Market Research Questionnaire
Contractor Close Air Support (CCAS)
Your responses will be used in the formulation of an acquisition strategy solely for the Market
Research purposes of the Government. Please address the following questions/requests:
1) Do you intend to submit a proposal as a prime contractor for this requirement?
2) Submit evidence of experience and ability to provide program management of a large and technically complex pilot combat readiness services type contract. Provide references and points of contact.
3) Please include brief information on your company’s technical and financial resources to be able to meet the program requirements of this nature and size as detailed in the documents posted to the Federal Business Opportunities website.
4) Please address your company’s ability to manage and integrate subcontract efforts.
5) Include evidence of your company’s ability to provide program management of sites at geographically-dispersed locations for services similar to the CCAS requirement.
6) If a small business, submit a statement that your company is certified and qualifies as a small business concern as specified for service industries with North American Industry
Classification System (NAICS) Code 611512, Flight Training, with a corresponding size standard of $27.5M in average annual receipts (usually is the average of the concern’s receipts for the last three completed fiscal years).
7) If operating from an off-base location, what are the ease and feasibility of setting up sites at commercial airfields? What's entailed?
8) What do you see as the security requirement for your company’s aircraft operating from an off-base location? How do you plan to ensure your aircraft have the appropriate security protection?
9) If operating from an off-base location, what is your plan to store/handle explosive/hazardous items?
10) How does your company ensure the structural integrity of your CCAS aircraft?
11) How many aircraft do you currently have in-country available and capable to meet
CCAS requirements?
12) How many locations do you intend to propose to (of the 9 initial locations)? If so, which ones?
13) Does your company have a facility clearance? What facility clearance level does your company currently possess? What is your company cage code and DUNS number?
Additional Questions (only for companies that DID NOT submit a response to the RFI posted to FBO on 1 December 2017)
14) Has your company previously provided contract CAS (CCAS) to DoD agencies?
a. What is the contract number?
b. Type aircraft utilized?
c. What geographic locations?
d. What type missions and munitions expended?
15) What is your company’s inventory of aircraft (type/MDS/munitions dispensers/bomb racks that you would apply to CCAS? Please include with each
MDS your ability to meet each required and desired performance and capability?
Also include your minimum runway operating length by MDS.
16) Have your aircraft been certified “airworthy” by the USAF Airworthiness offices?
17) Are your company’s aircraft currently committed to DoD contracts?
18) Have you provided services with a contractual requirement to operate IAW
DCMA 8210 instructions?
19) Have you developed general or site specific Flight Operations Plans and Ground
Operations Plans?
20) What type and dollar amounts does your company have in the form of liability insurance?
21) What is your logistics support plan for your aircraft inventory in general terms?
22) Please provide suggestions for civilian airports you could use to service the listed
DoD installation(s).
23) At locations where you have provided CCAS services what procedural steps did you take to ensure environmental requirements (National Environmental Policy Act) requirements were met?
24) What is your company’s staffing with respect to qualified pilots?
25) Where would you recruit additional pilots if required to support this effort?
26) What is your company’s policy and procedures to acquire trained qualified pilots?
27) What is your company’s requirements for pilot currency and proficiency?
