About this file
This document is a comprehensive specifications and general conditions document for Project QUUG 19-1000, which involves adding non-potable water distribution lines to irrigation areas at Morón Air Base in Spain. The project scope includes site investigation with ground penetrating radar, civil works (excavations and fill for utility trenches, vegetation restoration), and mechanical works (installation of piping, valves, programmers, hose bibbs, water meters, pressure gauges, and solenoid valves across five irrigation areas and multiple branch lines). The work is structured into six Contract Line Items (CLINs): CLIN #1 is the base bid covering Area #1 and Area #4 with treatment facility modifications; CLINs #2-#5 are options covering Areas #2-#5 with various branch line combinations and building connections; and CLIN #6 is an upgrades option involving polyethylene pipe installations, gate valves, road crossings, and cabinet assemblies. The project has a period of performance of 570 days, with an estimated magnitude between $500,000 and $1,000,000. A pre-proposal conference and site visit will be held on 12 June 2026 at 1300 hours local time, with questions due by 19 June 2026 at 1200 hours and final bid submission deadlines varying between 29 June 2026 and 13 July 2026 (all at specified local times). Bids must remain valid through 31 December 2026.
The specifications establish extensive contractual requirements including: a mandatory two-year warranty on all materials and workmanship; all work must comply with Spanish national and autonomous community regulations plus U.S. Air Force standards; the contractor must obtain base access permits, submit AF Form 103 work clearance requests 15 calendar days in advance, and coordinate utility connections and outages similarly; detailed submittals are required including construction schedules (with Gantt charts), work plans, quality control plans (with inspection point programs), environmental protection plans, health and safety plans, and as-built drawings with spatial data in ESRI format using WGS84 datum for UTM Zone 30 North. Key personnel requirements include a Project Manager with a Technical degree and five years' experience, a Superintendent with similar qualifications present at the site at all times, a Quality Control Manager dedicated exclusively to quality activities, and a Surveyor with five years' experience. All communications and meetings must be conducted in English. The contractor is responsible for obtaining all necessary Spanish permits and licenses, managing material storage and personnel parking areas, installing temporary fencing and site signage, maintaining strict environmental controls (dust, noise, storm water, waste management), and conducting independent laboratory testing by UNE-EN ISO 9001:2015 and UNE-EN ISO/IEC 17025 accredited facilities. The specification document provides comprehensive details on submission procedures, file naming conventions, RFI processes, daily reporting requirements, and preconstruction/construction/completion task requirements, all designed to ensure quality control and regulatory compliance throughout the 570-day performance period.

SCOPE OF WORK AND DRAWINGS
SCOPE OF WORK: This project provides for work to complete a design for the expansion of the non-potable water distribution system to cover irrigation areas and provisions for the future connection of buildings to the non-potable water distribution system at Morón Air Base.
The construction works consist of, but are not limited to, the items indicated below, including the testing to be performed by independent laboratories for quality control:
1. Site investigation
The Contractor shall be verifying existing utility locations, within the area of work. Scan the construction site with Ground Penetrating Radar (GPR), electromagnetic, or sonic equipment, and mark the surface of the ground or paved surface where existing underground utilities are located. Verify the elevations of existing piping, utilities, and any type of underground obstruction discovered during scanning, in locations to be traversed by piping and other work to be conducted or installed. Verify elevations before installing new utilities close to manholes or other adjacent structures.
