About this file
This document is a Work Clearance Triggers guide detailing environmental and regulatory compliance requirements for construction and equipment-related activities. The first section covers Air Quality and Clark County Dust Permit triggers, which include disturbances over 0.25 acres, mechanized trenching over 100 linear feet, and mechanical demolition of structures larger than 1,000 square feet. Storm Water Pollution Prevention Permit requirements mandate a site-specific SWPPP for construction activities disturbing one or more acres, with specific exemptions for routine maintenance.
Additional sections outline requirements for Water Quality, Cultural Resources, and Natural Resources assessments, including permits for water line tapping and checks for archaeological and endangered species sites. The document also addresses Air Quality Title V Permit Revisions, which require detailed reporting for new or replaced emissions equipment, with a 120-day processing period. Petroleum, Oils, and Lubricants (POL) storage tank modifications must be reported to the Nellis AFB POL Program Manager, including detailed information about tank location, serial number, usage, and capacity, with custodians required to report tank service changes or movements.

Cultural Resources:
• Check to see if disturbance will affect any archaeological sites.
Natural Resources:
• Check to see if disturbance will affect any endangered species sites, such as
Desert Tortoise, burrowing owls, and Desert Poppy.
Air Quality- Title V Permit Revisions:
• Any new emissions equipment (Storage Tank, Fuel Dispenser, Boiler, Generator, Fire Pump, Hush House, Paint Booth, Media Blaster, Cooling
Tower, Incinerator, Woodworking Equipment, Degreaser, Etc.) being added or replaced.
o It takes about 120 days to add a new item to the next permit revision, and equipment cannot be used until on the permit.
o Air Quality needs: list of equipment, manufacturer, model number, designed rated capacities/heat ratings, production/throughput, etc.
• Any old emissions equipment (see above list) being removed.
POL
• New or replacement POL storage tanks must be reported to the Nellis
