SECTION 01011 - DESIGN REQUIREMENTS
1. PROJECT DESCRIPTION.
1.1. General. This request for proposal (RFP) provides
for the design and construction of an addition to Facility 81, the demolition of Facility 145 and Herky Road adjacent to facility 81. For the proposed facility addition construct a new 60’ x 60’ rigid frame clear span pre-engineered steel commercial grade building on a reinforced concrete slab on grade. Provide interior office spaces including a restroom, secured vault room, electrical/mechanical room and communications room. Provide a 20’ x 60’ concrete slab on grade access area joined to an asphalt drive for the new addition. Construct a 60’ x 40’ covered storage area on a concrete slab on grade on the south side of the facility. Construct a 20’ x 40’ concrete slab on grade access on the east side of the storage area. Construct a 20’ x 20’ covered area on 4‖ of unreinforced concrete on the north side of the facility. Construct a 7500 SF uncovered storage area (fencing only) on the south side of the facility on the existing parking lot. Provide electrical, water, sewer, and gas utilities for the facility. Configure the existing utilities for the Facility 81 addition as needed. Provide new communications for the new addition using the existing communications connections in building 81. Provide a fire suppression system for the facility by adding on to the fire riser in building 81 and if needed remove and replace the existing the existing fire riser. Provide a multi unit split system for the floor level office spaces, and an A/C gas pack for second story office space with thermostats. Provide evaporative cooling for the remainder of the building. Provide a mechanical yard with 8‖ concrete slab, masonry walls, wrought iron gate and grate over the top of the mechanical yard. Remove the existing Herky Road located to the east and south of the new facility 81 addition including all asphalt, curbs and gutters, ABC and other soil as needed to redirect the drainage. Redirect the water drainage away from facilities 81 and 202 which will result from the removal of Herky Road and direct to drainage to an existing storm water drain located to the east of facility 81. Remove the overhead distribution line which runs to the east of facility 81 from the flightline gate to building 220. Install a new underground electrical distribution system including a new utility pole, power riser, fused cutouts, concrete encased duct bank, J-2 cabinet, and new concrete pad for the new 150 KVA transformer needed for facility 81. Remove the mezzanine sections in facility 145 and transport to facility 81 for reassembly in the existing facility. Demolish building 145, a rigid frame clear span pre-engineered steel commercial grade building on a WWF reinforced 9‖ concrete slab on grade, producing as little debris and dust as possible.
Remove the storage area to the south of facility 145 including all asphalt and fencing. Remove the concrete pad beneath facility 145. Cap all utilities associated with facility 145.
1.2. Location. The project site for facility 81 is located on the south side of Herky Road in the 55th Electronic Combat Group near Taxiway E. The project site for Facility 145 is located on the east side of the EC-130H Whiskey Ramp with access from Wilmot Road which is just to the east of Taxiway E. Both project sites are located on the eastern side of Davis - Monthan Air Force Base (Tucson), Arizona. The base - approved Location and Site Plans may be made available to the Contractor upon request.
1.3. Project Programming. Government programming requirements, classification of work, project approval levels, and funding appropriation have defined the requirement for execution of this project. The Contractor shall work the project as a whole. The Contractor shall maintain documentation to include, but not limited to, progress reports, requests for payment, change orders, modifications, and any other contractual (cost) documents for each project’s scope of the total project. All design and engineering costs shall be incorporated into this project. This project is divided into three separate projects with funding from three different sources. For this reason, the bid provided for the project must differentiate all costs as shown under each project section.
1.4. Codes, Standards, and References.
1.4.1. The Davis-Monthan Air Force Base Design Compatibility Guidelines (base DCG) are incorporated by reference into the contract specifications. All provisions of the base DCG shall be complied with unless specifically deleted by the project documents.

1.4.2. Equipment, materials, assemblies, spare parts, meters, monitors, controls, and any other articles of construction that are required to communicate with, connect to, operate with, or supplement existing base systems shall be 100% compatible in installation, configuration (including software), maintenance, repair, and operation or the item will not be considered equal and will be disapproved by the Government.
1.4.3. Brand Name References: The following is a list of highlighted brand name requirements from the base
DCG. This list should not be considered to be complete. All ―Or Equal‖ material submittals shall be 100% compatible or they will be disapproved by the Government.
1.4.3.1. Intrusion Detection Systems - Vindicator.
Fire Detection/Prevention Panels – Monaco.
Door Hardware & Lock Sets – Best (See individual parts list in base DCG).
Electrical Metering Equipment – Ion.
Urinals – Zurn Ultra Low Flow.
Direct Digital Controls – Staefa.
Backup Generators – Kohler.
1.5. Design and Construction Schedule. The Contractor shall provide as part of their proposal a preliminary design and construction completion schedule for the Government’s review and approval. As a minimum, the proposed schedule shall incorporate the required milestone events as shown in the Required Milestones/Submittals table on the following page. The number of days shown address an approximate number of calendar days and are only suggested for the Contractor’s use. The Contractor shall clearly note any deviations to the suggested days as it relates to the benefit of the proposed project. The Government will evaluate Contractor - proposed calendar days based on the best interests of the project execution and the Government’s requirements. However, the intent of all Davis - Monthan AFB Design - Build projects is to progress from Notice – To - Proceed (NTP) to construction completion and beneficial occupancy in 380 calendar days, excluding the 31 days shown for project closeout and completion. All days listed below are calendar days and include all Contractor actions such as design, construction, travel, mobilization, drawing and construction material submittal periods, etc. Contractor shall submit an AF Form 66, Schedule of Material Submittals; and prepare material submittals and cut sheets to be submitted with the 65% design submittal in order to allow the Government to review/approve major construction materials and, with the Government’s approval, order construction material after being given the construction NTP.
Contractor shall be given the construction NTP, at the Contracting Officer’s discretion, at the time of the 65% design approval to begin mobilization, site work, and demolition concurrently with the completion of the remainder of the design package.

1.6. Project Specific Design and Construction Requirements. The Contractor shall incorporate as part of their design and include in the construction the following requirements in accordance with all regulations, requirements, and standards identified in this RFP. The following requirements provide more detail than the generic descriptions provided in Section 1.1 of this RFP; and are the minimum requirements that ultimately satisfy the User’s needs and wants. The Contractor shall provide a complete and usable facility based around the User’s needs and wants, and constructed in accordance and in compliance with commercial and industry standards.
1.6.1. General Requirements.
1.6.1.1. The Government will provide as – built drawings as part of this RFP for facilities 81 and 145. See Section 2.5.1.
1.6.1.2. All construction work shall be accomplished between the hours of 0730—1600, Monday through Friday, unless otherwise approved in writing by the CO. Project may require weekend/holiday work.
1.6.1.3. This project will require fenced screening around the entire perimeter of the construction site. A temporary fence shall be provided by the Contractor in accordance with paragraph 2.9. Fenced Storage Yard of Section 01010, Summary of Work.
1.6.1.4. The Contractor shall consider in the contract documents (e.g., the construction cost estimate) the reasonable costs and effects of short delays in accessing the project site to pick up or deliver a dumpster, as required by the restrictive access requirements or by local alert conditions.
1.6.1.5. The Contractor shall be required to phase construction operations in this project to facilitate the ongoing operations in building 81 and 145 and the EC-130H Whiskey Ramp. The Contractor shall consider this phasing into the proposal and shall incorporate the phasing into all contract documents.
1.6.1.6. For this project, separately identify categories of work, including but not limited to new construction, maintenance, and repair. The designer / Contractor shall prepare the project documents, including but not limited to the contract drawings, the contract specifications, and construction cost estimates, to enable each category of work to be bid separately.
1.6.1.7. For this project, the designer / Contractor shall document the submittal of construction project progress photographs by the construction Contractor in specification Section 01010, Summary of Work; and in the AF Form 66, Schedule of Material Submittals. The costs of these photographs shall be included in the AF Form 3052, Construction Cost Estimate.
1.6.1.8. The proposed site is located for facility 81 addition is located on the south side of Herky Road in the 55 Electronic Combat Group near Taxiway E. The project site for Facility 145 is located on the east side of the EC- 130H Whiskey Ramp with access from Wilmot Road which is just to the east of Taxiway E.
1.6.1.9. The proposed Contractor storage yard near facility 81 is the existing parking lot to the south of the facility.
The proposed Contractor storage yard near facility 145 is the grass field located to the east of the facility. Both facilities must remain operation to the maximum extent possible.
1.6.1.10. Access to the EC-130 Whiskey ramp must remain unhindered during the demolition of facility 145.
1.7. Project Design Phasing
1.7.1. Provide the new addition pre-engineered design drawings, calculations for fire suppression water flow, electrical load, HVAC loads, drainage survey and any site analysis results for the new addition before starting construction or demolition.
1.7.2. Conduct all hydrant water flow tests and on site investigations before starting any design work. Provide the base project manager with at least one week notification time if coordination is needed for inspecting any project site.
1.7.3. Conduct and provide a site survey of all elements in or on or adjacent to the existing site which will have an impact on the project design and construction; and incorporate the survey results into the design documents. At the end of the project, provide the as - built survey data and results in accordance with (IAW) the base Design Compatibility Guidelines (DCG).
1.7.4. Perform two soil borings within the footprint of the storage facility, to identify by geotechnical investigation the necessary soil properties necessary for the design of both the concrete and asphaltic concrete site elements.

Provide the engineering analyses and the resultant soil properties results to the Contracting Officer with the design calculations for the concrete slab – on - grade and asphaltic concrete (AC) paving. Field survey and mark the location on the soil borings’ locations and provide the subsurface exploration results in table form on the project as
– built drawings, for future reference.
1.8. Project Construction Phasing
1.8.1. The Government provided phasing is a recommendation only and the Contractor may change the phasing as needed for a more efficient completion of the project as long as the mission for both facilities 81 and 145 and the EC-130 Whiskey Ramp operations are not negatively impacted. The Government realizes that eventually there will be a negative impact on all missions associated with this project during the transition from one facility 145 to the new addition to facility 81. The goal is to reduce this negative impact to the lowest practical level without excessively increasing project costs.
1.8.1.1. Remove Herky Road and correct drainage deficiencies.
1.8.1.2. Remove the gas line on the east side of Herky Road.
1.8.1.3. Provide a new underground electrical distribution system from the last utility pole near the road and feed buildings 81 and 202. Install a utility pole just to the east of the existing pole. Install a new 5‖ diameter rigid galvanized conduit for the new power riser installed on the new utility pole. Install a new J-2 cabinet between building 81 and 202 along the line of the building 202 cable run. Connect the existing building 202 service to the new J-2 cabinet with fiberglass mounting sleeve. Provide a new 8‖ concrete unreinforced pad for the newly relocated transformer. Route the electrical power from the transformer to the existing building 81 electrical service location. Install a two conduit duct bank with two concrete encased 5‖ encased burial (EB) conduits buried 30‖ below grade to top of conduit with a caution tape placed 12‖ below finish grade directly above conduit runs.
1.8.1.4. Connect and energize the new underground service and then remove the overhead electrical distribution system.
1.8.1.5. Construct the new addition, covered storage and uncovered storage for building 81. Complete all new utility connections and complete all interior work for the new addition and any required work in the existing building
81. Complete the new asphalt and concrete access drives from the parking lot to the east entrance to the building 81 addition. Complete all required exterior civil and landscaping work.
1.8.1.6. Remove the 150 KVA transformer at building 145 and relocate to building 81. Provide the 75 KVA transformer to the base.
1.8.1.7. Remove the mezzanines from building 145 and install in building 81.
1.8.1.8. Provide new fire suppression and electrical lighting to the new mezzanines.
1.8.1.9. Demolish building 145 and adjacent storage yard and any remaining sections of Herky Road.
1.9. Construct EC-130H Parts Warehouse. Construct a new addition to facility 81. See Attachment 1 Site Plan.
1.9.1. Demolition Requirements.
1.9.1.1. Place the costs associated with the demolition of existing utilities against the demolition part of this project.
1.9.1.2. Rework the area to the east of north of existing buildings 81 and 220 as needed so the new water flow drainage drains from this area after the removal of Herky road.
1.9.1.3. Cut a minimum an automatic door opening hole in the east side of the existing metal wall panels in building 81 for a new 12’ high x 12’ wide rolling door.
1.9.1.4. Remove wall panels and roofing panels as needed to integrate the new and existing wall and roofing systems.
1.9.1.5. Use due diligence during construction work to not damage existing facilities. All damage to existing facilities beyond what id reasonable for the anticipated work shall be repaired at the Contractor’s expense.
1.9.1.6. Remove asphalt, base course, and subgrade as required for foundation of new facility.

1.9.2. Civil Requirements. See Attachment 2 Site Work.
1.9.2.1. Field Information. Base utility information which is provided for this RFP is the best information available and is provided to assist the Contractor during the design of this project. The designer / Contractor are solely responsible for field verifying all information given. The designer / Contractor are also responsible for obtaining all information necessary to properly design and construct the project. Information gathering during the design shall be coordinated through the Contracting Officer. Any field surveying required to provide utility locations, manhole inverts, verification of existing grades and features, etc., shall be the responsibility of the designer / Contractor and shall be tied into the base surveying datum.
1.9.2.2. For this project, the designer / Contractor shall arrange for bluestaking of the site and any affected areas for the purposes of determining information applicable to, necessary for and pertinent to both the investigation and design services of this project.
1.9.2.3. For this project, the designer / Contractor shall perform the site survey of the site and any affected areas for the purposes of determining information applicable to, necessary for and pertinent to both the investigation and design services of this project. See Section 3.1.
1.9.2.4. For this project, determine by geotechnical investigation, the existing soil conditions of the site and any affected areas for the purposes of determining information applicable to, necessary for and pertinent to both the investigation and design services of the project. Include the resultant report and recommendations in the Investigation Report. Insure these recommendations are used in the design of footings, foundations, or any other structure which would depend upon the soil conditions on the project site.
1.9.2.5. Install fencing for a 7500 SF uncovered storage area on the south side of the facility on the existing parking lot. See attachment 1. Route the new fence from the south side of the existing facility 81 providing access the existing evaporative cooler on the south side of the facility. Route the fence south through the existing parking lot and then east and north forming the uncovered storage area. Then route the fence east and then north and west around the new paved asphalt access drive to the northeast corner of the new addition to facility 81. Provide a 9 GA chain link, galvanized steel, industrial strength 6’ high fence with 3 strands of barb wire, 2" post at 10' OC, set in concrete footings 1’ in diameter and 2’ deep. On the south and east sides of the new uncovered storage yard, install the new fence line in the soil adjacent to the existing curb for a project cost savings. Install the fence end post adjacent to the existing facility 81 as well as the new addition to facility 81 as shown on the provided drawings.
Provide three strands of barb wire for the top of the new fence and all gates.
1.9.2.5.1. Provide two new galvanized steel gates, 6’ high and 3’ wide with 1- 5/8" frame with three bard wire strands. Locate one gate near the west side of the new fence between the existing parking lot curb and the existing facility 81 and one near the northeast side of the new entrance near the new roll up door.
1.9.2.5.2. Provide one new 9 GA galvanized steel, industrial strength, double swing gates, 6’ high and 10’ wide, with three strands of barb wire including posts and hardware set in concrete footings 1’ in diameter and two deep, for a 20’ opening on the south side of existing facility 81.
1.9.2.5.3. Provide one new 9 GA galvanized steel, industrial strength, single swing gate, 6’ high and 10’ wide, with three strands of barb wire including posts and hardware set in concrete footings 1’ in diameter and two deep, for a 20’ opening on the northeast side of existing facility 81 by the access drive.
1.9.2.5.4. Provide galvanized steel bracing as needed at all corners, near end posts, gate posts and every other open fence span.
1.9.2.5.5. Provide push button cipher lock boxes for all gates.
1.9.2.5.6. Center the 3’ wide gates on the new 5’ wide concrete sidewalks and align the new 20’ wide gates so the northern most post, closest to the buildings, is adjacent to the existing curbs nearest the buildings.
1.9.2.6. Provide a mechanical yard with 8‖ concrete unreinforced slab for all equipment, 10’ high masonry walls with 8‖ x 16‖ CMU split face blocks, 8’ wide double swing wrought iron gates, grate over the top of the mechanical yard and 3‖ of landscape rock on the interior of the yard. Provide supports for the grate installed over the new mechanical yard. Separate the interior slab – on - grade from the adjoining, exterior, concrete access pads, storage slabs, mechanical yard slabs and door landings by ¾-inch expansion joint, full depth, as needed.
1.9.2.7. Provide new full depth curbs and gutters for the north side of the parking lot where the existing curb and gutter is removed. Construct a depressed curb entrance according to detail DM-C016 DRIVEWAY ENTRANCE

DETAIL of the base DCG along the length of the concrete storage area where it meets the asphalt parking lot. Use a drop from the drive’s finished surface to the existing flow line shall be 1‖ rather than the 2‖ shown in the detail.
1.9.2.8. Provide an access drive 16’ wide on the plan east elevation of the facility, centered on the 16’ wide roll-up door. Construct the drive with AC flexible pavement from the existing parking area to the concrete access pad adjoining the interior, concrete slab – on - grade on the plan east of the facility, both being constructed over 6‖ of ABC/subgrade. Construct the drive with 2‖ AC paving over a minimum of 6‖ ABC compacted to 100% and a minimum 6‖ of subgrade compacted to minimum 95%, using the Modified Proctor test. Top surface shall receive a light broom finish. Top surface shall receive a light broom finish. Use thickened edges for the access drive for load transfer at the concrete access pad/AC access drive interface and at the existing parking area/AC access drive intersection. Curve the access drive around — maximum 12’ interior turning radii — by the most direct route to the closest edge of the existing parking area (match existing contours for site flow). Provide access drive elevations that provide a smooth ascent from the existing parking lot to the east entrance. Slope access drive uniformly from the concrete access pad interface to the existing asphalt parking area; with a maximum cross - section slope of 1% for drainage into the existing storm drainage patterns on and through the parking lot. Provide a full depth curb on both sides of the access drive. Adjoining finished grade shall be no more than one inch below the top of the access drive for its full length; and sloped appropriately for drainage. For the proposal, be advised that the curb cutting and access drive construction into the existing parking area is part of the demolition part of the project.
1.9.2.8.1. Construct the concrete access pad with dimensions of 20’ x 60’ and with a minimum thickness of 8‖ with 4‖ x 4‖ WWF placed two inches below the finished surface with concrete hardener and sealer. See the structural section for additional information.
1.9.2.8.1. Provide header curbs on the inner and outer radius of the new access drive level with the asphalt pavement surface allowing water to flow across and off the drive.
1.9.2.8.2. Install two 4‖ conduits under the asphalt drive near the east entrance of the new facility for future use.
1.9.2.8.3. Install two 4‖ conduits under the asphalt drive near the existing parking lot entrance of the new access drive for future use.
1.9.2.9. N/A
1.9.2.9.1. N/A
1.9.2.10. Provide 8 safety bollards as follows: 4 for the east entrance overhead door (2 inside door and two outside door) and 4 for the covered storage area. Provide bollards complying with the base DCG with the top of the bollard foundation at 6‖ below finished floor elevation, concrete slab – on - grade or adjacent gravel, and with the top of the bollard steel pipe at 36‖ above the top of the finished floor elevation, concrete slab – on - grade or adjacent gravel separated from any surrounding concrete by minimum ½‖ expansion joint, full depth. Install the two, exterior bollards at the east entrance roller door protecting the exterior corners of the overhead door; and two interior bollards immediately adjacent — without interfering with the door operation — to the door jambs, to protect the interior corners of the overhead door. Provide 4 safety bollards (2 on the south side and 2 on the east side) adjacent to the exterior columns supporting the covered storage roof with 2 on the parking lot side and 2 located on the side of the smaller concrete pad on the east side of the covered storage area. Construct exterior bollard locations not to conflict with the personnel door stoops.
1.9.2.11. Provide 5’ wide 4‖ thick, 2500 psi concrete sidewalks around the existing and new facility. Provide ½‖ expansion material at all T intersections or areas where free expansion of sidewalks, slabs on grade, or CMU walls is not possible including areas where new slabs on grade abut against existing CMU or building walls. Also provide ½‖ expansion board between all new and existing concrete sections and every 20’ of concrete sidewalk.
1.9.2.11.1. Provide a sidewalk on the north side of the existing facility 81 from the sidewalk which provides an entrance for facility 220 to the new 20’ x 20’ concrete pad located on the north side of the new additional adjacent to the main entrance for the offices. Connect the existing mechanical door in the existing facility 81 and the new electrical door and communications room doors on the north side of the new addition.
1.9.2.11.2. Provide a sidewalk on the south side of the existing facility 81 from the existing parking lot through the new security fence centered on the new 3’ wide gate to the existing door on the southeast corner of the existing facility 81 and continuing to the new concrete slab for the new covered storage area.

1.9.2.12. Provide trenching as needed to connect the new water, electric, gas, and sewer utility lines to the existing utilities located at the existing building 81 mechanical room.
1.9.2.13. Site the facility addition establishing a minimum of 5% ground slope away from the building for a minimum of 10 feet. Place any costs associated with grading to the north and east of the new addition with the demolition part of the project. Establish finished floor elevation to match the existing facility 81 floor elevation.
Grade the adjacent surrounding terrain for a minimum drop of 6-inches below the interior finished elevation within 10-feet of the building. Provide positive drainage away from the existing building and new building addition correcting all existing conditions as part of this project. Grade the soil on the south side of the facility at the southeast corner of the new addition so the water flows toward the existing parking lot and away from the new access drive. Grade the access drive so water flows down the access drive into the existing parking lot. Grade the area to the north of the access drive and mechanical yard to flow eastward toward the existing storm drain located on the east side of Herky Road. Grading a small soil berm 2’ to 3’ high and 8’ to 10’ wide north of the new addition is acceptable but water between the berm and the new addition and access drive must still flow away from the new civil work. On the remaining portions of the project site, maintain the current drainage patterns to the maximum extent possible. Notify the Government for further direction if the existing drainage patterns need altering for positive site drainage.
1.9.3. Landscape Requirements.
1.9.3.1. Provide 3/4‖ Wildcat Red decorative rock gravel for all rock ground cover as needed for a 3‖ deep ground cover mulch using 1 ton of rock for every 100 SF of soil coverage. (Approximately 30 tons of rock)
1.9.3.2. Maintain the existing decorative rock gravel adjacent to the existing facility 81 for a project cost savings.
1.9.4. Architectural Requirements. See Attachment 3 Building 81 - Floor Plan.
1.9.4.1. Provide a new 60’ long, 60’ wide, 20’ high at the eaves, pre - engineered, commercial grade, clear span, rigid frame, steel building with prefinished standing - seam metal roof and fascia panel system to match the adjacent facility 81. Provide prefinished metal, wall panels. Align the new addition in line with the existing facility on all elevations and eave heights. Provide louvers above the overhead door on the east side of the new addition with gabled covers similar to building 4865 exhaust louvers or other openings, prefinished to match adjacent surfaces.
Do not use ridge vents. Insulate building roof — minimum R-30 — and walls — minimum R-19 — IAW base DCG with faced insulation (for example, foil- or poly - encapsulated or vinyl - faced suitable for installation in metal buildings and mechanically retained in place). Identify the specific IBC Class B or C 90 mph negative wind uplift pressures for each wind zone and provide appropriate roof clip spacing for each zone. Install continuous roof panels only and do not overlap roof panels. Panel joints are not acceptable and will be rejected. Route all radio cables from the antenna mast underground through conduit and then into walls or foundation but not through the roof or roof soffit. Mount the fire alarm transmitter on supports mounted on the vertical metal wall panels and not the roof. Limit the roof penetrations to bathroom vents and boiler vents and do not place air exhaust vents on the roof. Provide a new roof that will integrate with the existing roof on facility 81. Install a standing seam metal
1.9.4.1.1. Provide the metal - building supplier’s design and calculations to the Contracting Officer for review and approval prior to commencing construction.
1.9.4.1.2. Provide one, galvanized - steel, insulated, overhead, coiling, roll-up doors, centered on the east end of the building. Width = 16’; height = 15’ to allow passage of a 5-ton forklift or a medium - size cargo vehicle. Provide for an electric opening (controlled by an operator on the interior of the building near the door jamb nearest the personnel door); with manual - chain backup. Provide appropriate hardware which includes but is not limited to the capability for locking when door is in the closed position. Select the color after consulting with the user. Design door thresholds to sit/seal for the entire width of the door in a formed depression (maximum ½‖ lower than finished floor and graded gradually so not a large bump) in the slab – on - grade to protect from rain intrusion.
1.9.4.2. Provide a new 60’ long, 40’ wide, 15’ high at the eaves covered storage area on the south side of the new facility addition. Provide a storage area for ISU-90 storage bins with approximate dimensions of 9’ wide, 7’ deep and 7’ high and for EC-130 propellers on wooden crated with heights approximately 10’ above finish grade.
Provide a lean to structure covered storage area with roof slopes to match both the existing facility 81 and the new addition roofs with a watertight connection between the new covered area and the new addition which allows for expansion and contraction between the two different facility sections (do not connect the metal flashings). Utilize a
01011-9 wall flashing assembly between the two different sections instead of an internal gutter. Provide a pre - engineered, commercial grade, clear span, rigid frame, steel frame structure with just columns at the four corners of the covered storage area. Provide an eave height no lower than 12’ at the lowest end of the roof near the parking lot. Provide prefinished, no exposed fastener, standing - seam metal roof panels connected to roof clips which allow for expansion and contraction. Provide a fascia panel system skirt on the three sides of the covered storage area to match the adjacent facility 81 and new addition walls. Do not extend the wall panel fascia below 12’ above the finished floor. Provide prefinished galvanized steel metal for all roof panels, wall panels, and trim. Align the ends of the new covered storage area with the new addition.
1.9.4.3. Provide seven, 3
o -7 o , securable, exterior, insulated, galvanized - steel personnel doors, including frames and hardware (including but not limited to frame door stop), door closer and mortise locks. Locate one door on the east side of the facility and one door between the existing facility and new addition with the nearest jambs offset a minimum of 2 feet laterally from the overhead doors’ jambs, on each end of the building. For the electrical room, communication room, main entrance and eastern end doors, provide a 5’ x 5’ x 4‖ thick, unreinforced, 2,500 psi concrete stoops, centered on the doors, separated from the interior, concrete slab – on - grade by minimum ½‖ expansion joint, full depth; sloped away from the building a maximum of 1% for drainage, with top surface receiving a light broom finish. Provide door swings after consultation with the user. These requirements may be diminished based on the design of the new addition. See the base DCG for hardware requirements and install panic devices only on two exterior doors. Provide a primer and two layers of paint on all frames and doors.
1.9.4.4. Provide four, 3
o -7 o , securable, interior, non-insulated, hollow metal galvanized - steel personnel doors, including frames and hardware including but not limited to frame door stop, door closer and mortise locks. See the base DCG for hardware requirements. See the base DCG for hardware requirements and install panic devices only on two exterior doors. Provide a primer and two layers of paint on all frames and doors.
1.9.4.5. Install one secure room with one X0-9 cipher lock, balanced magnetic switches, one motion detector, one door sweep, one Vindicator panel with electronic keypad for disarming the alarm and one telephone installed outside the door. The telephone must be connected directly to security forces with a dedicated telephone line. The vindicator panel must have one dedicated power circuit. The motion detector must have a tamper proof cover.
1.9.4.6. Provide interior office spaces approximately 1050 SF including a restroom, secured vault room, mechanical room and communications room with two smaller offices and one large office on the upper level. See attachment 1 for a concept drawing provide two levels of offices of approximately 21’ x 25’ for a floor space of 525 SF on each level. Provide partition walls with 5/8‖ GWB, 25 GA steel studs, a level 4 finish, medium knockdown finish and two coats of paint to 10’ high. Provide R-19 insulation in the partitions and R-30 insulation over the ceilings. Provide a 2’ x 2’ tegular suspended ceiling system with 2’ x 4’ lay in fixtures for a minimum height of 8’ above ground.
1.9.4.6.1. Provide one new women’s restroom located in the new addition with new water closet and lavatory, new water drains, new hose bib, new clean out, one new over sink mirror, one full length mirror, shelf, and 3 clothes hooks with a new 42‖ high ceramic tile wainscot on all walls with a ceiling mounted light and 50 CFM exhaust fan.
1.9.4.6.1.1. Provide a new restroom with approximate dimensions of 5’ x 7’ (larger if funding allows) with an 18 GA hollow metal door with hardware with lock (including door stops), and door closer and a hollow - metal primed and painted door frame. Provide a ceramic tile floor with 2‖ x 2‖ two color porcelain tiles with epoxy grout, and a 48‖ high wainscot with 4‖ x 4‖ two color tiles. The colors for the ceramic tile will be chosen at a later time. Provide a 2’ x 2’ suspended ceiling with one 2’ x 4’ lay in fluorescent fixture with wall switch. Provide one GFCI outlet near the lavatory.
1.9.4.6.1.2. Water Closet. Install 1 new water closet including rough in and clean out. See the DCG for additional information.
1.9.4.6.1.3. Install a new wall mounted lavatory following the DCG.
1.9.4.6.1.4. Install one full length mirror 24‖ wide by 60" high mounted as directed by the user, with fabricated stainless steel one-piece channel frame, with dimensions of 1/2" x 1/2" x 1/2" with bright polished finish, mitered corners to hairline joints and mechanically interlocked. Install No. 1 quality, 1/4" glass mirror electrolytically copper-plated, guaranteed against silver spoilage for 10 years, with mirror corners and back protected by shock absorbing
01011-10 material, and back of galvanized steel, secured to concealed wall hanger with two theft-resistant locking screws.
Install a Bobrick B-165 for the 24" x 60" full length mirrors or approved equal.
1.9.4.6.1.5. Install one 18‖ wide by 36" high mirror mounted over the new sink, with fabricated stainless steel one-piece channel frame, with dimensions of 1/2" x 1/2" x 1/2" with bright polished finish, mitered corners to hairline joints and mechanically interlocked. Install No. 1 quality, 1/4" glass mirror electrolytically copper-plated, guaranteed against silver spoilage for 10 years, with mirror corners and back protected by shock absorbing material, and back of galvanized steel, secured to concealed wall hanger with two theft-resistant locking screws. Install Bobrick B-293 for 18" x 36" or approved equal.
1.9.4.6.1.6. Install a recessed/semi-recessed combination paper rolls dispenser/waste receptacle, satin finish stainless-steel, seamless beveled flange, sized for a paper roll 8" wide and 800 feet long, with hinged front equipped with tumbler lock, removable waste receptacle locked into cabinet. Install Bobrick No. B-3960 or approved equal.
1.9.4.6.1.7. Install one liquid soap dispenser, satin finish stainless steel horizontal-tank, surface-mounted, concealed wall fastening, minimum 40-fl. oz. capacity tank with corrosion resistant stainless-steel piston, springs, and internal parts designed to dispense liquid soap in measured quantity by pump action, with stainless-steel cover with unbreakable window type refill indicator. Install the dispenser so it is accessible to a person in a wheel chair.
Install Bobrick B-2112 or approved equal.
1.9.4.6.1.8. Install two clothing hooks on the back of the new hollow metal door approximately 54‖ height from the finished floor. Provide clothing hooks that is a combination hat and coat hook, bright polish stainless steel, on the rear the door at approximately 5' 6'' above the floor. Install Bobrick B-682 or approved equal.
1.9.4.6.1.9. Install one surface mounted stainless steel shelf, 8" wide and 24" long, 18-gauge, type-304 stainless steel, satin finish. 3/4" return edge, front edge hemmed for safety and 16 gage Brackets. Install the shelf centered over the full length mirror and 6' above the floor. Install Bobrick B-298 or approved equal.
1.9.4.6.1.10. Install one toilet tissue dispenser, two-roll dispenser, surface mounted with concealed anchorage, chrome-plated steel bracket with chrome plated plastic spindle, non-control delivery with manufacturer's standard spindle, without theft-resistant spindles, for one 4 1/2" or 5" diameter core 1800 sheet tissue roll. Install Bobrick No.
76867 or approved equal.
1.9.4.6.1.11. Facial Tissue Dispenser. Install surface mounted satin finish stainless steel, facial tissue dispenser, and cabinet type-304 stainless steel, equipped with concealed key locking, with concealed 22-gauge wall plate type-304 stainless steel, with a capacity for 100 two ply facial tissues. Install Bobrick B-8397 or approved equal.
1.9.4.7. Provide building signage complying with the base DCG, on the plan north and south elevations in a location approved by the Contracting Officer. The facility number for this new facility addition is 81.
1.9.4.8. Provide 12‖ x 12‖ VCT with a two color pattern for all office spaces, including upper and lower floors, except the communications room and electrical room which will remain concrete. The color will be chosen at a later time by the user.
1.9.4.9. Provide additional termite inspection, and prevention treatment for the existing building including all labor, materials, and equipment necessary for this work and prevention of future termite infestation and damage.
1.9.4.10. Provide a 3’ 6‖ wide steel staircase between the lower and upper levels with railings firmly attached to the concrete floor.
1.9.4.11. Provide a new 20’ long, 20’ wide, 12’ high at the eaves covered patio area with concrete slab on grade on the north side of the new facility addition adjacent to the new main entrance with a roof covering that matches the roof slope and material of the new facility addition. Provide a patio level with the new main entrance hallway and adjoining sidewalks. Provide two ceiling mounted fluorescent 3 lamp T-5 fixtures located between 3 new ceiling mounted fans located in a line approximately 10’ from the perimeter of the new addition. Provide separate on/off switch capability for the ceiling fans and light fixtures. Provide a water bib adjacent to the east side of the covered area along with a 20 amp GFCI duplex receptacle with weatherproof cover.
1.9.4.12. Provide three 3’ x 5’ sliding windows for the upper level offices with one installed over the staircase and the other two installed facing the main bay section.

1.9.5. Structural Requirements.
1.9.5.1. Provide an interior eight inch thick 4‖ x 4‖ - W2.9 w 2.9 WWF reinforced, concrete slab – on - grade for the new 60’ x 60’ addition and the exterior 20’ x 60’ concrete access pad at the east entrance using the worst - case. All exposed interior and exterior concrete flatwork shall have rounded, tooled edges, with minimum ½‖ radius.
1.9.5.1.1. Design and construct the interior, 60’ x 60’ and the exterior 20’ x 60’ reinforced, concrete slabs – on -grade, minimum 3,000 psi compressive strength, over a minimum of 6‖ ABC compacted to 100% and a minimum 6‖ of subgrade compacted to minimum 95%, using the Modified Proctor test. As a minimum use a reinforced 8‖ thick concrete slab.
1.9.5.1.2. Design and construct continuous and spread footings as needed for the new pre-engineered building addition. Reinforced - concrete column footings shall be separated from the slab – on - grade. Use 2’ - 6‖ #4 rebars, spaced 3‖ apart, set at 45-degrees to all the reentrant corners, at mid depth of the interior slab – on - grade.
1.9.5.2. Provide an eight inch thick 4‖ x 4‖ - W2.9 w 2.9 WWF reinforced, concrete slab – on – grade for the 40’ x 60’ for covered storage area, minimum 3,000 psi compressive strength, over a minimum of 6‖ ABC compacted to 100% and a minimum 6‖ of subgrade compacted to minimum 95%, using the Modified Proctor test. Finish the larger 40’ x 60’ slab to drain away from the facility is such a way that the top of the slab is even with the new addition slab while the lower end of the storage slab is even with the existing parking lot.
1.9.5.2.1. Design and construct spread footings as needed for the covered storage area columns. Provide a new storage area with clear span and no interior columns.
1.9.5.2.2. Design and construct continuous and spread footings as needed for the new pre-engineered building addition. Reinforced - concrete column footings shall be separated from the slab – on - grade. Use 2’ - 6‖ #4 rebars, spaced 3‖ apart, set at 45-degrees to all the reentrant corners, at mid depth of the interior slab – on - grade.
1.9.5.3. Provide an eight inch thick 4‖ x 4‖ - W2.9 w 2.9 WWF reinforced, concrete slab – on – grade for the 20’ x 40’ concrete access pad located to the east of the covered storage area, with a minimum 3,000 psi compressive strength, over a minimum of 6‖ ABC compacted to 100% and a minimum 6‖ of subgrade compacted to minimum 95%. Finish the smaller 20’ x 40’ slab to drain away from the facility and covered storage area while also following the slope of the larger storage area slab into the existing parking area.
1.9.5.4. Provide an eight inch thick 4‖ x 4‖ - W2.9 w 2.9 WWF reinforced, concrete slab – on – grade for the 20’ x 60’ concrete access pad located at the east end of the new addition, with a minimum 3,000 psi compressive strength, over a minimum of 6‖ ABC compacted to 100% and a minimum 6‖ of subgrade compacted to minimum 95%. Finish the 20’ x 60’ slab to drain away from the facility and covered storage area.
1.9.5.5. Provide an exterior, 4‖ unreinforced concrete slab – on – grade for the 20’ x 20’ covered patio, minimum 3,000 psi compressive strength, over a minimum of 6‖ ABC compacted to 100% and a minimum 6‖ of subgrade compacted to minimum 95%, using the Modified Proctor test on the north side of the new facility addition, sufficient for a metal picnic table, chairs and 20 people. Separate the interior slab – on - grade from the adjoining, exterior, concrete access pads, storage slabs, mechanical yard slabs and door landings by ¾-inch expansion joint, full depth. Finish the smaller 20’ x 20’ slab to drain away from the facility.
1.9.5.5.1. Construct continuous and spread footings as needed for the covered patio area. Reinforced - concrete column footings shall be separated from the slab – on - grade. Use 2’ - 6‖ #4 rebars, spaced 3‖ apart, set at 45-degrees to all the reentrant corners, at mid depth of the interior slab – on - grade.
1.9.5.6. Provide 8‖ unreinforced equipment pads for the new mechanical yard equipment, minimum 3,000 psi compressive strength, over a minimum of 6‖ ABC compacted to 100% and a minimum 6‖ of subgrade compaction to minimum 95%, using the Modified Proctor test. Construct separate equipment pads for the evaporative cooler, air conditioner - gas pack unit, split system HVAC units and transformer IAW the base DCG, with minimum ½‖-radius, rounded, tooled edges; with the lightly - broomed finished surface of the top of the pad at 4‖ above finished grade. The remainder of the interior of the walled/screened enclosures shall be a 2‖ layer of Wildcat Red decorative rock.
1.9.5.7. Design and Construct spread footings as needed for the interior two story office space within the new addition. Reinforced - concrete column footings shall be separated from the slab – on - grade. Use 2’ - 6‖ #4 rebars, spaced 3‖ apart, set at 45-degrees to all the reentrant corners, at mid depth of the interior slab – on - grade.
Use bracing and cables as needed for preventing the upper floor structure from shifting.

1.9.5.7.1 The use of a 1 ½‖ metal deck with ¾‖ CDX plywood is acceptable for the upper floor which will be covered with VCT.
1.9.5.8. Separate all concrete slabs – on - grade from the adjoining concrete slabs by ¾-inch expansion joint, full depth. Drill holes for #4 x 2’ - 6‖ L smooth dowels and place at mid - depth, at 16‖ on center, 1 ’- 3‖ into the existing vertical face of the existing concrete slab and grout solid. Before placing concrete for the adjoining slab, grease the remaining 1’ - 3‖ of smooth dowels providing for horizontal movement. Separate the interior slab – on - grade from the adjoining, exterior, concrete access pads, storage slabs, mechanical yard slabs and door landings by ¾-inch expansion joint, full depth. Space interior contraction/construction joints a maximum of 20’ in each direction, with smaller joint spacing as needed as long as the length/width dimensions do not exceed 125% of the smallest dimension in the length or width directions. Construct all joints IAW approved procedures. Place the concrete slab – on - grade monolithically. If concreting operations are stopped during the placement, prior to placing the next slab, cut the newly - placed concrete providing a vertical face, and drill #4 x 2’ 6‖ L smooth dowels and place at mid -depth, at 16‖ on center, 1 ’- 3‖ into the existing vertical face, and grout solid. Before placing additional concrete, grease the remaining 1’ - 3‖ of smooth dowels providing for horizontal movement.
1.9.5.9. Apply concrete hardener/sealer on all interior, exterior concrete slabs – on - grade and concrete access pads, storage slabs, covered patio slab and mechanical yard slabs.
1.9.6. Mechanical Requirements.
1.9.6.1. Provide a climate controlled storage area within the new addition with evaporative cooling. Provide one evaporative cooler with sufficient cooling capacity for a storage - only occupancy at no more than 78 o Fahrenheit located in a walled/screened, ATFP - compliant enclosure on the plan west exterior elevation. Follow all base DCG requirements including, but not limited to, ―Ductwork should extend from the unit directly through the wall. Provide hoods over the flex connection between the unit and the ductwork. Paint the hoods and all exterior ductwork to match the building finish. Evaporative coolers shall be installed at the 2-foot to 3-foot level, not on the roof. They shall be Cell - deck type. Provide dump - cycle pump system.‖ Provide cooling calculations to the Contracting Officer prior to ordering any associated equipment.
1.9.6.2. Accommodate exhaust air with exhaust louvers with gravity - operated dampers and bird screens, prefinished to match the color of the metal wall panels, and placed in the vertical, gabled elements with frames, attachments and fasteners as recommended by the manufacturer.
1.9.6.3. Climate control personnel spaces using an HVAC system. For this project, the designer / Contractor shall document the submittal of load calculations by the construction Contractor in the AF Form 66, Schedule of Material Submittals.
1.9.6.4. Provide a multi unit split system for the floor level office spaces with ductwork to the two office areas, one vault room, one restroom, electrical room and communications room with the thermostat installed in one of the office areas.
1.9.6.5. For the second story office, install an A/C gas pack with thermostat. The offices on the second floor will have one large open area.
1.9.6.6. For the women’s restroom hot water, use the existing hot water heater in the existing facility 81 mechanical room.
