If using subcontractor(s) to demonstrate capability for a major functional discipline, either a partnering agreement must be submitted or prior relationship with the subcontractor established by listing projects where they were utilized for similar work. Projects submitted for consideration under past performance in Part III below will also be used to evaluate breadth and depth of offeror’s technical skills. Breadth refers to how diverse is the type of work handled by the offeror in the past. Depth of experience is defined as offeror’s ability to handle projects varying in value.
(iv) Concept Design and Price Proposal for MACC Mock Project: Concept design is in compliance with the Scope of Work (SOW), applicable codes and other requirements, is deemed complete, executable, and presents offeror’s perspective idea clearly without any conflicts. Personnel can be assigned to more than one project. However, in order to meet standard for simultaneous execution plan, minimum staff as noted in MACC General Provisions for site supervision must be present 100% of time at every site during construction.
b. Offeror's technical proposal shall include all the requirements identified in the five (5) technical subfactors above. The Government will evaluate the information submitted under the five (5) subfactors as explained in Section M, YCM001, para.A.1.a through e corresponding the respective subfactors.

H. SECTION M - EVALUATION FACTORS FOR AWARD
Paragraph A.1, “Step 1, Technical Acceptability” and paragraph A.2, “Step 2, Price Evaluation” have been mailto:makoto.uchino.jp@yokota.af.mil mailto:namiko.kaneko.jp@yokota.af.mil modified as follows. Paragraph A.4, “Step 4, Award of the MACC Seed project”, has been deleted in its entirety. The rest of YCM001 read the same as in the RFP.
YCM001 BASIS FOR CONTRACT AWARD
This is a competitive best value source selection in which competing offerors' past performance history will be evaluated on a basis significantly more important than cost or price considerations. By submission of its offer, the offerors accedes to all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements, in addition to those identified as evaluation factors or sub factors.
All technically acceptable offers shall be treated equally except for their prices and performance records.
Failure to meet a requirement may result in an offer being determined technically unacceptable. Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale.
A. The evaluation process shall proceed as follows:
1. Step 1, Technical Acceptability. The government evaluation team shall evaluate the proposals overall technical acceptability as “Acceptable” (A); “Not Acceptable” (N) and “Reasonably Susceptible of Being Made Acceptable” (R). Each sub-factor has multiple elements which will be assigned an Acceptable or Unacceptable rating during the technical evaluation. The overall subfactor will be given a rating of (R) if it is unacceptable in only one of evaluation elements. The overall subfactor will be given a rating of (N) if it is unacceptable in more than one of the evaluation elements. Any proposal rated (N) for any one overall subfactor will not be considered award. The proposals shall be evaluated against the following five (5) subfactors:
a. MACC Key Program Management: The standard is acceptable when the offeror provides:
- An organization chart showing reporting chain, lines of communication and levels of authority for specific functions performed by design, and construction teams along with interface between corporate office and project team.
- Proposed key personnel with appropriate work experience, education/certifications requirements as noted in General Provisions, Section 01 01 00, para 2.9 who will be utilized for execution of work.
- Demonstrate subcontract management and control can be accomplished in accordance with para.1.7 and 2.9 of section 01 01 00 and para.1.1 of section 01 11 00 of the MACC General Provisions, Attachment 1, Section J.
A list or table shall be provided for personnel who will be assigned various key management responsibilities for this acquisition. It shall include education, license / certification, date it was obtained in parenthesis next to it and whether or not it is still current, and their total number of years of relevant experience for defined role. Any information included in past performance projects regarding subcontractors, key personnel who may be the same as ones proposed for this acquisition will be included in evaluation of offer’s Program Management capabilities. Required qualifications of personnel for their assigned role will be verified during award of each task order, so resumes are not necessary.
b. MACC Quality Control Plan: The standard is acceptable when the offeror submits a detailed quality control plan which should be reasonable and executable broad enough to address all aspects of quality control to include responsibility for surveillance of work, criteria for acceptance, rejection, documentation that will be maintained and submitted, resolution of deficiencies, trend analysis and corrective action, reporting chain for on-site QC person and interface with government inspectors and engineers at each stage of design and construction.
c. MACC Technical Support Staff/Key Subcontractors: The standard is acceptable when the offeror provides a list of technical support staff/key subcontractors identifying duties or major functional discipline, numbers of personnel, skill levels (certificates), and experiences for the following functions – design engineers, construction engineers, English speaking representative/translator, etc., and subcontractors for major functional discipline, such as electrical, mechanical, heating and air conditioning, paving, landscaping, painting, roofing, plumbing, and civil work, etc., as applicable.
Depth of experience is defined as offeror’s ability to handle projects varying in value.
d. Concept Design and Price Proposal for MACC Mock Project: The standard is acceptable when concept design is in compliance with the Statement of Work (SOW), applicable codes and other requirements, is deemed complete, executable, and presents offeror's perspective idea clearly without any conflicts. The offeror's proposal shall include concept design, list of applicable U.S. specifications, and a write-up explaining the basis of design for the MACC Mock Project No. ZNRE 10-1238, Renovate Rm 109, Bldg 620, Yokota Air Base, Japan, based on the MACC Mock Project Statement of Work (SOW), Attachment 4a in Section J. The design will be deemed complete and usable if it can be executed without necessitating additional changes to the existing building space and infrastructure. The Government will not award this mock project as a result of this solicitation. It should be assumed that furniture and detachable equipment will be government furnished items.
e. Phasing Schedule Execution Plan: The standard is acceptable when the proposed staffing and schedule presented for the scenario provided in Attachment 4b, Section J. The proposal shall adequately addresses how offeror will manage multiple projects that need to be executed simultaneously. The offeror's proposal will provide organization charts for each project showing staffing of key positions using appropriately qualified personnel. Key positions will, at a minimum, include personnel described in Section 2.9 of MACC General Provisions and English Speaking Representative required on the job-site. Offeror will also submit bar charts for individual projects showing timelines for completing all required work. Schedule for each project will be deemed reasonable if overall timeframes proposed by the contractor does not exceed government's estimated timelines by more than 25%. Schedule will be deemed achievable if adequate time is allotted for all activities taking into consideration required levels of oversight and the fact that building(s) may remain wholly or partially occupied during execution of work. Personnel can be assigned to more than one project. However, in order to meet standard for simultaneous execution plan, minimum staff as noted in MACC General Provisions for site supervision must be present 100% of time at every site during construction.
2. Step 2, Price Evaluation. The government will evaluate price proposal for the MACC Mock Project, Attachment 4 in Section J, submitted by the offerors being determined technically Acceptable or Reasonably Susceptible to Being Made Acceptable. The government may use various price analysis techniques and procedures to ensure reasonableness and affordability of the proposed price in conjunction with the proposed concept designs in para.A.1.d above. Unreasonable price proposal such as unrealistically low or high price or unbalanced price allocation of work may be grounds for eliminating a proposal from the competitive range.
I. By issuance of this amendment, you are invited to submit a revised Technical Proposal , Price Proposal for MACC Mock Project, ZNRE 10-1238, Renovate Conference Room 109 in B-620 at Yokota AB, and Past Performance Information. Your revised offer should be received by this office no later than 1400hours, 21 Dec 11. The offer must be signed by an individual authorized to bind the company. With the revised Technical Proposal and Price Proposal for the mock project, you are further requested to acknowledge the Amendment 0001 thru 0009 by completing Section A of Standard Form 1442 revised by Amendment 0009, attachment of this amendment. Your revised offer must be received by the date/time shown above and is subject to FAR 52.215-1, Instructions to Offerors - Competitive Acquisition.
