As a quick update to the current status of evaluations and to clear any confusion over the timeline, evaluations are ongoing and are likely not to be completed prior to the end of the current fiscal year. This is due to a number of factors, not the least of which is manning. The Source Selection Team is diligently working nonetheless and is optimistic about an early FY '14 award.

NOTICE: ALL CONTRACTORS WHO PLAN ON HAND DELIVERING THEIR PROPOSALS THIS COMING MONDAY, 5 AUGUST, SHOULD ARRIVE AT THE SOUTH GATE VISITOR CENTER BETWEEN THE HOURS OF 2:00PM AND 4:00PM. MR. JAMES SOWDEN AND LT BRENNAN LAWSON WILL BE THERE TO ACCEPT YOUR SEALED PROPOSALS. YOU WILL NOT REQUIRE BASE ACCESS.

PREPROPOSAL CONFERENCE/SITE VISIT NOTICE:
All vendors which submitted a Luke AFB acces package in accordance with the RFP were approved. Access to Luke AFB will ONLY be granted at the South Gate for July 8, 2013. Please proceed dirctly to the gate. There is no need to obtain a pass from the Visitor Center. The gate gaurd will have a list with your name. Please provide a Drivers Licence to verify identification.

The maximum page limitation for Volume III, Past Performance, is hereby changed from 10 to 24. Additionally, previous work under IDIQ's, MATOC's, or MACC's will be deemed RELEVANT past performance. These changes are reflected in Amendment 0002 to the RFP.

This is a notice of proposed contract action as required by FAR 5.2.
The 56th Contracting Squadron, Luke Air Force Base, AZ intends to issue a Request for Proposal (RFP) for the acquisition of a MACC IDIQ at Luke AFB, AZ.
The requirement will be for repair, maintenance, alteration, and replacement, to include design-build, on real property facilities located at Luke AFB, AZ; Gila Bend AF Auxiliary Field, AZ (includes Barry M. Goldwater Range) and Fort Tuthill Recreation Area, Flagstaff, AZ. The North American Industry Classification System (NAICS) number for this effort is 236220 (Commercial and Institutional Building Construction) and the Small Business Size Standard is $33.5M. It is anticipated that a Firm-Fixed Price (FFP) Indefinite Delivery-Indefinite Quantity (IDIQ) contract will be awarded as a result of this notice.
The Government anticipates the period of performance of the contract will be (one) 1 base year and (four) 4 one year option periods. This Solicitation will result in multiple awards (3 to 5) of a firm fixed indefinite delivery indefinite quantity (IDIQ) contract. This acquisition is a total 8(a) set aside for Arizona 8(a) firms or 8(a) firms with a bona fide office in Arizona. In addition to the fore mentioned, the government seeks to award to an offeror who gives the Air Force the greatest confidence that it will meet the requirements affordably. At the time of solicitation, all responsible sources may submit a proposal, which shall be considered by the agency.
The magnitude of this contract is between $25,000,000.00 and $100,000,000.00 as cited in FAR 36.204, Disclosure of the Magnitude of Construction Projects.
The anticipated solicitation and all subsequent notices and amendments will be issued via FedBizOpps on the Internet at http://www.fbo.gov. No paper copies of the solicitation, specifications, plans or bidders mailing list will be issued from this office. The government will not reimburse any interested parties for monies spent to provide a response to the subsequent solicitation notice. The anticipated award date is 1 Sep 2013.
