About this file
This is a Questions and Answers document for federal solicitation QUUG 19-1000, "Add Non-Potable Distribution Lines to Irrigation Areas, Multi," addressing clarifications raised by bidders during the solicitation process. The document resolves 11 substantive questions covering discrepancies between technical documents, drawings, and cost estimates. Key clarifications include: unit of measurement corrections (linear meters for road crossings and square meters for ground penetrating radar and GPS surveys); pipe diameter specifications added to revised drawings; cabinet type and location mappings to specific CLINs and areas; removal of incorrect line items (Ø200mm gate valve in CLIN #7 and valve V-15-04); and corrections to drawing schedule references showing Branch Line 15 belongs to the Base Bid rather than Option #3. The Government also provided a revised performance period breakdown allocating 445 calendar days to CLIN #1 (Base Bid) and 25 calendar days each to CLINs #2 through #6 (Options 1-5), totaling 570 calendar days.
Additional clarifications confirm the intended design configuration for irrigation programmer installations is shown in revised Drawing Sheets C-504 through C-506 and M-501, with specifications in Section 33 11 00. The document specifies that A306 stainless steel tubing is required for exterior cabinet components, with alternative welding connections permitted where appropriate. Multiple items were removed from revised Attachment 4 (the Cost Estimate Blank) due to being erroneous or not reflected in project drawings, including Item 16 road crossing RC-20, Ø200mm polyethylene piping, and associated gate valve and valve box components in CLIN #7. All responses reference revised attachments and drawings provided to bidders as clarification.

QUUG 19-1000, “ADD NON-POTABLE DIST LINES TO IRRIGATION AREAS,
MULTI”
QUESTIONS AND ANSWERS DURING THE SOLICITATION PROCESS
QUESTION 1: In the document 'Attach 4,' several identical line items are listed with different units of measurement. For example, the 'Road Crossing…' item is measured in meters in some instances and by unit in others. Similarly, the 'Ground penetrating…' and 'GPS Survey' items are measured in square meters (m²) in all CLINs except for CLIN #7, where they are listed in linear meters. Please clarify if this is an error.
ANSWER 1: Unit of measurements are linear meters for the Road crossings and m² for the Ground Penetrating Radar and GPS surveys. See revised attachment 4.
QUESTION 2: The diameters for the pipes to be installed are not indicated on many of the floor drawings provided, and this information is important for our price proposal. Could you please provide revised drawings that include these diameters?
ANSWER 2: See revised drawings with all pipe sizes shown.
We have identified a discrepancy between the drawings and the line items listed in 'Attachment 4' regarding CLIN #3 - Zone 3. While 'Attachment 4' only lists Type C1 cabinets for this zone, the drawings show a different count and type:
QUESTION 3A: Drawing MS404 shows five Type C2 cabinets.
ANSWER 3A: MS404 corresponds to Base Bid, not CLIN#3 (in the up-right corner, near the A&E logo, is shown the CLIN said drawing belongs to).
QUESTION 3B: Drawing MS405 shows four Type C2 cabinets and one Type C3 cabinet.
ANSWER 3B: MS405 corresponds to Base Bid, not CLIN#3.
QUESTION 3C: Drawing MS408 does show three Type C1 cabinets.
ANSWER 3C: Right, MS408 corresponds to CLIN#3 (option2).
QUESTION 3D: Similarly, for the Base Option, 'Attachment 4' lists Type C1, C3, and C4 cabinets, but these are not shown on the project drawings. Please, clarify this issue.
ANSWER 3D: There are C2, C3 and C4 type cabinets in existing sprinkler irrigation system, and C1 in Area 1 (housing area).
QUESTION 4: Drawing MS 409 for Zone 4 (Option 6) shows a Type C1 cabinet, but this item is not listed under CLIN #7 in Attachment 4. Could you please clarify if this omission in Attachment 4 is an error?
ANSWER 4: MMS409 corresponds to CLIN#4 (option 3), not CLIN#7 (option 6)
QUESTION 5: In Attachment 4, CLIN #7, under the 'Zone #4' section, a Ø200mm gate valve is listed as an item; however, we have not been able to locate this item on the drawings. Could you please clarify this?
ANSWER 5: No Ø200mm gate valve is needed. See revised attachment 4 with the item removed
QUESTION 6: On drawing M-603, the valve schedule lists V-15-04, which belongs to branch 15.
However, this valve cannot be located on the floor plans. Please clarify if this is an error
ANSWER 6: Valve V-15-04 was removed from floorplans. See modified M-603 drawing.
QUESTION 7: According to paragraph 1. Performance Period of Section 01 11 02 (page 49 of 136 of Attach 1 Statement of Work Eng), the total performance period is 570 calendar days. We agree with this total performance period, however, we think that the distribution of calendar days per CLIN based on the scope of each CLIN can be improved. We kindly request, if possible, the redistribution of these days. We propose slightly more detailed distribution of days.
ITEM Original Modification
CLIN #1 BASE BID 110 432
CLIN #2 OPCIÓN #1 90 27
CLIN #3 OPCIÓN #2 60 18
CLIN #4 OPCIÓN #3 110 33
CLIN #5 OPCIÓN #4 110 33
CLIN #6 OPCIÓN #5 90 Upgrades
CLIN #7 OPCIÓN #6
TOTAL 570 570
ANSWER 7: The new proposed performance period breakdown estimated by the Government is as follows:
CLIN#1: BASE BID: 445 calendar days.
CLIN#2: OPTION 1: 25 calendar days.
CLIN#3: OPTION 2: 25 calendar days.
CLIN#4: OPTION 3: 25 calendar days.
CLIN#5: OPTION 4: 25 calendar days.
CLIN#6: OPTION 5: 25 calendar days.
TOTAL: 570 calendar days.
QUESTION 8: According to drawings GI002 and GI003 “Drawings Schedule” (page 2 of 77 of Attach 3 Drawings) indicate that the Base Bid corresponds to drawings CD402/CP402/MS402 that include area 4, branch line 15. However, according to Attach 4 Cost Estimate Blank, CLIN #1 BASE BID corresponds to AREA #1 and CLIN #4 OPTION #3 corresponds to AREA# 3. Based on this information, please clarify whether Branch Line 15 of AREA #4 corresponds to CLIN #1 BASE BID or CLIN #4 OPTION #3.
ANSWER 8: Branch line #15 belongs to the base bid. Drawings from GC101 to GC 107 have been modified so that the legend shows branch line #15 under the base bid and not under option #3.
QUESTION 9: For bidding purposes, please confirm the intended design configuration of the irrigation programmer installations shown on the drawings, including the associated valve control equipment, power supply arrangement, and accessories to be provided as part of each assembly.
Please identify the required configuration to be used as the basis of bid.
ANSWER 9: The intended design configuration is shown in the revised drawings and specifications. Refer to revised Drawing Sheets C-504 through C-506, M-501 and Specification Section 33 11 00.
QUESTION 10: In CLIN #7 OPTION #6 of Attach 4 Cost Estimate Blank, item 16 Road crossing (drilled) RC-20 for pipe Ø110mm coincides with item 7, due to this, we can’t identify item 16 in the drawings. Likewise, we can’t find Item 11 Polyethylene pipe HDPE PN10 DN200 and 14 Gate Valve Ø200mm and accessories (valve box) in the drawings. Please clarify where they are. If they are not in drawings, please confirm that we could keep them at 0.
ANSWER 10: Item 16 is incorrect and is removed from the revised Attachment 4. No Ø200mm piping and gate valve is needed; see revised Attachment 4 with these items removed.
QUESTION 11: The drawings and specifications state that the irrigation system cabinet components to be made of A306 stainless steel tubing with flanged connections. This material must be fabricated in a workshop and is not easily replaceable. Furthermore, it does not match the material used in the rest of the base’s installation. Please clarify what material is required for the installation.
ANSWER 11: A306 stainless steel tubing is required for the tubing at the exterior cabinets.
Alternative welding connections may be used where appropriate. See note 3 at revised drawings C-503 to C-506 and revised Specification 33 11 00.
