FA4887-13-R-0005 Luke AFB MACC – RFI Responses 6 – 29 July 2013

1. On Sheet E103, please provide cable length runs to Panel PDU-1 and Fire Alarm System

RESPONSE: This is in the same room should be about 20 ft of cable.

2. On Sheet E103, please provide cable length run from AH-1 to Panel ‘YH6’

RESPONSE: 300 Feet

3. On Sheet E103, please provide cable length run from AH-2 to Panel ‘YH6’

RESPONSE: 300 Feet

4. On Sheet E602, please provide cable length run from Panel YKB to Panel YKA1 (in room P-11 – where is this room, and which level?)

RESPONSE: 50 Feet and located on the 1st floor.

5. On Sheet E602, please provide cable length run from existing Panel PNBD to Panel ‘RDP1’

RESPONSE: This is in the same room should be about 20 ft of cable.

6. On Sheet E602, please provide cable length run from Panel YH6 to panel near Elev-1 (on keyed note #11, we need to provide a feeder in an existing conduit)

RESPONSE: (YH6 to near the elevator is 250 ft) and (Panel YD to YH6 is about 200 ft)

***NOTE: Per design drawing E001, “a site plan and overall building plan are not included in the drawings set. The contractor shall field measure the distance for all new circuits that extends outside the server room. Please complete this prior to submitting your bid.” However, to keep this demonstration task moving without delay, I am providing approximate distance for these questions.

7. Does the electrical panel board designated "YD" control the servers?

RESPONSE: No, it does not. Please see the 100% Design Drawings provided per amended RFP. H

8. Do the servers have their own back-up generator?

RESPONSE: No

9. What panel/subpanel is powering the servers?

RESPONSE: Please see page E602 on 100% Design Drawings

10. Is the contractor responsible only for installing the new server racks?

RESPONSE: Please omit the word “only”, and yes the contractor is responsible for installing the new server racks.

11. Will the government supply the new server racks?

RESPONSE: No

12. Will the government be responsible for relocating the servers once the new racks are installed?

RESPONSE: No

13. Sheet E602: New Panel YKB is shown on the single line diagram but not shown within the Server Room. Where is the planned location for Panel YKB? If the proposed location for YKB is in another electrical room, can the Government provide as-built drawings showing its location?

RESPONSE: YKB is located in room M-2 and YKA1 is room P-11 (Electrical Room). These rooms are about 50 ft about. YKB is about 100 ft north of the computer room.

14. Are the current drawings accurate as to equipment, space, and heat load calculations shown?

RESPONSE: Yes, build per 100% Design Drawings provided per amended RFP.

15. Will the equipment to be installed be ordered and installed by the government or by the contractor?

RESPONSE: No equipment will be ordered or install by the contractor. Please, build per 100% Design Drawings provided per amended RFP.

16. It appears that the Scope of Work and drawings are not reflective of the current needs and will need to be redesigned. Are we to price our bid based on the need for change in scope and our own design recommendations?

RESPONSE: Please, build per 100% Design Drawings provided per amended RFP.

17. It says we have to relocate any electrical mechanical utilities in the way of the ductwork. Is there any idea whether this is a substantial issue or a major concern that will affect the performance or cost?

RESPONSE: For this 100% design which is a demonstration task, please build per 100% Design Drawings provided per amended RFP. It’s always important that a contractor inspects for actual conditions and no, this is not a major concern.

18. Roof Composition - Roof Patch. Is the existing roof warranted by previous installation that states any repairs to roofing system has to be done by original contractor to maintain warranty? If so, who is the contact?

RESPONSE: No

19. Drawing Sheet E101, Note 5: Communication cabinet from existing location: What is the distance required to get to the source point of connection?

RESPONSE: Please see 100% Drawings, these drawing are scaled.

20. Drawing Sheet E102, Note 3: Are the existing Air Handling Units above the suspended ceiling operational, and if so, how much cooling are they providing to the room?

RESPONSE: Build per 100% Design Drawings provided per amended RFP.

21. Drawing Sheet E602, Note3: Note says to provide feeder from YKA1 – where is this panel located?

RESPONSE: This is located in room P-11 (Electrical room) and this room is about 50 ft East of YKB.

22. Note says to install Panel YKB – where is this panel to be located?

RESPONSE: This is located in room M-2, and this room is about 100 Ft North of the computer room.

Drawing Sheet A-1, Note 2:

23. If the wall pertaining to Note 2 on Drawing A-1 Demo Plan is not going to be removed, will the existing grid remain and just new ceiling panels be installed?

RESPONSE: Build per 100% Design Drawings provided per amended RFP.

24. The evaluation of relevant past performance is confusing, especially in regard to the dollar value of work performed and whether the PPQ should identify a collection of work under a single IDIQ contract or just one task order of that IDIQ. We have performed multiple stand-alone and IDIQ task orders for a single client at a single location, simultaneously. Can we itemize these projects (by contract number and dollar amount) collectively, as a performance program, for purposes of past performance evaluation?

RESPONSE: You may submit IDIQ contracts, single task orders, and/or stand-alone contracts as past performance. You may only submit this collection of projects if they were awarded under a single contract. In essence, a single PPQ will only be associated with a SINGLE contract number.

25. Could you please clarify how you might handle a situation wherein you receive more than 5 PPQs (redundant PPQs)? Would you match the PPQs with the projects submitted and ignore the additional PPQs?

RESPONSE: If we receive more than 5 PPQ's we will evaluate the first 5 that are submitted in order of date/time.

26. Sheet E103, Note 5 references re-configuring existing under floor data cables with new data cables. How many cables and of what type are being reconfigured with new cabling? Information is not identified on the documents and is subject to interpretation which could significantly impact cost.

RESPONSE: This is a contractor’s requirement to perform a site investigation, also please read the General Note on page E103, C.

27. Sheet E103, Note 5 references re-configuring existing under floor data cables with new data cables. Where do these cables come into the room and to what point are they being pulled back to? Information is not identified on the documents.

RESPONSE: Same as answer on question #1

28. Who is responsible for the physical relocation of the equipment, including network and servers, in the existing racks during the demolition? It is not typical for a civilian contractor to shutdown, move or relocate "secure" DOD networks and servers even if on a temporary basis.

RESPONSE: 56 MDG/SGSLF, POC Mr. Michael Perna is the responsible government person, with the assistance of 56 CS/SCXP, POC Mr. Edward Salazar

29. Previous Addenda indicates that the server equipment being relocated cannot be "offline" for any period of time. Are backup servers supplied by the Base in another part of the facility to achieve this goal?

RESPONSE: 56 MDG/SGSLF and 56 CS/SCXP to provide this answer

30. The electrical drawing E 6.02 indicates various feeder and tie ins to existing panels (panel yy (generator room), panel yd (mechanical room one) and YH6 (in room T04). The current drawing does not show the distances from room to room necessary to estimate this scope of work. Is there an existing electrical as-built floor drawing that would give use some idea of these quantities?

RESPONSE: No work will be done from panel YY, Panel YD is about 200ft from panel YH6, and panel YH6 is about 300ft from the computer room.

31. Are any of the existing walls at the server room fire rated? This information is not identified. If the walls are fire rated that fire/smoke dampers will be required.

RESPONSE: Contractor’s requirement to perform a site investigation

32. The drawing E 103 key note 6 calls for a under floor cable management system. There is currently nothing on the documents that describes what this system is. Please provide.

33. Who would be responsible for the migration of the old servers to the new servers?

RESPONSE: 56 MDG/SGSLF, POC Mr. Michael Perna

34. The issuance of the APC rack solution in Amendment # 5 contradicts the 100% design documents. Please confirm that the rack solution to be priced for the demonstration project is per the drawings, not the rack solution provided with Amendment #5.

RESPONSE: This is correct, please provide price per 100% Design Drawings.

35. The one-line (E602) shows existing panel YKA1 as 277/480V. However, the panel schedule for this (E604) shows 120/208V. Please confirm that existing panel YKA1 is 120/208V per the panel schedule not 277/480V as shown on the one-line.

RESPONSE: Drawing pages E601 and E602 for panel YKA1 are incorrect, and the page E604 is the correct information. (This was a mistake in the drawings; the transformer shown does have the correct information)

36. Can we receive a current cabling schematic for all existing cabinets defining all the existing interconnect cabling between cabinets for both fiber and copper cabling?

RESPONSE: This is a contractor’s requirement to perform a site investigation; also, Key Note 5 states, “relocate existing panel, extend all existing cable and conduit from source point of connection. Verify all requirements and new location with the owner prior to commencing work.” However, 56 CS/SCXP, POC Mr. Edward Salazar and 56 MDG/SGSLF, POC Mr. Michael Perna, could provide more detail.

37. Can we receive a current cabling schematic for all existing cabinets defining all the incoming services of copper and fiber to each cabinet and from where the services originate?

RESPONSE: This is a contractor’s requirement to perform a site investigation; however 56 CS/SCXP, POC Mr. Edward Salazar and 56 MDG/SGSLF, POC Mr. Michael Perna, could provide more detail.

38. Can we receive a current drawing of the existing cabinets and where these cabinets are expected to be relocated in the final layout?

RESPONSE: See answer to question #1

39. New cabinets are traditionally provided by the base. If any new cabinets are not provided by others, please provide us specifications or part numbers for what is required to be furnished by the contractor.

RESPONSE: Please look at the specification provide, review pages after Section 16010.

40. Are there any cabling requirements for any of the existing cabinets, above and beyond the existing services being maintained?

RESPONSE: Not for this demonstration project.

41. Are there any cabling requirements for any of the new cabinets?

RESPONSE: Build per 100% Design Drawings, however, 56 CS/SCXP, POC Mr. Edward Salazar and 56 MDG/SGSLF, POC Mr. Michael Perna, could provide more detail.

RESPONSE: We do not maintain cabling schematics for existing cabinets.

49. Will the government provide a current cabling schematic for all existing cabinets defining all the existing interconnect cabling between cabinets for both fiber and copper cabling?

RESPONSE: We do not maintain cabling schematics for existing cabinets.

50. New cabinets are traditionally provided by the base. If any new cabinets are not provided by others, please provide us specifications or part numbers for what is required to be furnished by the contractor.

RESPONSE: We do not provide cabinets. New cabinets should be included as part of renovation or MDG will have to provide.

51. Are there any cabling requirements for any of the new cabinets?

RESPONSE: Unknown as we are unaware of what the new cabinets will be used for. If new cabinet cabling required, must conform to AETC First 400 Feet Standard Guidance with Luke Supplement dtd Mar 2010.

52. Will the Design Builder be required to contract with the Base or a Civilian Contractor to provide IT services when configuring the relocation of the servers?

RESPONSE: Relocation of servers requires coordination with CS and/or MDG depending on who owns. CS requires 3215 to relocate base network equipment. 3215 must be submitted 45 days prior to need.

53. Who or what systems will monitor the APC Netshelter unit alarms and status?

RESPONSE: Contractor is not responsible for this requirement. MDG is responsible for monitoring own network equipment in cabinets.

54. For new cabling/fiber, what type of cable or fiber optic cabling is going to be installed?

RESPONSE: Cabling shall comply with AETC First 400 Feet Standard Guidance with Luke Supplement dtd Mar 2010. Recommend contacting MDG to see if their equipment requires any unique cabling not identified in the AETC First 400 Feet Standard Guidance with Luke Supplement.

55. Is there any premise distribution copper or fiber cabling upgrades associated with this project?

RESPONSE: All cabling is Cat-6+. If cabinets are being relocated and existing cables don’t reach, contractor will be required to install new cables to replace ones that are too short. Cabling shall comply with AETC First 400 Feet Standard Guidance with Luke Supplement dtd Mar 2010.

56. What is the construction performance period for the demonstration project?

RESPONSE: 180 days.

57. Will the new light fixtures need to have seals to keep moisture and dust out of space?

RESPONSE: Yes.

58. Do existing panels CP-1 and CP-2 currently have shunt strip circuit breakers installed as required on E-603? If not, please provide panel make and model.

RESPONSE: Contractor to Field Verify.

59. Please provide Model number and location of existing PDU-1.

RESPONSE: Contractor to Field Verify.

60. Drawing E-103 general note 3 refers to appendix A for the owners equipment power requirements. Please supply.

RESPONSE: Please look in the Spec’s provided last pages.

61. Please confirm that Netshelter SX enclosure will be required for all locations with an “R” as shown on E-103 Note 19.

RESPONSE: Yes, correct.

62. Drawing E-601 calls to remove the conduit and feeders from CP-2 and CP-3. Please identify the location of CP-3.

RESPONSE: Computer room, this is demo there’s no CP-3.

63. Please provide a floor plan and as-build drawings with the locations of the following panels: YD, YH6, YKB, YKA1, and PDU-1.

RESPONSE: Work with the 100% Design and the distance provided through previous answered RFIs

64. Please provide Make and Model of panel YD.

RESPONSE: Contractor to field verify.

65. Please provide location of new panel RDP1.

RESPONSE: Computer Room

66. Drawing E-101 requires us to relocate the access control panels. Please provide access control device types and locations affected by these panels.

RESPONSE: See last few pages in the Specification provided

69. In the RFI responses dated 7-12-13 question #47 answer says there will be no fire alarm in this project. What should we plan on doing with the existing smoke detectors that are installed in the ceiling? There is also a pull station in the wall.

RESPONSE: Tie into the existing Fire System through the EPO.

70. Please provide make and model of panel YH6.

RESPONSE: Contractor to Field Verify.

71. Please provide type of breakers in panel YD.

RESPONSE: Contractor to Field Verify.

72. Please provide map showing locations of generator room in utility building, location of generator room in hospital building, room T-04, mech. Room 1 in hospital building, location of existing PDU-1.

RESPONSE: Generator is located in building 1132, field verify all others.

73. Note 2 page M-3. Please verify the location of the industrial water tie-in. Is it located in the room somewhere?

RESPONSE: Contractor to Field Verify.

74. Note 3 page M-3. Please verify the location of the indirect drain connection. Is it located in the room somewhere?

RESPONSE: Contractor to Field Verify.
