1. Volume I - Are the RFP Attachments (22 and 32) excluded from the page count for Volume I?
RESPONSE: Attachments 22 and 32 are not included in page limit.
2. Volume III - Past Performance Information. Are Attachments 23 and 25 excluded from the page count?
RESPONSE: Attachments 23 and 25 are not included in page limit.
3. Attachment 22 lists the names and addresses of all the Team members, and therefore should we place it in only the non-redacted version?
RESPONSE: If it is part of your Volume I, and you think that all information should be redacted, then note it has been removed in redacted copy.
4. During the site walk there was a questions on the rating system for the contractor’s proposals. It was stated that the existing rating system might be changed, the unacceptable/acceptable rating system was going to be replace with the marginal-exceptional system, please confirm or clarify the system that will be used.
RESPONSE: The government does not anticipate ANY changes being made to our proposal evaluation techniques.
5. How many redacted copies of the proposal is required?
RESPONSE: Please provide 1 redacted copy of the VOLUME 1, Technical Proposal in addition to 2 regular copies, and a CD copy.
6. Is it permissible to use 10 point font on the Past Performance Information sheets? That is the font they came with.
RESPONSE: Yes, this is permissable.
7. Is an additional site visit possible?
RESPONSE: To ensure fairness in the bid process, we cannot grant an additional site visit to a single contractor.
8. Page 59 of 76, item iii states “The company/division’s street address, county and facility code, CAGE Code; DUNS Number; and size of business (small 8(a), HUBZone, etc.)” What is the facility code and where can I find it?
RESPONSE: A facility code, if you have one, is just your office's unit or suite number.
9. Response to RFI #56 states that we are to bid the project based upon the drawings provided. Response to RFI #57 states ".if you feel there is a design flaw, then any re-design fees associated with that flaw would apply.". Are we to base our pricing solely on the documents provided and any "design flaw" will be handled as a Change post-award, or should the contractor include in his price the cost of design? If the contractor includes the cost for design, should we design to what is shown on the drawings provided, or do we base the design off of actual conditions?
RESPONSE: RFI #56 is correct. Base price proposals from the Demonstration Project based on the 100% designs provided. The meaning of design flaw, if the contractor feels that the 100% designs require more further design or redesign, include the proposed cost of the redesign fee in the demonstration project price proposal.
10. Based on the government's response to our original RFI #2 " 2. At the site visit it was mentioned that the server room remodel would not extend into the adjacent classroom, which is contrary to the existing SOO and plans.
a. Will there be a new SOO issued?
b. Will the due date be extended with a new SOO to provide time to develop 35% drawings and an accurate estimate?
c. If no new SOO, can offeror’s bid off of the provided plans without any additional design as they are complete and ‘ready for construction’
RESPONSE: a.) Yes, a revision to the SOO is being processed to address this discrepancy and should be posted as an amendment to the RFP next week. b.) The government does not anticipate an extension to the proposal due date as a result of this amendment. c.) Offerors should develop their proposals based on the current version of the server room designs. However, this will not preclude any potential future changes from being made to the designs.”
11. Upon further review, the existing SOO does state in paragraph 2.3 that the drawings in the RFP are to be used as 35% design concept and the contractor is to develop 65%, 95%, and 100% drawings based upon the government’s concept. Along with paragraphs 2.2.2 – 2.2.7, we are directed to design the smaller IT room and adjust plans and specifications accordingly. In contradiction, line 2.2.1 states to use the provided design for construction of this project:
a) Which way will this project be bid for the purpose of the MACC RFP?
b) Will line 2.2.1 directing us to use the design and specifications be deleted or?
c) What level of design effort/drawings are we required to submit (65%)?
d) Will you provide the existing Stantec design drawings in CAD format?
e) Will you provide the most current as-builts in CAD format?
f) Will you provide the specific project specifications as stated in 2.2.1 (only base standards and general specification guidelines are provided), and in Word format?
RESPONSE: The contractor will use the 100% design drawings and specifications from Stantec Consulting Inc. dated 27 February 2009 for construction of this project. This project is to perform minor renovations, install HVAC and electrical upgrades, and provide full test and balance services in accordance with the plans and specifications.
12. Understanding that the SSHO, QC Manager, and Superintendent will be separate positions; are they required to be dedicated positions for each task order, or can the SSHO, QC Manager, and Superintendent work on more than one task order concurrently?
RESPONSE: Superintendent is a full time position with one person, the SSHO and QC could be one person.
13. Will the Design-Build team be required to follow the MCFES 12-01 Standard (as issued by AFISRA / A7C) in the execution of the SEED project? Please confirm.
RESPONSE: (No Design-Build) The contractor will use the 100% design drawings and specifications from Stantec Consulting Inc. dated 27 February 2009 for construction of this project.
14. Were TIA-942 criteria utilized in the creation of the 35% Design Documents by Stantec? If so, shall the D/B Team follow racking requirements which call for separate racks for fiber, UTP and co-axial cabling? Please confirm.
RESPONSE: (No Design-Build) The contractor will use the 100% design drawings and specifications from Stantec Consulting Inc. dated 27 February 2009 for construction of this project.
15. Per the TIA-942 Standard, what is the TIER Designation of this data center at BLDG 1130? Please confirm.
RESPONSE: Follow the 100% Design by Stantec and the 56 MDSS requirements for their Sever Room.
16. Will the placement of data center equipment by the 56th Medical Group contemplate a “hot aisle / cold aisle” concept? Please confirm.
RESPONSE: Follow the 100% Design by Stantec.
17. What is the expected heat load output (Btu or W/sf) of the proposed data center equipment? Please confirm.
RESPONSE: Follow the 100% Design by Stantec.
18. During the pre-bid meeting it was stated to use the existing drawings and use the Training Room next to the Server Room. Please confirm if the contractor is to use existing drawings or if new drawings will be issued.
RESPONSE: Follow the 100% Design by Stantec to construct this project. Please see the new SOO information.
19. Will a new Description of Work (Statement of Objectives, Item 2.2) be issued?
RESPONSE: Yes, this new SOO will state follow the 100% Design and Spec by Stantec.
20. Is the government open to using an alternate cooling system that would meet or exceed the one specified?
RESPONSE: Not for the demonstration project, please follow the 100% Design and Spec by Stantec.
21. During the pre-bid meeting it was stated that the server room data equipment is to remain energized and connected. However, Item 2.2.8 in the SOO states the contractor is to coordinate which equipment can be moved/shutdown during construction. Please clarify which statement is correct.
RESPONSE: Follow the 100% Design by Stantec to construct this project. Please see the new SOO information.
22. The drawing A-1, Demolition Plan note 2; is showing the removal of the wall between the Server Room/Training Room and interior partition wall coming from south wall. The Statement of Objectives: Scope of Work in section 2.2.3, the wall between the Server Room and Training Room will remain. Will this wall remain or be removed?
RESPONSE: Follow the 100% Design by Stantec to construct this project. Please see the new SOO information.
23. If the wall (between the Server Room and Training Room) is to remain, what would be the new Scope of Work? Would we have to fit everything shown on the floor plan into the existing Server Room?
RESPONSE: Follow the 100% Design by Stantec to construct this project. Please see the new SOO information.
24. In the electrical drawings you see a small interior partition wall coming from the north wall. Will this remain or be removed?
RESPONSE: Follow the 100% Design by Stantec.
25. In drawing A-1, Demolition Plan note 1; remove and replace with new door. The door schedule is showing the double door only. The single door is showing remove and replace on the demolition plan detail. The floor plan detail is showing no replacement. Is this door to remain or be removed? Will the Training Room door remain or be removed as well?
RESPONSE: The Demolition Plan note #1 is to remove these doors; however the Door schedule identifying the new double door will be installed for Entry 102, per Floor Plan.
26. The RFP requires the submittal of Section 8(a) verification from the SBA. What is this document.
RESPONSE: If you are an AZ based firm, please provide a copy of the 8(a) letter you are provided when you were first accepted into the program. For non-AZ firms with bonafide offices in AZ, please provide the SBA approval letter for this bonafide office.
