Question Answer Can the Government provide Exhibit B in Excel format?

Yes, Posted on FBO

Can the Government provide Attachment 18 in Excel format?

Yes, Posted on FBO

Will the Government reconsider removing Phase IN from the Total Proposed Price (FPP)? This gives the incumbent an unfair advantage in the price as they have most all personnel in place and equipment and drastically reduces their overall price vs incoming contractor who will have to hire and or move in their own equipment.

No, Phase-in costs are included in the TEP as this requirement has costs associated, even from the incumbent, in order to be responsive to the RFP.

WBS PWS 3.2 has no associated CLIN or ELIN. Will there be a CLIN and ELIN assigned to WSB PWS 3.2 to properly price an staff this line?

PWS references 3.2 thru 3.2.13 are spread across CLINs 0101, 0102, and 0103, and ELINs B001 thru B012 for EAS.

CLIN xx01 ELIN B004 SRM (PWS 3.1.12, 3.1.13) has no associated WBS. Will the Government add WBS match up to CLIN and ELIN Structure?

In RFP CLIN 0101, the Government needs to add para 3.1.12 reference to the SRM ELIN, B004.

CLIN xx02 ELIN B005 Command Support (PWS 3.1- 3.1.11) has not associated WBS. Will the Government add WBS match up to CLIN and ELIN Structure? Or will the Government drop the reference form the CLIN / ELIN Schedule?

In RFP CLIN 0102, PWS para shows “3.1-3.1.12,” but should be 3.1-3.1.11. “3.1.12” is part of EAS Ops SRM, ELIN B004.

WBS PWS 3.3 has no associated CLIN or ELIN. Will there be a CLIN and ELIN assigned to WSB PWS 3.3 to properly price an staff this line?

CLINs 0104-0106 for KS cover all PWS 3.3 subparagraphs. There is not just one CLIN associated with PWS 3.3.

WBS PWS 3.3.10 has no associated CLIN or ELIN.

Will there be a CLIN and ELIN assigned to WSB PWS

3.3.10 to properly price an staff this line?

The PWS reference 3.3.10 for KS is a placeholder in the PWS. N/A for KS. The offeror should not price or staff this PWS reference.

WBS PWS 3.3.12 has no associated CLIN or ELIN.

Will there be a CLIN and ELIN assigned to WSB PWS

3.3.12 to properly price an staff this line?

The PWS reference 3.3.12 is a placeholder in the PWS. N/A for KS. The offeror should not price or staff this PWS reference.

CLIN xx04 ELIN B016 SRM (PWS 3.1.12, 3.1.13) has no associated WBS. Will the Government add WBS match up to CLIN and ELIN Structure?

WBS entries for these PWS references are located in the CHQ tab

CLIN xx05 ELIN B017 Command Support (PWS 3.1- 3.1.11) has not associated WBS. Will the Government add WBS match up to CLIN and ELIN Structure? Or will the Government drop the reference form the CLIN / ELIN Schedule?

WBS entries for these PWS references are located in the CHQ tab

WBS 3.4.5.5.a is N/A is this to be staffed/ priced or not? Should it be removed from the WBS File?

WBS 3.4.3.10.a is N/A is this to be staffed/ priced or not? Should it be removed from the WBS File?

The PWS reference 3.4.3.10 is a placeholder in the PWS. N/A at WI. The offeror should not price or staff this PWS reference. The Government identifies this as N/A in the WBS.

WBS 3.4.6.9.a is N/A is this to be staffed/ priced or not? Should it be removed from the WBS File?

The PWS reference 3.4.6.9 is a placeholder in the PWS. N/A at WI. The offeror should not price or staff this PWS reference. The Government identifies this as N/A in the WBS.

WBS PWS 3.4 has no associated CLIN or ELIN. Will there be a CLIN and ELIN assigned to WSB PWS 3.3 to properly price an staff this line?

3.4 thru 3.4.13 are spread across 3 CLINs, 0107, 0108 and 0109 for WI.

Should WBS 3.1 thru 3.1.13 be put in the Site WBs or left here as the Site CLIN / ELIN Structure has them referenced there?

3.1 thru 3.1.13 are in the correct location. If there is any more clarification necessary, please ask.

Schedule B says only Para 3.5.1 and 3.5.2 are part of Project HQ or Company HQ? What are the correct PWS / WBS numbers to be staffed and priced here?

The WBS should say “Project Headquarters,” not “Company Headquarters.” The offeror will be required to come up with this overall price based on the PWS requirements.

Section J, Schedule B, SRM for all years have PWS Reference 3.1.12 and 3.1.13 for EAS, KS an WI but Schedule B in RFP document at Main CLIN level only has PWS Reference 3.1.12 and finally the WBS does not have either of these reference for the either EAS, KS or WI but located in the Company HQ WBS. Will the Government please update all 3 areas to match up for staffing and correct pricing?

The CLIN references “3.1.13” for each site, not “3.1.12.” The Government needs to add

3.1.12 to the CLIN language under SRM for each site.

Section J, Schedule B, Command Support for all years matches Schedule B in RFP document at Main CLIN level but the WBS does not have PWS

3.1 thru 3.1.12 for the either EAS, KS or WI but is located in the Company HQ WBS. Will the Government please update all 3 areas to match up for staffing and correct pricing?

3.1 - 3.1.13 are listed in the CHQ tab on the WBS.

Section J, Schedule B, SRM and Command Support along with RFP Main CLINs both have Para 3.1.12.

Is this correct? Please clarify so we can properly staff each area, ELIN and CLIN.

Corrected to the SRM ELIN.

RFP Schedule B,EAS, IT Services has Para 3.2 but Section J, Schedule B and WBS does not. Will this be changed to match all areas?

ELIN structure is correct, CLIN description has been updated to show 3.x.6 versus both.

RFP Schedule B.KS Security has PWS 3.2.5 but should be 3.3.5 as in the Section J, Schedule B and WBS. Will this be corrected?

The RFP, under CLIN 0104 (KS Ops), the Security ELIN references 3.2.5. The Government needs to update the reference to 3.3.5, because “3.2.5” is for EAS, not KS.

RFP Schedule B, KS all CLINs have wrong references as they are 3.2 not 3.3 for KS. Will this be corrected?

Correct, in the CLIN structure for KS (CLINs 0104-0106), the Government needs to updated PWS references to 3.3.

RFP Schedule B, WI all CLINs have wrong references as they are 3.2 not 3.4 for WI. Will this be corrected?

Correct, in the CLIN structure for WI (CLINs 0107-0109), the Government needs to update PWS references to 3.4.

RFP Schedule B, KS, Logistics has PWS Reference

3.2.10 which is 3.3.10 but the Section J Schedule B does not have it or the WBS. Will this be corrected?

No, 3.3.10 is N/A for KS. The CLIN structure has been updated and Exhibit B is correct.

RFP Schedule B, KS, IT Services has PWS Reference

3.2.2 which should be 3.3.2 but it is not in Section J, Schedule B or the WBS file. Will this be corrected?

Correct, the RFP, CLIN 0105 under the IT Services ELIN currently references 3.2.2, which is incorrect. The Government needs to change all the references in CLINs 0104-0106 to

3.3 thru 3.3.13.

RFP Schedule B, KS< Air Field Ops has PWS has

3.2.12 which should be 3.3.12 but it is not in Section J, Schedule B or the WBS file. Wil this be corrected?

Correct, the RFP, CLIN 0105 under the Air Field Ops ELIN currently references 3.2.12.

The Government needs to remove this reference to 3.3.12. 3.3.12 is N/A for KS in the PWS and 3.3.12 is referenced in the WBS.

RFP Schedule B, WI, IT Services has PWS Reference

3.2.2 which should be 3.4.2 but it is not in Section J, Schedule B or the WBS file. Will this be corrected?

This is wrong as 3.4.2 is under Airfield Ops/Services versus IT Services.

King Salmon PWS has the following as N/A for KS but in the WBS file has them to be staffed and priced. Will the following be removed from the WBS to match up to the PWS? Para 3.3.5.5;

3.3.7.4; 3.3.7.6.1; 3.3.7.6.3; 3.3.7.7.5; 3.3.3.12;

3.3.3.13; 3.3.3.18; 3.3.9; 3.3.6.1; 3.3.6.2; 3.3.6.8;

3.3.6.9; 3.3.6.11; 3.3.1.1; 3.3.1.4; 3.3.2?

Correct, these references in the WBS do not currently have “N/A” and would imply that we are having the offeror propose staffing for these references. The WBS (Section J, Attachment 13) needs to be udpated to say “N/A.” When these references are compared to the PWS, there should be nothing proposed on the WBS any way.

The Government Property listed in Attachments 2, 3, an 4 is provided in “as-is, where-is” condition and the Contractor shall be responsible for replacement at the Contractor’s expense. that are absolutely necessary to meet the mission critical and essential requirements of this contract, we respectfully request the date of purchase, original price, current location if known, age and condition of each item.

Additionally can the contractor assume the Government has factored in a price for replacement equipment as part of their evaluation price for each bidder to be compared against?

The government is using the same data that the contractor is seeing in order to factor in the cost of equipment. Costs should be able to be gleaned from the GFP attachments by researching the make/models of equipment.

Section J Attch 16,Section 2: (b) FFP Pricing Tables,

(4) Offerors shall exercise extreme care to ensure that no price data of anykind is included in any other Part of the proposal. Appears to be in conflict with: 3. PART III – TECHNICALPROPOSAL,(a) Subfactor 1 – Management (Staffing/Training/Unions):, (1) Abasis of estimate for each position in the organizational structurewhich demonstrates the manning and hours associated with each element ofthe Installation Support Services 2 Performance Work Statement complyingwith all Collective Bargaining Agreements (if applicable) along with any direct and in-direct costs that supportall requirements.

Which are the correct instructions to follow and willclarification be provided via amendment changing the affected area if needed?

The intent of this language is to ensure that any offeror understands that the information in the WBS correlates with the information in their technical proposal. The WBS is being completed toward the offeror's price proposal and the technical proposal basis of estimate should have a similare, if not same, appearance to the WBS being filled

in. The completion of the WBS, showing all costs (direct and in-direct) fulfills the requirement listed in Part II and matches the requirement in Part III. This allows the government the ability to understand/evaluate the necessary components being proposed. The Technical Proposal costs should be in Part II and the basis of estimates in Part III.

Should offerors provide a complete transition plan as instructed in Section L below or demonstrate parts of their transition plan as instructed in Section M? Please clarify ASAP as this is very important and requires alot of work if Section L prevails. Section L - Instructions, Conditions, and Notices to Offerors, 3. PART III – TECHNICAL PROPOSAL, (b) Subfactor 2 – Transition: The offeror shall provide a plan for transition into contracted locations (including initial site survey) with emphasis on the following: Section M – Evaluation, A. Technical Acceptability Factor., Subfactor 2 – Transition: The offeror shall demonstrate a plan for transition into contracted locations (including initial site survey) with emphasis on the following:

Section L is an instruction that tells offerors what they shall provide as their proposal, or elements thereof. Section M is the instruction that says what that proposal, or element, shall demonstrate regarding how the plan is going to be implemented, process, or work in order for the government to evaluate. (i.e. how will the retention plan be implemented in order to retain personnel is a demonstration for Section M whereas submitting a plan is the requirement in Section L)

NAICS: FAR 52.204-8 (page 120) states that the NAICS for this acquisition is 561210. FBO also lists

The NAICS that this will be awarded under is 561210. NAICS 488119 was listed at the beginning of this requirement during the Sources Sought posting.

NAICS 488119 as applicable. Is NAICS 488119 applicable?

DD 254: AFFARS 5352.204-9000 (page 113) references a DD 254, but DD 254 was not issued as part of the solicitation. If applicable, will the Government please provide the DD 254?

Yes, the DD254 will be provided.

Essential Contractor Services Plan: DFARS 252.237- 7024 (page 131) states that the offeror shall provide with its offer a written plan describing how it will continue to perform the essential contractor services. Section L does not specify such a plan.

Please clarify.

This provision is required due to the FAR and is not an evaluated portion of this RFP but a requirement for the contractor to provide a plan for the essential services, identified in PWS paragraph 3.6.3, so that the government can be prepared.

FAR 52.245-2 (page 82) states that the contractor shall be responsible for replacement of the Government property listed in Attachments 2 – 4.

In order to assess replacement probability and cost impact, will the Government please provide the unit cost, age of the property, and any maintenance records and/or condition of equipment?

The government has provided all necessary information regarding the equipment in the Attachments for GFP. There should be make, model, serial, or any other identifiable numbers available for the contractor to determine the necessary costs.

Material Management and Accounting System:

PWS 3.2.7.8, 3.3.7.8, and 3.4.7.8 require that the contractor “maintain an acceptable material management and accounting system.” Please clarify what this entails since DFARS 252.242-7004, Material Management and Accounting System, which defines the MMAS criteria, is not applicable to small businesses.

ANSWER: To clarify, the government will be updating the verbiage in the PWS.

BACKGROUND: PWS Modification required. Update PWS 3.2.7.8, 3.3.7.8, and 3.4.7.8 from “maintain an acceptable material management and accounting system” to “maintain an acceptable property management system.” This will align properly with the DFARS 252.245-7003, Contractor Property Managemet System Administration and FAR 52.245-1(f) Government Property, Contractor Plans and Systems.

PWS 4.2.4 identifies the “distribution infrastructure” to support contractor purchased internet services in living/billeting quarters as a Government finished service. Is it the Government’s intention to include satellite dishes, modems, and access points as part of the infrastructure? If not, what does this service include?

The Government will not provide any satellite dishes, modems or access points.

3.1.12.1 - Are as-built drawings complete? Do they meet PWS standard for electronic drawings in this paragraph?

As-builts are currently in PDF format, but all future as-builts shall be in compliance with PWS standards.

3.x.5.14 - Please confirm that all contractor personnel who require long-term (6 months or more) access to federal facilities must obtain a CAC card, as per the standard in 3.z.5.14. This seems to contradict the requirement in 4.2.5 to only provide CAC cards to contractor personnel required to access DoD networks in support of PWS requirements.

The intent is all permanent contractors that access government facilities to have CACs to meet Homeland Security Presidential Directive 12 requirements. This isn't for short-term personnel who only access government facilities on an infrequent basis.

3.x.6.11 - The 15 performance standards reference AFI 33-580, Spectrum Management. This AFI is obsolete.

Can you please provide the current AFI and associated reference paragraphs you would like us to price.

The Government acknowledges the incorrect AFI reference and will be updating the RFP (the correct AFI reference is AFI 17-220).

3.2.5.2 Performance Standard c) - Regarding PWS

3.2.5.2, Performance Standard c), are two armed

The intent is to have 2 armed Contract Security Professionals working per shift, 24/7/365.
