MEMORANDUM FOR INDUSTRY

FROM: HQ ACC AMIC/PKB

SUBJECT: Solicitations No. FA4890-17-R-0007 - Combat Air Forces (CAF) Adversary Air

(ADAIR), Acquisition Strategy Update for Additional Requirement - Contractor

Close Air Support (CCAS)

1. AMIC was tasked to investigate the feasibility of incorporating Contractor Close Air

Support (CCAS) under the existing ADAIR effort as a single, centrally managed program for

CONUS operations. An RFI in support of this emerging analysis was posted to FBO on 1

December 2017. Based on market research and Industry responses to the RFI, the Government has decided to incorporate the CCAS requirement as part of the current CAF ADAIR program.

The purpose of this notice is to inform interested parties regarding changes to the acquisition strategy, as well as conducting market research to identify parties having an interest in and the capabilities to provide CCAS support as part of the overall effort. Currently, the Government is considering having two separate pools under the IDIQ, one for ADAIR services and one for

CCAS services.

2. The Government is seeking industry input from all sources at this time to determine what resources are available. This input will contribute to determining the acquisition strategy.

Interested Small Business concerns are highly encouraged to respond to this request. The applicable North American Industry Classification System (NAICS) for this requirement is

611512, Flight Training, with a size standard of $27.5M. Interested parties must be registered in the System for Award Management (SAM) under NAICS 611512.

3. The scope for CCAS support would be for contractor(s) to operate, maintain tactically-relevant aircraft, and perform tactically-relevant CAS sorties in support of Joint Terminal Attack

Controller (JTAC) training. Initial planning is for the following locations however that could either increase or decrease in the future.

Serviced Locations:

- Ft Bliss, TX (7 ASOS)

- Ft Riley, KS (10 ASOS)

- Ft Hood, TX (9 ASOS, 11 ASOS)

- Ft Carson, CO (13 ASOS)

- Ft Campbell, KY (19 ASOS)

- Ft Drum, NY (20 ASOS)

- Ft Bragg, NC (14 ASOS)

- Ft Stewart, GA (15 ASOS)

- Ft Polk, LA (Det 1, 20 ASOS)

Examples of tactically-relevant aircraft include, but are not limited to, the Alpha jet, A-4, L-39, L-59, BAC-167, MB-339, L-159E, AT-6, A-29 Super Tucano, T.MK1 Shorts Tucano or other derivative, IAR 823 Brasov, SIAI-Marchetti SF260, or OV-10. There is no contractual preference for turboprop or turbojet/fan aircraft, however, it’s generally recognized turbojet/fan airframes better meet training requirements. The government’s intent is not to replicate fielded

DoD platforms, only the air-to-ground capability to fulfill a training gap for ground personnel.

Contract Performance Requirements. The Contractor shall provide:

- All aircraft, aircrews, and maintenance personnel to support CAS training sorties flown as 2-ship formations.

- Replicated communications, tactics and weapons delivery IAW 3-1, JFIRE, and multiple replicated CAS MWS technical orders to support JTAC training

- Their own ramp, hangars, and operating location conducive to JTAC CCAS Training operations

- De-briefs support (face-to-face desired, VTC or teleconference required)

- Training and feedback to training squadron staff and students to facilitate CTS or ASOS training

- Contractor Flight and Ground Operations Plan in accordance with DCMA 8210.1C/AFI

- Coordination at all applicable state and federal levels to present any required Dangerous

Weapons Permits

- Coordination for USAF Airworthiness Authority Clearance under Public Aircraft

Operations guidance

Expected Initial Scope of Flying Hours (based on standard 20 O&M day month):

- Ft Bliss: 1440 annually (120 hours monthly at 2 T 2),

- Ft Riley: 1080 annually (90 hours monthly at 2 T 2)

- Ft Hood: 2160 annually (180 hours monthly at 2 T 2 T 2)

- Ft Carson: 1440 annually (120 hours monthly at 2 T 2)

- Ft Campbell: 1440 annually (120 hours monthly at 2 T 2)

- Ft Drum: 1080 annually (90 hours monthly at 2 T 2)

- Ft Bragg: 1440 annually (120 hours monthly at 2 T 2)

- Ft Stewart: 1080 annually (90 hours monthly at 2 T 2)

- Ft Polk: 720 annually (60 hours monthly at 2 T 0)

- Numbers above are purely on-station time. They do not account for any transit to/from the operating area.

Supporting Aircraft Requirements:

- Minimum Required Airframe Performance:

o 60 minute on-station time, 100 NM from operating location o 170 KTAS at sea level with external stores o Aerobatic capable and able to sustain 4Gs o Simulate 30 degree diving deliveries o 10,000 feet MSL max altitude o Capable of operating in high Density Altitude environments

- Desired Airframe Performance:

o 90 minutes on-station, 100 NM from operating location o 250 KTAS at sea level with external stores o 60 degree diving deliveries o 15,000 feet MSL max altitude

- Minimum Required Capabilities:

o Visual weapons deliveries o Day and Night-visual (NVG) operations o 2 x BDU-33 carriage and employment (covers 60 min vul) o Strafe with 7.62 or 50 mm munitions; OR 2.75 rocket attacks o 2 UHF radios or 1 UHF/1 VHF radio o Ability to playback HUD with audio (all air and ground parties)

- Desired Capabilities:

o Strafe with 20 mm munitions o 4 x BDU-33 carriage (covers 90 min vul) o Onboard ability to generate target coordinates (Cat 4 minimum) o Able to work with multiple coordinate formats (e.g., Lat/Long, MGRS)

UHF-AM, VHF-AM, VHF-FM

o Digitally aided CAS (DaCAS) Capable

Compatible with fielded JTAC DaCAS equipment

J-series, K-series, CoT messaging o Able to transmit video to JTAC’s fielded VDL device (TAC-Rover) o Day targeting pod capable o Night-operations capable

Targeting pod w/ night capabilities

Able to view JTAC IR marks (friendly and enemy marking)

Able to employ IR marks from asset

Contractor Pilot Requirements:

- Previously DoD trained in CAS mission set

- Previously DoD 2-ship flight lead trained

- US Citizens Only

4. If your firm is interested in and capable of providing the CCAS requirements described in this notice, please address the questions/requests in the Market Research Questionnaire

(Attachment 1) and submit your response to the Contract Manager, Ms. Shiran Zerach, via the

CAF ADAIR inbox, ACCAMIC.DRX.AdversaryAir@us.af.mil, no later than 2:00 p.m. EST on 15 February 2018. Please limit your response to a maximum of ten (10) pages.

5. Please include the following information about your organization in your response:

a Name of Organization, Company CAGE Code, DUNS, Address, Point(s) of

Contact with telephone number and email address;

b Size of Business (Small or Large) and any Small Business Status (8(a), HUB

Zone, veteran-owned, women-owned, etc.);

c Please indicate which NAICS code(s) your company usually performs under

Government contracts for this type of requirement;

d GSA schedule holders should identify their GSA schedule information which supports the services described in this notice.

6. Performance Work Statement (PWS), Appendices and other documents for the required

CCAS support are still in development. In the meantime, a PWS for a similar past effort in support of the Air Force Special Operations Command (Attachment 2) is provided in conjunction with this notice to allow interested parties to better understand the required CCAS services to be performed as part of this effort.

7. Please be aware that this notice is issued for informational and planning purposes only. It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. The Government plans to consider all information submitted in response to this notice. The information will be used within the Air Force to facilitate decision making and will not be disclosed outside of the government.

8. At this time, we are not requesting comments or inputs on the potential impact to include

CCAS in the effort with ADAIR. The Government will continue to update industry as necessary.
