FA4887-13-R-0005 Luke AFB MACC – RFI Responses – 25 July 2013 Attachment 41

1. Demonstration Project. The submission requirements for this sub-factor are really geared towards the design/build approach to the demonstration project. Since the project is now 100% designed would the government consider revising the submission requirements for this subfactor to give the offerors' real guidance on what the government would like to see and what we will be evaluated on based upon this new information?

RESPONSE: It is a design/build approach to the demonstration project. To ensure the evaluation of all proposals are the same and fair, the Government provided the 100% designs. Your approach should not change but incorporate the designs. For this reason the Government will not be changing the submission requirements of the Demonstration Project.

2. In Amendment # 5 Attachment 37 "Revised SOO Demonstration Project " was issued replacing Attachment 2 "SOO Demonstration Project". This substitution had the effect of deleting paragraph 2.2.9 of Attachment 2 which stated that "The contractor will be required to coordinate with the 56th Medical Group who will purchase and install data center cabinet equipment for installation in conjunction with this construction project". Please confirm that data center cabinet equipment and cabling is to be furnished and installed, terminated, tested and commissioned by 56th Medical Group and that relocation/removal and disposal of existing equipment is also 56th Medical Group's responsibility.

RESPONSE: The entire Rack Solution is to be accomplished by the contractor.

There will be no Government Furnished Material. The current servers are to be removed and reinstalled in the new racks.

3. On sheetE603, are we providing the Regency Pushbutton Station and the EPO or is it by others? If we are providing it, who is the manufacture?

RESPONSE: Contractor is to provide the Regency Pushbutton Station and the EPO.

4. Will the government provide a current drawing of the existing cabinets and where these cabinets are expected to be relocated in the final layout?

RESPONSE: Yes, utilize the current drawings that have been provided for this RFP package.

5. Please confirm what type of roofing is existing where the new Mechanical Condensing Units and Fans etc. will be located?

RESPONSE: Review 100% Drawings on Roof type and support locations.

6. Please provide location of Panel "YKB". Per Sheet E602, "YKB" is feeding panels "CP1" and "CP2" and we will need to know the overall distance.

RESPONSE: Overall distances have been calculated by 100% Drawings. Contractor will install YKB according to plans and spec.

7. Please provide location of Panel "YKA1". Per Sheet E602, "YKA1" is feeding panel "YKB" and we will need to know the overall distance.

RESPONSE: Overall distances have been calculated by 100% Drawings. Contractor will install YKA according to plans and spec.

8. Please provide location of Existing Panel "PDU-1". Per Sheet E602, Existing "PDU-1" is feeding New Panel "RDP1" and we will need to know the overall distance.

RESPONSE: Please see 100% Drawings, these drawing are scaled. Contractor to field verify scaled drawings distance.

9. Please provide location of Panel "YH6". Per Sheet E103 "Electrical Floor Plan", Panel "YH6" is feeding AH-1 and AH-2 and we will need to know the overall distance.

RESPONSE: Please see 100% Drawings, these drawing are scaled. Contractor to field verify scaled drawings distance.

10. What system(s) will be required for fire suppression?

RESPONSE: Follow 100% Plans and Spec.

11. Will the Design Builder be required to contract with the Base or a Civilian Contractor to provide IT services when configuring the relocation of the servers?

RESPONSE: NO; IT services are installed by others. However, the contractor shall confirm all requirements with responsible parties.

12. Who or what systems will monitor the APC Netshelter unit alarms and status?

RESPONSE: Contractor is not responsible for this requirement; it falls under the 56 Communications Squadron.

13. What requirements, if any, exists for SIPRNET?

RESPONSE: Refer to 100% plans and spec that were amended in the RFP.

14. Is the rationale as to the Price Proposal (Factor) to price the 35% design drawings or is it to complete the best extent of the Offer with reasonable assumptions and a proposal price as to a design of 100% less end-user coordination.

RESPONSE: Build per 100% Design Drawings provided per amended RFP.

15. RFI 2-Reference: Attachment _28m, M-3 Ceiling Mounted Diffusers (as defined A-1), Question: Plans indicate a ceiling mounted diffusers system (Delivery), can the proposer design an alternate design type climate control system? Or is the end-user committed to this 35% cooling design infrastructure?

RESPONSE: No, please ensure proposal reflects the provided 100% Design.

16. RFI 3-Reference: Attachment_28e, Plan E103/1 Electric Floor Plan Question: Plans indicate APC and Server Racks, assumption is there an available count as indicated, what is the future demand load with respect to power consumption and data load in GB’s and/or Teraflops? If applicable.

RESPONSE: Please ensure proposal reflects the provided 100% Design.

17. RFI 4-Reference: Attachment_28f, Plan E601 One Line Diagram- Demo Question: Plan makes reference to Generator Room Utility Building and Generator Room Hospital Building. Is there reference drawing showing referenced building a scalable format with reference to 1130 Server Room?

RESPONSE: No reference drawings, please build per 100% design.

18. RFI 5-Reference: Attachment_ALL Question: Attachments with respect to plans in a CAD format. Can we per a portal and a base protocol get DWG Files of these drawings?

RESPONSE: DWG are not available.

19. RFI 7-Reference: Attachment_28b, Plan E001 Electrical General Demo Requirements 11.

Question: Please Supply the Lead and Asbestos Survey as to review the requirements if applicable a NESHAP Notification requirement.

RESPONSE: 56 CONS/LGCB has provided the asbestos survey, again build per 100% design. As for the NESHAP report, this will be provided before construction; however, this is just a demonstration project per RFP.

20.If there will be 3 more squadrons of F-35s coming to Luke, should the seed project server room plan for future infrastructure requirements to support these additional squadrons?

RFI 11-Reference: Attachment 2 S.O.O.5.5 MONTHLY STATUS REPORT (MSR)

RESPONSE: Build per 100% Design Drawings provided per amended RFP.

21. RFI 12-Reference: Addendum 4 with regards to Design or no design Question: Pursuant to proposal and pricing purposes who is the Architect of record STANTEC or Offers Proposed Design Firm of the demonstration project. This question is pursuant to previous iterations on Design or no Design required responses and is a further degree of clarification

RESPONSE: Architect of record is STANTEC, build per 100% Design Drawings provided per amended RFP.

22. Will the Government please identify the location of the existing training room on the plans provided in the RFP.

RESPONSE: Build per 100% Design Drawings provided per amended RFP.

23. Paragraph 2.2 states that “No work shall be done in the training room” and paragraph 2.2.3 states that the wall between the server room and training room will remain”; however, the drawings included in the task order SOW indicate that this room is to be demolished and utilized for the server room expansion. This question was brought up during the bid walk and it was stated the training room is not to be included, please confirm.

RESPONSE: Build per 100% Design Drawings provided per amended RFP.

24. If only the server room is to be renovated (excluding the training room) please confirm the quantity of racks and servers and the corresponding electrical load to be used for the basis of design.

25. The existing raised access floor (RAF) is six inches high and in poor condition. The ramp indicated on Drawing A-1 is not code compliant (lacks 1/12 maximum slope). Please confirm the intent of the SOW to repair or replace the RAF with new 6” RAF. An all cabling be mounted overhead and RAF omitted?

26. The existing fire protection system appears to be a wet-pipe sprinkler system. Please confirm that this system is to remain and the there is a dedicated zone for the server room or if a new dry-pipe or chemical suppression system is to be provided.

27. Existing conditions record drawings would be beneficial to aid in the preliminary design of the server room renovation. Please confirm if architectural, structural, and MEPFP system drawings are available and will be provided to the bidders prior to bid.

28. Drawing S-1 indicates structural work to support the two new condensing units required to serve the expanded server room (including the training room space). Please confirm if this work is to be included even if the size of the server room remains as-is.

29. The existing partitions that surround the server room were observed to not extend to the underside of the 2nd floor deck above; are not insulated which indicates that they are not fire rated. Please confirm the scope of work for upgrading the partitions to meet current standards for a one-hour fire separation.

30. The server electrical load on the UPS serving the server room is needed to confirm the electrical load. Please confirm if this data is available and if so please provide.

31. The server room contains an existing “blocked door” on the north wall. Please confirm if this door is to remain.

RESPONSE: Build per 100% Design Drawings provided per amended RFP.

32. Can electrical panels CP-1 and CP-2 and the portion of the wall running north-south that supports them remain?

RESPONSE: Build per 100% Design Drawings provided per amended RFP.

33. What is the purpose of the 6” RAF if the air conditioning, cabling and potentially electric power wiring are to be routed overhead? Can the requirement for the RAF be omitted?

RESPONSE: Build per 100% Design Drawings provided per amended RFP.

34. During the bid walk it was stated that the contractor was responsible for moving the equipment and racks in the server room, please confirm.

RESPONSE: Yes. Contactors will be required to relocate the equipment and racks.

35. If we are able to list individual names for A&E’s are we able to list individual names on all of the resumes for the redacted copy?

RESPONSE: The intent of the redacted copy is to preserve the integrity of our engineers’ technical evaluation. That being the case, if there is any information that may identify a company, whether it is an individual’s name that is associated with the company or the company name itself, we would like it to be redacted. Thanks for the clarification.

36. Amendment 6, Item 13 mentions a list of Deliverables that include AF Form 66 (Submittal Registry), and AF Form 3000 (Material Approval Submittal). These documents work together. Please confirm if these 2 forms apply to this Demonstration Project.

RESPONSE: Yes, the AF 66 and AF 3000 apply to the demonstration project.
