2.0 GENERAL PROJECT DESCRIPTION:

2.1 This project consists in repairing the underground section of feeder #1 and all associated components at Morón AB (Spain). The total length of the underground section of feeder #1 is 9,750 linear meters. Repairs will include the replacement of all cables, oil-filled switches, grounding system, sump pumps, insulators and all related accessories. Manholes will be cleaned, repaired and upgraded for operation and elimination of airfield obstructions. New switches will be designed to facilitate operation from aboveground. Manholes/vaults that are considered airfield obstructions will be removed.

2.2 The feeder #1 is one of the four high voltage lines that constitute the base high voltage (HV) distribution system. Most part of the electrical distribution is overhead, except for the Munitions Storage Area and the Airfield Area, where it is underground. The distribution is performed with a four-wire, three-phase system at 12,470 V and 60 Hz.

2.3 The existing system was designed in 1956 and constructed in the early 60’s. The majority of the system components are still the original elements, except for sections modified/altered afterwards, such as the fuel pump houses area. The current situation is that the high voltage switches are technologically obsolete and spare parts are not readily available.

Manhole walls are covered with fuel and scum, are cracked and sump pumps are inoperative. This causes the switches and cables to be exposed to water and fuel when the water table rises (see attachment C Photographs). Cables are also in bad condition due to water exposure and age.

Grounding system maintenance cannot be accomplished correctly due to the lack of grounding test points to take readings as mandated by NFPA 780. Maintenance personnel need to access the manholes, following confined spaces procedures to operate switches or make repairs; These activities are dangerous for personnel safety.

2.4 Feeder #1 serves the Airfield Area, to include critical facilities such as TACAN, aircraft maintenance hangars, pump houses for phases 1&2 of the hydrant fueling system, North and South strobe lights, the transmitter and receiver facilities (NAVAIDS).

3.0 PROJECT OBJECTIVES

3.1 Project Specific Priorities:

3.1.1 Provide an operational installation for the base needs in compliance with all applicable Spanish and US codes; Reglamento sobre condiciones técnicas y garantías de seguridad en líneas eléctricas de alta tension y sus instrucciones técnicas complementarias, NFPA 70 and

IEEE C2.

3.1.2 Provide an installation that incorporate maintainability and sustainable design principles.

3.1.3 Energy efficiency shall be incorporated into the design principles.

3.1.4 Provide a completed project with coordinated systems (structural, mechanical, electrical, civil and other applicable disciplines).

3.1.5 Provide a complete project considerate of the ecological, physical, and visual features of the site.

3.1.6 Project shall incorporate all necessary safety precautions in accordance with applicable safety standards, specially considering that manholes in this project are considered confined spaces.

3.1.7 Include proper training of Government personnel in the Operation and

Maintenance (O&M) of new equipment installed, and provide fully developed O&M packages.

3.2 Appropiate Design: Comply with DoD Unified Facilities Criteria (UFCs) and local codes. Low maintenance and non-use of hazardous substances are of primary importance.

4.0 SCOPE:

4.1 General: The work covered by this Statement of Work (SOW) consists of the design/build of the project; furnishing all professional services, facilities, labor, equipment appliances, materials, performing all necessary travel, specifications, detailed drawings and cost estimates, that shall enable the DB Contractor to construct a complete and usable facility. The Contractor shall investigate site conditions, perform topographic and GIS surveys at each facility and utilize manufacturer’s standard installation plans, specifications and drawings to the maximum extent feasible in developing the final design documentation necessary for obtaining Government approval. Any design related changes suggested by the Contractor to the SOW require approval from the Contracting Officer before acceptance is given for a recommended change.

4.2 Works Description: The construction works involved in this project consist of but are not limited to the items indicated below. All items do not limit or reduce the DB Contractor’s responsibility to design/build all work as required by the project in order to provide a complete, operable and low-maintenance facility.

4.2.1 Electrical Works:

a. Demolition and disposal of all oil-filled high voltage switches in manholes (17 ea).

b. Demolition and disposal of existing underground cable.

c. Demolition and disposal of insulators, supports and other hardware.

d. Demolition and disposal of grounding system.

e. Demolition and disposal of sump pumps electrical.

f. Demolition and disposal of transformers related to airfield lighting where necessary.

g. Furnish and install new three-phase and one-phase sulphur-hexafluoride

(SF6) switches.

h. Furnish and install new 35 mm2 single-conductor copper cable in existing conduits and manholes for all new phase and neutral wiring required.

Provide a fully operational underground line, including all necessary splices, connectors, terminals, and accessories.

i. Furnish and install new 50 mm2 bare copper wiring and grounding rods to provide a new grounding system, including all splices, exothermic welding, connectors and test points for maintenance personnel to individually take readings on every grounding rod. Properly ground new neutral cable.

j. Furnish and install new service lines for sludge pumps from existing panelboards located in buildings or from transformers in vaults/shacks.

k. Furnish and install new transformers and electrical switchgear for airfield lighting as indicated in attached drawings.

l. New ductwork must be designed where existing cable is direct buried or if sections are not in good conditions. The DB Contractor shall be responsible for surveying the existing electrical lines to determine the condition of ductwork and locations where direct buried cable and damaged ductwork must be replaced with new ductwork.

4.2.2 Mechanical Works:

a. Demolition and disposal of manhole sump pumps, including piping and all accessories.

b. Furnish and install new sludge pumps in manholes as indicated in attached drawings.

c. Furnish and install sludge pump piping, couplings, filters, floats, and other accessories to provide a complete system.

d. Clean and repair manholes. De-contaminate manholes with fuel remains as required in attached Federal Governing Standards. Perform repairs as needed to prevent fuel infiltrations to the interior of manholes.

4.2.3 Civil Works:

a. Perform necessary demolitions, excavations, fill and backfill required for project execution and to insure that any of the manholes/handholes in the project do not constitute an airfield obstruction in accordance with attached

USAFEI 32-1007.

b. Remove airfield obstructions in manholes numbers 16 and 75.

4.2.4 Structural Works:

a. Perform required modifications to existing manholes to allow for new installation/operation and maintenance of SF6 switches, transformers or switchgear.

b. Installation of new manhole/handhole covers, painted and labeled according to a numbering system as approved by Civil Engineering for manhole identification. Labels shall follow base standards with composite aluminum panels as backing plate.

4.2.5 Miscellaneous

a. Testing and Commissioning.

b. Delivery of As-built drawings.

c. Delivery of Spatial Data.

4.3 Site Availability: The DB Contractor shall coordinate with the Contracting Officer or authorized representative for site visits a minimum of ten (10) workdays in advance. The solicitation site visit is mandatory.

4.3.1 The DB Contractor is responsible to investigate the site as needed to complete the project. The DB Contractor shall follow all requirements for base access and restriction on the airfield area.

4.4 During the design phase, the Government reserves the right to provide input and clarification of requirements up through the 65% design review. These inputs shall be at no additional cost to the Government. Major scope changes are not expected after the 65% review.

4.5 The Government review continue to provide direction as pertaining to the quality and content of the documents through the 100% design.

4.6 Project Phasing: The DB Contractor shall plan and execute all works in strict adherence to phase completion requirements provided by the Government below. The two general phases of the project shall be the Design Phase and the Construction Phase. A notice to proceed for design (DNTP) for the design phase and when the design phase is accepted as completed a Construction Notice to Proceed (CNTP) will be issued. The Construction Phase of the project shall consider further phasing required to perform works with minimum interferences to airfield operations, including a Construction Phasing Plan IAW UFC 3-260-01. Estimated project phasing (not to exceed days) will be as follows:

4.6.1 The total performance period proposed for the execution of this project, 645 calendar days, is for information purposes only. The Contractor shall provide his proposed performance period with his response to this SOW, in the same breakdown items shown above.

5.0 SPECIFICATIONS:

SECTION 01 11 00

SCOPE OF WORK, DRAWINGS AND SPECIAL CONDITIONS

1. SCOPE OF WORK: As defined in part 4.0.

2. PERFORMANCE PERIOD: As defined in part 4.0.

2.1 It shall be the sole responsibility of the Contractor to ensure all required design and construction submittals are submitted to the Contracting Office for approval in a timely manner which shall not incur any delay in completion of the project. Materials or equipment requiring long lead time for procurement and delivery shall be included in the period of performance. Delay in delivery/procurement will not justify an extension of the period of performance.

2.2 DB Contractor shall submit a Construction Schedule and Work Plan for construction activities.

2.2.1 The Construction Schedule shall include a Gantt chart showing each task, including its description, identification number, duration in calendar days, earliest start and finish dates and the predecessor activity identification number, the critical path and the float that a task in the project network can be delayed without causing a delay to the subsequent task (free float) and to the project completion date (total float). The critical path shall be shown in red color and the float by means of black line after the predecessor task bar. The Construction Schedule shall show the whole week, from Monday through Sunday. The labor days shall be from Monday through Friday.

Saturday and Sunday shall be non-labor days. The holidays shall not be considered on the Construction Schedule and, therefore, they shall be considered labor days for Construction Schedule development purpose only. The working hours for the labor days shall be 8 hours. The schedule must include activities associated with the submittal, approval, procurement, fabrication and delivery of long lead materials, equipment, fabricated assemblies and supplies, as well as activities associated with both pre-construction and close-out submittals, commissioning, testing and pre-final/final inspections, correction of punch lists, final cleaning, etc.

2.2.2 The Work Plan shall present the sequence of preconstruction and construction activities which are planned to take place. The Work Plan shall be prepared in coordination with the Safety Plan and the Quality Control Plan (see section 01 11 01 General Conditions for further reference on these plans), and shall contain the following:

a. The summary of the proposed methodology for the execution of each task required for the project completion.

b. The resources to be used for the execution of each task required for the project completion describing the equipment and personnel to be used.

c. Daily production for each task required for the project completion.

3. DRAWINGS: See attachment 1.

4. GOVERNMENT-FURNISHED MATERIAL (GFM): Not used.

5. EQUIPMENT, CONTROLS, AND MATERIAL OF THE UNITED STATES OF

AMERICA: Not used.

6. CERTIFICATION OF CLASSIFICATION: Bidders and/or their subcontractors must hold an updated Certificate of Classification issued by the “Registro Oficial de Licitadores y Empresas Clasificadas del Estado”, covering the following groups, subgroups, and categories.

6.1 The offeror or subcontractor performing the actual electrical portion of the work must hold certification for the installation of high voltage lines up to 30 kV, LAT1, in accordance with ITC-LAT 03 from R.D. 223/2008. Original signed or certified copy of agreement between both parties is required.

7. SPECIAL REQUIREMENTS: The following special conditions apply:

7.1 For the purpose of minimizing the impact of the project execution with Base activities and airfield operations the Contractor shall consider that the power outages required for the project execution shall be performed by sections and coordinating with electrical and ground power shops, so no building shall remain without electrical supply during execution for more than an hour.

7.2 Vehicle operations on the aerodrome: The contractor shall receive a training about the applicable traffic rules and regulations regarding driving on the aerodrome. The contractor shall abide by what is instructed in that regard. The contractor shall request the training 15 days after the construction notice to proceed (CNTP).

7.3 Stockpiling area of demolished/removed material: The Contractor shall transport the material to an authorized dump. Should any of the Morón Air Base shops need all or part of any of the materials from the demolition operations (concrete, aggregate and natural ground), the Contracting Office representative shall coordinate with the Base Chief of Operations and Maintenance the exact location to stockpile said material.

7.4 Stockpiling area for Contractor material and Contractor offices: The Contracting Officer representative shall coordinate with the base Chief of Operations and Maintenance the exact location for Contractor offices and stockpiling.

7.5 Aerodrome unserviceable areas: If needed, the lighting of the aerodrome areas that are unserviceable or closed shall remain off during the time period those areas remain unserviceable. These works shall be coordinated with the aerodrome maintenance services.

7.5.1 The Contractor shall install unserviceable area lights that identify unserviceable areas from in-service areas every three (3) m, maximum. The minimum number of unserviceable lights shall be 4, unless the area is triangular, in which case it shall be 3.

7.5.2 The unserviceable area lighting shall be an omnidirectional fixed red light. The light shall have enough intensity to ensure conspicuity considering the intensity of the adjacent lights and the general level of illumination against which it would normally be viewed. In no case shall the intensity be less than 10 cd of red light. The unserviceable area light shall be installed on cones.

Unserviceable area lights shall be frangible.

7.5.2 Cones shall be made of PVC with a neoprene base, at least 0.5 m high, minimum and a weight of 2.6 kg. They shall be red, orange, yellow or any one of these colors combined with white. The cones shall have a tensile strain of 100 kg/cm². The stability of the cones shall be such that separated from its vertical 30°, it will not turn over or suffer deformation. It shall keep its balance without being displaced when subjected to winds of over 70 km/h. The strain at failure shall be of 400 %, minimum.

7.5.3 The Contractor shall remove the cones and the unserviceable area lights once the repair has been finished and accepted by the Contracting Office and when air traffic is resumed.

7.6 Existing lights to be protected: The contractor shall protect and mark the existing airfield lights at the work site.

SECTION 01 11 01

GENERAL CONDITIONS

1. GENERAL: The work consists of furnishing all labor, materials, plant, transportation, equipment, and services to complete the project described in Section 01 11 00, Scope of Work, Drawings and Special Conditions, in accordance with the drawings and specifications, complete and ready for use by means of a firm fixed price Design-Build contract.

Measurements given in the concept drawings and specifications are given for reference use only.

It is the Contractor’s responsibility to verify any and all of said measurements.

2. GENERAL DESCRIPTION: The work consists in, but is not limited to, executing the line items indicated in the scope of work. All line items indicated in the scope of work do not limit or reduce the Contractor’s responsibility to perform all work as required by the project in order to provide a complete and operable facility.

3. LOCATION: The work is located in Morón Air Base, Spain, as shown on the contract drawings.

4. DRAWINGS ACCOMPANYING SPECIFICATION: The drawings accompanying this specification are a part thereof. Drawings are the property of the Government, and shall not be used for any purpose other than that contemplated by the specification. The drawings provided in this SOW are DIN A1 size.

5. CONSTRUCTION WARRANTY: For this contract the Contractor shall provide a two year standard commercial warranty associated with all construction work items including materials and workmanship. The warranty should cover all defects noticed and reported to the Contractor within two year after acceptance of the project. The Contractor shall repair or replace defective materials at the Contractor's expense within a reasonable time, and as approved by the Contracting Officer. The Contractor must comply with any additional warranty periods covered under Spanish codes and regulations. The contractor shall submit the warranty 15 calendar days after the acceptance of the work.

6. BASE ACCESS:

6.1 Permits or Authorizations: The Contractor shall obtain all permits or authorizations to access Morón Air Base. Once the works have finalized, the Contractor will return the permits or authorizations. The Contractor is responsible to provide escorts as required to complete the project.

6.2 Delays and Interruptions: Contractors are advised that due to security reasons, during the access/egress process of personnel and materials from the Morón Air Base delays are liable to occur. Additionally, the Contractor shall immediately interrupt work when required to do so if security warning/alarm situations occur.

7. WORK CLEARANCE REQUEST: 5 calendar days after the construction notice to proceed (CNTP) the Contractor shall request AF Form 103 “BCE Work Clearance Request” in order to obtain all the information pertaining to the current status of general utilities. Additional requests shall be processed through the Contracting Officer or authorized representative, minimum of 15 duty days beforehand. The Contractor shall not perform any excavation works under any circumstances without an approved Work Clearance Request at the work site (hard copy). Work Clearance Request will only be processed once all materials and documentation necessary to commence work have been submitted and approved. The Contractor shall be held responsible for any damage caused to general utilities indicated on the AF Form 103 and related drawings and shall be repaired at no additional cost to the Government of the United States.

8. BASE UTILITIES:

8.1 Use of Base Utilities: Water, Sewage and electric Base utilities are available to the Contactor for connections to the following facilities: Offices, latrines, break rooms, and laboratories.

The following Utilities will be available from the existing Base utility systems. Any additional utilities requirement besides what is listed below shall be supplied by the contractor at no cost to the Government.

a. Electricity 120/208 volts, 60 Hz.

b. Non-potable water.

15 calendar days after the notice to proceed (NTP) the Contractor shall request the connection and shall indicate the type of utility service required, type of connection and disconnection, utility service use and maximum duration. All connection and disconnection works for Base utilities shall be programmed between 08:30 and 16:00 hours, Monday through Friday, holidays excepted. It shall be the Contractor’s responsibility to effect the connections and disconnections and shall reimburse costs incurred in the connection, disconnection, conversion, transportation of Base utility services to the work site, including providing the mechanisms that avoid water from flowing back into the system (backflow preventers) and furnishing and installing the necessary transformers. The Contractor shall not activate or alter any control device of the system of the utility services, including water, sewage and electricity.

Control devices will be Government operated. Additional requests shall be processed through

01 11 01-3 the Contracting Officer or authorized representative with a minimum of 5 duty days prior to any connection, disconnection or manipulation of the control system of the utility services required.

Temporary overhead connections to utility services are prohibited. All systems shall be restored to their original condition prior to satisfying final contractual payments.

8.2 Base Utility Outages: Whenever a utility outage is required, the Contractor shall request the utility outage and shall indicate the type of outage to be performed, the scope of work and the maximum duration. All utility outages shall be scheduled between 08:30 and 16:00 hours, Monday through Friday, holidays excepted. The Contractor shall not activate or alter any control device of the system of the utility services, including water, sewage and electricity.

Control devices will be Government operated. The Contractor shall notify the Contracting Officer or authorized representative 10 duty days prior to any connection, disconnection or manipulation of the control system of the utility services required. All systems shall be restored to their original condition prior to satisfying final contractual payments.

9. HOT WORK: The Contractor shall submit for approval a written request to the Contracting Officer or authorized representative 10 calendar days prior to any welding, oxyacetylene or plasma cutting work. Said request shall indicate welding procedures and fire prevention measures. All welding work performed during the project shall be carried out by qualified welders only. The copies of the welding certificates, issued by an approved agency, shall be kept in the construction inspector’s files.

10. VEHICULAR TRAFFIC, MACHINERY AND EQUIPMENT:

10.1 Traffic Control: All works which require vehicular or pedestrian traffic disruptions on the Base shall require an approved transit control plan. Said plan shall be approved at least 7 calendar days prior to carrying out said disruption. The plan shall include the date, duration, proposed alternative routes, signs, barriers, cones and/or flagmen. The Contractor shall establish alternate procedures should unforeseen circumstances take place. The responsibility of furnishing, erecting, maintaining and removing all signs, barriers, cones and flags shall be solely the Contractor’s. Once the work is completed, the Contractor shall remove the signaling elements such as barriers, cones and/or flags.

10.2 Access Routes: The Contractor shall submit a plan for the access routes which shall be approved by the Contracting Officer or authorized representative.

10.3 Trucks: Trucks loaded with loose material (air borne dust, construction debris or other objects that could fall from them), shall be duly covered. Said covers, such as tarps, shall be fastened over the load prior to accessing the adjacent roads.

11. CONSTRUCTION PROGRESS SCHEDULE (AF Form 3064): (See solicitation/Contract FAR clause 52.236-15, Schedules for Construction Contracts, Apr 1984).

The Contractor shall, 10 calendar days after the construction notice to proceed (CNTP) or another period of time determined by the Contracting Officer, prepare and submit to the Contracting Officer for approval a practicable schedule showing the order in which the Contractor proposes to perform the work, and the dates on which the Contractor contemplates starting and completing the several salient features of the work (including acquiring materials, plant, and equipment). The schedule shall be in the form of a progress chart of suitable scale to indicate appropriately the percentage of work scheduled for completion by any given date during the period. If the Contractor fails to submit a schedule within the time prescribed, the Contracting Officer may withhold approval of progress payments until the Contractor submits the required schedule.

12. MOBILITY PLAN: The Contractor shall submit a mobility plan to the Contracting Officer or authorized representative for approval. The plan shall propose the location and surface of the work site, offices and material staging and storage areas. The Contractor shall submit the plan 15 calendar days after the construction notice to proceed (CNTP). The Contractor shall include in the mobility plan the proposed system to supply the required utility services required at each site.

12.1 Construction Site Fencing: Construction sites, offices, latrines, material staging and storage areas shall be fenced in by means of a two meter high fence to include gates and locks, unless otherwise approved the Government of the United States. The type of fencing, height and color shall be specified in accordance with the Contracting Officer or authorized representative’s criteria. Fences shall be screened with green opaque screening material to prevent visibility inside the fenced area. Fencing shall be completely secured at top and bottom to prevent access.

Fences and screens shall be adequately staked and/or anchored to prevent blowing over during high wind conditions. The Contractor shall include in the Mobilization Plan photos, catalogs or samples of the screening material. The Contractor shall not install the fencing or screening materials until approval, in writing, has been granted from the Contracting Officer or authorized representative. The responsibility of providing, erecting, maintaining and removing the fencing shall be solely the Contractor’s. The Contractor shall replace or repair, within the following 24 hours or as determined by the Contracting Officer or authorized representative, all fence or screening sections which have been damaged or deteriorated. Once the works have been finalized, the Contractor shall remove the fencing.

12.2 Offices: Temporary prefabricated buildings required for administrative reasons (office space, conference room and break room) shall be in good conditions. Temporary prefabricated buildings requiring paint, repairs or are in bad conditions shall not be allowed at the site. Said temporary prefabricated buildings shall include on the outside a plaque, 0.5 x 0.5 meters maximum dimensions, indicating the name of the company and telephone number (s) of

01 11 01-5 the person (s) designated as POC for the Contractor 24 hours a day. Once the works are finalized, the Contractor shall remove the temporary prefabricated buildings.

12.3 Latrines: Prefabricated temporary buildings required as latrines for personnel shall be in good condition. Prefabricated temporary buildings requiring paint, repairs or that are in bad condition shall not be allowed on the work site. These facilities shall be kept in perfect using condition and shall be sanitized. They shall be treated for insects and be emptied once a week and cleaned with a detergent suitable for sanitary use. The frequency of emptying and cleaning shall be adjusted according to needs. The facilities shall be located no less than 50 meters from the existing buildings on Base if they cannot be located near a sewage manhole.

Once the works have been completed, the Contractor shall remove the temporary facilities and shall leave the area clean and sanitized.

12.4 Parking: The Contractor, their employees and subcontractors shall park all vehicles, including heavy machinery, equipment or vehicles, in areas where they do not pose an obstruction in the corresponding work site.

12.5 Material Storage: Storage containers will be in good conditions. The storage of materials at the work site shall be at the Contractor’s own risk. The use of private security guards at the work site shall require Spanish Air Force Security Forces approval. The Contractor shall not use the work site to store material previously approved by the Contracting Officer or authorized representative. Once the works have finished, the Contractor shall remove the excess stored material.

13 PROJECT SIGN 15 calendar days after the construction notice to proceed (CNTP) the Contractor shall install an identifying project sign in accordance with Figure 1 no later than one day after the mobilization has been installed. The sign shall be mounted on two wooden posts 10 cm x 10 cm, fastened to the ground and adequately anchored. The location of said sign shall be determined by the Contracting Officer or his representative. During final cleanup of the work site, the sign, posts and anchoring elements shall be removed. Unless otherwise specified, the sign shall have a white background and the lettering shall be dark blue.

14. QUALITY CONTROL PLAN FOR CONSTRUCTION: 15 calendar days after the construction notice to proceed (CNTP) the Contractor shall submit a comprehensive Quality Control Plan. The plan shall contain at minimum the following:

1. Names and Qualifications for the proposed Quality Control Manager.

2. Organization Chart. Include teaming partners/key subcontractors for pertinent trades required for specific project. The subcontractors/partners indicated shall be those that will be effectively participating in the project and shall be the same than those submitted in the contract bid, if they were required. Lack of this information, or variation with previously approved organizations shall be cause

01 11 01-7 for disapproval of the QC Plan. An approved QC plan is required before works can start/proceed.

3. Responsibility of the Quality Control Manager and the Project Manager.

4. Inspection types to be performed. The Contractor shall fully develop a Program

Points Inspection (PPI) System covering all types of works involved in the project. Development of the PPI System shall be based on any and all of the following documentation:

a. Project drawings and specifications.

b. Applicable regulations, standards and industry codes.

c. Specific regulations to certain products, installations or facilities.

d. Manufacturer’s recommendations.

The number and type of Inspection Points (IP) shall be as required to provide an acceptable level of inspection for achieving the best quality results. Evaluation of whether or not the number and type of IPs are enough to achieve the expected level of quality shall be determined by the Contracting Officer.

5. Inspection Procedures and actions to be taken for failed or unsatisfactory inspections shall be identified.

6. Inspection Reporting forms. Submit all reporting forms for any type of inspection to be performed under this project. As a minimum , a specific form shall be developed for each technical provision of the specifications, covering all necessary inspection points for such work. The minimum information required for each inspection point shall be: description of the inspection point, applicable documents, frequency/type of inspection, person responsible for the inspection performed and result, date of inspection, and reference to non-compliance document/register if not in compliance, information about pass/rejection criteria for the IP, and other pertinent information.

7. List of planned quality control inspections with the estimated dates from the construction schedule.

8. Form “Schedule of Material Submittals” provided with this project with column titled “Required Submission Date” filled in by the Contractor with the dates provided by his Construction Schedule, in order to avoid delays in project completion because of pending non-approved submittals.

9. Request for Information (RFI): submit the Request for Information Form (RFI) and RFI Log Form. This will be used to submit and track any RFI’s during design and construction phases.

10. Material Testing: Submit the name and qualifications for any Testing Agency or

Laboratory planned for testing. All testing reports shall be submitted in a timely manner for review and approval. Related work may continue only after testing report has been approved. Should any test report fail, follow-on work is not to proceed until after the failure has been corrected. It is the responsibility of the QC Manager to ensure that all reports have been reviewed and the necessary action taken to resolve any failed testing.

11. A daily report of all actions performed during the contract construction phase is required to be documented on a daily basis. The daily reports are to be kept on the job-site and available for review at all times. A copy of the daily reports shall be submitted weekly to the Contracting Officer. The following shall be included in the report, but is not all-inclusive.

a. The date of the inspection.

b. Comment on the weather conditions.

c. Inspection of equipment and materials and their delivery date at the job-site.

d. Names of visitors to the site during the day.

e. Inspection of any deficiencies discovered during the day and corrective action taken.

f. Inspection and acceptance of subcontractor materials and workmanship.

g. Work being performed during the day, including the used labor personnel and equipment.

h. Any field change or modifications approved by the Contracting Officer.

14.1 Acceptance of the Construction Quality Control (QC) Plan: Acceptance of the QC Plan is required prior to the start of construction. The Contracting Officer reserves the right to require changes in the QC Plan and operations as necessary, including removal of personnel, to ensure the specified quality of work.

14.2 Maintenance of records is the responsibility of the contractor.

15 PRE-FINAL AND FINAL CONSTRUCTION INSPECTIONS: Final inspection and acceptance will be conducted jointly with the inspector and a representative from the contracting office. The contractor shall request a pre-final inspection once the works are completed in accordance with the inspector's judgement. After the solving of all the

01 11 01-9 discrepancies found during the pre-final inspection, if any, the contractor shall request a final inspection. All punch list items must be completed before final acceptance of the project.

16. WORK DAY: (For works to be performed on base).

16.1 Normal Work Hours: The Contractor shall perform all work during normal working hours unless a special authorization is issued by the Contracting Office representative to deviate from said work schedule. Normal working hours shall be from 0800 to 1700, from Monday to Friday, with the exception of holidays.

16.2 Work Outside Normal Hours: If the Contractor wishes to work outside the normal hours of operation, Saturdays, Sundays, or holidays, he shall submit an application to the Contracting Officer. The Contractor shall submit the request five (5) work days ahead of time as minimum.

16.3 Power Outages for Mission-Critical Buildings: Power outages for mission-critical buildings in this project may have to be performed outside normal hours to include weekends or holidays, to reduce impact on mission to a minimum

17. CONSERVATION AND MAINTENANCE OF THE EXISTING FACILITIES:

The contractor shall conserve and protect all existing facilities at the work site or adjacent to it which shall not to be removed or affected by the work required under this contract. The Contractor shall restore, at no additional cost to the Government of the United States of America, the facility affected during the execution of works to its original condition, before final acceptance of the project.

18. ENVIRONMENTAL PROTECTION PLAN: 15 calendar days prior to the construction start date the Contractor shall submit the Environmental Protection Plan. The program shall include, but not be limited to, the following:

18.1 Conservation and Maintenance of the Existing Vegetation: The Contractor shall conserve and protect the existing vegetation (trees, shrubs, grass) on or adjacent to the work site, which shall not to be removed and which do not interfere with the work required under this contract. The contractor shall only remove trees or shrubs when specifically indicated in the drawings and specifications and shall avoid damaging the rest of vegetation. If any limbs or branches of trees are broken during contract performance due to the careless operation of equipment or the carelessness of the workmen, the contractor shall trim those limbs or branches with a clean cut and paint the cut with a tree-pruning compound. The contractor shall cut the grass or vegetation in the work site so that it does not exceed 10 cm in height.
