If the Government fails to properly coordinate and execute the required National Environmental Protection Act (NEPA) actions, then the contract award and performance could be significantly delayed or halted.

Transfer

The Government will develop and utilize source selection criteria to evaluate offeror's Logistics Sustainment Plan. This plan should clearly outline the offeror's source of supply, the vendor's availability of parts and supplies and the supply-transportation methodology to ensure adequate logistics support.

AMIC has formed an EIAP team consisting of representatives from ACC

A3T (the requirement owner), ACC A8BA (Basing) AFIMSC Det 8 and the

AFMC NEPA Division (AFCEC/CZN). This team conducts weekly planning meetings and conducted a NEPA Scoping meeting 9-11 May 17. This team will continue to meet weekly throughout the EAIP planning and execution process. AMIC CO/PM will ensure the contract task orders are not awarded until the EA/EIS actions are complete.

If the contractor's aircraft modification execution doesn't meet the PWS desired timelines, or fails, ADAIR support will be deficient, and vital pilot training opportunities delayed or missed.

The Government will identify the threshold and objective aircraft attribute requirements across the enterprise and specify required capabilities by option years. Source selection criteria will evaluate an offeror's aircraft attribute modernization plan. This plan should clearly outline the offeror's capability to acquire suitable aircraft, in sufficient quantities, modify as required with respect to required threshold/objective aircraft performance attributes. AMIC has identified the State Department/ATF and USAF Airworthiness office as advisors to assist in evaluating the contractors mobilization plan. At a minimum offerors must have an interim Third Party Transfer and a purchase approval letter, indicating a valid aircraft purchase. Post-award the government will closely monitor the contractors execution of their mobilization and modification plan.

If the contractor fails to execute an effective mobilization plan

(provide/modify aircraft) to meet Government requirements, then ADAIR support will be deficient and scheduled training will not occur.

AMIC PM and CO must engage closely with the USAF Airworthiness

Technical Airworthiness Authority to ensure airworthiness criteria is clearly outlined and communicated to prospective offerors. The CO must compile an Aircraft Airworthiness Data Package (AADP) with each contractor to present to the TAA for approval. Any aircraft later requiring modification must also process through the AW TAA for approval. This effort must be accomplished efficiently, or delays to mission execution, or insufficient aircraft will negatively impact the

ADAIR mission. The AW office will provide training to the CO, PM, and

DRQ to ensure the key government personnel fully understand the AW process. Additionally, the USAF AW Office offers AW training to interested Contractors to enhance their understanding of the AW process.

The Government will clearly identify required aircraft systems performance attributes within the PWS and communicate these to

Industry throughout the acquisition process. The threshold and objective aircraft attribute requirements will be specified by option years. Source selection criteria will evaluate an offeror's Aircraft

Modification Plans. AMIC will utilize a variety of SME sources (OEM, ALC

SPOs, MAJCOM staff and USAF AW office) to evaluate the feasibility of modification plans.

If the contractor's logistics sustainment plan isn't robust with credible vendors and an effective supply-transportation chain, then aircraft availability will be degraded with significant impact to the ADAIR support mission.

7 ACC A3TO/GFRs Technical

If the contractor fails to follow safe ground operating procedures, then there is increased and significant risk to aircraft, equipment, facility, personnel or the local civilian community.

4 H Control

Control

The contractor will be required to provide flight operating procedures for each operating location IAW with AFI 10-220; these procedures will be reviewed and approved by the Government during contract transition. The Government also must ensure the contractor's receive local area orientations, are aware of airfield cpability risks and adhere to the local Flight Crew Information Files (FCIF) and in-flight guides. The

GFR has the responsibility to surveil contractor flight operations and have focused attention on contractor performance to ensure safe operations. Operating location active duty flight leaders must augment the GFRs efforts and be "eyes and ears" of the GFR to solidify the surveillance of flight operations. The Government should include the

Contractor’s Aviation Safety team within the established Wing/Group

Flying Safety process. If the contractor does not follow the Government approved Flight Operations Plan the CO can/will direct the contractor to cease operations.

The contractor will be required to be compliant with all applicable FAA requirements, ISO 9001; 2015 and AFI 10-220 ground operating procedures. The submitted contractor procedures will be reviewed by the Govt during contract transition. Final approval will be executed by the GFR.

If Govt does not have authorizations for dedicated, assigned and adequately trained personnel (GFR/GGR positions) appropriately focused to execute contractor oversight, then

Govt surveillance of contractor flight and ground operations will be ineffective, increasing the likelihood of safety incidents.

The PWS will outline required pilot qualifications and experience levels.

Contractor will be required to provide pilots with qualifications and experience that meet/exceed AFI 10-220. ACC A3T will prescribe the qualification criteria for a contractor ADAIR pilot for inclusion into the

PWS. The GFR has an ongoing responsibility to ensure contractor pilots are qualified. The Government will ensure pilots are operationally ready to conduct flights in their assigned location. The pilots must be knowledgeable and current in local flight operating procedures, be fully briefed on area nuances and ready to safely integrate their flights into the operating location's environment.

14 ACC A3TO/ GFRs Technical

If the contractor fails to provide qualified, experienced pilots, then the Government will be exposed to significant degradation of operational capabilities and delays in mission execution.

The contractor shall have a Quality Management System compliant with

AS9110 and AFI 10-220 that identifies risk mitigation, safety adherence, PWS/SDS compliance, key personnel compliance with PWS and QMS audit schedule. The Quality Management System will be evaluated in practice as part of the initial contract performance review IAW AFI 63-

138.

Control

The Government will award task orders with required flight hours and aircraft performance attributes. GFRs, GGRs, the ADAIR PM and CO must monitor sortie/flight mission effectiveness for each task order utilizing assigned Service Summary metrics. The GFR/GGR must initiate

Corrective Action Requests (CAR)s to contractors for any non-conformance.

Control

Permanently assigned GFR and GGRs is the most effective solution. If feasible, identify and POM for manning authorizations required to perform oversight duties. In the short term identify and acquire appropriate training for Govt pilots and maintenance personnel to perform these duties. This approach can also be the long-term solution but will require leadership focus to ensure oversight duties are effectively executed. AMIC/DRQ, ACC/A3T and ACC/A4 will perform semi-annual surveys of execution of duties.

Conducted extensive Market Research to include Sources Soughts/RFI, Industry Days, and one-on-one sessions; based on information gained, determined "viable pool" of contractors, which should enable adequate competition for subsequent Task Orders.

If the Government doesn't ensure adequate liability insurance for the risk of damage or loss to public/Government personnel, facilities, and equipment. Then the Government/contractor may be subject to catastrophic financial loss.

3 H Assume

Contract PWS will be written for contractor to be liable for any and all damages to contractor owned equipment/personnel by securing an insurance policy with coverage limits identified by the Contracting

Officer. The coverage limits will meet all limits in Table 2 of AFI 10-1001, Civil Aircraft Landing Permits. In order to mitigate the risk to

Government/public assets, AFI 10-220 will be utilized as a mandatory compliance document; the Contractor's Flight and Ground Risk clause will not be incorporated into the contract. It is critical that the Govt ensure the GFR, GGR and Aviation Safety Team remain focused in the execution of their duties as outlined in AFI 10-220.

If the contractor fails to provide trained and qualified ground operations personnel to ensure safe, reliable aircraft, then the

Government will be exposed to significant degradation of ground operational capabilities and delays in mission execution.

Within the PWS, contractors will be required to comply with the requirements of AFI 10-220, the CFR Part 135 and all airworthiness bulletins. All of these documents require the contractor to provide and ensure ongoing training/qualification currency of ground operations personnel. AFI 10-220 requires submission of a Ground Operations Plan

(GOP). The GOP requires contractors to develop/continually utilize a master training plan for personnel to ensure required qualifications/certifications are met. The GGRs will surveil contractor ground operations to verify personnel training and safety of ground operations. The Govt will review submitted contractor GOPs to ensure a thorough approach to ground operations. GGRs will audit contractor procedures during the initial contractor performance review and periodically audit throughout contract execution.

If the Government fails to award to companies that understand the complexities involved with the required capabilities, then performance and delivery schedule may be severely impacted.

The Government hosted both an ADAIR Forum and an Industry Day to communicate the requirement and seek Industry input. The

Government also compiled market research data and determine those companies with legitimacy as potential adversay air providers. The

Government will also clearly identify the requirements with the PWS, Appendices and RFP sections L & M and post on FBO. Finally, the

Government will conduct a pre-proposal conference to enhance performance and delivery understanding.

If mission requirements result in multiple contractors operating simultaneously at a particular location on-base, then this could significantly stress base infrastructure/support capacity requiring more government effort to ensure effective integration and safety.

The Government must identify clear operating procedures at locations where multiple contractors are likely to perform services simultaneously. The Government's intent is to not utilize multiple contractors at a given location.
