SYNOPSIS
This notice replaces all previous notices for Request for Proposal (RFP): FA4890-15-R-0004. Air Combat Command, Acquisition Management Integration Center (AMIC) intends to award a single award, hybrid contract comprised of cost reimbursable, fixed price and cost plus fixed fee contract as a result of this RFP for War Reserve Materiel (WRM). The North American Industry Classification System (NAICS) code for this requirement is 561210 with a corresponding small business size standard of $38.5M. There is no set-aside and the requirement will be full and open competition. The RFP posting will be on around 25 Jun 2015 and the RFP closing date is TBD, 3:00 pm, EDT. The Government expects to make award on or about 1 July 2016 based on availability of funds. Notice to Offerors: Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.
The contractor shall perform IAW the standards outlined in the Performance Work Statement (PWS) as posted with the final RFP. The Contractor is responsible for receipt, inventory, accountability, maintenance, repair, periodic inspection and test, serviceability, marking, storage, security, shipping, and reporting of USAFCENT WRM resources. Pre-positioned equipment includes but is not limited to: Basic Expeditionary Airfield Resources (BEAR); medical equipment and supplies; munitions and munitions handling equipment (MMHE); Tanks, Racks, Adapters, and Pylons (TRAP); Fuels Support Equipment (FSE); vehicles; Aerospace Ground Equipment (AGE); Sustainment Pavement Repair (SuPR) Kits, Mine-Resistant Ambush-Protected (MRAP) vehicles; war consumables; associated Mobility Readiness Spares Packages (MRSP); and Peacetime Operating Stocks (POS) at designated operating locations (OLs). The Contractor is responsible for the maintenance and repair of Government-furnished facilities (GFF) at specified locations while meeting environmental compliance requirements as well as maintenance and repair of Government-furnished property (GFP). When tasked, the Contractor performs outload of WRM assets in support of operational contingencies and exercises; additional support may include performing serviceability checks, deployment out-load, in transit visibility (ITV), receipt, set-up, inventory, sustainment, condition sampling, redeployment or onward movement of assets/systems, assisting in tear-down and subsequent redeployment of WRM assets/systems. Upon return of WRM assets, the Contractor reconstitutes the equipment to a serviceable condition or disposes of it as directed by the Government.
Current WRM storage and maintenance locations are: Al Udeid AB (AUAB) and Falcon 78, Qatar; RAFO Thumrait AB, RAFO Masirah AB, and Salalah Port, Sultanate of Oman; Al Jaber AB (AJAB), Kuwait; and Al Dhafra AB (ADAB) and Abu Dhabi Warehouses (ADWH), United Arab Emirates (UAE). The Contractor may be tasked to support future WRM storage sites within the USAFCENT AOR by relocating the current WRM inventory based on USAFCENT location requirements.
Offerors must be registered in the Online Representations and Certifications Application (ORCA) site found at http://orcabpn.gov/ and the System for Award Management (SAM) www.sam.gov under the applicable NAICS code.
The Government will use the Internet and email as the primary means of disseminating and exchanging all information pertaining to this requirement. Interested parties should review the documents posted and provide any comments via e-mail to the POCs listed below. It is the offeror’s responsibility to monitor the Internet for any changes to the RFP, if necessary. Hard copies of documents posted on FBO will not be made available. The Government will consider and respond to all inputs received. All responsible sources may submit an offer and each offer will be considered.
