SUMMARY OF CHANGES

A. The purpose of this amendment is to reply to the questions raised from prospective offerors and incorporate changes into General Provisions in Section J. Followings are the offeror’s questions and the Government’s responses to them.

B. Question 1: In accordance with General Provision 01 11 00 para.1.2 Design Engineers, Experience Matrix, Fire Protection, the qualification of 1st Class Shoubousetsubishi is required. However, I cannot find 1st class.

Answer 1: See Revised General Provisions with revision mark 1, attached to this amendment.

C. Question 2: IAW General Provision 01 11 00 para.1.2 Design Engineers, Experience Matrix, Mechanical, Mechanical Engineer with professional registration is required, please clarify what kind of certification.

Answer 2: See Revised General Provisions with revision mark 1, attached to this amendment.

D. Question 3: If our past performed projects were contracts of the Government and evaluated by the Government using CCASS system, it might be convenient for us to submit CCASS, DD2626 instead of PP Questionnaire.

Answer 3: 374 CONS will accept CCASS (DD2626) sent by the contracting activity/evaluator. In the case, PPQ, Part I shall be filled out by offeror and send it to contracting activity/evaluator. The Contracting activity/evaluator shall fill out Part II and send it together with DD Form 2626 directly to 374 CONS by the specified date.

E. Question 4: In regard to page 39 of 45, Part 3 PP information, “with a project value between Y5,000,000 and Y100,000,000.” I wonder if a PP project is more than Y100,000,000 how will the project be rated?

Does it have a flaw as a PP?

Answer 4: Relevant contract and project value (for both design-build and construction only projects) are specified at the RFP, Section L, YCL004, para I.3.a. Relevant performance information on each offerors will be evaluated in accordance with the RFP, Section M, YCM001, para A.3.b.

F. Question 5: RFP, p. 38, iii) excerpt: “If using subcontractor(s) to demonstrate capability for a major functional discipline, proposed verbiage of the partnering agreement must be submitted and deemed acceptable by Contracting.” Could you please provide us with a sample for the partnering agreement?

Answer 5: The document will be acceptable if it is a formal agreement written in English and it satisfy the requirements specified in Section L, YCL004, para. I.1.a. No samples will be provided.

G. Question 6: RFP, p. 39, PART II, d: The breakdown PDF files (15. Atch 5e and 16. Atch 5f) are included in the solicitation documents. Our understanding is that the PDF files should not be submitted along with bid documents. Is our understanding correct?

Answer 6: That is correct. The offerors will not be required to submit them unless the Government request the offeror to do so.

H. Question 7: RFP, p. 37, I. Specific Instruction, 1.PART 1 – Technical Proposal states “All typing shall be a font size of Times New Roman-12 pitches, with top/bottom, left/right margins of 1 inch.” Should this format be applied to “personnel resumes” and “the mock project design drawings”?

Answer 7: For resumes, font can vary as long as minimum font size is no smaller than Times New

Roman-10 and no larger than Times New Roman-14. For Design Drawings, font size shall be no smaller than

FA5209-11-R-0004

Times New Roman-8. A3 sheet are acceptable for printout of drawings instead of A4.

I. Question 8: RFP, p. 37, I. Specific Instruction, 1. PART 1 – Technical Proposal states “no more than 50 pages excluding the Executive Summary, ,,,” Could you please let us know what “the Executive Summary” specifically means?

Answer 8: Executive Summary will highlight key strengths a bidder has to offer. It is a clear and concise
