minimum threshold, the Government will proceed to Step 4.

Step 4:

If the offeror with the highest Government Validated-Rated Score (VRS) has the lowest price (TEP, as defined in the Instructions to Offerors (Addendum to FAR52.212-1), section 3.3.1.) ard will be made to that offeror., aw

If the offeror ranked second has a VRS within 5% of the offeror who was ranked first AND offers the service at a lower price, award will be made to the second offeror.

2.2.1 Discussions

The Government intends to award without discussions. Therefore, the offeror's initial quotation shall contain the offeror's best terms from a price and technical experience standpoint.

IMPORTANT: The Government reserves the right to contact the Prime, any Subcontractors, and/or other Government resources to substantiate, understand, or clarify ANY of the evidence provided.

The Contracting Officer (CO) and Contract Specialist (CS) are the sole points of contact for this acquisition. Address any questions or concerns you may have to the CO and CS.

2.3 Evaluation Factors

The Government will use the following evaluation factors to evaluate offerors' quotes according to the methodology set forth in section 3.

Factor 1: Technical Experience and Expertise

Factor 2: Price

3. EVALUATION

3.1 Compliance Check

The Contracting Officer will perform a compliance check for all submitted information required to be considered eligible for award. Non-compliant quotations will not be further evaluated and will not be further considered for award. Only offerors whose quotations are determined to be compliant in accordance with the instructions provided via Addendum to FAR 52.212-1Instructions to Offerors will move into the evaluation process.

3.2 FACTOR 1 - TECHNICAL EXPERIENCE AND EXPERTISE

3.2.1 Technical Experience and Expertise Evaluation

Pass/Fail Compliance Review:

The Government will begin the evaluation by confirming the offeror (and its subcontractor(s)/ teaming partner(s)*, if applicable) have documented they possess a current license/clearance to operate in Germany.

In absence of current license to operate in Germany of the prime contractor/offeror, proof that their subcontractor/teaming partner possesses the necessary license to operate in Germany has to be provided with their quotation. The prime contractor has to provide proof that they are in the process of obtaining such license.

Next, the Government will confirm, if offeror has current ISO9001 certification and/or RAL-GZ-902 certification.

If the license/clearance to operate in Germany is not confirmed and neither certification (ISO 9001 and/or RAL-GZ-

902) is provided, the offeror in question will be not be further evaluated and is determined un-awardable.

The Government will rank all awardable offers based on their Self-Rated Score (SRS) from highest to lowest.

The offerors with the highest self-rated scores (SRS) based on the Self Scoring Matrix (Appendix D) will then be evaluated by the Government as set forth in2.2 above and the Validated-Rated Score (VRS) will be determined. To do this, the Government will use the work samples and related information required by Section 3.2 of the Instructions to Offerors (Addendum to FAR 52.212-1), Self-Scoring Matrix (Appendix D), and Cross Reference Matrix (Appendix E) provided by the offeror. The Government will review the section of the work sample provided by the offeror within the Cross Reference Matrix (Appendix E). If the Government is unable to find the substantiating information within the referenced document, page, paragraph, table, etc., the Government will not search further for the substantiating information. If the Government is unable to validate that offeror's Self-Rated Score (SRS) based on the provided substantiating documentation, the Government will unilaterally downward adjust the offeror's Self-Rated Score (SRS), potentially down to zero (0) points. The Government will only adjust the offeror's Self-Rated Score downward, not upward. Such adjustments are within the sole discretion of the Government and are based upon the substantiation of the Self-Rated Score provided by the offeror. If the Government downward adjusts the offeror's Self- Rated Score (SRS) as a result of the validation process, and that offeror no longer meets the minimum score, then the Government will determine the offeror's quotation un-awardable.

3.2.2 Maximum scoring. Max. Possible Points:

The Maximum Total Score and the Minimum Threshold within the self-scoring matrix is outlined below.

Category Maximum Total Score Minimum Threshold Score

Technical Experience and Expertise 10,000 Points 8,000 Points = 80%

3.3 FACTOR 2 - PRICE

3.3.1 Total Evaluated Price (TEP)

The TEP will be calculated as the sum of the total proposed prices for all separately priced line items. TEP will be used for evaluation purposes only. Evaluation of options shall not obligate the Government to exercise such options.

The Government reserves the right to award some, all or none of the priced line items.

4. AWARD

Once the Government evaluation team determines that the Validated Rated Score (VRS) confirm the Highest Technically Rated Offerors (HTRO) have met the minimum score, award will be made to the responsible offeror with the highest Validated Rated Score (VRS), which meets the Minimum Threshold, and has the overall lowest price.

The Minimum Threshold is 80% of the Maximum Possible Points Allowed.

If the offeror ranked second has a VRS within 5% of the offeror who was ranked first AND offers the service at a lower price, award will be made to the second offeror.
