PERFORMANCE WORK STATEMENT
FOR
THE COMBAT AIR FORCES (CAF)
CONTRACT ADVERSARY AIR (ADAIR) SERVICES
HICKAM AFB SUPPORT
SECTION A
DESCRIPTION OF SERVICES
1.0 SCOPE AND COMPLIANCE. The objective of the CAF ADAIR acquisition is to provide realistic advanced adversary air threats from commercial ADAIR sources to support pilot combat readiness training. For the purpose of this document and program, the terminology
“CAF” refers to both the Combat Air Forces and those Formal Training Units (FTU) supplying
Combat Air Forces. This PWS is the task order servicing 15 Wing/154 Wing (WG). This PWS is must be utilized concurrent with the core PWS on CAF ADAIR. The contractor will provide sorties to facilitate 15 WG/154 WG and Hickam AFB missions. ADAIR sorties will integrate as part of the 15 WG/154 WG force in support of adversary air requirements. The Government will identify within Appendix I the required threshold and objective aircraft performance attributes needed to progressively expand aircraft system capabilities to replicate peer combatant threats. CAF ADAIR contractors may support multiple customers/locations across the CAF with Operations and Maintenance services. The contractor will be responsible for all supplies and services to meet task order requierments, except for those outlined in the PWS
Section C, Government-Furnished Property and Services, regardless of on- or off-base beddown.
1.1 Hickam Task Order. Contractors shall provide complete ADAIR services including, aircraft, pilots, aircraft maintenance, program and contract management to meet this PWS requirements. Hickam ADAIR contractor operations are projected to be on-station.
1.1.1 Task Order requirements may expand over time to support additional CAF ADAIR requirements. Additional exercise support for events or an increased required level of support may be best suited to be met through a contractor deployment capability versus a continual presence but is at the discretion of the contractor.
1.1.2 15 WG/154 WG will provide a GFR and GGR and alternates, responsible to the AMIC
Government Program Office (GPO), to surveil flight and ground operations, including deployment locations. GFRs and GGRs will surveil the Contractor using the criteria outlined in the core PWS, this task order, AFI 10-220, Contractor’s Flight and Ground Operating
Procedures, Quality Assurance Surveillance Plan (QASP), and the approved Quality
Management System (QMS).
3.0. OPERATIONS AND MAINTENANCE
3.1. Operations. Contractors will: Provide advanced ADAIR sorties to meet 15 WG/154 WG
Task Order PWS requirements and integrate as part of the sponsoring unit.
3.1.1. Flying hour program. The projected 15 WG ADAIR mission requirements are 3,809 hours, 1.3 Average Sortie Duration (ASD) and 2,930 sorties. The typical turn-pattern is 6 T 4 with a projected maximum pattern of 8 T 6. Included within this projection are night flying requirements of two weeks per quarter. The unit operates on a 5-4-9 compressed alternate work schedule. Weekend support is required one Saturday per month for the lead 19 FS and the 199
FS associate unit. Flying hour program may deviate 5% any given month or annually based upon mission needs and operational scheduling constraints.
3.1.2. Contractor shall also:
3.1.2.1. Ensure all contract pilots are qualified to serve as Red 1 Mission Commander.
3.1.2.2. Ensure all contract pilots are qualified pilots to augment as Baron Controllers.
3.1.2.3. Provide an ICADs capable mission data file for each aircraft to support debrief requirements.
3.2. Contractor Flight Operations Plan (FOP). The Contractor shall operate their aircraft
IAW 14 CFR. Ensure adherence to Government approved Core Contractor Flight Operations
Plan IAW AFI 10-220, and augmented by the 15 WG/154 WG Contractor Flight Operations
Plan. Contractor 15 WG/154 WG FOP must specifically address the following:
3.2.1. Integration of operations with: AFI 11-2F-22AV3, 154 OG Supplement, F-22A
Operations Procedures, 27 Jan 2015; 154th Wing and FACSFAC Letter of Agreement, Coordination Procedures for Air Defense Aircraft Attached to the HIANG (23 Nov 2011), HIANG Letter of Agreement, Air Traffic Control Procedures for HIANG F-22 and Hosted
Fighter Aircraft (15 Aug 2014); FACSFACSDINST 3120.1F, Promulgation of the Manual of
Eastpac and Midpac Fleet Operating Areas (23 Aug 2008);
3.2.2. Integration of flight safety operations with 15WG WI 91-202, The 15th Wing Mishap
Prevention Program (23 Feb 2012) and 15WG BASH Plan, Bird/Wildlife Aircraft Strike
Hazard Plan (30 Sep 2011).
3.2.3. A program to provide to the supported unit a complete ICADS-compatible mission file for all participating Contractor aircraft, not later than 30 minutes after the last Contractor aircraft landing, to support debrief requirements.
3.2.4. A program to integrate assigned pilots into 15 WG/154 WG Baron Control checkout and scheduling.
3.2.5. Typical profiles will require contract aircraft to travel to the Warning areas: W188, W188 Rainbow, W189, W190, W192, W193, and W194 Surface to Unlimited with a 1000’
ACBT floor, including MELA, NENE, MAKO, LONO and RYAN ATCAAs.
3.3. Ground Operations Plan (GOP). The Contractor shall maintain the aircraft IAW applicable FAA regulations and standards. Ensure the GOP includes all procedures required by
AFI 10-220, plus any hazardous ground operations not specifically mentioned in the core PWS but required to operate at Hickam AFB. Ensure adherence to Government approved Core GOP in accordance with AFI 10-220, and 15 WG/154 WG GOP.
3.3.1. Ensure contractor OL GOP is integrated with (INSERT 15 WG/154 WG MX
REGULATIONS)
3.3.1.1. Maintenance personnel shall receive Joint Base Pearl Harbor Hickam (JBPHH) flight line maintenance support training as it pertains to flight line vehicle operations (day and night), maintenance safety requirements, Foreign Object Damage (FOD) prevention and reporting, flight line security, aircraft tow procedures including runway crossing, and all other subjects as deemed necessary by the 154OSS / OSA Airfield Management /154MXG Maintenance Group / and 154OG/SA Sentry Aloha to ensure safe flight line maintenance operations. This training will be provided by appropriate organizations if certificates are deemed acceptable by the responsible party.
3.3.1.2. Acceptance and loading of equipment provided as Hickam GFE in Appendix D.
3.3.2. Integration of ground operations with 15WG WI 91-202, The 15th Wing Mishap
Prevention Program (23 Feb 2012).
3.3.3. Integration of scheduling with (INSERT HICKAM LOCAL SCHEDULING
REGULATION)
3.3.3.1. Airspace scheduling is accomplished in co-ordination with FASFAC (Navy) through the HH Raptor Scheduling Shop or internally by contractor for non-government related flying events.
3.3.3.2. During Sentry Aloha, combat scheduling will be used. Sentry Aloha are two-week exercises conducted in January and March.
