APPENDIX G

Level of Effort (Amendment 3)

1.0 GENERAL. Paragraph 2 identifies the required Materiel Serviceability Rates for the GPMS program. The specified serviceability rates, when combined with the requirements of the PWS and applicable appendices, provide the information necessary to determine the level of effort for the GPMS Program.

1.1. Materiel Serviceability Metric. Materiel serviceability is the expression of the percentage of equipment that is serviceable and in proper condition to perform its designed function or purpose. Refer to PWS Section A, Paragraph 3.1.8 for description of the type of equipment that shall be included in the total population for the materiel serviceability rate. Deployed assets and assets in reconstitution shall not be included in the total population when calculating materiel serviceability rates. However, assets that have completed the reconstitution process or assets that have exceeded the specified reconstitution timeline identified in PWS Section A, Paragraph 5.5 shall be included in the total population when calculating materiel serviceability rates.

1.2. Materiel Serviceability Rate Calculation. The Materiel Serviceability Rate for all functional areas shall be calculated as identified below. The contractor’s materiel serviceability deliverables submitted in response to PWS Appendix B shall identify the unserviceable items and total percentage with a supply delay status.

Notes:

1. “Unserviceable for Maintenance” includes scheduled and unscheduled/corrective maintenance that renders an item from performing its designed function or purpose.

2. “Unserviceable Maintenance Delay” does not include supply delay. However, supply delay ends upon receipt of all backordered parts associated with a work order.

2.0 Functional Area Serviceability Requirements.

2.1. Aerospace Ground Equipment (AGE)/Munitions Materiel Handling Equipment (MMHE). The contract required Materiel Serviceability Rate for AGE/MMHE assets is 95%.

2.2. Basic Expeditionary Airfield Resources (BEAR. The contract required Materiel Serviceability Rate for BEAR assets is 95%.

2.3. Fuels Support Equipment (FSE). The contract required Materiel Serviceability Rate for FSE assets is 95%. Additionally, the contractor shall use the information and format in the attached information in the enclosed App G, 2.3, FSE LOE.xlsx for Appendix G calculation and reporting.

2.4. Vehicles: The contract required Materiel Serviceability Rate for vehicle assets is 95%.

2.5. Force Protection (FP)/Security Forces (SF). The contract required Materiel Serviceability Rate for FP/SF assets is 95%

2.6. Rapid Airfield Damage Repair (RADR). The contract required Materiel Serviceability Rate for RADR assets is 95%.

2.7. RED HORSE (RH). The contract required Materiel Serviceability Rate for RED HORSE assets is 95%.

3.0 CONTAINERS. Air- and sea-worthiness certifications shall be 100% current for all GPMS containers. Unless stated differently in applicable guidance, the certification for new containers, unless damaged, is good for five (5) years from the date of manufacture. After the initial certification expires, the contractor shall inspect and re-certify containers no later than the 30th month since the previous certification date. The contractor shall completely empty containers when performing re-certification inspections.

4.0 MATERIEL MANAGEMENT.

4.1. Inventory Accuracy: 95% (monthly)

4.2. Date of Last Inventory (DOLI): 100% current

5.0 OUTLOAD. GPMS Contingency and Exercise Taskings shall meet the required Ready-to-Load Date (RLD), Port Cutoff Date (PCD), or Required Delivery Date (RDD). With the exception of retrograde taskings (e.g. assets tasked to return to depot). The contractor shall ensure one hundred percent (100%) of contingency and exercise taskings meet the designated RLD/PCD/RDD. With contracting officer approval, the Government will only exempt RLD/PCD/RDD issues that are outside the contractor’s control.

6.0 RECONSTITUTION: The contractor shall reconstitute assets to full serviceability status within 60 calendar days after receipt of the assets at the GPMS storage location. The contractor shall inspect and accept assets upon return, place them into reconstitution status, schedule and perform all required maintenance and corrosion control actions, and order all required parts. With contracting officer approval, the Government will only exempt the contractor from the 60-day reconstitution requirement for issues that are outside its control.
