L.1.4. Discrepancies.
If an Offeror believes that the requirements in these instructions contain an error, omission, or are otherwise unsound, the Offeror shall immediately notify the Contracting Officer in writing with supporting rationale as well as the remedies the Offeror is asking the Contracting Officer to consider as related to the claimed omission or error. Government reserves the right to award this effort based on the initial proposal, as received, without discussions. This reservation includes matters of additional or substitute pages of the initial proposal.

b. There, the weighted coefficients shall be multiplied by the estimated aggregate to get an evaluated total for each base. Then the evaluated total for each base will be added for an overall total. This total will be considered the overall TEP for evaluation purposes.
c. Offerors shall submit a full explanation on the basis for the development of the coefficients.
The explanation shall, as a minimum, address the Offeror's perception of the accuracy of the unit price book (R.S. Means), and the basis for any assumptions regarding expected volume (dollars) of work under the contract. Offerors shall submit Basis for Development of the Coefficient under
