SECTION 01011 - DESIGN REQUIREMENTS

1. PROJECT DESCRIPTION.

1.1. General. This request for proposal (RFP) provides

for the design and construction of an addition to Facility 81, the demolition of Facility 145 and Herky Road adjacent to facility 81. For the proposed facility addition construct a new 60’ x 60’ rigid frame clear span pre-engineered steel commercial grade building on an 8‖ reinforced concrete slab on grade. Provide interior office spaces including a restroom, secured vault room, utility room, mechanical room and communications room. Construct a 60’ x 40’ covered storage area on 8‖ of unreinforced concrete on the south side of the facility. Construct a 20‖ x 20’ covered area on 4‖ of unreinforced concrete on the north side of the facility. Construct a 7500 SF uncovered storage area on the south side of the facility on the existing parking lot.

Provide electrical, water, sewer, and gas utilities for the facility. Configure the existing utilities for the Facility 81 addition as needed. Provide new communications for the facility. Provide a fire suppression system for the facility by adding on to the fire riser in building 81 and if needed remove and replace the existing the existing fire riser. Provide a multi unit split system for the floor level office spaces, an A/C/gas pack for second story office space, and a small split system for the communications rooms with thermostats. Provide a concrete and asphalt drive for the new addition. Provide a mechanical yard with 8‖ concrete slab, masonry walls, wrought iron gate and grate over the top of the mechanical yard. Remove the existing Herky Road located to the east and south of the new facility 81 addition including all asphalt, curbs and gutters, ABC and other soil as needed to redirect the drainage. Redirect the water drainage away from facilities 81 and 202 which will result from the removal of Herky Road and direct to drainage to an existing storm water drain located to the east of facility 81. Remove the overhead distribution line which runs to the east of facility 81 from the flightline gate to building 220. Install a new underground electrical distribution system including a new utility pole, power riser, fused cutouts, concrete encased duct bank, J-2 cabinet, and new concrete pad for the new 150 KVA transformer needed for facility 81. Remove the mezzanine sections in facility 145 and transport to facility 81 for reassembly in the existing facility. Demolish building 145, a rigid frame clear span pre-engineered steel commercial grade building on a WWF reinforced 9‖ concrete slab on grade, producing as little debris and dust as possible. Remove the storage area to the south of facility 145 including all asphalt and fencing. Remove the concrete pad beneath facility 145.

Cap all utilities associated with facility 145.

1.2. Location. The project site for facility 81 is located on the south side of Herky Road in the 55 Electronic Combat Group near Taxiway E. The project site for Facility 145 is located on the east side of the EC-130H Whiskey Ramp with access from Wilmot Road which is just to the east of Taxiway E. Both project sites are located on the eastern side of Davis - Monthan Air Force Base (Tucson), Arizona. The base - approved Location and Site Plans may be made available to the Contractor upon request.

1.3. Project Programming. Government programming requirements, classification of work, project approval levels, and funding appropriation have defined the requirement for execution of this project. The Contractor shall work the project as a whole. The Contractor shall maintain documentation to include, but not limited to, progress reports, requests for payment, change orders, modifications, and any other contractual (cost) documents for each project’s scope of the total project. All design and engineering costs shall be incorporated into this project. This project is divided into three separate projects with funding from three different sources. For this reason, the bid provided for the project must differentiate all costs as shown under each project section.

1.4. Codes, Standards, and References.

1.4.1. The Davis-Monthan Air Force Base Design Compatibility Guidelines (base DCG) are incorporated by reference into the contract specifications. All provisions of the base DCG shall be complied with unless specifically deleted by the project documents.

1.4.2. Equipment, materials, assemblies, spare parts, meters, monitors, controls, and any other articles of construction that are required to communicate with, connect to, operate with, or supplement existing base systems shall be 100% compatible in installation, configuration (including software), maintenance, repair, and operation or the item will not be considered equal and will be disapproved by the Government.

1.4.3. Brand Name References: The following is a list of highlighted brand name requirements from the base

DCG. This list should not be considered to be complete. All ―Or Equal‖ material submittals shall be 100% compatible or they will be disapproved by the Government.

1.4.3.1. Intrusion Detection Systems - Vindicator.

Fire Detection/Prevention Panels – Monaco.

Door Hardware & Lock Sets – Best (See individual parts list in base DCG).

Electrical Metering Equipment – Ion.

Urinals – Zurn Ultra Low Flow.

Direct Digital Controls – Staefa.

Backup Generators – Kohler.

1.5. Design and Construction Schedule. The Contractor shall provide as part of their proposal a preliminary design and construction completion schedule for the Government’s review and approval. As a minimum, the proposed schedule shall incorporate the required milestone events as shown in the Required Milestones/Submittals table on the following page. The number of days shown address an approximate number of calendar days and are only suggested for the Contractor’s use. The Contractor shall clearly note any deviations to the suggested days as it relates to the benefit of the proposed project. The Government will evaluate Contractor - proposed calendar days based on the best interests of the project execution and the Government’s requirements. However, the intent of all Davis - Monthan AFB Design - Build projects is to progress from Notice – To - Proceed (NTP) to construction completion and beneficial occupancy in 380 calendar days, excluding the 31 days shown for project closeout and completion. All days listed below are calendar days and include all Contractor actions such as design, construction, travel, mobilization, drawing and construction material submittal periods, etc. Contractor shall submit an AF Form 66, Schedule of Material Submittals; and prepare material submittals and cut sheets to be submitted with the 65% design submittal in order to allow the Government to review/approve major construction materials and, with the Government’s approval, order construction material after being given the construction NTP.

Contractor shall be given the construction NTP, at the Contracting Officer’s discretion, at the time of the 65% design approval to begin mobilization, site work, and demolition concurrently with the completion of the remainder of the design package.

1.6. Project Specific Design and Construction Requirements. The Contractor shall incorporate as part of their design and include in the construction the following requirements in accordance with all regulations, requirements, and standards identified in this RFP. The following requirements provide more detail than the generic descriptions provided in Section 1.1 of this RFP; and are the minimum requirements that ultimately satisfy the User’s needs and wants. The Contractor shall provide a complete and usable facility based around the User’s needs and wants, and constructed in accordance and in compliance with commercial and industry standards.

1.6.1. General Requirements.

1.6.1.1. The Government will provide as – built drawings as part of this RFP for facilities 81 and 145. See Section 2.5.1.

1.6.1.2. All construction work shall be accomplished between the hours of 0730—1600, Monday through Friday, unless otherwise approved in writing by the CO. Project may require weekend/holiday work.

1.6.1.3. This project will require fenced screening around the entire perimeter of the construction site. A temporary fence shall be provided by the Contractor in accordance with paragraph 2.9. Fenced Storage Yard of Section 01010, Summary of Work.

1.6.1.4. The Contractor shall consider in the contract documents (e.g., the construction cost estimate) the reasonable costs and effects of short delays in accessing the project site to pick up or deliver a dumpster, as required by the restrictive access requirements or by local alert conditions.

1.6.1.5. The Contractor shall be required to phase construction operations in this project to facilitate the ongoing operations in building 81 and 145 and the EC-130H Whiskey Ramp. The Contractor shall consider this phasing into the proposal and shall incorporate the phasing into all contract documents.

1.6.1.6. For this project, separately identify categories of work, including but not limited to new construction, maintenance, and repair. The designer / Contractor shall prepare the project documents, including but not limited to the contract drawings, the contract specifications, and construction cost estimates, to enable each category of work to be bid separately.

1.6.1.7. For this project, the designer / Contractor shall document the submittal of construction project progress photographs by the construction Contractor in specification Section 01010, Summary of Work; and in the AF Form 66, Schedule of Material Submittals. The costs of these photographs shall be included in the AF Form 3052, Construction Cost Estimate.

1.6.1.8. The proposed site is located for facility 81 addition is located on the south side of Herky Road in the 55 Electronic Combat Group near Taxiway E. The project site for Facility 145 is located on the east side of the EC- 130H Whiskey Ramp with access from Wilmot Road which is just to the east of Taxiway E.

1.6.1.9. The proposed Contractor storage yard near facility 81 is the existing parking lot to the south of the facility.

The proposed Contractor storage yard near facility 145 is the grass field located to the east of the facility. Both facilities must remain operation to the maximum extent possible.

1.6.1.10. Access to the EC-130 Whiskey ramp must remain unhindered during the demolition of facility 145.

1.7. Project Design Phasing

1.7.1. Provide the new addition pre-engineered design drawings, calculations for fire suppression water flow, electrical load, HVAC loads, drainage survey and any site analysis results for the new addition before starting construction or demolition.

1.7.2. Conduct all hydrant water flow tests and on site investigations before starting any design work. Provide the base project manager with a minimum of one week notification if coordination is needed for inspecting any project site.

1.7.3. Conduct and provide a site survey of all elements in or on or adjacent to the existing site which will have an impact on the project design and construction; and incorporate the survey results into the design documents. At the end of the project, provide the as - built survey data and results in accordance with (IAW) the base Design Compatibility Guidelines (DCG).

1.7.4. Perform two soil borings within the footprint of the storage facility, to identify by geotechnical investigation the necessary soil properties necessary for the design of both the concrete and asphaltic concrete site elements.

Provide the engineering analyses and the resultant soil properties results to the Contracting Officer with the design calculations for the concrete slab – on - grade and asphaltic concrete (AC) paving. Field survey and mark the location on the soil borings’ locations and provide the subsurface exploration results in table form on the project as -builts, for future reference.

1.8. Project Construction Phasing

1.8.1. The Government provided phasing is a recommendation only and the Contractor may change the phasing as needed for a more efficient completion of the project as long as the mission for both facilities 81 and 145 and the EC-130 Whiskey Ramp operations are not negatively impacted. The Government realizes that eventually there will be a negative impact on all missions associated with this project during the transition from one facility 145 to the new addition to facility 81. The goal is to reduce this negative impact to the lowest practical level without excessively increasing project costs.

1.8.1.1. Remove Herky Road and correct drainage deficiencies.

1.8.1.2. Remove the gas line on the east side of Herky Road.

1.8.1.3. Provide a new underground electrical distribution system from the last utility pole near the road and feed buildings 81 and 202. Install a new 5‖ diameter rigid galvanized conduit for the new power riser installed on the last utility pole. Install a new J-2 cabinet between building 81 and 202 along the line of the building 202 cable run.

Connect the existing building 202 service to the new J-2 cabinet. Provide a new 8‖ concrete pad for the newly relocated transformer. Route a new service to building 81 from the new transformer location. Install a new two conduit duct bank with two new concrete encased 4‖ encased burial (EB) conduits buried 30‖ below grade to top of conduit with a caution tape placed 12‖ below finish grade directly above all new conduit runs. Install a new conduit run to the new transformer location and the existing building 81 service entrance.

1.8.1.4. Connect and energize the new underground service and then remove the overhead electrical distribution system.

1.8.1.5. Construct the new addition, covered storage and uncovered storage for building 81. Complete all new utility connections and complete all interior work for the new addition and any required work in the existing building 81.

Complete the new asphalt and concrete access drives from the parking lot to the east entrance to the building 81 addition. Complete all required exterior civil and landscaping work.

1.8.1.6. Remove the 150 KVA transformer at building 145 and relocate to building 81. Provide the 75 KVA transformer to the base.

1.8.1.7. Remove the mezzanines from building 145 and install in building 81.

1.8.1.8. Provide new fire suppression and electrical lighting to the new mezzanines.

1.8.1.9. Demolish building 145 and adjacent storage yard and any remaining sections of Herky Road.

1.9. Construct EC-130H Parts Warehouse. Construct a new addition to facility 81.

1.9.2. Demolition Requirements.

1.9.2.1. Most of the costs associated with the demolition of existing utilities is placed against the demolition part of this project.

1.9.2.1. Rework the area as needed for the new grading of the new facility addition removing curbing, asphalt and soil as needed for the new addition elevations.

1.9.2.2. Cut a minimum an automatic door opening hole in the east side of the existing metal wall panels in building 81 for a new 12’ x 12’ rolling door.

1.9.2.3. Remove wall panels and roofing panels as needed to integrate the new and existing wall and roofing systems.

1.9.2.4. Use due diligence during construction work to not damage existing facilities. All damage to existing facilities beyond what id reasonable for the anticipated work shall be repaired at the Contractor’s expense.

1.9.2.3. Remove asphalt, base course, and subgrade as required for foundation of new facility.

1.9.3. Civil Requirements.

1.9.3.1. Field Information. Base utility information which is provided for this RFP is the best information available and is provided to assist the Contractor during the design of this project. The designer / Contractor are solely responsible for field verifying all information given. The designer / Contractor are also responsible for obtaining all information necessary to properly design and construct the project.

Information gathering during the design shall be coordinated through the Contracting Officer. Any field surveying required to provide utility locations, manhole inverts, verification of existing grades and features, etc., shall be the responsibility of the designer / Contractor and shall be tied into the base surveying datum.

1.9.3.2. For this project, the designer / Contractor shall arrange for bluestaking of the site and any affected areas for the purposes of determining information applicable to, necessary for and pertinent to both the investigation and design services of this project.

1.9.3.3. For this project, the designer / Contractor shall perform the site survey of the site and any affected areas for the purposes of determining information applicable to, necessary for and pertinent to both the investigation and design services of this project. See Section 3.1.

1.9.3.4. For this project, determine by geotechnical investigation, the existing soil conditions of the site and any affected areas for the purposes of determining information applicable to, necessary for and pertinent to both the investigation and design services of the project. Include the resultant report and recommendations in the Investigation Report. Insure these recommendations are used in the design of footings, foundations, or any other structure which would depend upon the soil conditions on the project site.

1.9.4. Design the interior, reinforced, concrete slab – on - grade and the exterior, concrete access pad at the east entrance using the worst - case, actual use condition of either the 5-ton capacity, pneumatic - wheeled forklift carrying one, partially - loaded ISU-90 container; or the fully - loaded ISU-90 containers, being stored. The minimum soil - bearing capacity used in any calculations shall be the capacity determined by Contractor -performed soils testing; but not less than 1,000 PSF. Provide all design calculations and supporting documentation to the Contracting Officer for review and approval prior to commencing construction. All exposed interior and exterior concrete flatwork shall have rounded, tooled edges, with minimum ½‖ radius.

1.9.5. Design and construct the interior, reinforced, concrete slab – on - grade, minimum 3,000 psi compressive strength, over a minimum of 6‖ ABC compacted to 100% and a minimum 6‖ of subgrade compacted to minimum 95%, using the Modified Proctor test, sufficient for a 5-ton capacity, pneumatic - wheeled forklift loading and fully -loaded ISU-90’s. As a minimum use a reinforced 8‖ thick concrete slab.

1.9.5.1. Separate the interior slab – on - grade from the adjoining, existing facility 81, interior concrete slab by ¾-inch expansion joint, full depth.

1.9.5.2. Drill holes for #4 x 2’ - 6‖ L smooth dowels and place at mid - depth, at 16‖ on center, 1 ’- 3‖ into the existing vertical face of the existing concrete slab and grout solid. Before placing concrete for the adjoining slab, grease the remaining 1’ - 3‖ of smooth dowels providing for horizontal movement.

1.9.5.3. Separate the interior slab – on - grade from the adjoining, exterior, concrete access pads, storage slabs, mechanical yard slabs and door landings by ¾-inch expansion joint, full depth.

1.9.5.4. Apply concrete hardener/sealer on all interior concrete slabs – on - grade and exterior, concrete access pads, storage slabs and mechanical yard slabs.

1.9.5.5. Space interior contraction/construction joints a maximum of 20’ in each direction, with smaller joint spacing as needed as long as the length/width dimensions do not exceed 125% of the smallest dimension in the length or width directions. Construct all joints IAW approved procedures.

1.9.5.6. Place the concrete slab – on - grade monolithically. If concreting operations are stopped during the placement, prior to placing the next slab, cut the newly - placed concrete providing a vertical face, and drill #4 x 2’ 6‖ L smooth dowels and place at mid - depth, at 16‖ on center, 1 ’- 3‖ into the existing vertical face, and grout solid.

Before placing additional concrete, grease the remaining 1’ - 3‖ of smooth dowels providing for horizontal movement.

1.9.5.7. Site the building establishing a minimum of 5% ground slope away from the building for a minimum of 10 feet.

1.9.5.8. Establish finished floor elevation to match the existing facility 81 floor elevation.

1.9.5.9. Grade the adjacent surrounding terrain for a minimum drop of 6-inches below the interior finished elevation within 10-feet of the building.

1.7.3.5. Construct a reinforced 8‖ concrete slab on grade for the new addition and tie in with the existing facility concrete slab as needed.

1.7.3.6. Construct continuous and spread footings as needed for the new pre-engineered building addition.

1.7.3.7. Construct spread footings as needed for the interior two story office space within the new addition.

1.7.5.8. Construct an unreinforced 8‖ concrete slab on grade on the south side of the facility for covered storage with dimensions of 80‖ x 60’.The actual covered storage is 60’ x 40’ but there will be an additional 20’ x 40’ slab on the east side of the covered storage area that extends the concrete edge beyond the covered area. Separate this slab from the other 60’ x 40’ concrete slab with a minimum of 1/2‖ expansion board. Connect the two slabs with rebar which allows for the expansion of the exposed concrete section. The larger 6’ x 40’ slab must drain away from the facility is such a way that the top of the slab is even with the new addition slab while the lower end of the storage slab is even with the existing parking lot. The slope appears to be a 12‖ drop over 40’. The smaller concrete slab should drain away from the existing slab in a perpendicular path to avoid water running under the covered storage slab.

1.7.3.9. Construct spread footings as needed for the covered storage area columns. The new storage area may have clear span or columns no closer than 20’ whichever is less expensive. The Government would prefer clear span for the storage area if costs are not excessively more than 20’ column spacing method.

1.7.3.10.Construct an unreinforced 4‖ concrete slab on the north side of the new facility addition with dimensions 20’ x 20’.

1.7.3.11.Install fencing for a 7500 SF uncovered storage area on the south side of the facility on the existing parking lot with concrete encased posts.

1.7.3.12. Provide a mechanical yard with 8‖ concrete slab, masonry walls, wrought iron gate and grate over the top of the mechanical yard.

Provide new curbs and gutters and sidewalks for the facility.

Provide an access drive on the plan north elevation of the facility, centered on the roll-up door. Access drive shall be 12’ wide, consisting of AC paving from the existing parking area to the concrete access pad adjoining the interior, concrete slab-on-grade on the plan north of the facility, both being designed for and constructed over ABC/subgrade sufficient for a 5-ton capacity, pneumatic-wheeled forklift loading carrying one, partially-loaded ISU-90 container. User has provided the following frequency of use for the design—design for 60 ISU-90’s (108‖L x 88‖W x 90‖H) and moving 30 ISU’s in/out every 90 days for departing units and returning 30-60 days later when the ISU returns from deployment. Top surface shall receive a light broom finish. Use thickened edges for the access drive for load transfer at the concrete access pad/AC access drive interface and at the existing parking area/AC access drive intersection.

This access drive will curve around—maximum 12’ interior turning radii—by the most direct route to the closest edge of the existing parking area (match existing contours for site flow). This will require cutting and demolishing approximately 16 feet of existing curb and gutter (use the 4’ triangular portion on the plan south edge, but not on the plan north edge) in the existing parking area for the access drive installation. Construct a depressed curb entrance according to detail DM-C016 DRIVEWAY ENTRANCE DETAIL of the base DCG; with the exception that the drop from the drive’s finished surface to the existing flow line shall be 1‖ rather than the 2‖ shown in the detail; with the exception that the 4’-wide portion of the concrete shall be no less than 7‖ inches deep to provide for load transfer; with the exception that the driveway width shall be 12 feet; and with the exception to match the profile of the

01011-8 existing curb and gutter in making the necessary transitions. Access drive shall be sloped uniformly from the concrete access pad interface to the depressed curb at the existing asphalt parking area; with a maximum cross-section slope of 1% for drainage into the existing storm drainage patterns on and through the site. Adjoining finished grade shall be no more than one inch below the top of the access drive for its full length; and sloped appropriately for drainage. For the proposal, be advised that the curb cutting and access drive construction into the existing parking area may not commence until the current Contractor’s equipment and trailer have been removed.

Provide an access drive on the plan south elevation of the facility from Phoenix Street, centered on the roll-up door. Access drive shall be 12’ wide, consisting of AC paving from Phoenix Street to the concrete access pad adjoining the interior, concrete slab-on-grade, both being designed for and constructed over ABC/subgrade sufficient for a 5-ton capacity, pneumatic-wheeled forklift carrying one, partially-loaded ISU-90 container. User has provided the following frequency of use for the design— design for 60 ISU-90’s (108‖L x 88‖W x 90‖H) and moving 30 ISU’s in/out every 90 days for departing units and returning 30-60 days later when the ISU returns from deployment. Top surface shall receive a light broom finish. Use thickened edges for the access drive for load transfer at the concrete access pad/AC access drive interface and at the Phoenix Street/AC access drive intersection. Access drive shall be sloped uniformly from the slab-on-grade interface to the Phoenix Street depressed curb; with a maximum cross-section slope of 1% for drainage into the existing storm drainage patterns on and through the site. Access drive to run directly onto/from Phoenix Street. This will require cutting and demolishing approximately 20 feet of existing curb and gutter along Phoenix Street for the access drive installation (note the installation of two, triangular portions, 4’x4’, for ease of access along Phoenix Street). Construct a depressed curb entrance according to detail DM-C016 DRIVEWAY ENTRANCE DETAIL of the base DCG; with the exception that the drop from the drive’s finished surface to the existing flow line shall be 1‖ rather than the 2‖ shown in the detail; with the exception that the 4’-wide portion of the concrete shall be no less than 7‖ inches deep to provide for load transfer; with the exception that the driveway width shall be 12 feet; and with the exception to match the profile of the existing curb and gutter in making the necessary transitions. Adjoining finished grade shall be no more than one inch below the top of the access drive for its full length; and sloped appropriately for drainage.

Provide eight safety bollards complying with the base DCG—four, immediately adjacent to the edges of both concrete access pads, with the top of the bollard foundation at 6‖ below finished floor elevation, and with the top of the bollard steel pipe at 36‖ above the top of the finished floor elevation, to protect the exterior corners of the overhead door; and four, immediately adjacent—without interfering with the door operation—to the door jambs, with the top of the bollard foundation at 6‖ below the bottom of the concrete slab-on-grade, and with the top of the bollard steel pipe at 36‖ above the top of the finished floor elevation, to protect the interior corners of the overhead door. The four, exterior bollards and the four, interior bollards shall be separated from any surrounding concrete by minimum ½‖ expansion joint, full depth. Design exterior bollard locations not to conflict with the personnel door stoops.

1. Construct a new 60’ x 60’ addition using a rigid frame clear span pre-engineered steel commercial grade building on an 8‖ concrete reinforced slab on grade.

i. Provide interior office spaces including a restroom, secured vault room, utility room, mechanical room and communications room.

ii. Provide electrical, water, sewer, and gas utilities for the facility.

iii. Provide new communications for the facility.

iv. Provide a fire suppression system for the facility by adding on to the fire riser in building 81.

Determine through calculations if the existing 4‖ water main and fire riser is sufficient for the existing facility 81 with the addition of new mezzanine sections that require fire suppression and the new addition.

v. Provide a multi unit split system for the floor level office spaces, an A/C/gas pack for second story office space, and a small split system for the communications rooms with thermostats.

vi. Provide a concrete and asphalt drive for the new addition.

vii. Provide a mechanical yard with 8‖ concrete slab, masonry walls, wrought iron gate and grate over the top of the mechanical yard.

2. Construct a 60’ x 40’ covered storage area on 8‖ of unreinforced concrete on the south side of the facility.

3. Construct a 20‖ x 20’ covered area on 4‖ of unreinforced concrete on the north side of the facility.

4. Construct a 7500 SF uncovered storage area on the south side of the facility on the existing parking lot.

5. Provide new curbs and gutters and sidewalks for the facility.

6. Provide landscaping and irrigation for one side of the facility and landscape rock for the entire project area.

1.6.4. Landscape Requirements. Not used.

Provide landscaping to match the adjacent 48th RQS, with boulders and Wildcat Red decorative rock utilized to meet the minimum ATFP requirements, and aesthetics. Blend new landscaping into the existing site landscaping. Grades shall be sloped to follow and maintain the existing storm-drainage patterns on and through the site.

1.6.5. Architectural Requirements. 1.6.5.1. When attaching the new facility to the maintenance bay please see Section 3.3.1 in DCG for roofing requirements which states the following: ―Do not create interior valleys or depressions that have the potential to pond water.‖

1.6.5.2. The maintenance bay shall be repainted to match new facility and DCG color scheme requirements.

1.6.5.3. Additional maintenance bay doors may be required to meet user’s needs.

1.6.5.3.1. Maintenance bay doors shall be a minimum 14 ft by 14 ft.

1.6.5.4. The maintenance bay shall have drive through capability and include storage areas for tools (i.e. mezzanine, gated enclosure, racks, cabinets, etc…).

1.6.5.5. Wainscot entire exterior of personnel space and maintenance bay per DCG standards.

1.6.5.6. Dirt Boys Shop will include:

1.6.5.6.1. One (1) conference room to hold 27 people.

1.6.5.6.2. Along the exterior conference walls include: two (2) offices (NCOIC and Foreman), eight (8) workstations, and a kitchen area (sink, cabinets, and space for a refrigerator).

1.6.5.7. Power Pro Shop will include:

1.6.5.7.1. One (1) conference room to hold 19 people.

1.6.5.7.2. Along the exterior conference walls include: two (2) offices (NCOIC and Foreman), five (5) workstations, and a kitchen area (sink, cabinets, and space for a refrigerator).

1.6.5.7.3. One (1) room to store and charge batteries. This room must be ventilated and include a full eye-wash station.

1.6.5.8. Restrooms will be shared between the shops and shall include showers and lockers.

Provide a 100’ long, 40’ wide, 20’ high at the eaves, pre-engineered, clear-span, rigid-frame, steel building with prefinished standing-seam metal roof and fascia panel system (color Sierra Tan to match the adjacent 48th RQS building). Provide prefinished metal, wall panels (color Sierra Tan). Locate the plan south elevation parallel to the centerline of Phoenix Street; and the plan west elevation no closer than 20’ from the fence bounding 4863, without interfering with the designed location of or maintenance access to the evaporative coolers. Gabled ends such as those on the nearby 563rd facilities are preferable for this design in order to provide vertical elements for exhaust louvers or other openings, prefinished to match adjacent surfaces. Do not use ridge vents. Insulate building roof—minimum R-30—and walls—minimum R-19—IAW base DCG with faced insulation (for example, foil- or poly-encapsualted or vinyl-faced suitable for installation in metal buildings and mechanically retained in place); and provide a 26-gauge, prefinished (color white), steel liner panel, mechanically fastened with fasteners recommended by the manufacturer, with fastener spacing in accordance with the manufacturer’s recommendations, attached to the columns up to the first girts but no lower than 10 feet above the finished floor in an approved manner, to protect the wall insulation. There will be no offices or restrooms in this project. All color and finish references are taken from project FBNV 053003, CSAR CRO-Led Rescue Squadron Facility (the adjacent 48th RQS building). Provide the metal-building supplier’s design and calculations to the Contracting Officer for review and approval prior to commencing construction. Reinforced-concrete column footings shall be separated from the slab-on-grade. Use 2’-6‖ #4 rebars, spaced 3‖ apart, set at 45-degrees to all the reentrant corners, at mid depth of the interior slab-on-grade.

Provide two, galvanized-steel, insulated, overhead, coiling, roll-up doors, centered on each end of the building. Width = 12’; height = 15’ to allow passage of a 5-ton forklift or a medium-size cargo vehicle. Electric opening (controlled by an operator on the interior of the building near the door jamb nearest the personnel door); with manual-chain backup. Provide appropriate hardware which includes but is not limited to the capability for locking when door is in the closed position.

Color shall be Cornell Door Color #20-8247. Door thresholds shall be designed to seat/seal for the entire width of the door in a formed depression (maximum ½‖ lower than finished floor and graded gradually so not a large bump) in the slab-on-grade to protect from rain intrusion.

Provide two, 3o-7o, securable, exterior, insulated, galvanized-steel personnel doors, including frames and hardware (including but not limited to frame door stop), with the nearest jambs offset a minimum of 2 feet laterally from the overhead doors’ jambs, on each end of the building; with 4’x4’x4‖ thick, unreinforced, 2,500 psi concrete stoops, centered on the doors, separated from the interior, concrete slab-on-grade by minimum ½‖ expansion joint, full depth; sloped away from the building a maximum of 1% for drainage, with top surface receiving a light broom finish. Design for right-hand, reverse (out)swing on the plan north door; and for left-hand, reverse (out)swing on the plan south door.

Provide building signage complying with the base DCG, on the plan north and south elevations in a location approved by the Contracting Officer. The facility number for this new facility is 4865.

The address is 4675 S. Phoenix Street.

1.6.6. Structural Requirements.

1.6.6.1. The maintenance bay slab/foundation shall be designed to carry heavy civil equipment loads.

1.6.6.2. Fire walls will be required between maintenance bay and proposed personnel facility.

1.6.6.3. Install bollards at each side of all maintenance bay doors.

1.6.7. Mechanical Requirements. [Insert mechanical construction details to include HVAC units or systems that need to added, demolished, adjusted, etc. Information should include present facility state (such as whether the facility currently has a 4-pipe VAV HVAC system, plenum return, hot water boiler heating, etc.) and desired end state (such as converting the HVAC from a 2-pipe to a 4-pipe system, plenum to ducted return, stand-alone chilled water system to central chiller plant provided cooling, etc.). After editing, number the subparagraphs appropriately.

1.6.7.1. Maintenance bay shall be climate controlled with evaporative cooling. For this project, the designer / Contractor shall document the submittal of load calculations by the construction Contractor in the AF Form 66, Schedule of Material Submittals.

1.6.7.2. Personnel spaces shall be climate controlled using an HVAC system. For this project, the designer / Contractor shall document the submittal of load calculations by the construction Contractor in the AF Form 66, Schedule of Material Submittals.

Provide one evaporative cooler with sufficient cooling capacity for a storage-only occupancy at no more than 78o Fahrenheit located in a walled/screened, ATFP-compliant enclosure on the plan west exterior elevation. Follow all base DCG requirements including, but not limited to, ―Ductwork should extend from the unit directly through the wall. Provide hoods over the flex connection between the unit and the ductwork. Paint the hoods and all exterior ductwork to match the building finish. Evaporative coolers shall be installed at the 2-foot to 3-foot level, not on the roof. They shall be Cell-deck type. Provide dump-cycle pump system.‖ Provide cooling calculations to the Contracting Officer prior to ordering any associated equipment. Exhaust air shall be accommodated by exhaust louvers with gravity-operated dampers and bird screens, prefinished to match the color of the metal wall panels, and placed in the vertical, gabled elements with frames, attachments and fasteners as recommended by the manufacturer.

Equipment pad for the evaporative cooler shall be constructed IAW the base DCG, with minimum ½‖-radius, rounded, tooled edges; with the lightly-broomed finished surface of the top of the pad at 4‖ above finished grade. The remainder of the interior of the walled/screened enclosures shall be a 2‖ layer of Wildcat Red decorative rock.

1.6.8. Plumbing Requirements. [Define existing fixture count and desired end state (with the plumbing code as a start point). 1.6.8.1. The new facility shall include one male restroom to include: urinals, stalls, and showers.

1.6.8.2. The new facility shall include one female restroom to include: stalls and showers.

1.6.8.3. The Contractor will document the submittal of a final fixture count with additions per Pima County requirements, so that the Contractor can properly pay hook-up fees, in the AF Form 66, Schedule of Material Submittals.

Water service for two, exterior hose bibbs and the fire-suppression system shall be hot-tapped separately from the water line running approximately plan west to plan east along the fence bounding 4868. The domestic water piping for the hose bibbs shall then be routed directly to the plan northwest corner of the building; then rising up on the exterior of the building (with a shut-off valve and hose bibb IAW the base DCG) prior to entering into the building. The fire-water service shall rise—using the base standard fire suppression system riser detail DM-M011 of the base DCG—directly inside the plan northwest corner of the building IAW all base DCG requirements. Field survey the depths and locations of the underground hot-taps and service valves for the domestic and fire water, including any associated elements at grade (including but not limited to, valve covers); and incorporate this information into the project as-builts. If necessary, boring under Phoenix or Casa Grande only to install water services shall be allowed; no road cuts allowed.

Provide one, exterior hose bibb, on the plan south elevation, located between the roll-up door and the personnel door, without conflict with the safety bollards.

1.6.9. Fire Protection/Detection Requirements. [Insert fire protection and/or detection construction details.

1.6.9.1. (Other information as required.)

Fire suppression will be designed for a storage-only occupancy which consists solely of ISU-90 containers, stacked up to two containers high; with no rack storage or stored tires or fueled items; and no interior offices or restrooms. Fire riser shall be situated in the plan northwest corner to facilitate short-run, hot-tap to existing water system along northern boundary of site, along the fenced boundary of building 4868. Placement of interior lighting and fire suppression system shall not conflict. Hazard occupancy and design—including extra hose demand— according to NFPA. Closest fire hydrant is to the northwest of the site, near the plan southwest corner of the building. Install the fire department connection in the plan southwest corner of the building. Comply with the base DCG for all other specifics, e.g., flow testing of adjacent fire hydrants prior to design; and after installation. Fire detection and alarm notification per NFPA and the base DCG. Provide extra heads and wrenches IAW NFPA, installed in a cabinet next to and easily accessible by the fire riser.

1.6.10. Electrical Requirements. [Insert electrical construction details such as new interior/exterior wiring, electrical panels, lighting, cathodic protection, etc. Information should include present facility state (such as service size, transformer/switch gear/electrical panel capacity) and desired end state. After editing, number the subparagraphs appropriately. Delete this note prior to publishing this RFP.]

1.6.10.1. In conjunction with Mr. Todd Kirkpatrick , CEPM, ext. 228-5652, determine and agree to the location of the point-of-connection to the existing underground or overhead distribution system for this project. Include a memorandum for the record of the resultant agreement in the Investigation Report.

Notify the base Project Manager immediately, and provide substantiating documentation, if an agreement concerning the location of the point-of-connection cannot be reached.

1.6.10.2. In conjunction with the base Project Manager, verify the need to design for installation of a lightning protection system for this project. Include a memorandum for the record of the resultant agreement in the Investigation Report.

The electrical service shall be tied into the PME-9 switch (with bullhead connection because there are no extra or spare circuits in the box) to the northeast of the site (for the purposes of estimating a cost for this work, the PME-9 is on the other side of the existing fence). The 200-amp electrical service shall then be routed to enter the building at the plan northwest corner (insure there is no conflict with the domestic water or fire riser).

Provide interior lighting, hung tight to roof structure; providing 5 footcandles or more at all points of the interior, concrete slab-on-grade surface. Provide the light photometrics to the Contracting Officer for approval prior to installing the lights.

Provide exterior lighting, one on each end, centered on the roll-up doors; and two lights spaced equally on each long elevation.

Do not provide:

A water fountain.

An eyewash.

A compressed-air system.

Windows.

Rain gutters or downspouts.

A trash dumpster enclosure.

A communication board or other terminations (there will be no telephone inside the building for either normal or emergency purposes).

Additional security measures or special systems.

General Notes:

1. Designate plan north as being along the longest axis of the building as shown on Attachment 1.

2. Use 04865-001 for the drawing number.

3. All work shall be accomplished between the hours of 6:30 A.M. to 5:00 P.M., Monday through

Friday, excluding federal holidays, unless otherwise approved in writing by the Contracting Officer

(CO).

4. Due to the nature of on-going base construction, access to site is controlled by the current Fire/Crash Rescue project site managers and will require coordination for entering/leaving area.

Contractor will ensure this is discussed with project managers to alleviate possible conflicts with construction.

5. Access to the areas adjacent to the work site shall be maintained at all times. Work site shall remain secure after work hours.

6. New construction shall meet all requirements for access by the physically handicapped.

7. Project must comply with High Performance Green Building (HPGB) and Sustainable

Development requirements established in Executive Order 13423, Public Laws, and Federal Regulations.

8. Brace and shore as required to maintain structural integrity.

9. Cleanup site and haul off-base all construction debris from the site.

10. All paint colors shall be approved by the CO. All finish colors and materials shall match the existing, adjacent surfaces and shall be approved by the CO prior to use.

11. No asbestos-containing materials may be used or installed in this work.

12. Provide 10 spare fixture lamps and bulbs to the Contracting Officer for the Government’s use.

13. See specification Section 01010 for other compliance issues.

1.6.11. Communications Requirements.

1.6.11.1. The Power Pro shop requires a Comm Connection to monitor Generator Operations.

1.6.11.2. The new facility shall have a total of four (4) offices requiring Comm connection.

1.6.11.3. Also the two conference/computer rooms requires adequate internet connections to accommodate the shop’s requirements, for more details see paragraph 1.1 Work Included in this Contract of Section 01010, Summary of Work.

1.6.12. Intrusion Detection Systems (IDS) and Other Security Requirements. See section 1.4.3.1.

1.6.13. Anti-Terrorism and Force Protection (AT/FP) Requirements. As a primary gathering space, all applicable AT/FP Requirements must be met.

1.6.14. Signage Requirements.

1.6.14.1. The facility shall have an exterior sign labeling the facility number and postal number. The facility number is 5131 and the postal number will be given once it has been assigned.

1.6.15. Green Design.

1.6.15.1. The design and construction of this project will incorporate applicable US Government and ACC high performance green building (HPGB) and Sustainable Development objectives and requirements established in Executive Order 13423, Public Laws, and Federal Regulations, addressing as a minimum: site design, water use, energy use reduction (per EPAct 2005 and CFR Title 10 Part 433), building commissioning, materials selection, and indoor environmental quality.

a. Repair EC-130H Parts Store. Renovate and repair work associated with the existing facility 81.

1. Install two mezzanine sections within the existing facility 81. The interior mezzanine assembly has approximate dimensions of 20’ x 86’ on the south side of the facility and 20’ x 75’ on the north side of the facility. Both mezzanine sections have a 3’ wide metal staircase with railings on each end and are 10’ 6‖ high with 5’ high railings.

i. Provide a fire suppression system under the mezzanine sections and incorporate into the existing fire suppression system within the facility.

ii. Provide lighting fixtures and electrical receptacles under the mezzanine sections.

2. Remove and replace the existing restrooms fixtures including a water closet, urinal and lavatory.

3. Install a new eye wash station at a location chosen by the user during design.

4. Relocate the existing HVAC ductwork as needed for the new mezzanine sections so the air flow is not impeded by the new mezzanine construction.

5. Install a new underground electrical distribution system including a new utility pole, power riser, fused cutouts, concrete encased duct bank, J-2 cabinet, and new concrete pad for the new 150 KVA transformer needed for facility 81.

5. Install a new service entrance for facility 81.

i. Relocate the 150 KVA transformer from facility 145 to the new concrete pad by facility 81.

ii. Install a new concrete encased duct bank and service cables from the new transformer to the existing facility 81 service entrance.

6. Reconnect the electrical service for facility 202.

i. Connect the existing service entrance cables for facility 202 to a new J-2 cabinet located along the existing 202 service entrance route and adjacent to the new transformer. The goal is to use the existing cables if possible. If needed intercept the existing underground duct bank and remove and replace the existing service cables.

7. Remove and relocate the existing communication connection pedestal located to the east of facility 81.

Provide a new 4’ x 4’ x 4’ concrete hand hole to the north of facility 81.

8. Provide a 5’ wide sidewalk from the existing southeast door in facility 81 to the parking lot on the south side of the facility.

9. Determine with calculations if the existing 4‖ water main and fire riser is sufficient for the existing facility with the addition of new mezzanine sections that require fire suppression.

b. Demolish old warehouse, Bldg 145

1. Remove the existing Herky Road located to the east and south of the new facility 81 addition including all asphalt, curbs and gutters, ABC and other soil as needed to redirect the drainage.

i. Redirect the water drainage away from facilities 81…
