1. Line Items #1.3.10.1 through 1.3.10.4 is for Permanent Traffic Control Signs. Where can we cover the Temporary Traffic Control Signage as required for the various scopes of work?
Reference para 1.3.1. in Division 01 11 00: The Contractor shall provide and install all safety barricades, traffic control items and detour signs, and the cost of such shall be included in the bid prices for the line items.
2. Line Item #1.3.11.1 Demobilization & Remobilization is for Nellis AFB. There needs to be two (2) separate bid line items for Mobilization to Creech and NTTR? Each of these locations will have varying differing cost for mobilization which may not be able to be covered as a percentage over just a few line items of work. Please include these additional items.
The one line item as described will be sufficient. This item will only be used for a particular task order if a gap in available work periods will be expected to exceed 30 days.
3. Are we to submit a separate copy of the bid schedule for all line items of work for Creech & NTTR, due to the fact the deliveries of all materials will vary for each of the items. This will be difficult to create a percentage that works for all line items. Please provide some direction on how deal with this matter.
No, the percentage factor has been successfully used in past IDIQ contracts.
4. Removal of Concrete items do not address the excavation to subgrade, to make room for the Aggregate Base section. Will we use the Excavation line item to cover for this work?
Yes, the intent would be to use line item 1.3.5.20 to account for excavation requirements that would be required that are not already accounted for in the respective demolition & construction line items.
5. Is there to be a material escalator for items such as concrete, steel and asphalt? We can get price protect on materials for a year at a time. Will the owner be reviewing the cost changes of these materials annually for price adjustments?
No, adjustments to line items shall be captured in subsequent Option Year pricing.
6. Is Flaggers to be covered in the line items as well or will they be done on a Time & Material Basis?
Cost for flaggers shall be incorporated into the unit costs of the line items that might require them.
7. Are there any existing environmental conditions I need to be made aware of that will affect the progress of the work as described in any of the SOW’s for any of the locations included in this Paving IDIQ?
Environmental items are addressed in paragraph 1.22 in Division 01 11 00.
8. All projects in Clark County require a Dust Permit! Where is this cost to be covered?
Cost for this shall be incorporated into the unit costs of the line items for which it would be applicable.
9. All projects in the State of Nevada require a SWPPP Permit! Where is this cost to be covered?
Cost for this shall be incorporated into the unit costs of the line items for which it would be applicable.
10. Southern Ranges of the NTTR (Range 63 and Point Bravo): What are the gate access locations for this area? Where are the potential work areas? Please will you provide a plan for general access and locations?
Access to Range 63 will be through the access gate across US 95 from the highway 156 intersection. Access to Point Bravo will be through the access gate at Point Bravo which is approximately 6 miles southeast of Indian Springs off of US 95. All work that might be executed on the southern ranges accessed from these locations would be within 6 miles of the respective entrance locations.
11. All Locations: Are there any borrow areas for native fill materials, also disposal areas for clean earth, asphalt milling and chunks, demolished concrete?
