SECTION 01 11 00
SUMMARY OF WORK
1. PART 1 – GENERAL
1.1 SUMMARY
Description: The Paving contract is an indefinite delivery-indefinite quantity (IDIQ) contract.
Work shall be defined in individual Task Orders (TO) and may consist of multiple disciplines in general construction categories. It may involve design services for all aspects of general construction including construction, modifications, and renovations of existing roads and utilities.
Work may include but is not limited to: maintenance, repair, alteration, demolition, painting, paving and earthen work for roads and/or infrastructure. The Contractor shall furnish all design, labor, equipment, material, manufactured articles, transportation, supervision, and all else necessary to accomplish the design and/or repair/construction of each TO written under this Paving IDIQ for all work that is defined for each project. Work may be accomplished at Nellis AFB, Creech AFB, and southern ranges of Nevada Test and Training Range (NTTR) in Nevada. These TOs will be completed as required per attached specifications, referenced documents, and as shown on attached project drawings as applicable. The Contract will govern in the case of any conflicts with this section.
1.1.1 Definitions:
1.1.1.1 Contracting Officer: The Contracting Officer refers to a person with the authority to enter into, administer, change and/or terminate contracts and make related determinations and findings. The term includes certain authorized representatives of the Contracting Officer acting within the limits of their authority as delegated by the Contracting Officer.
1.1.1.2 Contracting Officer’s Technical Representative: The Base Civil Engineer or his authorized representative is designated as the Contracting Officer's Technical Representative
(COTR) (Construction Manager), for the purpose of technical surveillance and evaluation of the work performed under this contract. This designation in no way authorizes anyone other than the
Contracting Officer to commit the Government to changes in the terms of the contract.
1.1.1.3 Task Order (TO): An order placed against an established contract, which may contain the general requirements and parameters of a proposed project. Included with the TO may be a
Statement of Work that defines specific technical requirements for the project. May also include information such as budget limitations, design certifications and drawings required to be prepared by the Contractor.
1.1.1.4 Statement of Work (SOW): Written descriptions documenting work required by each
Government TO. May be provided by the Government or prepared by the Contractor, depending on the individual TO. Included in the SOW are the specific technical requirements for the project.

1.1.1.5 Professional Certification: The process of affixing a seal or statement to a drawing or design document to indicate that the work to which it is affixed has been performed by a person licensed as a professional, in that area of expertise, in the state of Nevada.
1.2 LOCATION: The project sites is/are located at Nellis AFB, Creech AFB, or at other locations within the southern portions of the Nevada Test and Training Range (NTTR) such as
Range 63, and Point Bravo.
1.2.1 Nellis Air Force Base (NAFB) is located approximately nine (9) miles north of downtown Las Vegas on Las Vegas Blvd. NAFB consists of three main areas: the Main Base, Area
II, and Area III. The specific project location is indicated in the individual TOs.
1.2.2 Creech AFB is located approximately 45 miles north of Las Vegas, Nevada on Highway
US-95. The specific project location is indicated in the individual TOs.
1.2.3 NTTR: Southern NTTR is approximately 35 miles north of Las Vegas. The specific project location is indicated in the individual TOs.
1.3 DESCRIPTION OF WORK
1.3.1 SCOPE OF WORK: Individual task orders consisting of one or more projects shall be awarded under this IDIQ contract. The scope of each project shall include, but not be limited to, one or more of the line items described in the following subparagraphs. Note the term demolition or remove includes haul and disposal of material off base. The Contractor shall provide and install all safety barricades, traffic control items and detour signs, and the cost of such shall be included in the bid prices for the line items. Minimum quantities for each line item per each phase of each project are listed on the bid schedule. Projects may also include design work of varying levels of complexity.
1.3.2 PROGRAM OVERVIEW:
1.3.2.1 MINIMUM/MAXIMUM CONTRACT AMOUNTS: The only work authorized under the Paving IDIQ is as described in individual Task Orders (TOs). A minimum of $25,000.00 is guaranteed for the IDIQ contract awarded. Individual TOs shall have an estimated magnitude of
$10,000.00 to $5,000,000.00. The Government makes no representation as to the number of TOs or actual amount of work to be ordered in excess of the minimum guarantees specified herein. The aggregate amount of the Paving IDIQ shall not exceed $40,000,000.00.
1.3.2.2 COMMENCEMENT OF WORK: No work under this contract shall commence until such a time as the Contracting Officer issues a written TO and Notice to Proceed (NTP) under the
TO as described in the paragraph 1.8 “Performance Periods & Notice(s) to Proceed.” The
Contracting Officer reserves the right to determine the issue date of any NTP.
1.3.2.3 TASK ORDER PERFORMANCE PERIOD: The performance period of each task order shall be determined by the Government based on quantities of line items projected to be used, project phasing, and on any other execution restrictions. If a project is phased, one or more of the

For instance, if a particular project scope is on a section of the airfield, the availability to perform the work may be limited to 45 calendar days for a given phase due to the scheduling of large force flying exercises. The total construction performance time of a task order awarded for $500K or less shall be at least 90 calendar days, which includes 30 days for post site construction requirements such as as-builts and the real property DD
Form 1354. For task orders awarded for more than $500K, the total construction performance time shall be at least 120 calendar days.
1.3.2.4 PERFORMANCE EVALUATIONS: At the conclusion of each TO, the COTR may complete a contractor performance evaluation and input into Contractor Performance Assessment
Reporting System (CPARS). The evaluation will take into account all aspects of the Contractor’s performance. Performance evaluations may be completed at any time the Contractor’s performance is considered less than satisfactory. Contractors will be provided an opportunity to provide input into the evaluation. The performance evaluations may have an impact on the award of future TOs.
1.3.2.5 TASK ORDER ISSUANCE PROCEDURES
1.3.2.5.1 Work under the Paving IDIQ contract will be ordered by written TO issued to the
Contractor by the Contracting Officer.
1.3.2.5.2 The individual TOs will be placed in a sequential numbering system, which relate back to the Contractor’s basic IDIQ contract.
1.3.2.5.3 The Government will not be obligated to reimburse the Contractor for work performed, items delivered, or any costs incurred, nor shall the Contractor be obligated to perform, deliver, or otherwise incur costs except as authorized by duly executed TOs.
1.3.2.5.4 TOs will be firm fixed price and clearly list the specific line items to be performed or the performance desired. Each TO is subject to the terms and conditions of the IDIQ contract. In the event of a conflict between the TO and the IDIQ contract the contract shall take precedence.
1.3.3 SOURCE OF SUPPLY AND QUALITY REQUIREMENTS: All materials required to complete the work shall be furnished by the Contractor. Materials incorporated will conform to the requirements of the specifications for the work. New materials will be furnished and used.. All materials will be manufactured, handled, and used in a workmanlike manner to ensure the completed work is according to the plan and specifications. Notifications will be provided to the Government as to the proposed source(s) of material with all required mix designs and test reports at least 30 days in advance of their use to enable the Government time to properly review and approve. All approvals will be good for a maximum of one year from submission date. Test reports required may include but are not limited to sieve analysis, material classification, plasticity limit, specific gravity, angularity, penetration, ductility, viscosity, dynamic shear, asphalt content and gradation, flash point, tensile strength, flexural strength, compressive strength as required in the specifications.
1.3.4 HOT MIX ASPHALT (HMA) PAVEMENTS:

1.3.4.1 Repair 3” Hot Mix Asphalt Pavement: Work includes the demolition of the existing asphalt pavement (2”-3” thick, excluding saw cutting) and base, scarifying the top 6" of the subgrade
(compact to 95% of laboratory maximum density), installing a 6" aggregate base course (compact to
97% of laboratory maximum density), installing a prime coat, installing 3" of HMA course (3/4" design mix compacted to 97% of the density of the laboratory compacted specimen), and fog sealing.
1.3.4.2 Repair 4” Hot Mix Asphalt Pavement: Work includes the demolition of the existing asphalt pavement (4”-5” thick, excluding saw cutting) and base, scarifying the top 6" of the subgrade
(compact to 95% of laboratory maximum density), installing a 9" aggregate base course (compact to
97% of laboratory maximum density), installing a prime coat, installing 4" of asphalt course (¾” design mix compacted to 97% of the density of the laboratory compacted specimen), and fog sealing.
1.3.4.3 Repair 6” Hot Mix Asphalt Pavement: Work includes the demolition of the existing asphalt pavement 6” thick, excluding saw cutting) and base, scarifying the top 6" of the subgrade
(compact to 95% of laboratory maximum density), installing a 12" aggregate base course (compact to 97% of laboratory maximum density), installing 6" of asphalt course in two lifts (¾” design mix compacted to 97% of the density of the laboratory compacted specimen), and fog sealing.
1.3.4.4 Repair Primary Airfield Hot Mix Asphalt Pavements: Work includes the demolition of the existing asphalt pavement (4”-6” thick, excluding saw cutting) and base, scarifying the top 6" of the subgrade (compact to 95% laboratory maximum density), installing a 12" aggregate base course (compact to 100% of laboratory maximum density), and installing 6" of asphalt in two 3” lifts
(3/4" airfield asphalt design mix compacted to 98% of the density of the laboratory compacted specimen).
1.3.4.5 Patch Hot Mix Asphalt Pavement: Work includes cutting straight and vertical faces around the bad pavement area (extending cut at least 12” into good pavement areas), removing the bad asphalt and base as necessary to firm material, compacting the base to 100% of laboratory max density, applying tack coat to the vertical faces, and placing hot mix asphalt in layers not to exceed three inches. Assume the thickness of the existing pavement is 4”. The new asphalt pavement needs to be at least 4” thick. Compact patch to same grade as surrounding pavement to a minimum 97% of laboratory max density.
1.3.4.6 Overlay 2” Hot Mix Asphalt Pavement: Work includes cold milling asphalt pavement to a depth of two inches, cleaning loose debris from the existing pavement, tack coating, placing a two inch thick course 3/4” design mix, and fog sealing. Millings shall be disposed of off base.
1.3.4.7 Overlay 2” Hot Mix Asphalt Airfield Pavement: Work includes cold milling asphalt pavement to a depth of two inches, cleaning loose debris from the existing pavement, tack coating, and placing a two inch thick wearing course of ¾” airfield mix.
1.3.4.8 Remove 2”-7” HMA Pavement: Work includes demolishing 2” to 7” thick asphalt pavement. Existing base shall be graded and compacted to minimum of 95% density.

1.3.4.9 Remove/Replace 3” Hot Mix Asphalt Pavements: Work includes the demolition of the existing asphalt pavement (2”-3” thick), scarifying the top 6" of the aggregate base course (compact to 97% of laboratory maximum density), installing 3" of asphalt course (3/4" design mix compacted to 97% of the density of the laboratory compacted specimen), and fog sealing.
1.3.4.10 Construct 3” Hot Mix Asphalt Pavements: Work includes site clearing and grubbing, grading the subgrade to the elevations required, scarifying the top 6" of the subgrade (compact to
95% laboratory maximum density), installing a 6" aggregate base course (compact to 97% of laboratory maximum density), installing 3" of asphalt course (3/4” design mix compacted to 97% of the density of the laboratory compacted specimen), and fog sealing.
1.3.4.11 Construct 4” Hot Mix Asphalt Pavements: Work includes site clearing and grubbing, 95% laboratory maximum density), installing a 9" aggregate base course (compact to 95% of laboratory maximum density), installing 4" of asphalt (3/4" design mix compacted to 97% of the density of the laboratory compacted specimen), and fog sealing.
1.3.4.12 Construct 6” Hot Mix Asphalt Pavements: Work includes site clearing and grubbing, 95% laboratory maximum density), installing a 12" aggregate base course (compact to 97% of laboratory maximum density), installing 6" of asphalt (3/4" design mix compacted to 97% of the density of the laboratory compacted specimen), and fog sealing.
1.3.4.13 Install Fill Material: Work includes installation of additional satisfactory subgrade materials as needed to meet required elevations.
1.3.4.14 Install Subbase Course: Work includes the installation of 6" subbase material (compact to 97% of laboratory maximum density). The subbase course will be installed between the compacted subgrade and the base course.
1.3.4.15 Saw Cut Asphalt Pavement: Work includes saw cutting asphalt pavement to a 7” depth.
1.3.4.16 Rout and Seal Cracks: Crack widths are ¼” to ½”. Work includes routing to a nominal width at least 1/8” greater than the existing nominal or average width, and to an approximate depth of ¾”; backer rod shall be placed in cracks that have a depth greater than ¾”. After cleaning with compressed air, cracks shall be filled with the specified hot-applied sealant.
1.3.4.17 Seal Cracks: Crack widths are ½” to 1”. Work includes preparing by sandblasting and cleaning with compressed air. The cracks shall then be filled with the specified hot-applied sealant.
If the depth of the crack is greater than ¾”, a backer rod material is to be inserted.
1.3.4.18 Repair Large Cracks: Crack widths are >1”. Work includes preparing by saw cutting the edges of the crack in order to provide vertical faces and cleaning with compressed air. Large cracks shall be filled with an asphalt sand or fine-graded asphalt mix.

1.3.4.19 Rout and Seal HMA/PCC Pavement Joint: Work includes repairing the joint between
HMA pavement and PCC pavement or gutter by saw cutting a joint reservoir ¾” ¼” deep and 3/8”
1/8” wide (as measured from the concrete edge), cleaning the reservoir with compressed air, and filling it with the specified hot applied sealant.
1.3.4.20 Place Rubberized Asphalt Emulsion Sealant: Work includes placing a rubberized asphalt emulsion sealant over existing asphalt pavements in accordance with the specifications and product manufacturer’s instructions. Suitable products include “Americoat” (American Pavement
Preservation), “MasterSeal PMM Rubberized Sealer” (Sunland Asphalt). Contractor may submit additional products for review and possible approval to the Contracting Officer.
1.3.4.21 Place Asphalt Seal/Rejuvenator: Work includes placing a rejuvenating agent over an asphalt pavement surface in accordance with the specifications and product manufacturer’s instructions. Suitable products include “Rejuvaseal” (Rejuvaseal), “Paverx” (Pavement Preservation
Technologies, Ltd and “Reclamite” (Pavement Technology Inc). Contractor may submit additional products for review and possible approval to the Contracting Officer.
1.3.4.22 Place Cold Tar Seal: Work includes placing a rubberized asphalt emulsion sealant over existing asphalt pavements. Work shall be done in accordance with FAA Specification P 629
Thermoplastic Coal Tar Emulsion Surface Treatments Sand Slurry Seal. Work includes preparing the pavement surface, removing any existing striping by grinding or other methods that do not damage the pavement surface, and applying the thermoplastic coal tar emulsion in accordance with the specifications and product manufacturer’s instructions. The removal of the striping is necessary to allow the mechanical binding of the sealer to the pavement. Suitable products include
“Sealmaster Coal Tar Pavement Sealer” (SealMaster), “Star Seal Supreme” (Pavement Maintenance
Supply) and “Grip-Flex P-629 Microsurfacing” (Grip-Flex). Contractor may submit additional products for review and possible approval to the Contracting Officer.
1.3.4.23 Place Dust Palliative: Work includes applying a dust palliative to unpaved areas. Dust palliative product shall meet Clark County dust control standards.
1.3.5 PCC PAVEMENTS:
1.3.5.1 Repair Partial Depth Spalls: Work includes saw cutting (3” depth) around an area of unsound concrete, removing the unsound concrete to a 3” depth, prepping the exposed surface, placing new concrete, and sealing the joints around the patch.
1.3.5.2 Repair Full Depth Spalls: Work includes saw cutting and removing unsound PCC pavement to the full depth of the pavement (10”-15” thick), compacting disturbed areas of the base course, installing deformed rebar and smooth dowels, and placing and curing new PCC pavement in accordance with the specifications.
1.3.5.3 Repair PCC Cracks: Work includes saw cutting along the crack to form a joint reservoir, preparing by sandblasting, cleaning with compressed air, filling with backup material and installing bond break tape as required and sealing the crack with new sealant in accordance with the specification.

1.3.5.4 Reseal PCC Pavement Joints: Work includes the removal of the existing joint sealant, creating a new joint reservoir, cleaning and preparing the joint by use of sandblasting and compressed air, filling with backup material and installing bond break tape as required and resealing the joint with new sealant in accordance with the specification.
1.3.5.5 Demolish Curbs and Gutters: Work includes the demolition and removal (including saw cutting as necessary) of existing concrete curbs and gutters, asphalt curbs, and concrete valley gutters.
1.3.5.6 Demolish Sidewalks: Work includes the demolition and removal (including saw cutting as necessary) of existing concrete sidewalks or similar concrete pavements. Assume 4” thickness.
1.3.5.7 Construct PCC Curbs and Gutters: Work includes scarifying the top 6" of subgrade
(compact to 95% laboratory maximum density), installing a 6” aggregate base course, installing L-type concrete curb and gutter, A-type concrete curb, surmountable concrete curb and gutter.
Products and installation shall conform to the applicable drawings in the “Uniform Standard
Drawings for Clark County Area, Nevada”, latest edition.
1.3.5.8 Construct Cross Gutters: (Sometimes called valley gutters) Work includes scarifying the top 6" of subgrade (compact to 95% laboratory maximum density), installing a 10” aggregate base course, installing 9" thick concrete valley gutter (typically 8’ wide), w/ #4 bars @ 12” o.c.
(control joints at 12’ or less apart). Products and installation shall conform to the applicable drawings in the “Uniform Standard Drawings for Clark County Area, Nevada”, latest edition.
1.3.5.9 Construct Sidewalks: Work includes scarifying the top 6" of subgrade (compact to 95% laboratory maximum density), installing a 5” aggregate base course, installing 4" thick concrete sidewalk (typically 5’ wide), (control joints at 5’ or less apart). Products and installation shall conform to the applicable drawings in the “Uniform Standard Drawings for Clark County Area, Nevada”, latest edition.
1.3.5.10 Construct 6” or 8” Thick PCC Pavement: Work includes scarifying the top 6" of subgrade (compact to 95% laboratory maximum density), installing a 4” aggregate base course, 6” or
8” thick PCC pavement w/ #4 bars @ 16” o.c. (control joints at 12’ or less apart). Products and installation shall conform to the applicable drawings in the “Uniform Standard Drawings for Clark
County Area, Nevada”, latest edition.
1.3.5.11 Construct 10” Thick PCC Road Intersection Pavement: Work includes scarifying the top 6" of subgrade (compact to 95% laboratory maximum density). Installing 4” of aggregate base course (compact to 95% of laboratory maximum density), placing 10” of PCC pavement, installing joints, tie bars as required, and placing joint seals. Products and installation shall conform to drawing numbers 230, 231 and 233 in the “Uniform Standard Drawings for Clark County Area, Nevada”, latest edition.
1.3.5.12 Construct 12” Thick Airfield PCC Pavement: Work includes scarifying the top 6" of subgrade (compact to 95% laboratory maximum density). Installing 4” of aggregate base course
(compact to 95% of laboratory maximum density), placing 12” of plain PCC pavement, installing

16” long, 1” diameter steel dowels at 12” o.c, saw cutting control joints, and placing neoprene compression joint seals. New slabs shall be 20’x 20’, unless otherwise noted.
1.3.5.13 Construct 15” Thick Airfield PCC Pavement: Work includes scarifying the top 6" of subgrade (compact to 95% laboratory maximum density). Installing 4” of aggregate base course
(compact to 95% of laboratory maximum density), placing 15” of plain PCC pavement, installing
16” long, 1” diameter steel dowels at 12” o.c, saw cutting control joints, and placing neoprene compression joint seals. New slabs shall be 20’x 20’, unless otherwise noted.
1.3.5.14 Construct 20” thick PCC Pavement: Work includes scarifying the top 6" of subgrade
(compact to 95% laboratory maximum density). Installing 4” of aggregate base course (compact to
95% of laboratory maximum density), placing 15” to 20” of plain PCC pavement, installing 16” long, 1” diameter steel dowels at 12” o.c, sawcutting control joints, and placing neoprene compression joint seals. New slabs shall be 20’x 20’, unless otherwise noted. This line item shall be used primarily for thickened edge slabs.
1.3.5.15 Demolish 6” to 10”thick PCC Pavement: Work includes the demolition and removal of existing 6”-10” thick plain (doweled) PCC pavement.
1.3.5.16 Demolish 10” to 15”thick PCC Pavement: Work includes the demolition and removal of existing 10” to 15” thick plain (doweled) PCC pavement.
1.3.5.17 Demolish 15” to 20” thick PCC Pavement: Work includes the demolition and removal of existing 15” to 20” thick plain (doweled) PCC pavement.
1.3.5.18 Saw Cut PCC Pavement <12”: Work includes saw cutting concrete pavement to a 12” depth.
1.3.5.19 Saw Cut PCC Pavement >12”: Work includes saw cutting concrete pavement from 12” to 18” depth.
1.3.5.20 Excavate and Export Subgrade: Work includes excavation and export of existing subgrade. The exported subgrade shall be hauled off base. This line item may be used in conjunction with pavement construction or independently. Note some paving line items already include subgrade replacement with base course.
1.3.6 CONSTRUCT DRAINAGE STRUCTURES: Included with the line items below is the cost for steel plates to cover open trenches across pavements at the end of each work day as required to allow for traffic during non-work hours. Contractor shall excavate by means of hydro-excavation or other non-mechanical means for the line items below.
1.3.6.1 Construct Drop Inlet: Work includes necessary site excavation, installation of a new cast-in-place or precast concrete drop inlet (minimum 2' x 2' inside dimension) with traffic bearing metal grate. The depth of the drop inlets shall be a maximum of 5’.
1.3.6.2 Connect Drop Inlet: This line item will be done in conjunction with line item 1.3.6.1.
Work includes saw cutting and removal of 2-4” asphalt pavement, excavation, installation of a 6”
Summary of Work 01 11 00 - 11 schedule 40 PVC pipe between the new catch basin and an existing drainage ditch or existing drainage pipe (top of pipe is maximum of 4’ below the surface), backfilling, and the placement of new 2” asphalt. Compact asphalt to achieve at least 97% density and conform to the elevation of the surrounding pavement.
1.3.6.3 Install Concrete Culvert Pipe: This line item would be used in conjunction with paving line items. Work includes excavation by hydro-excavation to achieve a flatbed for the pipe, placement of a 24” or 36” equivalent diameter elliptical reinforced concrete pipe, and backfilling
(compact to achieve 95% relative density). The first six inches of fill over the pipe is to be included as part of this line item. The top of the pipe shall be 6” below the depth of the asphalt pavement section (includes the asphalt and base course thickness). The pipe bedding layer shall be a minimum of 6” of either Type II aggregate base course or sand.
1.3.6.4 Construct Headwall with Wings: This line item would be done in conjunction with line item 1.3.6.3. Work includes necessary excavation, formwork, and installation of a reinforced concrete headwall and wing walls as detailed in the appendix.
1.3.6.5 Install CMP: Work includes excavation by hydro-excavation to achieve a flatbed for the pipe, placement of a 24” diameter 16 gauge corrugated metal drainage pipe, and backfilling. The first six inches of fill over the pipe is to be included as part of this line item. The top of the pipe shall be 6” below the depth of the asphalt pavement section (includes the asphalt and base course thickness). The pipe bedding layer shall be a minimum of 6” of either Type II aggregate base course or sand.
1.3.6.6 Install Riprap: Work includes placing geotextile fabric and a combination of 4”-8” red granite rock to a minimum of 6” depth. Rock granite shall be spread to a continuous uniform depth sufficient to ensure no weed block is visible from above (minimum 6 inches deep). Line item to be used in conjunction with drainage structures line items (i.e. headwalls, inlets and piping).
1.3.7 INSTALL UTILITY DUCTS: These line items would be used in conjunction with paving line items. Assume additional excavation of 18” by means of hydro-excavation. Contractor shall include with the line items below the cost for steel plates to cover open trenches across pavements at the end of each work day as required to allow for traffic during non-work hours.
1.3.7.1 Install Sleeve Under New Pavement: Work includes any additional required excavation, installation of one 10” Schedule 40 PVC pipe, and backfilling.
1.3.7.2 Install 2-Way Power/Comm Duct: Work includes any additional required excavation, installation of two 6” Schedule 40 PVC pipes (one duct with innerducts) encased in concrete, and backfilling. See detail in the appendix.
1.3.7.3 Install 4-Way Power/Comm Duct: Work includes any additional required excavation, installation of four 6” Schedule 40 PVC pipes (one duct with innerducts) encased in concrete, and backfilling. See detail in the appendix.
1.3.7.4 Install Direct Buried Duct: Work includes any additional required excavation, installation of one 6” Schedule 40 PVC pipe, and backfilling.

1.3.7.5 Install Duct Bank Location Markers: Work includes installation of duct bank location markers at each end of the buried duct. See appendix for detail.
1.3.8 ADJUST UTILITY ITEMS:
1.3.8.1 Adjust Water Valve Cover to Grade: Work includes adjusting the elevation of an existing valve assembly so the cover is flush with the surface of the new pavement, and constructing a new concrete collar. Product and installation shall conform to the most current version of

1.3.8.2 Adjust Manhole Cover to Grade: Work includes adjusting the elevation of an existing manhole so the cover is flush with the surface of the new pavement, and constructing a new concrete slab around the manhole. Product and installation shall conform to the most current version of
1.3.8.3 Replace Electrical Box: Work includes removal and disposal of existing concrete box, and providing and installing a new concrete electrical Box, sized up to 18" x 30", so that the cover is flush with the surface of the new pavement.
1.3.8.4 Relocate Fire Hydrant: Work includes non-mechanical excavation, removal of existing hydrant, addition of up to a 12’ extension pipe, reinstallation of hydrant, installation of a concrete kicker, and backfilling. Installation shall conform to the most current version of “Uniform Standard
Drawings for Clark County Area, Nevada”, latest edition.
1.3.9 PLACE PAVEMENT MARKINGS:
1.3.9.1 Place Traffic Striping: Work includes laying out and placing yellow, white, or blue striping on new or existing roads or parking lots. Stripes shall conform to the most current version of “Uniform Standard Drawings for Public Works’ Construction, Offsite Improvements, Clark
County Area, Nevada”, unless otherwise shown.
1.3.9.2 Remove Paint: Work includes removing paint from concrete pavement without adversely affecting the pavement surface.
1.3.9.3 Install Traffic Tape: Work includes layout, necessary preparation of the new or existing pavement surface, and installation of traffic tape.
1.3.9.4 Install Ceramic Traffic Buttons: Work includes laying out and placing the yellow or white buttons on new or existing roads. Buttons shall conform to the most current version of

1.3.9.6 Remove Traffic Buttons/Markers: Work includes removing existing traffic button or marker and patching resulting depression. The patch material shall be level with the surrounding pavement.
1.3.9.7 Install Large Reflective Traffic Markers: Work includes laying out and placing the white or yellow reflective markers on new or existing roads. Ceramic marker has a 6” diameter and
2” height with two reflectors facing opposite directions. Markers shall conform to most current version of the “Uniform Standard Drawings for Clark County Area, Nevada”, latest edition.
1.3.9.8 Install Reflective Roadway Delineators: Work includes laying out and placing the white or yellow reflective roadway delineators.
1.3.9.9 Place Airfield Reflective Striping: Work includes laying out and placing the specified yellow, red, or white paint with reflective beads on new or existing airfield pavements.
1.3.9.10 Place Black Paint: Work includes placing black paint over existing markings on pavements to hide those marks.
1.3.10 MISCELLANEOUS:
1.3.10.1 Install Traffic Sign up to 800 square inches: Work includes installation of a traffic control sign (including pole and concrete base). Signs shall be retroreflective and made of prismatic sheeting with a minimum warranty of 10 years. Product and installation shall conform to the most current version of “Uniform Standard Drawings for Clark County Area, Nevada”, and “Manual on
Uniform Traffic Control Devices”.
1.3.10.2 Install Traffic Sign 801 to 2500 square inches: Work includes installation of a traffic control sign (including pole and concrete base). Signs shall be retroreflective and made of prismatic sheeting with a minimum warranty of 10 years. Product and installation shall conform to the most current version of “Uniform Standard Drawings for Clark County Area, Nevada”, and “Manual on
Uniform Traffic Control Devices”.

1.3.10.5 Install Asphalt Speed Tables: Work includes installation of a speed table on top of existing pavement. The dimensions are a 12’ long flat section that is 8” high, and 6’ tapered end sections, and the length of the table will be the width of the lanes.

1.3.10.6 Install Precast Bumper Blocks: Work includes installation of precast concrete bumper blocks. Product and installation shall conform to the “Uniform Standard Drawings for Clark County
Area, Nevada”, latest edition.
1.3.10.7 Install Detectable Warning Panel: Work includes placement and custom cutting of new yellow, red, black, brown or white detectable warning panels. Minimum size required is 24”x 60”.
Panels must comply with specification 32 17 26. This line item is to be used in conjunction with paragraph. 1.3.5.7, and will only be used with new pavement.
1.3.10.8 Install Urethane Rubber System: Work includes placing a urethane rubber system on top of existing pavement. Line item may be used in conjunction with any paving line item or on existing pavement. Recommended manufacturer is Atlas Track & Tennis or approved equal. The
Contractor will submit product information for approval and follow manufacturer’s instructions for installation. The surface must adhere to ASTM specification F2157-02, Standard Specification for
Synthetic Surfaced Running Track.
1.3.10.9 Maintain Urethane Rubber System: Work includes high pressure power wash cleaning of surface, repair all cracks and voids in the surface, provide necessary protection of surrounding area from over spray, apply system primer, apply 2 coats of red urethane binder, remove protection and return the surrounding area to its natural state.
1.3.10.10 Construct Road Bollard Foundation and Collar: Work includes surveying, trenching, placing, constructing and compacting 6” minimum aggregate base course (Type II), placing a concrete footing sized per the schedule in appendix detail sleeve bollards. This line item includes at maximum 2’-6” of foundation to each side of the bollard in-line with the bollards’ axis. All damaged pavement shall be restored to its previous state. Work also includes manufacture, fabrication, painting and placement of 12” O.D. bollard collar with 8 3/4” I.D to include 9” O.D. Bollard Collar.
1.3.10.11 Install Aircraft Mounting/ Grounding Points: Work includes coring out a 12” diameter hole through airfield apron PCC, driving a 10’ (minimum length) copper clad steel rod
(grounding), placing bentonite around the grounding rod if needed to achieve required resistance of less than 10,000 ohms, assuring a closed eye is recessed within 1/4” below the surface of the pavement, and placing concrete around the rod in 2 lifts. A 6” wide yellow circle must be painted around the depression and mooring/ grounding point. Product and installation shall conform to the attached specifications MOORING AND GROUNDING POINTS FOR AIRCRAFT Specification
34 73 13 and UFGS 34 73 13.
1.3.10.12 Install Landscape Rock: Work includes providing and installing new crushed ¾” “Native
Red” granite (3” deep, includes weed block fabric/visqueen and herbicide.) Area shall be sprayed with herbicide prior to weed block fabric/visqueen being placed. Afterwards rock granite shall be spread to a continuous uniform depth sufficient to ensure no weed block is visible from above
(minimum 3 inches deep). Line item to be used in conjunction with pavement line items (i.e.
pavement demolition or reconfiguration).
1.3.11 PRICE ADJUSTMENT FACTORS:

1.3.11.1 De-Mobilization and Re-Mobilization: Work includes removal of all labor, equipment, material, manufactured articles, including transportation of such, and all else necessary to accomplish a TO from the construction site. Line item to be used primarily if a stop work is issued for more than 30 days and the Contractor is required to leave the site and re-mobilize. Line item is not to be utilized for de-mobilizing or re-mobilizing between phases if line items for each phase are sufficient to meet minimum requirements.
1.3.11.2 Controlled Area Escorts: The Contractor shall provide his own escorts with appropriate security clearance & badges required for work in controlled areas at Nellis AFB and Creech AFB.
The Contractor & Subcontractor employees shall be accompanied by this escort at all times in the controlled area jobsites. Radio contact with the respective Airfield Control Tower will be made before entry, monitored while in the controlled area and contact at departure from the controlled area. The escorts will be responsible for ensuring that workers who do not possess a Restricted Area
Badge stay within the pre-defined controlled area. Possible escorts may include active duty or retired military or DOD civilian personnel who possess the appropriate clearance and badges and are familiar with the area and its restrictions. The Contractor and escorts shall comply with applicable excerpts of AFI 31-501, Personnel Security Program Management (see attachment 56). These additional requirements will be completed with assistance from the 99 CES Security Manager.
1.3.11.3 Non-Standard Work Factor: The sum of the costs of line items used in non-standard work shall be multiplied by an adjustment factor. This refers to work performed in a non-standard work period as the result of a government requirement, but not to work performed in a non-standard work or overtime period as the result of the Contractor’s preference. Non-Standard Working Hours are during the period from 6:00 p.m. to 6:00 a.m., Monday through Friday; and Saturdays, Sundays, and Federal Holidays.
1.3.11.4 Creech AFB Work Factor: The sum of the costs of line items used in a project at
Creech AFB shall be multiplied by a coefficient to account for the added travel time to and from those locations.
1.3.11.5 NTTR Work Factor: The sum of the costs of line items used in a project at Point
Bravo, or Range 63C shall be multiplied by a coefficient to account for the added travel time to and from those locations.
1.3.12 GRADING and DRAINAGE PLANS:
1.3.12.1 Intent: The Contractor shall be responsible for developing grading and drainage plans for task orders that are awarded under the Paving IDIQ contract. The Contractor shall submit these plans for review and approval to the government. The Government shall provide initial design plans for a task order and the Contractor shall augment and refine those plans as necessary to provide completed grading, and drainage plans that shall be used for construction. These plans shall also provide the basis for the as-built drawings required to be provided by the Contractor (reference paragraph 1.31). The Contractor shall ensure that the finish grades of new pavements match or improve upon the existing grades of replaced pavement. New finished grades or slope provisions
(such as crowning a road) may be provided on project drawings. At points of integration with existing items, new pavement grades shall match the existing elevations. The Contractor shall perform all surveying as necessary to develop the plans and to execute construction. All costs for
Summary of Work 01 11 00 - 16 surveying and for development of the grading and drainage plans shall be incorporated in the bid price for each applicable line item.
1.3.12.2 Prior to Plan Submittal: It is the sole responsibility of the Contractor to request in writing to the Contracting Officer specific drawings or technical documents to review. All available as-builts will be provided to the Contractor. The Contractor shall field verify all provided as-builts as well as existing field conditions prior to accomplishing the plans.
1.3.12.3 Drawings: The drawings developed by the Contractor shall conform to industry standards relating to good drafting practices. All completed drawings shall clearly identify the work being performed under the task order. The use of existing drawings provided by the government will be allowed. Each new sheet shall have an approved title block and border, matching the government design drawings. Site plans shall include benchmarks, access from main roads, and surface or sub-surface drainage concepts. Utilize scale that shows building site, relation to adjacent structures, existing utilities, and additional utilities required, and other major site features. Scales for site plans shall be sufficiently large enough to clearly delineate building location, topographical, utilities, streets, roads and parking, vegetation and other pertinent data. Hard copies shall be clearly readable.
The use of redline schematics shall not be acceptable. Submission of drawings in the incorrect scale shall result in disapproval of the submittal.
1.3.12.3.1 Initial Submittal: This will include, for review, final and complete drawings. All project requirements identified in the most current task order revision, and site visit minutes must be incorporated. The Contractor shall provide four (4) hard copies of drawings size ANSI C or ARCH
C and four (4) electronic DVD or CD copies (Adobe Acrobat PDF) of the submittal documents.
DVD’s or CD’s shall be labeled with contract/task order number, project number, project title, and date. If submission is a resubmittal that shall be indicated as well. Contractor shall not submit the final plans until the initial submittal package has been approved by the Government. The submitted drawings shall be dated with the date of the submittal and the cover sheet shall state that it is an initial submittal. The Contractor shall have 21 calendar days from NTP to submit this requirement.
The Government shall have 14 calendar days to review and submit comments, if any, to the
Contractor.
1.3.12.3.2 Final Submittal: For the final submittal, all drawing sheets shall be marked “FOR
CONSTRUCTION”. Provide four (4) hard copies of the drawings (two (2) ANSI or ARCH D size and two (2) ANSI B or ARCH B size). Provide six (6) electronic copies in both AutoCAD and
Adobe Acrobat (pdf) formats of the entire submittal on CD or DVD. CD’s or DVD’s shall be labeled with project number, project title, contract/task order number, and date. Contractor shall provide responses to review comments, if any, from the initial submittal package. The Contractor shall have 10 days after receipt of the Government’s review comments to submit the final submittal.
1.3.13 SOILS TESTING: Some task orders may require soils testing and that shall be a separate line item on the task order if required. Work includes testing soil a minimum of three feet below finished grade at three separate locations. Samples obtained shall be tested and information including but not limited to USCS soil classification, densities, blow counts, moisture, sample locations, sieve analysis, Atterburg limits, optimum moisture plots, direct shear tests, permeability, cone penetrometer and contaminants shall be reported.

1.4 SITE VISIT: Contractors are urged to attend any site visits that may be scheduled by
Base Contracting, as identified on TOs. (See Contract FAR Clauses 52.236-2, Differing Site
Conditions, and 52.236-3, Site Investigation and Conditions Affecting the Work).
1.5 SINGLE, PRIME CONTRACT: The work specified in individual TOs shall be constructed under a single, prime contract.
1.6 PERFORMANCE PERIODS & NOTICE(S) TO PROCEED:
1.6.1 A typical TO shall have a pre-construction performance period and a construction performance period. The performance times for each project will be defined in each TO. At the beginning of a project, after bonding has been submitted and approved, the Contracting Officer shall issue a Notice to Proceed 1 (NTP 1). At this time, the Contractor can perform the grading/drainage plan development segment of work (when applicable), initial material tests, obtain permits and get submittals approved.
1.6.2 At the beginning of the construction performance window, and if all necessary submittals have been approved by the Contracting Officer, the Contracting Officer shall initiate Notice to
Proceed 2 (NTP 2) to allow actual construction work to begin. This period of performance for construction includes, but is not limited to, completion of project scope, all punch-list items, final clean-up, review and acceptance of all deliverables (As-built drawings, warranties, etc.). The
Government review time for as-built drawings and warranties is included in the performance period and specific timeframes will be listed in the TO. After as-built drawings are approved the
Government has 14 calendar days to return red-line drawings.
1.6.3 CONSTRUCTION PHASING: Some projects may have to be accomplished in phases in order to maintain accessibility to facilities. For example, a road repair project may be phased so that only a section of the road is under construction at one time. A particular project will be divided into as few phases as possible as it is in the best interests of the Air Force to complete a project as quickly as possible. The sum of the estimated quantities and performance times in all phases of a project will determine the overall estimated quantities and performance time for the project. Unless otherwise noted, assume all aspects of one phase will have to be completed before the next phase can start. Bid line items will be broken down into individual phase requirements and if each phase meets the minimum requirements for that item will not require the de-mobilization/re-mobilization line item added to the TO.
