SECTION 02 41 13
DEMOLITION
1. PART 1- GENERAL:
1.1. APPLICABLE PUBLICATIONS: The publications listed below form a part of this specification to the extent referenced. The publication is referenced to the text by the basic designation only.
U.S. Department of the Army Corps of Engineers (CE) Manual EM 385-1-1 Safety and Health Requirements Manual (1992)
1.2. AVAILABILITY OF WORK AREAS: The Contractor will coordinate with the Contracting Officer before initiating any work and will notify him of proposed location of work and time of operations. Demolition work immediately adjacent to active runways and taxiways shall be scheduled with Nellis AFB personnel.
1.3. SUBMITTALS: None required.
1.4. GENERAL REQUIREMENTS: The work includes demolition or removal of all construction indicated or specified. All materials resulting from demolition work, except as indicated or specified otherwise, shall become the property of the Contractor and shall be removed from the limits of Government property. Rubbish and debris shall be removed from Government property daily unless otherwise directed. Materials that cannot be removed daily shall be stored in areas specified by the Contracting Officer. In the interest of occupational safety and health, the work shall be performed in accordance with EM 385‑1‑1, Section 23, Demolition, and other applicable Sections. In the interest of conservation, salvage shall be pursued to the maximum extent possible; salvaged items and materials shall be disposed of as specified.
1.5. DUST CONTROL: The amount of dust resulting from demolition shall be controlled to avoid creation of a nuisance in the surrounding area. Use of water will be permitted.
1.6. PROTECTION OF EXISTING PROPERTY: Before beginning any cutting or demolition work, the Contractor shall carefully survey the existing property and examine the drawings and specifications to determine the extent of the work. The Contractor shall take all necessary precautions to insure against damage to existing property to remain in place, and any damage to such property shall be repaired or replaced as approved by the contracting Officer at no additional cost to the Government. The Contractor shall carefully coordinate the work of this section with all other work. Contractor shall take all necessary precautions to prevent spalling and chipping of pavement to remain in place. No equipment shall be operated within 5 feet of the concrete to remain in place except for hand held impact equipment and only after sawcutting is accomplished.
1.7. BURNING: The use of burning at the project site for the disposal of refuse and debris will not be permitted.
1.8. USE OF EXPLOSIVES: Use of explosives will not be permitted.
1.9. UTILITIES:
1.9.1. Disconnection of Utility Services: Utilities shall be disconnected only when and where necessary. Where such disconnection will interrupt the utility services to an area not included in the contract, arrangements for such interruption shall be made with the Contracting Officer at least 5 working days in advance of the interruption.
1.9.2. Protection: Contractor shall preserve in operating condition, unless otherwise noted, active utilities traversing project site. Contractor shall repair damage to such utilities caused by work under this contract to the satisfaction of the Contracting Officer.
1.10. DISPOSITION OF MATERIAL: Title to all materials to be demolished, is vested in the Contractor upon receipt of Notice to Proceed and such materials are designated as scrap. The Government will not be responsible for the condition, loss or damage to such property after Notice to Proceed. At his option the Contractor may retain these items in useable form and take possession of them for his own benefit providing that there is no subsequent cost or incovenience to the Government. Stockpiled broken concrete, asphaltic concrete, and excess excavation materials shall be removed from Government Property before completion of the project unless otherwise noted. Scrap shall not be sold on site.
1.11. CLEAN-UP:
1.11.1. Debris Control: Debris shall be removed and transported in a manner as to prevent spillage on streets or adjacent areas.
1.11.2. Regulations: Local regulations regarding hauling and disposal apply.
1.11.3. Airfield Work: The Contractor will be required to maintain cleanliness of adjacent open and operational airfield pavements at all times during progression of work by use of a sweeper in order to eliminate foreign object damage (FOD). The Contractor will be required to move all materials and machinery to a safe distance as determined by the Contracting Officer from an active runway or taxiway at the close of each day's work.
