PWS 4.4.6 & 4.6.5: On‐off island travel, The PWS indicates the contractor must reimburse the government for flights on/off island at Eareckson and Wake. What is the current or projected FY19 ticket price?
EAS ticket price is currently $1,504 each way, no discount for round trip. The FY18 ticket prices will change when a new contract is awarded in September drastically altering the rotator schedule and cost. (No idea what that charge will be.) WI: A current airline ticket R/T from Hickam to Wake Island and back to Hickam for a contractor is $1,690.00.
Alaska Resupply Barge is government contracted deck space, based on government cargo requirements. The vendor/vessel serves numerous customer corps/villages/towns along Alaska pan handle and down the Alaska Peninsula/Aleutians; then lastly arrives at Eareckson typically NLT 10 June. The contracting Transportation Office SDDC has a 20% contracting surcharge it applies to our cargo. Therefore to avoid this SDDC surcharge, it would be best to immediately after we have the contract awarded, for the USAF to let you know which barge vendor will be carrying our cargo and your company can broker its own deal. Wake Island Resupply Barge is a 100% contracted vessel because there is no other customers in the direction between
Hawaii and Wake Island to share cost with. Typically the maximum barge size we can contract if government cargo requirements dictates, is a 60' wide by 240' long vessel which will carry approximately 100 to 120 20' container equivalents total (this size limitation is due to the shallow depth and width of the Wake Island channel). Cargo containers are limited to stacks of three high due to crane support limits at Pearl Harbor and Wake Island. Since barge vendor's determine the size of vessel to meet the government solicited cargo requirements, it cannot be determined the exact space which will be available.
On the average year the government ties up 75 to 100 ea 20' container equivalents. Realize most vehicles do not stack therefore the deck loads (break bulk cargo) will absorb three container equivalent vertically (i.e. if a vehicle is 40' long then it may occupy 6ea 20' container equivalent vertical spaces. Realize SDDC has a 20% surcharge for contracting and Pearl Harbor Navy Support charges for stuffing the containers and loading the vessel; likewise for the download of retrograde. *Note: Any contractor transition cargo included on the barge contract solicitation will have to be paid for with a contractor created/funded Transportation Account Code (TAC).
PWS 3.2.7.1/3.3.7.1/ 3.4.7.1: After the required container count is met for the resupply barges, will any unused capacity be made available for the ISS2 contractor’s phase‐in supply including equipment and vehicles?
