DESIGN AND CONSTRUCTION STANDARDS

DOORS AND DOOR FRAMES:

Main Entry Doors (Exterior): Use dark bronze anodized aluminum store front systems. Anchor frames to masonry walls and reinforce with appropriate steel dowels and grout. See UFC 4-010-01 Anti-Terrorism Standards for Buildings for anchoring requirements.

Exterior Doors (not incl. Main Entry): Hollow Metal doors shall be used on all exterior applications, except as noted above. Doors shall be minimum SDI 108-04, Extra Heavy Duty Level 3 - 16 gauge, Model 2 - Seamless, 1 ¾” thick hollow metal.(Core Type?) See Paint section below for requirements on painting metal doors. Exterior doors will be primed and painted with two (2) coats latex paint (oil based paints are not permitted). Never use a wood door on the exterior.

Interior doors: Wood Doors - Must be minimum 1 ¾” thick solid core birch or oak, sanded and apply two (2) coats stain with two (2) coats polyurethane varnish as necessary. Do not paint wood doors. Interior Hollow Metal Doors - Minimum SDI 108-04, Heavy Duty Level 2 - 18 gauge, Model 2 - Seamless. .(Core Type?) Prime and paint two (2) coats latex paint.

Door Frames: Interior - Door frames shall be minimum SDI 250.8-2003, Level 3 - 16 gage metal. Exterior - Door frames shall be minimum SDI 250.8-2003, Level 3 - 16 gage metal, anchored to the masonry walls and reinforced with appropriate steel dowels and grout. See UFC 4-010-01 Anti-Terrorism Standards for Buildings for anchoring requirements. See Paint section below for requirements on painting frames.

DOOR HARDWARE:

Hinges: All doors up to 90” in height will use a minimum 1 1/2 pair hinges (3 hinges). Doors between 90”-120” in height will use 2 pair hinges (4 hinges). All hinges will be mortised type and meeting the requirements for Buy America Act. Size and weight shall be as recommended by the hinge manufacturer for the size and usage of the opening. Hinges shall not be less than 4-1/2” high. Hinge spacing, on frames, shall be 5-10 and equal to match existing doors and frames. Hinges shall comply with NFPA-80 at rated openings. Provide Non-Removable Pins at locked outswinging doors.

Locksets/Cores/Keying: All locking cores shall be BEST, 7-pin, CORMAX to tie into owners existing keying system. All locksets and cylinders shall accept BEST interchangeable cores. Third party cores and keying shall not be used. Lever type handles shall be used in all cases. All Locksets shall meet the requirements of the Buy American Act. Comply with Base standard hardware location. All Cylindrical Lock centerlines shall be 40-5/16” Above the Finished Floor (AFF).

1. Cylindrical locksets:

a. Shall be ANSI Grade 1 locks meeting, or exceeding, abusive torque testing of 1500 inch pounds and shall be UL listed for fire.

b. Shall have a minimum 9/16” throw backset or as otherwise required by fire rated assembly labels.

c. Design Standard shall be BEST 15D lever x 3-1/2” diameter rose

d. Keyed Lever shall not have an exposed “Keeper” hole. Keyed levers to be removed only after core is removed, by authorized control key.

e. Outside lever sleeve to be seamless, of one piece construction, made of a hardened alloy steel.

f. Cylindrical locksets shall be capable of being adjusted for 1-3/4” to 2-1/4” doors standard with out the requirement for special order or parts to accomplish this.

g. Locksets to have anti-rotational studs that are thru-bolted.

h. To maintain complete lockset and core compatibility and warranties, locksets and cores shall be provided by the same manufacturer. Base personnel are fully trained in maintenance for these locks and carry a full line of parts and keying equipment to maintain them.

i. Cores/Keys/Keying:

i. Permanent Cores and Keys are the property of the US Government and shall be provided directly to the owner’s representative, via registered mail, return receipt requested.

ii. Stamp Cores and Keys with applicable mark for identification, Marks shall not include actual key cuts. Keys shall also be marked: Do Not Duplicate.

iii. Brass construction cores and keys shall be provided during construction period.

2. Electrified Locksets: All electrified hardware products shall be coordinated, in the specification sections, with affiliated sections such as Electrical, Access Control, flooring or wall construction, as required, to obtain all parts and suitable construction for proper installation and functionality.

a. Where separate access control devices are provided, use electrified cylindrical locksets complying with all requirements noted for cylindrical locks above. Provide Fail Secure or Fail Safe as required.

i. Power supplies for electrified locksets to be provided by access control supplier.

b. Stand Alone Card Access with audit trail shall match owners existing system: BEST Basis G. (9KG7DV-MS-LM-SH) with all components and software necessary for a complete functional system. To be used at Barracks or additional use as identified by owners representative. Utilize Extra Duty battery packs.

c. Stand Alone Card Access with no audit trail required shall match owners existing system: Best Basis EZ (9KZ7DV-15KP-SH), where designated by owner’s representative. Utilize extra duty battery packs.

3. Padlocks:

a. Keyed padlocks shall be provided with a Best Interchangeable Core, 7-pin, CORMAX Cylinder/Core as directed by owner. Padlocks shall be same manufacturer as core.

Exit Devices: To be utilized where required by code.

1. Shall be ANSI Grade 1, UL listed for panic and also UL listed for fire where required.

2. Touchbars to be T-type design with rounded edges, larger than device channel.

3. Exit devices shall be designed, or installed, to prevent the use of ropes, chains, ties, etc to be utilized for unauthorized “locking” of doors, such as acts of terrorism. Design standard similar to Precision 2100 FP or Von Duprin 98 series. In accordance with this, at pairs only one handle is to be provided unless it is an anti-vandal type pull that prevents the use of ropes, or other similar objects, to be used to tie pairs of doors together.

4. Electrified Exit Device Power supplies to be provided by the hardware supplier. Power supply to from the same manufacturer as the exit device and of the model recommended by exit device manufacturer for required functionality and number of devices to be tied to it. Coordinate with related sections.

Closers: Can be exterior mounted or integral within the door cavity. Spring loaded hinges shall not be used for closing doors. All closers shall be heavy duty type.

1. Closers shall be ANSI Grade 1. UL listed for fire in compliance with UL10c. Provide Full Cover.

2. Closers shall be capable of being adjusted for spring power, backcheck, closing and latching speeds

3. Closers shall be capable of being adjusted to meet accessibility requirements.

4. Extra Duty Arms to be provided at parallel arm applications

GLAZING AND WINDOW FRAMES:

Window Frames: Use dark bronze anodized aluminum frames. Exterior window frames must be anchored to the masonry walls and reinforced with appropriate steel dowels and grout. See UFC 4-010-01 Anti Terrorism Standards for Buildings for anchoring requirements. Frame bite on glazing must be 3/8” minimum to meet Anti-Terrorism Standards.

Exterior Window/Door Glazing: Use double pane insulating glass with inner pane being ¼” nominal laminated glass minimum per UFC 4-010-01. All glazing shall be provided with a factory bronze tint. Frame bite on glazing must be 3/8” minimum to meet Anti Terrorism explosive standards, see UFC 4-010-01.

MASONRY:

Slump Block: Should be predominantly 8"x4"x16", must be "Spanish Brown" in color, no substitutions unless approved by the Luke AFB Project Manager (PM). Block is manufactured by Empire or Superlite. Varying block coursing is encouraged to add interest and is not limited. Local distributors used by Luke AFB are Heldt Lumber and Marvel Building & Masonry Supply, Inc. (623-486-1283). You may also order direct from the manufacturer.

CMU Block: A variety of block sizes, textures and types are allowed (i.e. fluted block, split faced block, smooth faced block, scored block, etc.) Color(s) shall be earth tones only and approved by the Luke Project Manager. CMU block is not limited to just one color as is slump block. If colored block is used, then it shall be integrally colored from the factory, painting or staining to achieve color variation is not allowed.

INSULATION:

Exterior Walls: Minimum R-19 minimum is required at all exterior walls

Roof: Minimum R-30 minimum at the roof or underside of roof deck. Insulation will not be laid on top of acoustical ceiling system.

Interior Walls: Typically use R-11 fiberglass batt insulation. Interior insulation is generally used for improving acoustical properties of the wall or meeting a specific sound transmission criteria (STC) rating.

EXTERIOR CONSTRUCTION:

Roofing: Buildings shall have standing seam metal roofs wherever possible. The color of the metal roof is dependent upon which visual district the building is located. Where a metal roof isn’t feasible due to size factors, a Built-Up-Roof (BUR) or single ply roof is acceptable. The cap sheets on flat roof systems must be white or light gray in color.

INTERIOR CONSTRUCTION:

Metal Studs: Use minimum 20 gage metal studs @ 16” on center (O.C.). Stud thickness are typically either 3 5/8” or 6”.

Gypsum Wall Board: GWB shall be 5/8” thick Type ‘X’ in all non-wet areas and moisture resistant (green board) in areas susceptible to moisture damage. Concrete backer board shall be used in shower areas where tile is used as a finish material.

Acoustic Grid: Use 15/16” Exposed Tee Grid. The grid shall be 2’x2’ in administration/ office type spaces, break rooms and commercial type areas. A 2’x4’ acoustical grid may be used in large industrial type areas or very large open work areas as approved by the Luke PM. Use of a 9/16” grid is permitted with Luke PM approval.

INTERIOR FINISHES:

Ceiling Tile: Shall be Tegular tiles, ¾” thick. Typically all ceiling tiles are white in color; it is not permitted to paint or otherwise alter the initial appearance of the ceiling tiles.

Carpet: Shall conform to standards in Engineering Technical Letter 03-3 Dated 16 April 2003. The use of carpet tiles is preferred over broadloam.

Tile: Use porcelain tile in lieu of ceramic. Americans with Disabilities Act (ADA) approved tile with the proper slip resistance shall be utilized in all entry, lobby, bathroom/kitchen spaces, hallways and storage rooms.

Transition Strips: At all areas where carpet and tile join, a metal transition strip is preferred in lieu of rubber/vinyl. Recommend 3/8” Schuluter System ACBTK 100 transition strip or similar.

Base: Shall be either rubber or wood (birch, oak, or maple) and color should match the door frame color, in either case it shall be no less than 4” in height. Vinyl base is not permitted as it becomes brittle over time.

Chair Rail: Chair rail will be at least 3” in width.

Counters/Cabinetry: All counter tops will be solid surface. Exterior mounted pulls on cabinetry are not preferred, instead use flush pulls or beveled edges on doors and drawers for opening.

Wall Texture/Wall coverings: Typically, walls will have a light knock down type texture. However, certain occupancies can dictate texturing to be heavier or smoother depending on the function or the need to match existing walls. Vinyl wall coverings are permitted in limited applications. When vinyl wall covering is used it should be a minimum Grade 2 rating.

Interior signage: Interior signs shall conform to UFC 3-120-01. Color and designs of signs shall compliment the interior design scheme of the building.

PAINT:

Exterior Paint Colors: Use earth tones (tans and browns). Typically, Luke AFB uses colors that match Dunn Edwards "Ultra Brown" (Darkest Brown) and "Mellow Brown" (Lightest Brown). However, exterior door colors and other architectural elements can be accented through the use of alternative complementary colors as approved by the Luke AFB Project Manager. MSDS should reflect 0 VOCs and/or have no hazardous ingredients. Preferred paint will be Green Seal Certified.

Interior Paint Colors: Neutral colors are preferred and shall be utilized throughout. However, a bold or contrasting color is encouraged to be used as an accent to improve the look of the space. Typically accent walls are limited to one wall or element within a space. Accent wall colors and locations must be approved by the Luke AFB Project Manager.

LANDSCAPE:

No grass is permitted on the installation without approval of the base architect. Turf areas should not be utilized purely for aesthetic value. Instead, it must serve a function such as a baseball or football field. ½” Minus Madison Gold Decomposed Granite should be used as the predominant ground cover in most cases depending on the location of the project and combined with drought tolerant, low water, desert adapted vegetation.

Irrigation System Requirements: Drip irrigation systems should be provided for all plants consisting of Schedule 40 PVC piping with multi outlet emitters. Black poly is not permitted. See the Luke AFB Irrigation Guide for details. Valve boxes using domestic water shall “tan” or “sand” colored in rock areas and green in grass areas. Purple pipe and purple valve boxes shall be utilized when using reclaimed water. All backflow preventers shall be protected with wire cages that are able to be padlocked.

Ground Cover: ½” minus Madison Gold is the standard rock ground cover we typically use everywhere on the base except in the new housing area and the areas immediately surrounding the gate structures is ½” minus Polomino Gold.

Reclaimed Water: Use reclaimed water whenever possible. Use purple colored PVC pipe and boxes when using reclaimed water. Need to use proper “blow out” strainers to prevent clogging of irrigation lines. Historically, we get snails and other such “debris” that find their way into our reclaimed water source and tend to clog the emitter and sprinkler heads.

ARCHITECTURAL SITE WORK:

Sidewalks: Sidewalks shall be at least 5’ wide, 2500 psi concrete with a minimum 6’ wide planting strip separation between any roadway and sidewalk. Do not place sidewalks directly up against the roadway curb. Handicap accessible ramps must be provided when applicable in accordance with the Unified Federal Accessibility Standards.

Exterior Signage: Use Helvetica Medium typeface, integrally colored plastic lettering. All lettering should be capital letters, do not use lower case for exterior wall mounted signs. Color of lettering should match Dunn Edwards "Ultra Brown" paint. Reference UFC 3-120-01 for further details. Tenants may use their unit patch or emblems to identify the facility but must be sized appropriately for the building’s scale. These patches/emblems must approved by the Luke AFB PM.

Site Amenities: All site amenities, such as picnic tables, benches, trash and cigarette receptacles, shall all match one another and be manufactured with durable materials resistant to the extreme heat here at Luke. Site amenities using wood are not allowed.

CONSTRUCTION FENCES:

Temporary Construction Fences: Posts will be driven 18 inches minimum into the ground. Posts on stanchions weighted down with sand bags are not allowed. All construction fences shall have tan colored fabric. Green fabric is not allowed.

MECHANICAL:

Supply Air Diffusers in Acoustical Ceilings: Shall be 24”x24” square, use Titus Model #TMS-AA Aluminum with AG-75, Krueger 1400 series, or equal. Do not use perforated plate ceiling diffusers. The diffusers shall have opposed blade dampers at the room entry point. At the takeoff point of every branch, a single manual volume control damper shall also be installed. Color of diffusers shall match the color of the ceiling.

Return Air Grilles in Acoustical Ceilings: Shall be 24”x24” square, use Titus Egg crate full ceiling T-Bar modular size. The returns shall be ½”x ½” x 1” aluminum core Model 50F, Krueger EGC-15-OBD or equal. Color of return grilles shall match the color of the ceiling.

Metal Ductwork: Shall be insulated where the duct is not in a conditioned space. i.e. Ducts above ceiling grids with a ducted return system. The insulation shall be applied to the exterior of the duct. Do not use ductwork that is insulated on the interior due to excessive dirt build up over time on the rough textured face of the insulation and the difficulty in cleaning.

Flex Ducts: Flex duct length shall be 6 foot maximum length and should be supported as necessary to prevent crimping and sagging. Where sufficient insulation isn’t provided at the roof deck, a fiberglass insulated jacket shall be used over flex ducts.

Energy Management and Control System (EMCS): Use SECTION 15972 ENERGY MANAGEMENT AND CONTROL SYSTEM (EMCS) dated 8 July 2008. Ensure there is an active Luke AFB communications duplex data outlet (Ethernet connection) located near the EMCS control panel for the system to connect.

SUMMARY:

A.

The Energy Management and Control System (EMCS) Contractor shall furnish, engineer, commission and install a fully integrated building automation system, incorporating direct digital control (DDC) for energy management, equipment monitoring and control in strict accordance with these specifications and the contract drawings. The system shall include all required computer software and hardware, controllers, sensors, transmission equipment, system workstations, local panels, conduit, wire, installation, engineering, database and setup, supervision, commissioning, acceptance test, training, and warranty service, and at the Owner’s option, extended warranty service.

B.

The system shall use LonTalk as its native protocol. System components shall be certified by LonMark and display the LonMark logo where applicable. System components that do not have a LonMark profile shall be compatible with the LonMark standards. For each Echelon LonWorks device that does not have LonMark certification, the device supplier must provide DRF and XIF files for the device.

C.

The EMCS shall be capable of total integration of the facility infrastructure systems with user access to all system data either locally over a secure Intranet within the building or by remote access by a standard Web Browser over the Internet.

D.

The EMCS shall communicate to third party systems such as chillers, boilers, air handling systems, energy metering systems, other energy management systems, access control systems, fire-life safety systems, and other building management related devices using any of the open, interoperable communication protocols referenced in Paragraph 1.03.B.

E.

All new and existing points will be available through a common Database. If the new systems do not communicate with the existing systems, all existing EMCS systems shall be replaced.

F.

All materials and equipment used shall be standard components, regularly manufactured for this and/or other systems and not custom designed especially for this project.

Water Treatment: The specifications and design drawings must identify the need for and installation of a water treatment monitoring system on all our water side mechanical equipment. The specifications must state that it is the contractor’s responsibility to provide initial treatments as well as continuous water treatment monitoring/service for the duration of the contractor’s warranty (typically this is one year from the beneficial occupancy date). The specifications should also say to use the base’s current water treatment monitoring/service contractor.

Fire Pumps: Use electric powered fire pumps in lieu of diesel.

Variable Frequency Drives: Use ABB manufactured drives.

Basic Materials and Methods:

- Use VAV (Variable Air Volume) systems, where applicable, with (hot water) terminal reheat coils for perimeter zones.

- Use Fan-Coil, four-pipe systems where VAV is not applicable.

- Provide adequate openings into ceiling return plenums. Use ducted returns wherever possible, for positive return air control through return air registers.

- Provide variable frequency speed controllers for air handler and return air fan motors. Do not use inlet vane dampers.

- Provide premium high efficiency electric motors for fans and pumps, one horsepower and greater.

- Use inverter-rated motors in conjunction with Variable Frequency Speed Controllers (VFD’S).

- Provide screw‑compressor chillers for higher part‑load efficiency operation in lieu of reciprocating machines. Chiller selection shall comply with Executive Order 12902, “Energy Efficiency and Water Conservation at Federal Facilities”, Federal Register (March 10, 1994, pg 11463). Chiller target performances shall be 0.608 KW/ton (full load) and 0.597 KW/ton (part load).

- Do not use air‑cooled chillers for sizes above 20 tons. Provide water-cooled chillers, with cooling towers. Cooling Towers must have automatic sweepers regardless of Cooling Tower sizes.

- The use of Plate-N-Frame systems (Heat Exchanger), including increased size of cooling towers and pumps must be evaluated for all HVAC project designs.

- The use of ASHRAE design standards must be upgraded for Sonoran Desert Environments to match Luke AFB local conditions. Some examples are: design outdoor ambient temperature of 95 deg must be increased to 115 deg dry bulb and 76 deg wet bulb. For Cooling Tower selections use 80 deg wet bulb.

- Minimum ambient design temperature for air-cooled condensing systems at Luke AFB shall be 115 degrees F. HVAC systems of 20 tons and larger capacity shall be water-cooled.

- Mechanical (HVAC) Equipment Room design shall be in accordance with 2003 International Mechanical Code, Section 1105.6.3, and 2000 Uniform Mechanical Code, Section 1108.2, and include:

- Chiller room ventilation calculations, with exhaust fan sizing for continuous exhaust and exhaust fan sizing for emergency (detected refrigerant leak) exhaust.

- Heating Hot Water Boiler (and Domestic Water Heater) Room, natural gas-fired equipment: Provide proper outdoor combustion air louver sizing.

- Mechanical Equipment Yards: At every Cooling Tower location, near the chemical water treatment unit, provide an emergency combination eye-wash station with shower to include an anti-scold temperature regulator.

Insulation: Do not use Batt Insulation laid on suspended ceilings. Provide rigid on the roof deck or use spray-on or expandable foam type insulation under roof deck.

Fire Sprinkler System, Automatic: Provide a time delay pressure switch, Potter # WFSR‑B, or equal, on each sprinkler riser.

Domestic Water Heater: Provide natural-gas-fired equipment for hot water heating whenever gas is available. Tankless Water Heaters may be used as an option.

HVAC Pumps: Provide close‑coupled inline hydronic pumps for systems under 500 GPM. Use base‑mounted, end suction pumps for systems with higher GPM.

Boilers: Provide copper fin-tube or inclined-steel-tube hot water boilers of not less than 8% thermal efficiency and less than 20 ppm of Nitrous Oxide (NOx) emissions rating. Do not use cast iron sectional boilers.

Air Distribution – General: HQ USAF/LEED Letter dated 28 Feb 90 modifies the ASHRAE Standard 62‑1989 in determining minimum outdoor air ventilation rates. The Air Force standard increases ventilation air rates for all spaces to 20 CFM per person. The design should include CO2 monitoring of the return air to not exceed 600 ppm. The increased outside air rate may cause significant increases in energy usage; therefore, the design should include outdoor air damper modulation by CO2 monitor, evaluation of waterside economizer cycle and/or other energy conservation strategies to meet the Federal Government mandate for energy usage reduction.

Air Filters: Provide air handlers with four inch deep, extended surface pleated media filters. Provide fan-coil units with two-inch extended surface, pleated media filters. Filter efficiency shall be 55 percent minimum, per ASHRAE Standard 52.2P.

Test and Balance: ????

ELECTRICAL:

Lights: In office spaces and/or places where computers are regularly used, florescent indirect lighting will be installed; all other locations florescent lights with acrylic lenses are acceptable. Typically at the work surface it is required to provide illumination equal to 50 foot candles where task lighting is not provided and 40 foot candles where it is. Where 6 or more lights are in a space, 2 switches shall be provided so that ½ the lights are controlled by each switch. Small offices (for one or two people) will have motion detection light sensors.

Exit Signs: Exits signs shall be Red LED lights with an opaque background in accordance with NFPA 101.

Emergency Lighting: Wall mounted, “bug eyes” battery backup lights are not permitted per Engineering Technical Letter 99-4. Instead, emergency lights shall be hardwired into the system and controlled through the main system lighting switches. Typically they have internal battery packs. Emergency lights should be wired such that the emergency function turns on only when there is a power outage. Emergency lights should not be confused with security lighting that is to remain illuminated 24/7.

Utility Meters: Electrical Meters shall be ION 7650 with Ethernet connection. Water/Gas shall be “plugged” into the ION meter in order to have interval and remote reading capabilities as well.

Exterior Electrical Utilities: All exterior equipment such as switchgear and transformers shall be ordered from the manufacturer with a “tan” or “sand” color to blend with our desert environment. Do not use green colored equipment. A sample color should be submitted prior to the contractor ordering equipment.

Transformers: Primary connections shall be Delta. See Luke Master Spec Section 16460.

General Provisions for Electrical Work:

- Maximum use of 480/277 volt equipment shall be used. Especially for HVAC and large motors. Keep 120/208 volt circuits to a minimum.

- Secondary surge protection shall be provided at the Service Panel and any distribution panel that provides power to specialized technical equipment.

- Do not use aluminum wire or conduit for any secondary circuit. Do not use flexible aluminum conduit.

- Provide any special power requirements such as 400 cycle, 28 VDC. Standard plugs and receptacles for special voltages and frequencies shall be provided in accordance with The National Electrical Code.

- Provide conduits for any specialized communications such as a Local Area Network (LAN). Provide required bending radii, number of pull boxes, separation distances, supports, and color-coding.

- Verify with the user any requirements for power conditioners, Uninterruptible Power Supplies, or Back up power generators.

- Underground fuel storage tanks are not allowed. All fuel storage tanks must be double wall above ground tanks in full compliance with Federal and State Environmental requirements.

- Any HEMP/TEMPEST requirement must be identified and verified by the Base Tempest Officer and HQ AETC Tempest Officer.

Handholes:

Electrical handholes shall be 6’ X 4’ X 4’ minimum with double, steel, hinged, traffic rated covers. All cables and openings shall be fireproofed.

Primary 15 KV Circuits:

- All 15 KV equipment including transformers, switches and junctions shall be Dead Front.

- All 15 KV high voltage cable is to be URD concentric neutral type wire. Shields do not qualify as neutrals. - All 15 KV high voltage cable on LUKE AFB is standardized to be either 1/0 Aluminum or 2/0 or 4/0 Copper.

- All 15 KV terminations, junctions, and taps shall use 200 amp load break elbows or 600 amp dead break elbows on four point load break junctions. Load break elbows must be compatible with the existing "ELASTIMOLD" type Luke AFB Underground Distribution System.

- All overhead to underground transitions shall include a 6 X 4 X 4 handhole with four point load break junctions and the required surge protection.

- All primary 15 KV handholes shall be 6 X 4 X 4 with hinged double steel doors for access.

- All primary 15 KV transformers shall be oil filled, pad mounted, fused, switched, PCB free, and delta to wye connections.

- Provide fire stop sealer in all primary duct openings including spare and used ducts.

- All cable pulls shall be continuous with no splicing or junctions unless otherwise noted.

High Voltage Connectors:

- Provide 600 amp Deadbreak or 200 amp Loadbreak elbows.

- Products must be compatible with and rated appropriately for installation into the existing “Elastimold” type Luke Underground Distribution System.

Metering:

Service panels shall be provided metering in accordance with 16430. All metering shall be compatible for a future central monitoring and control project. Meters shall be furnished and installed by the Contractor

High Voltage Switchgear:

- Units shall be low profile, dead front with manufactured elbow connected encased components, rated 600 amp minimum with three-pole switching capability, externally operated, four compartment type.

- Units shall be rated for 15 KV (12,470/7,200) grounded wye distribution woth a 95 KV BIL, minimum 600 amperes continuous loading, 14,000 amperes symmetrical, 35,000 amperes peak.

- Switches shall be Air break or Vacuum break, Oil switches shall not be used.

- Switchgear cabinets shall be ordered from the manufacturer with a “tan” or “sand” color to blend with our desert environment. Do not use green colored equipment. A sample color should be submitted prior to the contractor ordering equipment.

Grounding:

- Special grounding as required shall be provided.

- Grounding Ring: An exterior system of regularly spaced buried conductors and grounding electrodes exothermically connected. Grounding rings shall be provided around each high voltage switch and transformer.

- Equipotential Plane: An interior system of prefabricated copper or copper clad mesh, minimum 12 inch by 12 inch squares, installed below a slab before pouring, insulated copper bus bars, and specialized ground connectors.

- Static Grounding Bus: An insulated copper bus bar provided for the discharge of static charge build up. Bus bar shall be insulated with 2,700 Volt Polyester type insulators.

- All ground rods shall be 3/4 inch by 10 foot, minimum. All grounding shall meet the requirements for specialized systems shall be in accordance with MIL Handbook 419 and MIL Standard 188. All specialized grounding connections shall utilize exothermic type connections. A ground test point shall be identified and provided.

Transformers:

- All exterior transformers shall be pad mounted, oil filled type and have all features specified in 16460. A grounding ring shall be provided around each transformer. Transformers shall be ordered from the manufacturer with a “tan” or “sand” color to blend with our desert environment. Do not use green colored equipment. A sample color should be submitted prior to the contractor ordering equipment.

Test and Reports:

- Required test reports shall include Ground test report(s), and High Potential test certified by a registered Professional Engineer

- The high potential test report shall include a plotted graph showing leakage current versus the test voltage as the voltage rises at each voltage step and shall also show the leakage current versus the time after the maximum test voltage is reached at each time interval.

Transient Voltage Surge Suppression System (TVSS):

- Provide TVSS in all Service Entrance Panels and all Distribution Panels that serve sensitive equipment.

- TVSS requirements shall be as specified in Luke AFB specifications section 16490.

Lighting:

- All lighting shall comply with the National Energy Policy Act of 1992.

- All fluorescent lighting shall be T-8 tubes with full electronic ballast

- All exit lights shall be red colored LED type

- All security lighting shall be low-pressure sodium. Spot lighting and floodlighting shall be high pressure sodium. Metal halide shall only be used for justified color correction maintenance areas. Mercury Vapor shall not be used.

Street Lighting:

- This standard is for street lighting only and does not apply to ramp lighting, parking lot lighting, security lighting, and architectural lighting which require specialized fixture styles and types and must be determined by the specific application.

- Must use 55 watt Low Pressure Sodium fixtures mounted on a 30 foot pole using a 6 foot arm

- Lighting must comply with the current Arizona light pollution laws

COMMUNICATIONS:

- All communications equipment/wiring will be installed IAW applicable EIA/TIA standards; AETC First 400 Feet Standard Guidance, dated Mar 06; and Luke AFB Sup 1, dated 23 Apr 09.

- On all newly constructed walls, within a recess mounted single gang electrical box, the contractor will install (1) 4-port RJ-45 CAT 6 outlet with quad faceplate flush with the wall surface. In administrative office areas, an outlet will be installed every 10 linear feet of usable perimeter wall space or one for each 100sq feet of floor space whichever provides a higher output density. In large open areas such as aircraft hangers and warehouses, or in unique areas such as classrooms and medical facilities, jack placement will be coordinated with 56 CS/SCXP and the facility customer. Jacks will be wired for (2) voice (on bottom) and (2) data (on top). RJ-45 jacks will be mounted at 18” above finished floor and centered at every 10 feet, unless noted otherwise, and a minimum of 6” from electrical outlets/wiring and 24” from any power lines over 5KVA.

- Contractor will use #24 AWG, solid copper conductor, CAT 6 plenum UL tested and certified cabling. Each 4-pair wire will be dedicated to a single device (port).

- Wires will be installed within conduit in wall(s). All communication wires above the ceiling will be supported at a minimum of every 5’ and mounted at a minimum of 3” above the ceiling. Wires will not be draped across ceiling tiles. Wire management, to include cable ladders, hooks and rings will be installed as necessary per AETC First 400 Feet Standard Guidance, section 6.5.4.

- CAT 6 wiring will have a 6” separation from parallel running electrical wiring and lights and 24” separation from any power lines over 5 KVA. Service loops are required at both ends of the wire; 10’ in the communication room and 3’ at the outlet.

Contractor will be responsible for terminating both ends of each cable runs. It will be determined at site visit with 56CS/SCXPV, 56CES, and contractor if a punch down panel will be required for the project.

-- Contractor will responsible for labeling each wire and device. Contractor will label all wires and devices at the wall outlet and terminating panel per AETC First 400 Feet Standard Guidance, Luke AFB Sup 1, section 7.2

-- Contractor will test all wires and devices per AETC First 400 Feet Standard Guidance, Luke Sup 1, section 9. All test results will be submitted to 56 CS/SCXPV for validation 5-days work days prior to facility acceptance.

-- A site visit will be scheduled with 56CS/SCXP/V, 56CES, and the contractor to discuss unique items to the project. This site visit will occur prior to the start of any construction. A second site visit will be scheduled at the 35 percent completion point of communications wiring to ensure work meets standards. Contactor will also coordinate with both offices to have existing communication cabinets opened so contractor can have access to Terminating (punch down) panels in the cabinets. If existing panel is filled, contractor will be responsible for providing an additional panel.

FIRE PROTECTION:

Fire Alarm Panels: Must use Monaco Enterprises – BTXF Fire Communicators and Controllers. There must be enough zones to be able to clearly identify what triggered the alarm (sprinkler, pull station, heat/smoke, trouble, etc.) as well as identify where specifically in the building that particular alarm was set off. Coordination with the Luke AFB fire department is mandatory throughout the design process and prior to purchasing any fire alarm equipment.

Elevators: Elevator emergency call buttons must be able to accommodate two-way conversation. It is required for Luke AFB emergency responders to be able to talk with the person in the elevator.
