The evaluation may take into account past performance information regarding predecessor companies, key personnel who have relevant experience, or subcontract work where your firm performed major or critical aspects of the requirement when such information is relevant to the instant acquisition. However, the proposal should clearly define who accomplished the work if performed by other than the prospective contractor (e.g., a key personnel) and define the role (e.g., prime contractor, subcontractor, sub tier subcontractor, etc.) performed by the Offeror. The government shall consider the information provided from the Offeror and may well consider any other source when evaluating the Offeror’s past performance.

L. (VOLUME III) PRICE PROPOSAL DETAILS

1. The Offeror shall provide a price proposal (consisting of a coefficient, design fee, and seed project pricing).

Offerors are required to propose on a seed project identified in the solicitation; this provides a basis to evaluate their proposed coefficient and design fee against an awardable project. The Government IS NOT requesting certified cost or pricing information.

2. Required Pricing Details:

a. Section A – Complete in its entirety the“offeror” portion and Section B of the Standard Form 1442. An offical having the authority to bind your company contractually must sign and date the SF 1442. One (1) copy of the SF 1442 must bear an orginal, authorized signature.

b. Section B – Seed Project Price. The contractor shall provide an itemized price proposal for the seed project identified in the solicitation. The price shall be inclusive of all work to be accomplished for the seed project, and the offeror shall apply their base year coefficient to the total price of the seed project. The offeror is expected to provide the government with the entire itemized price proposals using all applicable sections of the

RSMeans/E4Clicks. The proposed price should be the offerors final and best offer, as the seed project is to be awarded to the same offeror whom is awarded the contract, without further discussions.

*Important to note. The offeror is expected to provide the itemized price proposal for the seed project, in both their Technical details (volume I), and their price details (Volume III). The itemized price details contained within the (35% Design) Technical details (Volume I) shall NOT include the contractors proposed coefficient, only the pricing information contained within the RSMeans/CPG. The Price evaluation will evaluate the seed project’s total proposed price. Whereas the Technical evaluation will evaluate the offerors ability to provide the essential components of the proposed design and convey that the contractor fully understands the Seed Project requirement and that the proposal package includes all required elements of work to complete the project.

c. Section C – Calculation of Work. It is estimated that an average of forty (40) projects are awarded per year, with an estimated average between $4Mil and $6Mil; the estimated yearly aggregate maximum should not exceed $9Mil. This information has been provided for informational purpose only. A SABER Price Evaluation worksheet has been provided with this solicitation (Attachment #3); offerors shall complete and submit this worksheet.

3. The Government reserves the right to request additional pricing information after receipt and evaluation of proposals. Contractors shall submit a price proposal (consisting of a coefficient, design fee, and seed project pricing); if the contractor fails to, they will be deemed nonresponsive.

4. Definition Of Design Costs: Design costs are limited by law to not exceed 6% of the construction cost. “Design” means defining the construction requirement (including the functional relationships and technical systems to be used such as architectural, environmental, structural, electrical, mechanical, and fire protection), producing the technical specifications and drawings.

SECTION M - EVALUATION FACTORS FOR AWARD

BASIS OF AWARD

A. EVALUATION PROCEDURES

1. BASIS FOR CONTRACT AWARD: This acquisition will utilize Lowest Price Technically Acceptable (LPTA) source selection procedures in accordance with the Federal Acquisition Regulations (FAR) Part 15, DOD FAR Sup, and Air Force FAR Sup. Technical tradeoffs will not be made and no additional credit will be given for exceeding acceptability. Award will be made to the Acceptable offeror with a (1) Technically Acceptable proposal; (2)

Acceptable Past Performance; and; (3) The lowest evaluated cost or price, which is deemed responsible relating to an offerors record of acceptable performance, integrity, financial and resource capability, and stability to perform the contract in accordance with FAR 9.104.

2. This acquisition is contemplated to be a Firm-Fixed Price, Indefinite-Delivery/ Indefinite-Quantity (ID/IQ), with one award being made to a single offeror. Offerors “must” propose on the seed project (identified within the solicitation) to be considered for award.

B. EVALUATION FACTORS AND SUBFACTORS

1. The proposals will be evaluated for the entire performance period of the SABER Contract on the basis of the evaluation factors listed below. These primary areas of importance comprise the decision making process to be used in determining which proposals are acceptable. First, the technical area will be evaluated on a “acceptable” or

“unacceptable” basis. Second, Past Performance will be evaluated on a “acceptable” or “unacceptable” basis.

Third, the Government will review the pricing; consisting of coefficient, design fee, and seed project pricing.

(1) Technical

(2) Past Performance

(3) Price

C. TECHNICAL (VOLUME I)

1. The Technical area is based on an Acceptable/Unacceptable scale. Offerors may be given the opportunity to clarify certain aspects of their proposals. Evaluation Notices may be issued for the purpose of enhancing the

Government’s understanding of proposals.

2. The Technical Evaluation Team will rate the technical proposals according to Table 1 listed below:

TABLE 1 – TECHNICAL ACCEPTABLE/UNACCEPTABLE RATINGS

RATING DEFINITION

Acceptable Proposal clearly meets the minimum standards and requirements of the technical factors, as stipulated within the solicitation.

Unacceptable Proposal does not clearly meet the minimum standards and requirements of the technical factors, as stipulated within the solicitation.

3. TECHNICAL DETAILS: Technical will consist of two factors; Cover Letter and Program Management Plan

(PMP); the PMP will consist of five (5) subfactors.

(a). COVER LETTER: The cover letter will be used to ensure the Offeror acknowledges solicitation amendments.

Otherwise, the cover letter provides information on the Offeror.

(b). PROJECT MANAGEMENT PLAN (PMP): The PMP will be evaluated for inclusion of all tasks identified in the Project Management Plan in Section L. The PMP shall demonstrate the offerors ability to meet the requirements stipulated within the SABER Statement of Work (SOW). The PMP shall make clear the offerors ability to proficiently manage a project from inception of a project to closeout/final payment of that project, as well as the offerors ability to proficiently manage multiple projects simultaneously & concurrently. The PMP shall make clear the Offeror has the ability to deliver a quality product and effectively manage the designers, consultants, and subcontractors on the team, as well as the ability to coordinate all work throughout the design and construction phases. The PMP shall make clear the Offerors ability to provide the required experienced personnel and demonstrate to the Offerors ability to provide the minimum ‘Design Submission’ standard for the seed project (35%

Design); this design submission standard is also the minimum design requirement for all forthcoming/ future projects that are completed under this SABER contract. The PMP shall be suitable for the scope and complexity of the SOW and project(s) identified within the solicitation. It shall include and address each of the following:

1. Management Approach (Acceptable/Unacceptable)

i. Management of a project from Inception to project closeout/final payment

ii. Management of multiple (10-50) projects simultaneously & concurrently)

2. Sub-Contractor Management (Acceptable/Unacceptable)

3. Quality Control Procedures (Acceptable/Unacceptable)

4. Organization Chart (IAW SABER SOW paragraphs - 3.3, 7.1 & 7.2) (Acceptable/Unacceptable)

5. Technical Approach - Seed Project (35% Design Submission) (Acceptable/Unacceptable)

4. Technical Proposal: The technical team will evaluate all technical factors and subfactors for the offeror; the evaluation will result in an overall technical rating of “Acceptable” or “Unacceptable” as defined in Table 1. If the offerors technical proposal fails to address, or does not adequately address, any of the stipulated technical factors or PMP subfactors, the offeror will receive an overall rating of “Unacceptable”. The standard of

“Acceptable” is met when the offeror demonstrates (1) the ability to perform multiple projects simultaneously and the ability to coordinate all work throughout the design, construction and close-out phase; (2) effectively manage the designers, consultants, and subcontractors on the team; (3) consistently deliver a quality product, through the use of effective quality control procedures; (4) the ability to provide the required experienced personnel (IAW SABER

SOW paragraphs - 3.3, 7.1 & 7.2) and (5) the capability of providing and utilizing the RSMeans (Computerized

Pricing Guide – CPG) cost estimating database to develop and provide a 35% Design Submission.

D. PAST PERFORMANCE (VOLUME II)

1. The purpose of the past performance evaluation is to allow the Government to assess the offeror’s ability to perform the efforts described in this RFP based on the offeror’s demonstrated present and past performance. The

Government will seek relevant past performance information from: (1) past and present efforts provided by the offeror (using questionnaires, forwarded by the offeror to past or current customers) and (2) data independently obtained from other Government (i.e. PPIRS, FAPIIS) and commercial sources. The evaluation process will use past performance as “Acceptable” or “Unacceptable” basis. Offerors may be given the opportunity to clarify relevance or adverse past performance to which the offeror has not previously had an opportunity to respond.

Clarifications are limited exchanges between the Government and offeror.

2. The past performance evaluation will be accomplished by reviewing aspects of the offeror’s recent and relevant past performance. An “acceptable” or “unacceptable” rating will be established through an integrated analysis of the recency/relevancy and performance on all efforts evaluated for the offeror.

Recency for this solicitation is defined past performance consisting of multi-tasked construction projects of varying complexity, performed within the past five (5) years from the date of this solicitation.

Relevant projects are defined as projects valued in the price range of $2,000.00 through $750,000.00, in which the offeror’s performance was that of the prime contractor, to include a broad range of maintenance, repair, alternation or new construction of real property; showing the capability to perform and manage a wide scope of construction trades including, but not limited to, design, carpentry, road repair, roofing, excavation, interior and exterior electrical, heating, ventilation, air-conditioning, plumbing, sheet metal, painting, demolition, concrete masonry, and welding. In determining relevancy for individual contracts, consideration will be given to the effort, or portion of the effort, being proposed by the contractor whose contract is being reviewed and evaluated. The Past

Performance Team will make a relevancy determination for each evaluated project in accordance with Table 2 –

Relevancy below:

TABLE 2 - RELEVANCY

Rating Description

Relevant Present/past performance effort involved similar scope and magnitude of effort and complexities this solicitation requires.

Not Relevant Present/past performance effort involved little or none of the scope magnitude of effort and complexities this solicitation requires.

3. Using the questionnaires provided with the proposals (see Attachment IV) ,the contractor shall send the questionnaire to their recent and relevant reference. The reference for that project shall fill out the questionnaire and send it “directly” via either fax or e-mail to 355 th

Contracting Squadron, SSgt David Maida at 520-228-4185 or david.maida@dm.af.mil. IAW Federal Acquisition Regulation, any questionnaires provided to the Contracting

Squadron, directly from an offeror, will not be considered. While the Government evaluation team will strive for maximum objectivity, the evaluation process, by its nature, is subjective and therefore, professional judgment is implicit throughout the entire evaluation process.

4. The past performance team will integrate the recency, relevancy and performance on all the efforts evaluated for the offeror; the integration will result in an overall Past Performance Evaluation rating of “Acceptable” or

“Unacceptable" as defined in Table 3 – Past Performance Evaluation Ratings below:

TABLE 3 – PAST PERFORMANCE EVALUATION RATINGS

RATING DEFINITION

Acceptable Based on the offeror’s past performance record, the

Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror’s performance record is unknown. (See note 1 & 2 below.)

Unacceptable Based on the offeror’s past performance record, the

Government has no reasonable expectation that the offeror will be able to successfully perform the required effort. (See note 1 below)

Note 1: The Government will have a reasonable expectation, when the majority of the offerors recent and relevant past performance records indicate that the contractor (offeror) will successfully perform the contract.

Note 2: In the case of an offeror without a record of past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance (see FAR 15.305(a)(2)(iv)). Therefore, the offeror shall be determined to have unknown past performance. In the context of acceptability /unacceptability, “unknown” shall be considered “acceptable”. See FAR 15.305(a)(2)(ii) & FAR 15.305(a)(2)(iv).

5. Joint Ventures. In a joint venture, past performance for both businesses will be evaluated equally. Joint ventures will be verified with the Small Business Administration (SBA) prior to award.

6. Teaming Arrangements. Teaming Arrangements are characterized by two or more business entities that are working together under the representation of one of the existing business entities for the duration of the contract. A teaming arrangement is not a formal merger of two or more business entities. The Government recognizes the validity and integrity of teaming arrangements as detailed in FAR Subpart 9.6. All offerors are encouraged to review FAR Subpart 9.6, to acquaint themselves with its details. Since the Government can only determine the responsibility of the prime contractor, per FAR 9.604(b), in accordance with FAR 9.1, Responsible Prospective

Contractors, offerors must identify in their offer any teaming arrangement to be considered and completely identify the relationships/responsibilities of the teaming members.

E. PRICE (VOLUME III)

1. After a thorough review of each offeror’s past performance, the Government team will evaluate each contractor’s proposed price (consisting of coefficient, design fee, and seed project pricing).
