Resistant, Cold-Applied, for Portland Cement Concrete Pavement
1.3. SUBMITTALS: Government approval is required for submittals with a "GA" designation; submittals having an "FIO" designation are for information only.
Manufacturer's Recommendations, GA: Where installation procedures, or any part thereof, are required to be in accordance with the manufacturer's recommendations, printed copies of these recommendations must be submitted and approved prior to use on the project. Installation of the material will not be allowed until the recommendations are received. Failure to furnish these recommendations can be cause for rejection of the material.
Product Information, GA: Pertinent sealant product information shall be submitted.
Certificates of Compliance, GA: certificates of compliance attesting that the proposed product meets the specifications shall be submitted.
Samples, GA: Submit samples of backup material and bond breaker tape.
1.4. UNIT PRICES: The quantity of each resealing item to be paid for shall be determined by actual measurement of the number of linear feet of in-place material that has been approved by the Contracting Officer.
1.5. EQUIPMENT: Machines, tools, and equipment used in the performance of the work required by this section are subject to inspection by the Contracting Officer before the work is started and shall be maintained in satisfactory condition.
1.5.1. Joint-Cleaning Equipment:
1.5.1.1. Sandblasting Equipment: Sandblasting equipment shall include an air compressor, hose, venturi-type nozzles of sufficient capacity to furnish air at a rate of not less than 150 cfm and to maintain a line pressure of not less than 90 psi at the nozzle while in use. The compressor shall be equipped with traps that maintain the compressed air free of oil and water.
1.5.1.2. Concrete Saw: A self-propelled power saw shall be provided for cutting joints to the specified widths and depths and for removing filler embedded in the joints or adhering to the joint faces.
1.5.1.3. Hand Tools: Hand tools may be used, when approved, for removing defective sealant from a crack and repairing or cleaning the crack faces.
1.5.1.4. Sealing Equipment: Equipment for proportioning, mixing, and installing FS SS-S-200 Type M joint sealants shall be designed for delivering two semifluid components to a portable mixer through hoses at a preset ratio of 1 to 1 (by volume) by positive displacement pumps with an accuracy of plus or minus 5 percent for the quantity of each conponent. Reservoirs for each component shall be equipped with mechanical agitation devices that maintain the components in a uniform condition without entrapping air. Provisions shall be incorporated to permit thermostatically controlled indirect heating of the components when required; however, immediately prior to proportioning and mixing, the temperature of either component shall not exceed 90 degrees F. Screens shall be provided near the top of each reservoir to eliminate foreign particles or partially polymerized material that could clog fluid lines or otherwise cause misproportioning or improper mixing of the two components. The equipment shall be capable of thoroughly mixing the two components. Before using the equipment in this work, the Contractor shall furnish the supplier's certification that the specific equipment, model and serial number, is recommended for use with the sealing compound to be installed. Initially approved equipment shall be maintained in good working condition, serviced in accordance with the supplier's instructions, and shall not be altered in any way without obtaining prior approval.
1.6. SAMPLING AND TESTING: During the execution of the project, sufficient quantities of materials may be sampled and tested by the Government for quality assurance purposes.
1.7. DELIVERY AND STORAGE: Materials delivered to the site shall be inspected for damage, unloaded and stored with a minimum of handling. Materials shall be handled in such a manner as to insure no damage to the joint sealant materials. Storage facilities shall be provided by the Contractor at the job site for maintaining materials at temperatures recommended by the manufacturer.
1.8. ENVIRONMENTAL CONDITIONS: The ambient air temperature and the pavement temperature within the joint wall shall be a minimum of 40 degrees F (or manufacturer's recommendation, which ever is greater) and rising at the time of application of the materials. Sealant shall not be applied if moisture is observed in the joint.
1.9. TRIAL JOINT SEALANT INSTALLATION: Prior to the cleaning and sealing of the joints for the entire project, a test section of at least 200 feet long shall be prepared using the specified materials and approved equipment, so as to demostrate the proposed joint preparation and sealing of all types of joints in the project. Following the completion of the test section and before any other joint is sealed, the test section shall be inspected to determine that the materials and installation meet the requirements specified. If it is determined that either does not meet the requirements, the materials shall be removed and the joints shall be recleaned and resealed at no cost to the Government. When the test section meets the requirements, it may be incorporated into the permanent work. All other joints shall be prepared and sealed in the manner approved for sealing the test section.
2. PART 2 - PRODUCTS
2.1. SEALANTS: Sealants shall conform to FS SS-S-200 Type M, be self leveling, and shall be of a basic composition that has had satisfactory field performance for a period of not less than 2 years.
2.2. PRIMERS: The use of primers when recommended by the manufacturer of the proposed sealant is authorized in accordance with the manufacturer's instructions.
2.3. BACKUP MATERIALS: The backup material shall be a compressible, nonshrinking, non-staining, non-absorbing material and shall be non-reactive with the joint sealant. The material shall have a melting point at least 5 degrees F greater than the pouring temperature of the sealant being used when tested in accordance with ASTM D 789. The material shall have a water absorbtion of not more than 5 percent of the sample weight when tested in accordance with ASTM C 509. The backup material shall be 25 plus or minus 5 percent larger in diameter than the nominal width of the joint.
2.4. BOND BREAKING TAPES: The bond breaking tape or separating material shall be a flexible, nonshrinkable, non absorbing, non-staining, and nonreactive adhesive-backed tape. The bond breaker tape shall be approximately 1/8 inch wider than the nominal width of the joint and shall not bond to the joint sealant.
3. PART 3 - EXECUTION
3.1. PREPARATION OF JOINTS: Immediately before installation of the sealant, the joints shall be thoroughly cleaned until all laitance, curing compound, filler, and protrusions of hardened concrete are removed from the sides and upper edges of the joint space to be sealed.
3.1.1. Existing Sealant Removal: The in-place sealant shall be cut loose from both joint faces and to the depth shown on the drawings using the concrete saw as specified in paragraph 1.5, EQUIPMENT. Depth shall be sufficient to accomodate any separating or backup material that is required to maintain the depth of new sealant to be installed. Prior to further cleaning operations, all loose old sealant remaining in the joint opening shall be removed by blowing with compressed air. Hand tools may be required to remove old sealant from random cracks. Refacing of joints with a saw is allowed to remove residual old sealant and a minimum of concrete from the joint face, as long as the new width of the joint is less than 1 inch. Chipping, spalling, or otherwise damaging the concrete will not be allowed.
3.1.2. Refacing of Random Cracks: Sawing of the cracks shall be accomplished using a power-driven concrete saw as specified in paragraph 1.5, EQUIPMENT. The saw blade shall be 6 inches or less in diameter to enable the saw to follow the trace of the crack. The blade shall be stiffened as necessary with suitable dummy (or used) blades or washers. Immediately following the sawing operation, the crack opening shall be thoroughly cleaned using a water jet to remove all saw cuttings and debris. The joint reservoir for cracks 1/8" to 3/8" shall be 1/2" wide by 3/4" deep, and for cracks 1/2" to 5/8" wide it shall be 3/4" by 1" deep.
3.1.3. Sandblast Cleaning: Newly exposed concrete joint faces and the pavement surfaces extending 1/2 inch from the edges of joints shall be sandblasted until the surfaces are free of dust, dirt, curing compound, filler, and any other material that might prevent bonding of the sealant to the concrete. After cleaning and immediately prior to filling, the joints shall be blown out with compressed air and left completely free of debris and water.
3.1.4. Separating and Blocking Media: When the joint opening is of a greater depth than indicated for the sealant depth, the lower portion of the joint opening shall be plugged or sealed off using a backup material to prevent the entrance of the sealant below the specified depth. Care shall be taken to ensure that the backup material is placed at the specified depth and is not stretched or twisted during installation.
3.1.5. Bond Breaking Tape: Where inserts or filler materials contain bitumen, or the depth of the joint opening does not allow for the use of a backup material, a bond breaker separating tape will be inserted to prevent incompatibility with the filler materials and three sided adhesion of the sealant. The tape shall be securely bonded to the bottom of the joint opening so it will not float up into the new sealant.
3.1.6. Rate of Progress: The stages of joint preparation, which include sandblasting of the joint faces, air pressure cleaning of joint, and placement of separating or blocking media, shall be limited to only that lineal footage of joint that can be sealed during the same workday, unless other direction is given by the Contracting Officer.
3.2. PREPARATION OF SEALANT: FS SS-S-200 sealant components and containers shall be inspected prior to use, and materials that contain water, hard caking of any separated constituents, nonreversible jell, or are otherwise unsatisfactory shall be rejected. Settlement of constituents in a soft mass that can be readily and uniformly remixed in the field with simple tools will not be cause for rejection. Prior to transfer of components from the shipping containers to the appropriate reservoirs of the application equipment, the materials in the shipping containers shall be thoroughly mixed to insure homogeneity of the components and incorporation of constituents at the time of transfer. When necessary for remixing prior to transfer to the application-equipment reservoirs, components of the sealants shall be warmed to a temperature not exceeding 90 degrees F by placing the components in heated storage or by other approved methods, but in no case shall the components be heated by direct flame or in single-walled, nonoil-bath heating kettles.
3.3. INSTALLATION OF SEALANTS:
3.3.1. Time of Application: Joints shall be sealed immediately following final cleaning of the joint walls and following the placement of the separating or backup material. Open joints that cannot be sealed under the conditions specified, or when rain interrupts sealing operations shall be recleaned and allowed to dry prior to installing the sealant.
3.3.2. Sealing Joints: Immediately preceeding, but not more than 50 feet ahead of the joint sealing operations, a final cleaning with compressed air shall be performed. The joints shall be filled from the bottom up to within 3/16 inch of the pavement surface, plus or minus 1/16 inch, using equipment specified in paragraph 1.5, EQUIPMENT for the type of sealing material to be installed. Excess or spilled sealant shall be removed from the pavement and discarded. Traffic shall not be permitted over newly sealed pavement until authorized by the Contracting Officer. In no case shall sealant be installed using the gravity method and pouring pots. When a primer is supplied by the manufacturer, it shall be applied evenly to the joint faces in accordance with the manufacturer's recommendations. When Type IV-M cold-applied sealant is used, proportioning of the equipment shall be checked at the beginning of each day's operation and every 4 hours, to determine that the preset volume output for each component is being maintained. Material used for these checks may be returned to the proper component reservoir. Joints shall be checked frequently to insure that the newly installed sealant is cured to a tack-free condition within 3 hours.
3.4. INSPECTIONS:
3.4.1. Joint Inspection: Joints shall be inspected during cleaning to correct improper equipment and cleaning techniques that damage the concrete. Cleaned joints will be inspected prior to installing joint sealant.
3.4.2. Sealing Operations: Application equipment shall be inspected to assure conformance to temperature requirements, proper proportioning and mixing, and installation. Evidences of bubbling, improper installation, failure to cure or set shall be cause to suspend operations until causes of deficiencies are determined and corrected.
3.4.3. Sealant Inspection: Sealant shall be inspected for proper rate of cure and set, bonding to concrete surfaces of joint walls, cohesive separation within the sealant, reversion to liquid, and entrapped air and voids. Sealants exhibiting any deficiencies will be rejected. Sealants may be rejected by the Government at any time prior to final acceptance of the project. Sealant which is rejected shall be removed from the joint, wasted, and replaced at no additional cost to the Government.
