Question Reference

(i.e. PWS or RFP Paragraph)

COMMENT/QUESTION
RESPONSE
1
PWS General
“Industry standards” are cited to four times in the PWS.

a. Will the Government provide the specific industry standard(s) that are being alluded to?

b. If the answer to a. is no, how will compliance with these requirements be evaluated?

2.2.1.10. Security Plan

The DoD and Air Force instructions will suffice for this information. The term "Industry Standards" will be removed.

Additionally, this was not a question from industry, but it must be corrected:

2.2.1.10.1: ..........."a favorable National Agency Check with written Inquiries (NACI)" instead of what is listed (NAC).

3.5.10.6. Contractor Furnished Vehicles

a. deleting “industry standards” and inserting "manufacturer’s specifications and applicable technical references."

b. Compliance will be based on manufacturer’s specifications.

4.2.1.2. Preservation and Packing: deleting “industry standards”.

4.9.2.1. Changed "Industry Standard" to "DoD standards"

6.1.7.1.3. Setting Facility Standards: Under the facilities section, the contractor sets the standard. Compliance is evaluated when the standard meets OEM requirements, maximizes the life of the item, best covers the operational use of the equipment and takes into account the environmental conditions. The reference to industry standards in the Facilities section refers to one of the sources the contractor can use to set their maintenance standards along with legal requirements and intended use, etc.

2
Section A 2.2.1.3.1, Labor Strike Plan
“The contractor shall provide a working environment and employee compensation benefits that deter labor strikes by all employees.”

What standard will be used to evaluate compliance with this requirement?

Same as current PWS, Para 2.9.1.

Recommend changing it to: "Provide a working environment and employee compensation benefits that minimize the likelihood of employee labor strikes."

This is nearly impossible to evaluate unless an actual strike occurs.

3
Section A 2.2.1.3.1, Labor Strike Plan
“At a minimum, if a strike occurs, have a hiring arrangement to meet outload requirements.”

Will the Government elaborate on “hiring arrangements” and how the associated costs are to be charged?

Same as current PWS, Para 2.9.1.

Recommend changing to: "At a minimum, the Labor Strike Plan shall detail the contractor's approach to meet outload requirements in the event of a labor strike."

4
Section A 2.2.5, Information Requests
“The contractor shall provide 4-5 RFIs per week when required; these may consist of a PowerPoint presentation (4-15 slides), word document (2-5 pages), and/or response to an e-mail.”

What will be the deadlines for responding to RFIs?

Paragraph changed to: "The contractor shall provide responses to 4-5 RFIs per week when required; these may consist of a PowerPoint presentation (4-15 slides), word document (2-5 pages), and/or response to an e-mail. Although the scope and urgency of RFIs vary depending on the specific nature of each RFI itself, typical RFIs require a response within 5 business days. More urgent RFIs may require a response within 24-48 hours, while other may allow for 2-3 weeks."

5
Section A 2.2.8, Daily Technical Interchange
“The contractor shall provide outside of the formal RFI process information (via telephone or email), as requested by the functional area manager.“

a. Is this a 24/7 requirement?

b. Will the Government provide historical workload data for this requirement?

c. Who are the functional area manager(s) referred to and where are they located?

d. What criteria will be used to evaluate performance in this area?

e. Are the costs associated with this requirement CR?

Except in the case of operational necessity, such information shall be provided within normal work hours of the contractor.

No historical workload data is available; these are phone calls/emails between contractor and FAMs for exchange of technical information only, typically information that may not be accessible to the FAMs through the DMS.

FAMs include AMIC and AFCENT (both Shaw AFB and Det 6) personnel.

Generally these phone calls/emails are part of normal duties and do not represent an increased level of effort.

6
Section A.4.6.1, Management Information System
This section requires the contractor to populate the proposed DMS with all open work orders and requisitions no later than 30 days after contract start. This stringent deadline for operational status of the proposed DMS relies on, and is dependent on, full support by the incumbent contractor in the transfer of data from the existing WRMMS to DMS during the transition period. This is a massive operation that should not be underestimated and will require the full 120 days (90 days transition plus the first 30 days of the contract). Will the Government ensure that the incumbent contractor is funded to support this data transfer requirement at the requisite level of effort?
Yes. This will be addressed with the incumbent and will be included in a "Transition" Special Interest Item (SII) for the final award fee period of the incumbent's contract.
7
Section A 6.1.1, Program Support, para 6.1.1.1.2
Are the workers (i.e. custodial, refuse collection, etc.) required to be escorted if they are Foreign Nationals? Are certain categories of Foreign Nationals excepted (e.g., Allies such as Brits, Australians or other Westerners?
Escort requirements are dependent on the site/host unit. Details will be provided, by site, not later than with the final RFP.
8
Section A 6.1.7, Facility Standards, para 6.1.7.3
The paragraph states that abandoned-in-place conduit, wiring, cables, and piping that are not identified and remedied within the corrective maintenance timeframes will indicate the contractor does not have a proactive facilities maintenances program. There are millions of linear feet of conduit, wiring, cables, and piping in the current facilities.

a. Are all abandoned-in-place utilities to be removed?

b. Because much of conduits, pipes, etc. are contained within walls and/or under concrete floor slabs, are the costs associated with removing floor and/or walls finishes and the associated structural repairs (material and labor) cost reimbursable?

Revised paragraph to state that only exposed conduit, wires and piping. There is no need to remove abandoned items not visible.

9
Section A 6.2.1.3, Work Schedule, para 6.2.1.3.2
“The contractor shall furnish all labor and equipment/ tools to accomplish PMIs or CM as FFP.”

a. With regard to equipment/tools are man-lifts, hoists, etc. also to be contractor-provided under FFP?

b. This requirement appears to conflict with 4.1.2. and 4.1.8.2, which provide all TMDE are cost reimbursable.

c. Will the contractor be required to purchase large non-portable and or specialized tools (table saw, drill press, band saw, air compressor, etc.) as fixed price?

The contractor is to furnish all vehicles and equipment to maintain GFF under FFP. Section 4.1.2 and 4.1.8.2 refer to WRM equipment.

10
Section A 6.2.1.4, RPIE Replacement
“The contractor shall replace RPIE if the repair parts cost exceeds 75% of the replacement cost with validation from a government representative.”

a. Does the 75% replacement cost include labor, material, and equipment costs or just the parts costs?

b. Is the 75% requirement applicable to all RPIE (i.e. a $150 water heater, $15 valve, etc.)?

c. Is the 75% requirement on a per repair basis?

Cost includes labor and material and is applicable to all RPIE. The repair cost includes all the needed repairs at the time the repair is needed.

11
Section A 6.2.1.4, RPIE Replacement
a. The requirement for advance AMIC approval (when repairs would exceed 75% of replacement cost) prior to replacing RPIE appears to conflict with 6.2.1.3.2, which states “The contractor shall accomplish PMIs and CM costing $5,000 (materials) or less as required without specific direction from the Government.”

b. This requirement also appears to conflict with PWS 4.1.8.2, which requires approvals only for replacement item cost of $3,000 or above (with certain exceptions for vehicles, SBSS transactions, TMDE and prime mission equipment with higher thresholds or no advance approval requirement at all)? Please clarify applicable approval threshold.

PMIs and CMs are for the maintenance and repair of equipment not for the replacement of equipment. PWS 4.1.8.2 applies to WRM equipment.

12
Section A 6.2.1.5, Custodial Services

The referenced APPA Level 2 standard was designed for education facilities (colleges, universities, etc.). The WRM facilities are industrial and located in a contingency desert environment.

Is this standard really the correct one?

The custodial standards published by the APPA for educational facilities are more than appropriate because the cover various building types. The same types of buildings in the WRM program, i.e. offices, administration areas, shops, and warehouses. Their standards are very thorough and well thought out.

13
Section A 6.2.1.5, Custodial Services

a. Do all facilities (i.e. warehouses, administration, work shop, etc.) at all sites receive the same level of service?

b. There are hundreds of facilities totaling millions of square feet—what standard will be used to evaluate acceptable performance?

c. For each facility will the information required for estimating purposes be provided? E.g., -Number of fixtures (toilets, sinks, showers, etc.)

-Square footage of tile by type (ceramic, VCT, porcelain)

-Square footage of carpet

-Number/size of toilet paper and paper towel dispensers

-Number of trash cans

-Number of light fixtures

-Linear feet of baseboard After studying these specifications more thoroughly it is apparent that Level 3 would be more appropriate for warehouse and shop areas.

Building use and square footage will be provided in Appendix J.

14
Section A 6.2.1.6.1, Refuse Collection & Disposal
“Labor and material for refuse collection and disposal shall be part of the FFP.”

a. Will the Government provide historical workload data for this requirement?

b. How are costs for major increases in refuse collection and disposal due to mission increases, deployment support, surges, etc. to be charged?

No historical workload data. Cost increases are FFP.

15
Section A 6.2.1.7, Pest Control & Ground Maintenance
“The contractor shall keep grounds within WRM compounds orderly and groomed to present a professional appearance.”

a. Please provide the standards for “professional appearance” applicable to this requirement to estimate staffing requirements

b. Since not all WRM facilities are within clearly defined “compounds,” how far out (i.e. 10 feet, 100 feet) from WRM facilities are these services to be performed?

Contractor is responsible for 10 feet outside of building or storage areas. A profession appearance would entail be free from trash, free from abandon or broken equipment, and clean and sharp in appearance.

16
Section A 6.3, ES&H Program
“The contractor shall be liable and responsible for non-compliance of ES&H provisions in this PWS, and pay all fines and fees resulting from improper contractor actions or procedures. The contractor shall maintain a file on its website that compiles environmental data for periodic review by USAFCENT/A7-CEV. All ES&H work will be accomplished as part of the FFP portion of the contract.” a. Have Environmental Baseline Surveys (EBS) been accomplished for the WRM sites?

b. If yes, will copies of these surveys be made available?

c. Please provide documentation of any current environmental issues (i.e. asbestos, PCBs, lead paint, etc.)

The EBSs for the WRM sites are all over 10 years old and out-of-date. There is no documentation for any environmental issues of the type exampled.

17
Section D 1.6, Existing Conditions
“Identify substandard conditions or incomplete work to include, but not limited to: environmental, S&H, facilities, inventory, vehicles, incomplete work, and maintenance conditions by site. The findings shall be documented and provided to the PCO NLT 90 days after contract start for approval. Corrective actions shall be reviewed and negotiated separately. Correction of existing conditions, not identified to the PCO in the report, shall be considered new conditions and shall be corrected under the Firm Fix Priced of the contract or as directed by the PCO.”

a. Is dismantling, disassembly, opening walls, excavation, etc. required or expected to identify existing conditions? (i.e., substandard conditions can exist with electrical, HVAC, structural, and plumbing systems that are not accessible, but are within walls and under floor slabs).

b. If the answer to a. is affirmative, are the costs of restoring finishes/reassembly fixed price or cost reimbursable?

c. If the answer to a. is no, how is the contractor to ensure that 100% of all substandard conditions are identified?

d. How are latent defects (e.g., a vehicle engine fails six months after contract start and upon investigation it’s discovered that years of neglected maintenance are the cause; or a facility was not properly designed or constructed) to be addressed?

There will be no dismantling or disassembly to determine substandard conditions. Contractor will do their best to identify all visible substandard conditions at start of contract. Latent defects such as a water heater going bad will be cost reimbursable for materials and FFP for the labor.

18
DRFP Section L-8.3
The original draft Section L specified recency at 3 years. In the QAs posted 28 January 2015, Government responses to several questions indicate a possible change of mind to relax recency to 5 years. We believe this is stretching the applicability of any Offeror’s experience since such experience is ephemeral and associated with personnel who may no longer be with the same company. We most strongly recommend the Government stay with the original definition of recency, if not shorter, to ensure Offeror’s experience is still applicable in practice.
Recency will be 5 years, not 3 years.
19
DRFP Section L-8.1.2
If a Prime Contractor will not be proposing any major sub-contractors, will the Prime Contractor be allowed to provide up to five (5) Past Performance Information sheets for the Prime Contractor?

Yes.

20
CDRLs & DIDs
There were no DID’s posted on Fed Biz OPPS. Will they be posted in the near future?
CDRLs will no longer be required. Deliverables will be revised in Appendix B and uploaded with the Final RFP.
21
DRFP, Appendix B, Deliverables
WRM DRFP, Appendix B, “Deliverables,” appears to be an out-of-date version since it lacks key information that was supposed to be inserted by December 2014 and includes several references questioning the validity of data that are included. Will the Government double-check whether there is an updated version available? In the alternative, when will the Government provide an updated version of Appendix B?

Appendix B is being revised with updated information and will be uploaded with the Final RFP.

File details come from the government source that posted it. Updated .
