The following have been modified:

INSTRUCTIONS TO OFFERORS

SECTION L PROPOSAL PREPARATION INSTRUCTIONS

All proposal packages must be either delivered via courier mail service (ex. SEUR, MRW, DHL, FEDEX) or hand carried in accordance with the following information. Faxed proposals will NOT be accepted.

The proposal package must be completed and returned to the address in Block 7 of the SF 1442 or if being sent via commercial courier mail service to the following address:

A. Format for proposal Parts I, II and III shall be as follows:

1. All proposal packages must be received by this office prior to the receipt of proposals date/time for both courier mail service and hand carried proposals (See Block 13A of the SF 1442).

2. HAND-CARRIED PROPOSALS NOTICE: Offerors are cautioned that Morón Air Base has stringent visitor control procedures requiring individuals not affiliated with the installation to obtain a visitor pass and be cleared by the Government point of contact prior to entrance. Please contact the POC’s listed at least 3 days prior to the Solicitation closing date to coordinate delivery of hand carried proposals. All Third Country

Nationals must be approved through ODC Madrid prior to requesting base access and this process may take up to three weeks.

3. The proposals will be on A4 paper, white or ivory stock. Charts, tables or diagrams may not exceed 11” x 17”.

4. A page is defined as one face of a sheet of paper containing information. This includes all appendices, charts, graphs, diagrams, tables, photographs, etc., unless placed on 11” x 17” sheets, in which case they will be counted as two pages. Covers for factors, tables of contents, appendixes, title pages, cross and section dividers/tables will not be included in the page count if they are inserted solely to provide ease to the reader in locating factors/sections of the proposal. They will be counted if they contain any other information, (e.g.

diagrams, extraneous data, etc.). Pages marked “This page intentionally left blank” will not be counted.

5. Type face shall be approximately 12 font, with approximately 1” margins on all sides. Smaller, legible font size, approximately 6 point, may be used for charts and tables.

6. Elaborate formats, bindings or color presentations are not desired or required. Company Name and solicitation number shall be included in the header of each page. Each volume will be labeled with the following format:

7. Submit one original and two (2) hard copies for each part.

8. Submit two (2) electronic copies in CD form to include all three parts each.

PART I – CONTRACT DOCUMENTATION AND PRICE PROPOSAL -

SF 1442: Complete applicable blanks. In doing so, the offeror accedes to the contract terms and conditions as written in the RFP Sections A through J. Acknowledge all amendments issued to the solicitation (see Block 19 of the SF 1442)

A. Section B: Insert the proposed price for CLIN 0001 and CLIN 0002 and the TOTAL AMOUNT to provide a complete and usable end product in accordance with the terms and conditions stated in this solicitation. Offerors’ proposals not conforming to this RFP may be considered ineligible for award. The prices shall be valid through the proposal acceptance period (SF 1442 Block 13 D).

B. Section C through J: Complete applicable blanks, the offeror shall submit only those pages that require a fill-in.

C. Section K: Complete the representations, certifications, and acknowledgments. Section K shall be returned in its entirety. The holder of the certificate must perform the work for that classification.

D. Construction Task Breakdown: The Construction Task Breakdown (attachment 25) will be used to perform proposal analysis.

PART II -TECHNICAL PROPOSAL – Limited to no more than 20 pages.

Offerors shall meet the minimum standards of each Technical Factor and subfactor in order for their technical proposal to be determined “technically acceptable.” The standards are defined in Section M of the RFP.

Note: Offerors are responsible for ensuring their proposal meets the minimum requirements of the Statement of

Work. See Section M – Other – Conformance to Specification Requirements.

A. Subfactor 1 – Staffing Plan/Key Personnel: Provide an organizational chart that identifies all required personnel including all required qualifications, certifications and years of experience in accordance with the General

Conditions of the Statement of Work (attachment 3)(Pgs. 31-34, para. 23). In the organizational chart also show the prime and subcontractor relationships lines of authority.

B. Subfactor 2 - Technical Approach: The offeror shall prepare in narrative format the following key elements giving an explanation on the procedures that will be used during contract execution providing confidence that the offeror has a complete understanding of the Design/Build process.

i. Offeror’s proposed A/E Design Firm capabilities specific to High Voltage Electrical design

ii. Construction team involvement during the design phase

iii. Design team involvement during the construction phase

iv. How each key team member will be incorporated into contract performance including all site visits, site performance and meetings; and also explain why each subcontractor has been added to the team.

v. Explain how the offeror’s Safety Program for the project will be implemented.

vi. Explain how the offeror's quality control and quality assurance plan will be implemented during the entire project.

C. Subfactor 3 – Schedule/Phasing Plan: The offeror shall submit the scheduling/phasing plan in the form of Gantt chart, showing the relationship between activities, the critical path and any floats placed in the schedule. This plan shall include at a minimum:

i. Design Schedule including site visits, site surveys, all meetings, and submittals

ii. Demolition schedule including site visits, site surveys, all meetings, and submittals

iii. Construction schedule including site visits, site surveys, all meetings, and submittals

PART III – PAST PERFORMANCE PROPOSAL - Limited to no more than 10 pages.

The Contracting Officer shall seek past performance information on offerors based on the past efforts provided by the offeror and/or data independently obtained from other Government and commercial sources.

If a teaming arrangement is contemplated, provide complete information as to the arrangement, including any relevant and recent past/present performance information on previous teaming arrangements with same partner. If this is a first time joint effort, each party to the arrangement must provide a list of past and present relevant contracts in accordance with the instructions herein.

Recency: To be considered recent, contracts must have been performed within five (5) years of the issuance of this solicitation (see Standard Form 1442, Solicitation, Offer, and Award, Block 3). If any part of the performance falls within the above timeframe, the contract in its entirety may be evaluated for past performance.

Relevancy: To be considered relevant, contracts must be of similar scope (high voltage electrical and airfield concrete/cement work), complexity (Design/Build construction) and magnitude (greater than $500,000) as contained herein. Include rationale supporting your assertion of relevance.

A. Contractor Past Performance Submittal: Submit Attachment 1 – Contractor Past Performance Submittal for a maximum of two (2) contracts performed in the last five (5) years that is considered by the offeror to be the most recent and relevant demonstrating their ability to perform the proposed effort. Also include information for a maximum of two (2) contracts performed in the last five (5) years by each of the offeror’s teaming partners/joint ventures and significant subcontractors that is considered the most recent and relevant demonstrating their ability to perform the proposed effort. Include with the PPQ a list of all Points of Contact that will be used as evaluators.

B. Past Performance Questionnaire: The government will use information submitted on the completed Past

Performance questionnaire (PPQ)(See Attachment 2) to assess performance. The PPQ will be completed and submitted by the evaluators as submitted by the Offeror (Contractor Past Performance Submittal). The evaluators will submit their completed PPQ’s directly to the Rory Bryant at rory.bryant@us.af.mil and Elia Portz at elia.portz.3.es@us.af.mil.

PART IV – OTHER: Conformance to Specification Requirements: In addition to the instructions to offerors stated in this RFP, the offeror must submit the following:

i. The offeror shall provide Letter of Agreement (LOA) for all teaming partnerships, joint ventures, A/E Firm partnerships or significant subcontractors that will be performing as part of this contract. Changes will not be permitted after contract award without a valid justification and approval from the Contracting Officer.

ii. Submit all required certifications as specified in the Statement of Work (attachment 3) and in Section

K of this RFP.

The above general outline in no way limits or reduces the responsibility of the Contractor to perform all work as required by the Statement of Work (attachment 3) and project drawings in order to provide a complete and operable high voltage electrical system.
